Imagine your Boss doing little things for Aisha like helping out around the house or getting her jewelry. For a while, it's just because seeing her happy makes Johnny happy. But then Aisha smiles at them and they actually get to know her, and they start to do them just to see her smile. They still do things to make Johnny smile, but they can't dote on Johnny the way they can on Aisha. Imagine your Boss realizing that they're a little in love with both of them and having no idea what to do.

this cutscene does a lot to really build up a feeling of complete helpless isolation like it keeps this long shot for ages and only eventually brings it in for this mid-shot focusing on the Boss’ continual failure to free Carlos and their moment of eventual realisation, then the final close-up that cuts out both Carlos and the Boss’ faces, focusing only on the grasp and release of Carlos’ hand before drawing back out into another long shot 
theres the added factor that there is no one else anywhere around, like the street is dead, you can even see Boss looking around to see if there is anyone there, before resigning themselves to the fact that, as always, it has fallen down to them and them alone to deal with the situation. and it is dead silent like theres really not anywhere in Stilwater that is actually quiet, the city is full of constant traffic and random NPCs and radios and the lake and even underground theres wind and electricity and water and people everywhere but this one cutscene has next to no sound but Carlos’ terrified whimpering and the rain falling and it really adds to the idea that the Boss is just fucked in this scenario 
if theyd really wanted to fuck you over they would have the mercy killing as gameplay rather than a cutscene, but theres still something really fucked about trying for a mission to save someone, succeeding, only to find out that ultimately you were still too late and theres nothing you can do. it kind of hammers home the point of how futile your attempt to save Carlos was at all; you race across the city, against a timer, to try and stop him from dying in this horrific manner, and you do stop him from being killed that way. but only because you have to kill him yourself. its orchestrated in such a way that the Boss’ failure is both out of your hands and still somehow your own; you were the one really trying to save him after all. no shit this is one of the moments from the series people remember the most.
i feel like Carlos’ arc would have benefited by having him be in the game longer and more active in participating in missions with you; just reshuffle a couple of other missions so this happens later in game. but people still managed to form a strong bond with the snarky little Saints fanatic. i think it helps that the Boss likes him, and he so clearly wants to try so hard. if you dont know his death is coming theres still a real sense that something is going to go wrong. hes too desperate to prove himself while being too inexperienced. hes far from inept, but hes struggling to hold his own as a lieutenant and theres a question in my mind of who he would have turned into while both being Boss’ favourite and still trying to prove himself. ~innocent sweet baby cinnamon roll~ isnt an interpretation that gives Carlos enough credit.
but still, theres this sense that he had so much more to offer, and the fact he eventually never does, and the question of whether or not the Boss is to blame is pretty crushing. the Brotherhood storyline is the strongest storyline in 2 by far, if you ask me, which im assuming you are if youre still reading this fucking post

It is said during an interview with one of the developers of the Saints Row series is that, one of the reasons why they give the player choices in Saints Row: The Third was because they regretted having The Protagonist perform a mercy killing on Carlos, instead of allowing him to live.
