Wait a minute Canada...
Since we’re nearing Halloween, I thought it would be appropriate to highlight something that’s been giving me a real scare over the last few months: “political activity audits” carried out by our very own Canada Revenue Agency and directed at Canadian charities thought to be spending more than 10% of their budgets on “political activities.” These are scary for several reasons.
First, “political activity audits” appear to be an invention of our current government (stemming from the 2012 federal budget), rather than something akin to your run of the mill performance or financial audit of a government agency, publicly-funded initiative meant to ensure the appropriate or, say, simply non-fraudulant use of public funds.
Second, because the idea of what constitutes “political” is highly subjective and is really up to the person (anyone, including MPs) who submits a complaint to the CRA about any charity they believe to be a little too “political” for their liking.
Third, because according to numerous reports (even in the National Post), the vast majority (if not all) of charities reporting that they have been subject to such an audit just happen to be either centrist or left-leaning and have at some point criticized government policy, while Canada’s well-known right-leaning think tanks and charities are either not commenting or noting that they haven’t yet been audited.
Fourth, because when reasonable people connect the dots, it is hard not to see the hand of a certain office at play in encouraging the CRA to take such a hard line against your friendly neighbourhood bird watching group or environmental organization that dared let out a peep of concern about current government policy (true stories).
Fifth, because the raison d’être of a charity is to promote a specific cause, and if they can’t say anything in public in support of that cause without risking the loss of their status, that’s bad.
And finally, because these government-backed pressure tactics are the same types of anti-democratic measures that many Canadians are working to minimize through Government of Canada-backed aid projects overseas in countries with human rights records that most would consider abysmal.
