this by no means answers your question about their functionality, but if I had to guess it's that the room represents a terrarium. certain terrariums should have fans to regulate their temperature and humidity depending on the ideal conditions for the wildlife they contain
a quick glance at bug terrariums and no. they don't need fans. usually just holes for ventilation. but this terrarium isn't meant for containing bugs. they're in the little ones stacked up against and lining the walls. this terrarium is meant for containing Gonta
The trouble with doing a rewrite for V3 is when you're exploring certain areas of the school to then put in said fic as descriptions, you come across. Things. That you have to make an executive decision as to whether or not they belong here.

It looks and acts like a really, REALLY large ventilation fan, but. Where does this fan lead if it is a ventilation fan? We also know later after the initial introduction that the bugs are released from their cages for the Insect Meet and Greet. How come no bugs are killed or lost because of these fans???
Are they fans????
They don't serve a purpose aside from looking insane so I'm like, opting to erase them from my descriptions and replace them with flowerbeds (you know, for bugs to eat/enjoy) but I. I need this game to stop throwing the most random of wildcards at me.
BTW I still don't actually know wtf this thing is or it's purpose.

Ougoku...my beloved....I will never shut up about ougoku and how well they got along, how you can find them doing mischief together in the chapter 2 free time events, how gonta would often make references with kokichi, how gonta just wanted kokichi safe and for him to be forgiven at the ends, the insistence of ai gonta he wasn't tricked, how kokichi screamed and begged for gonta before he died, how he seemed to like talking with gonta and having fun with him, their relationship in the bonus mode where even when at the end kokichis trying to pull away gonta still cares so deeply and wants to be his friend, how their designs literally mirror each others in nearly every way possible, they're soulmates your honor

I don't know if this solves what you're looking for in Entomologist Kiyo, but I think he would be interested in the societal structure and communications of social insects (like bees, ants) and also odd, off-putting insect behavior. Kiyo talking about bugs from that angle could become a metaphor for how he feels about humanity, human relationships and his own trauma
this makes the Gonta & Kiyo interaction so natural, if you swap their talents but keep their pasts relatively the same. Gonta, an earnest man raised among nature who wants to study humanity but doesn't understand them + Kiyo, a jaded man that thinks he understands humanity's emotions all too well and talks about them through nature metaphors
not that far off from canon really. maybe more of a direct parallel to play with
I tried to imagine a Gontaguji talent swap one time, and anthropologist Gonta came by really easy, he was isolated from humanity for a long while, it makes perfect sense that he might want to study anthropology/any humanities subject to understand something that he was away from for a long time, I think it does take away some nuance of his character but tbh not enough to completely change him
Entomologist Kiyo on the other hand,,,, it just made me understand how fundamentally important the humanities part of his character is, not saying you cannot make a good talent swap of him or that his character depends on anthropology, it was just hard to reimagine a Kiyo without his whole humanity shtick and believe me or not, even his (widely rewritten) Backstory suffers some losses from it szdsdd
I wish I had better ideas because it could be a sweet au. :(

Honestly V3's best piece of worldbuilding is establishing a second school dedicated to Ultimates (with the assumption it's operating at the same time as Hope's Peak).
Like sure, you could portray HPA and the Ultimate Academy for Gifted Juveniles as rival institutions. Their sports/academic teams competing against each other is a given, but with the added drama of the two schools trying to recruit more talented students to further their own mysterious goals.
OR
you could imagine the UA as a bargain-bin version of HPA. HPA has nearly a century of renown and glory that overshadows all other institutions, which could also mean they have the ability to scout for students and enroll them before any other academy.
The UA ends up with all the leftovers and dropouts that the HPA turns away or expells, meaning you get some... less than ideal Ultimates. Penultimates, if you will.
Kaito has the title of Astronaut, but has never been to space
Shuichi is branded the Ultimate Detective, but only after solving one case.
Kokichi declares himself a "Supreme Leader" over a gang of delinquents who pull pranks.
It makes sense for these second-stringers to be turned away or ignored by HPA, and wind up at a less prestigious school. However, sometimes the UA manages to get their hands on genuine talent (like Kirumi or Maki) first.

I found this poll really fun to think about. I spent a long time wondering if I could justify picking any of these options as Kokichi's core motivation
eventually I concluded that, for my way of thinking, the question was a false premise. Kokichi *is* his Ultimate Supreme Leader "guise" - a mystery box of motivation, the appearance of the lion and the lamb, always obscuring what is the truth and what is a lie. all interpretations of his character spring from there, that's his core. any motivation assigned to him atop that is purely the preference of the DRV3 reader
an important factor in my arrival at this point of view is that I don't have any assumptions about what "outside the killing game" means in terms of DRV3's world. what's beyond the wall encircling The Ultimate Academy for Gifted Juveniles? Team Danganronpa's live set, the apocalypse, the code of the virtual world?
I'm not done sorting out my own theory of the game, and tbh, I still have no idea what common fandom belief is about Tsumugi's version of events. do people fully believe them, partially believe them or what. how did they come to their conclusion. people don't post theory much these days
(I'm aware you don't believe her. I don't exactly believe her either but that's neither here nor there for the sake of this post)
because of that, I can only assess Kokichi's actions and dialogue that happened in game for his motivations or I will otherwise go down a long line of "okay but what if we believe X is true" scenarios. and when I do this, I'm equally inclined against choosing a particular motivation because there are so many possibilities and my preference changes depending on what assumption I'm making. skill issue on my part I guess
so!! I don't feel strongly about any of the options being more true than the others. I could believe any of them. and in fanfic, I could like any of them ... depending on execution, and some more or less, ofc, an unfortunate drawback of existing as a human with taste
maybe all of that is a dodge of the question. but I feel adding more "I'm open to different interpretations of Kokichi" opinions into the fandom can only do it good lol. or at least bring that energy towards meeeee. please. please!!
I can contribute a motivation I like that wasn't listed. it's the kind of, but not exactly, the opposite of your pick, interrelational: self-identity. I just enjoy depictions of Kokichi where he feels the need or want to be the Ultimate Supreme Leader and cannot or will not give it up. I may or may not be a little bit allergic to Kokichi Secretly Yearns to Stop Lying and Be Vulnerable fanfic plots
I'm making a more detailed Google form with these options so I thought I'd run a Tumblr poll on them first :0

Controversial take, mayhaps, but I think if you swapped Kaito and Kaede's narrative places, you'd get a much better story.
There isn't really a good in-universe explanation for why Kaede is an unreliable narrator, but trying to appear like an unrealistically good person is Kaito's whole deal. He'd absolutely lie to himself about how Rantaro died, since he's a hero and heroes can't struggle or fail in any way. (I also think it makes for sense for Tsumugi's character if her killing game starts off with a rehashed execution and not an original, but that's more subjective.)
Kaede has been the groups defacto leader from day one, so her working with an Ultimate Supreme Leader makes a lot of narrative sense. You could frame it as a mentor-apprentice thing, if you wanted. Also, we're shown how much Kaede values her talent, so watching her body deteriorate until she's completely unable to play the piano... that'd hurt. That'd hurt so much.
