Because snapchat developers work far more on iPhone then they do Android. The way they captured (think they changed it) on Android was to have a viewfinder and essentailly take a screenshot or screen capture of the viewfinder. This makes them look like shit. The developers kinda ignore Android because there are so many phone's and to make sure each one works good is difficult but beyond that I'm pretty sure they just don't know how to code on android
