Overview of ISPM-15

International Standards For Phytosanitary Measures No. 15 (ISPM 15) is an International Phytosanitary Measure developed by the International Plant Protection Convention (IPPC) that directly addresses the need to treat wood materials of a thickness greater than 6mm, used to ship products between countries. Its main purpose is to prevent the international transport and spread of disease and insects that could negatively affect plants or ecosystems.

Understanding treatment requirements for solid wood packaging, such as wood pallets and packaging, including recycled or refurbished units can prevent the inconvenience and cost of having your shipment quarantined at international ports of entry.

The ISPM-15 is a control system designed to mitigate the threat of non-native pests moving internationally.

Which materials ought to maintain ISPM-15 standard?

ISPM 15 affects all wood packaging material (pallets, crates, dunnages, plastic, paper, metal and even wood panel products (engineered wood) such as plywood, hardboard, OSB are exempt from maintaining ISPM-15 standard etc.).But remember, shipping or transporting wood or wooden products within a single country is exempt from this requirement.

How to maintain the ISPM-15 standard?

Under ISPM-15 standard, all non-manufactured wood and wood packaging materials (WPM) for export such as wooden pallets, dunnage and crating must be treated requiring that they be debarked and then heat treated or fumigated with methyl bromide and stamped or branded,[1] with a mark of compliance. This mark of compliance is colloquially known as the "wheat stamp". Products exempt from the ISPM 15 are made from an alternative material, like paper, plastic or wood panel products (i.e. OSB, hardboard, and plywood)..  In the heat treatment process, WPM must be heated until its internal temperature reaches 56 degree Celsius or more for 30 minutes with a mark of compliance. This mark of compliance is colloquially known as the "wheat stamp". Products exempt from the ISPM 15 are made from an alternative material, like paper, plastic or wood panel products (i.e. OSB, hardboard, and plywood).]

This is regarded as most effective and environmentally friendly way to destroy harmful pests from wood. With fumigation being phased out as a treatment option, others, such as dielectric or microwave heating are being looked at as possible solutions.

Heat treatment, however, is the solid wood packaging industry standard practice as of this time.  

After the fumigation or heating treatment, WPM is stamped or branded with the internationally recognized IPPC mark. The treatment method used and country of origin of WPM is also indicated by the mark. Included in this article is an example of an IPPC mark used in Canada.

If Trees Had Sweating Glands to Cool Off From The Heat

How Trees Sweat

During extreme heat waves it’s common for people to seek relief under the shade of a tree yet few of us wonder how trees themselves survive these extreme conditions. Researchers from the University of Western Sydney’s Hawkesbury Institute for the Environment grew trees under controlled climate conditions to see how trees survive these harsh conditions. They discovered that leaves have their own way to survive abnormal heat by releasing water to cool themselves off. This act is very similar to the way humans sweat in order to cool our body temperature.

Over the course of one year researchers learned that trees continuously expel water through leaves when under duress caused by extreme heat. Essentially, this is how trees survive heat waves. Before this was discovered, scientists thought that photosynthesis and water expulsion were merged processes, which means for one to happen, another also needed to happen. They learned this is not the case.

Although these trees were grown in artificial conditions, they provide accurate projections of how trees will respond during extremely hot weather conditions.  When trees under artificial conditions were exposed to the equivalent of a four day heat wave, during peak temperatures, trees stop sequestering carbon. On a larger scale, this means that forests, whether urban or rural, if exposed to extreme heat will stop sequestering carbon. Over time, if global temperatures continue to rise, this could have greater consequences on a forest’s ability to act as a carbon sink.

How Trees Cool Themselves

Under normal conditions, trees cool themselves by a process calls evapotranspiration. Evapotranspiration is the process of water evaporating from leaves when the sun’s rays hit the trees canopy. In some cases tree canopies can divert up to 60% of incoming radiation through this process. However, it can only happen when trees are healthy. If a tree is stressed due to drought or a beetle infestation then the process of evapotranspiration could be slowed or absent entirely.

In North America, more trees are planted than are harvested due to its high standards of sustainable forest management practices. When forests are healthy and sustainably managed they sequester carbon from the atmosphere to help lower global temperatures. An increasing demand for mold-free wood packaging in the food and pharmaceutical sectors has led to a greater need to understand the finer points of the mold issue.

Mold means different things to different wood users. There are literally thousands of fungi that can land on a wood surface and grow. Some of these fungi degrade the structural polymers that give wood its unique properties. Others only use sugars, proteins or other compounds stored within the wood, and others still may just be growing on material on the wood surface (such as dust or pollen). Some are not visible to the naked eye, while others markedly discolor the wood.

For the purposes of this short review, we will consider molds to be those fungi that produce pigmented spores on the wood surface. These spores are typically capable of becoming airborne and can land on any wet wood where they germinate to produce hyphae that grow into the wood to use stored sugars, proteins and other compounds.
