Doris’ Cafe moved to 325 Russell St from its original N Williams location in 1993. Air raid bulletin approved by the Civilian Defense Council, 1942. In the years between the first and second World Wars, Portland’s public safety officers realized that improved flying capabilities and the potential for an air strike during war time required action on the part of City officials. The agreement for the establishment of a Sister City relationship between the City of Portland and the City of Sapporo, signed 1959.
