No, Kira most definitely isn't looking for a legacy in all this. He wants to leave an impact, he wants to use fear to hold control against humanity. Didn't you see how America fell to its knees due to pure fear? if we give into the idea that Kira isn't an angry god and just a person playing god it's obvious his lifespan is as limited as all of us, but he would try living it out till his last days. Now consider this: Kira sees a future for himself killing criminals daily but it's in different amounts, hell sometimes he might stop for a day or two, the public cannot predict a pattern so what happens? everyones cornered in one spot. A state where they know if they commit any spoken crime Kira will strike them down. See now when Kira dies how would they know? Sure maybe killings might stop but by then to the normal eye Kira's just taking a break and waiting to catch a victim in the act.

Now in a future like that would you still see Kira as an idea? Kira isnt an idea Kira is a god to everyone by then, a god whos wrath wouldn't be tested out of pure fear.

Yes people can obviously wear masks for whatever reason they want, but you were specifically talking about it in the sense that we wear them to hide ourselves from Kira. Also, the information how what he uses to kill helps us know how to fight back against him and ultimately find out his way of killing.
