Okay. I've been thinking about this for a while but it could still be incoherent.
So in IEYTD 3, there are some agency announcement transmissions after you beat a level. If I remember correctly, there was one after Hot Water which mentions Southern Philippines (along with other countries). (I, unfortunately, do not have access to the game but have watched gameplays.)
I have a few theories into why that (the agency doesn't have EOD agents in the Northern part of the Philippines) is (I can go on about that but it's likely it won't be historically accurate but let's just say the 50s were pretty wild and I have several agency headcanons if my suspicions are true.) and I was wondering if you have any more insights on possible points the games diverge from our timeline.

So, this is all in the wonderful world of messing around with speculation, but for possible points of timeline divergence we first have to take into account the actual year IEYTD takes place, that being 1967. In addition, we need to look at the political systems in place, which is where this gets... funky.
See, in IEYTD 2 it is established that there are 4 world leaders:
Chancellor Magpantay, head of the Pacific League (Asia and Australia).
PM Markopoulos, head of the Mediterranean Commonwealth (Asia, Europe, and Africa)
President Okafor, head of the South Atlantic Union (Africa and South America)
Premier Sucre, head of the Hudson Federation (North America)
All of these positions are either elected or appointed by either the general public, or the country's parliament/whatever political system they have in place. So it's not like a monarchy where any of these people were born into these positions.
But, all that being said, these are not countries, but they're not continents either, they're some unique additional territory. We know this due to a detail where Juniper's jet took off from the JFK airport.
Why does this matter? Because the JFK airport was named after John F Kennedy after his assassination as the president of the United States. This means that all of the countries as we know them still exist, and this is also confirmed by the map in Juniper's jet and that radio broadcast that you reference. The long list of differing countries make it evident that the systems in place are one more level of authority on top of the heads of countries.
The reason I go into all of this is because a lot of "timeline divergence" things are tied deeply to politics, spies are innately political after all. Borders, international boundaries, treaties, all of this is what leads to the divvying up of the world like this.
So the question is no longer "why is the world laid out like this" it is now "why would all of these countries agree to this system/get pushed into this system when they were already established as individual powers?"
If I had to guess, the split would be around WWI/WWII, specifically either the foundation of NATO or something similar happening right after WWI, the results are the same either way.
Either after The Great War, which was the first war to take over the entire planet, or after WWII which took place so close after the first one, there was an international agreement that something needed to change to keep this sort of incident from occurring ever again.
So, rather than having dozens of people arguing over treaties, the political powers at be decided to simplify it to four people, four territories.
Now, meta wise, this is because kidnapping 4 people is a lot easier to depict than 40+, but there still are ramifications on the rest of the world building due to it. This may even impact how countries interact with each other normally.
Handler affectionately jokes about "the alien we met with the Russians!" Regardless if he is supposed to be English or US American like the devs, there is no undertone of space race, international conflict, or anything similar despite this occurring in the late 60's right when the space race would be happening between the US and Russia. Just delight over this thing that happened with those chums from Russia!
And it makes sense for individual countries to not be at each other's throats. Everyone is a bit too worried about what Zoraxis is doing at that point, the Mediterranean Commonwealth's representative saying he doesn't trust Zoraxis and the South Atlantic Union having a strong isolationist stance at the moment. There is no word of the territories fighting, just that they don't trust anyone at this moment.
And this why a system like this would be in place, it would make discussions of conflict easier, as it would be discussion between four people and their teams rather than dozens or even hundreds of conflicting sides. There likely would still be internal conflicts within the territories, but picking a fight with another territory wouldn't be possible.
The US can't pick a fight with Russia, they're part of the Mediterranean Commonwealth and the US is in the Hudson Federation. That would be like Texas bombing California or attacking Canada, they just don't have the jurisdiction for that.
This would explain why the politics in place are so different, as well as why real world politics are never brought up and don't have a tangible impact on these games. The EOD is dealing with Zoraxis rather than representing a specific country because the way the countries have conflicts is fundamentally different.
TL;DR
The way there are only 4 political leaders makes everything super funky in terms of international conflict that is fundamentally different from how we experience it irl

It's so good!!!
This is me waltzing into pure speculation/headcanon territory, but from what I gathered, it's grief. Not some grand idea of power or trickery, Zor's just not moved on from Vitti.
I think it's implied, what with her photo being in a potted plant, that Vitti did not die in an accident (especially since she's most likely the Phantom) but rather she left the EOD and went into hiding.
If she did this without informing Zor, that gives a motivation for their revenge: grief. To Zor, this friend/partner of theirs is gone, and it's because the EOD didn't appreciate her. They pushed her into leaving everything.
When they saw Phoenix, at first they were annoyed. A random ass agent ruining everything? They're just in the way, they need to be killed.
Then they come back, and suddenly the agent feels familiar. Spiteful, a survivor, an asset to the EOD and a problem to boot. It feels reminiscent of the EOD agent in Zor's life from before they lost her.
Initially through the sequel, they found it endearing, maybe even charming, to see someone that reminded them so much of Vitti. But... That's not right.
They can't just replace her with a random agent, that's wrong. She wasn't just some tool to replace, and the way the EOD paints the Phoenix it seems that's exactly what's happening. Sure, they could move on, but for the EOD to act like Vitti was never there?
It's wrong, it's disgusting, the EOD talked about Phoenix as if Vitti was never there, and they know this because Prism said Phoenix was their argument for not accepting her robots!
Was Vitti not enough? She's gone because of them, and now they move on?!
No. No no nononono. Nevermind. Forget the cat and mouse games, Phoenix needs to die. They aren't better than Vitti, they've just tricked everyone into believing that.
"So you fooled Prism into believing in you... Well, even the great Agent Phoenix will eventually burn out. Believe me when I say there is nothing left at the agency worth saving. I would know... Be seeing you."
Those aren't the words of someone who's moved on from loss. Even if Zor is Vitti, this just shows she's not moved on from her anger and grief from how the EOD treated her like a tool that can be changed out.
I feel like Vitti being Zor and the Phantom is too much, honestly. It would have been more interesting to have Zor trying to appeal to Phoenix if they were going to do that, but that's my two cents on it. Either way, this is all very loosey-goosey speculation.
replaying ieytd 3 to research that cigar post has got me thinking about lighters.
because like, in Safe and Sound, Juniper gives you an Agency lighter with the name Agent Phoenix inscribed on it. it’s another fun little tip-off that something isn’t quite right since Juniper is the only one who calls you Phoenix at that time. we know that the Agent keeps that lighter, because when they move into their base for 3, they take it with them and keep it on the radio.
but then, in House Call, you can find an almost identical Agency lighter with Dr. Prism’s name on it. same make, same font… it begs the question: does EVERY major member of the Agency get one of those custom lighters? or are they like,, Zor made custom Agency lighters? because either way i have so many questions.
let’s say it’s the first option. how did Juniper find out about them? or perhaps, why would Zor tell him about this Agency custom? it was given to the Agent as a tool that must be used to escape the false reality that Juniper made, right in front of the camera that Zor specifically requested. doesn’t that seem weird?
or maybe, like the other trends that they set, no one had an engraved lighter until they did, and Prism’s just served as another reminder to her that human agents were so lauded over and praised that one had the arrogance to get a lighter with their name on it and everyone else blindly followed suit.
or maybe Juniper just found out about em and put one in without much thought idk

Ok so, the EOD is the one who gives their agents/workers the lighters, we know that much because in the first IEYTD we see one of those lighters on the agent's desk on their first day on the job

So they're not Zoraxis being weird (well, they are, but more on that in a second)
This lighter is generic likely because the agent is new new, and more importantly unnamed. It would make no sense to engrave "AGENT" on the back of a lighter, there are hundreds of them. But this is not the only EOD lighter in this game.
In Winter Break, there's an EOD lighter hidden in a safe, and while this lighter isn't engraved there's a good chance that's because the owner didn't have a name yet in a meta sense. It does look different though, with an EOD logo on each side.

This safe is behind a portrait of a woman. A familiar woman we know now as Valeri Vitti, the previous top agent at the EOD.

I mean, she looks almost identical in this group photo. So clearly Vitti either has an attachment to Zor or was in a romantic relationship with them (I have an entire theory video on how I got to that conclusion, but that doesn't have much to do with the lighters)
To focus back in on the question, why give the agent the lighter that helps them sabotage the facade?
It's not a Juniper concoction, it is because Zor has very personal experience with the EOD outside of them sabotaging Zor's evil plots. This is affirmed by Handler saying Zor "wants revenge" in IEYTD 1 and Zor saying there's nothing worth saving at the agency in IEYTD 3, that they, Zor, would know. But why would Zor feed into this agency custom, especially with how much they loathe the EOD?
It's because at this point, Zor isn't just trying to kill the Phoenix. If that was all it was, they would have let Juniper shoot Phoenix while they were unconscious in their van, it would have made their life easier at this point. No, at this point, Zor is testing the agent.
They don't want Phoenix to die in this cheap trap that has Juniper's ego all over it, it's not what they want.
They want Phoenix to get to the broadcast, to crash it, and to see them perform under pressure. This is evident from how they speak to Phoenix.
"Your move, Agent." "Clock's ticking." "Oh so very close~" and they are almost disappointed if you fail.
"Oh well... and you seemed so promising."
Yes, they're playing cat and mouse, but that is not the comment of someone who was biting their nails about this being a close call. It sounds like they were hoping for Phoenix to win. And when they win, Zor says they'll "be in touch" with the agent, as if they decided that Phoenix finally won their approval.
And it's beyond just their dialogue, looking around that final room there are so many screwdrivers, all the same size and make. I think there are 3 or 4 total. Why does this matter?
Because you can't solve the briefcase without one, and while yeah, this could just be the devs not wanting to soft lock the player if they lose one, within the story those screwdrivers are all there for a reason. And that reason is Zor wants to see Phoenix's performance, not just trap them behind a metal plate.
So, to circle back, why does Phoenix receive a lighter with their name on it in Safe and Sound? Because Zor sees Phoenix's abilities, recognizes their skills, and wants to see if they can truly pull off being a successor to Vitti, regardless if Vitti is Zor or someone they were once close with.
It's either game recognizing game and Vitti giving Phoenix their own lighter out of respect, or Zor using the Phoenix to fill Vitti's shoes.

because like, in Safe and Sound, Juniper gives you an Agency lighter with the name Agent Phoenix inscribed on it. it’s another fun little tip-off that something isn’t quite right since Juniper is the only one who calls you Phoenix at that time. we know that the Agent keeps that lighter, because when they move into their base for 3, they take it with them and keep it on the radio.

behold, my absolute stupidest ieytd headcanon:
due to the limitations of a VR game, there are a couple of quirks that happen when the Agent smokes a cigar. firstly, there’s no difference in animation whether the cigar is in your mouth or not. the smoke remains consistent either way. second, no smoke comes from your mouth when you pull the cigar out. thirdly, the cigars go out REALLY FAST. in some levels, if you want to keep a lit cigar in your mouth the whole time, you’re going to have to relight it two or three times.
something interesting i discovered on a recent playthrough of 3 is that during Cold Shoulder, the Agent has clouds coming out of their mouth bc it’s super cold, right? there’s also a cigar in that level which can be lit if you’re smart. when you have the cigar in your mouth, the clouds continue as normal.
these are all Normal Video Game things that happen because It’s A Video Game. however… taking things completely at face value, i present all this as evidence that Agent Phoenix does not actually smoke. they literally just hold lit cigars in between their teeth because they think it makes them look cool.

Especially in Number One Fan, something about it being cozy is so good and I have so much more fluff in store as that series progresses. Just you wait until John and Seraphina actually get together, it's gonna be great :D

I AM SO HAPPY TO HEAR THAT!!! I sometimes worry about my more canon-divergent fics, I know that She's a Spitfire is much more well known than Number One fan, but when I'm tired and had a bad day, working on my little fluffy fix-it-fic where the it in question is John's psyche is just so nice. I have two other AU's I want to play around in more, that being Nebulous and Double Trouble, buuut I actually just straight up don't have a plot for Nebulous and writing other people's OC's scares me- but that's a whole other ramble.

Can we talk about how each IEYTD game goes out of its way to humanize the Zoraxis workers more and more?
Like, the first game the only Operatives we see are the hit man in Squeaky Clean and Caliente, all the other operatives are exclusively audio or text. And sure, there are some good ones, like Lincoln and Ulanova, but they're the good ones. They tried to reach out to the EOD and run away from Zoraxis, they're people who just had a come to Jesus moment.
Then in the second game, we see more of the operatives physically. The have character models, they're implied to be right there, and we hear them interacting with each other. They warn when the boss is having a bad day, they rag on each other, but they also snap at each other and have an obvious pecking order. Sometimes they're friends, sometimes they're coworkers, but there's this one-dimensional air to them. They have no growth, no goal of escape, they just have the goal of helping The Boss.
Then we get to the third game, where there's the obvious one of Ollie. A man who was tricked by Zoraxis into being in those accursed Kinesium underwater labs. He's kind, he was tricked, so again, it's a sort of "he's one of the good ones". He didn't know Zoraxis was evil, how could he? He feels bad for the giant squid, he just wants to help the world! He's a victim! But then there's the Kinesium mines. The days since last incident board has a note apologizing to the victim with a frowny face, the supervisor has a love letter from their partner in their locker and carved their initials into their helmet. Their password is their and their partner's initials, and while left and right robot indicate that the supervisor isn't great to them, it's clear this faceless, nameless person is that. A person.
And it makes you feel bad for having to shoot at a sniper, or gas a henchman, or throw someone's grenade at them when you go back and replay the older games. Because these people at Zoraxis are just that. People. They're not like Fabricator, or Sans, or Caliente or Hivemind or Zor themselves. They don't relish in their work, they don't look for reasons to hurt people. They just have their job, which entails getting their hands dirty.
And once you get deep enough into Zoraxis, you can't pull back. Look what happened to Lincoln, who was given threats to her family for trying to keep Zoraxis from hurting people, or Anna who got shot for trying to defect. Maybe it's because they're traitors, you may say, after all, they were working against Zoraxis. Maybe if they left quietly they would have been fine.
But we know that's not true. Because when someone retires from Zoraxis, we know that they don't just get to have a peaceful retirement for one reason.

Zor doesn't leave loose ends. When you leave Zoraxis, you'll likely lose your life. Once you're too far in, there's no. Getting. Out.
The average Operative is just as much a victim as the average EOD agent.

This past year I’ve learned the hard way that it’s pointless and thankless to try and write what I think other people will enjoy and appreciate. So I am going to make the focus more on my current wips.

I’ll answer each ask with the 500 words I’ve written because of them! The only context you’ll have will be what’s included in those 500 words. No more, no less. Only one request per person and no anon asks.
I’ll make all of my fics will be available for everyone to read this week even if they don’t have an ao3 account so that it’s fair for everyone.
Now for the exceptions
I opened up requests on Halloween last year because I wanted to expand my writing horizons and write for pairings that don’t get as much attention. That…didn’t happen. So I’m offering the opportunity again this year.
I will except two (2) fic requests for ships that I have not written for yet (the side pairings listed above don’t count and are open to be requested). This will again be on a first come first serve basis. Just leave the fic request, characters/ship, POV, and Phoenix pronouns (if relevant). The rules for these requests will be the same as last year:
I will not write about other peoples ocs or interpretations (no Cyan, no Seraphina, no Rhodo, etc) even if you have permission from the creators or created them yourselves. I will write for my own ocs if that interests people (ie. Alex/Tiffany, Mason/Felix, etc.)
Can be nsfw. Dubious consent is okay but not full on rape/non con. (Despite what others may think I’m not actually comfortable writing it) Evil is the New Sexy is full of possible dub con examples
Don’t forget to say “Trick or Treat” in your ask!
No anon asks and no one can request both fics so don’t spam me at 1 in the morning trying to get both please

I love how- at least from what I’ve seen- most of the IEYTD fandom discovered Wil Wheaton through his VA work as John Juniper
I don’t know why, but a guy who did work on Star Trek, Critical Role, a bunch of cartoons, and frankly just a ton of work on other, much more iconic nerd media somehow WHOOSHING over the IEYTD fandom’s collective heads for the most part is just hilarious to me
Like, I told my cousin that John Juniper was voiced by Wil Wheaton? Whoever that is? The ads act like it’s a big deal. She looked BAFFLED that I did not know who he was.
It’d be one thing if it was just me, I don’t watch a lot of stuff, I haven’t seen Starwars, Back to the Future, Jurassic Park, if it is a famous piece of media, I probably missed it. But it’s NOT just me. I have only seen ONE IEYTD fan that knew of and was a fan of Wil Wheaton before IEYTD 2, and I feel like that takes some collective talent from a fandom-

So like… that line about “that Alien we met with the Russians”
If we assume IEYTD takes place in 1967, that is nearing the end of the Space Race between the US and Russia. I assumed that the alien landed on Earth, but given the time, I think it’s implied that they met the alien on the moon.
Which implies that either the US and Russia worked together to get to the moon, or they got there at the exact same time, and idk which is funnier.
Or the funniest option C: the EOD got their agents on the moon due to Zoraxis bullshit and EOD’s Russian division or whatever their equivalent is also sent some agents up and they did not disclose to any official government that they made it to space before them and just kinda let them publicly duke it out knowing deep down they both got to space first.
