Exer is born in November or December 1971. Lunar is born in February 1997. Twisting Tiger is probably going on 30. Exer would be about 25 by the time that Lunar would be born and in his 50s in present day.

How does Exer still look younger than Tiger and Lunar?

Lunar: You see, time functions differently in the Beyond Beyond Beyond. Good grief, I hate saying that over and over, I'm just gonna call it Bx3.

So the Bx3 is an artificial universe and has its own timeline. And because of this, the Bx3 is dependent on its inhabitants for it to function. This could come from any magic user, regardless of when the magic user is from. And because of that, Exer can meet up with Tiger and I and not look a day over the age he is in his own universe.

So in the Bx3, I'm 27, Tiger is 29, and Exer is 18. But now that you said that he was born in the 70s, I'm gonna go bully him for being a Gen X.
