on that note, I think shepard saying I love you to garrus first is also very important to the relationship because garrus is the one that's always unsure and second guessing shepard's feelings, while shepard is always very secure in both her attraction to garrus and garrus' attraction to her. and yes sure you can argue that this is a game mechanic to lock in a romance but I think the way they set it up is very in character and builds upon the relationship they have. Shepard is confirming her feelings to him in her i love you, while garrus' i love you at the end of the game is to verbalise a feeling they both already know.
