You know by now that a mass message from me is never a good thing. I’ll cut to the chase: Ant-Man and the Wasp have returned from the Quantum Realm with not so great news about a multiversal threat that goes by the name of Kang the Conquerer. If that wasn’t enough, we also have the ongoing issue of the side effects from Pleasant Hill that have left a number of people trapped between their normal selves and the personas that S.H.I.E.L.D. saddled them with. 

Most of you may have a vague idea of why you’re on this specific email. The Avengers have been recruiting and you’re (un)lucky enough to be considered. We’ve been going through different rounds of possibilities, and would love to pick your brains about how we should proceed. 

In addition to all of this, we have received pushback from the mutants. Some have graciously agreed to come meet with us as well to discuss the creation of the Phoenix Foundation and their actions after Pleasant Hill.

We obviously ask that anything said remains in confidence and doesn’t leave the meeting space. We will be gathering at the Avengers headquarters of Earth-616 at approximately 2100. Please see below a list of those invited.

We dreamt too small. That was the issue: a lack of vision. Project KOBIK, with all of its possibility, failed. It crashed and burned. This time, we will do better. Instead of just pulling inmates, the town will house potential threats as well to keep them contained until S.H.I.E.L.D. can figure out how to best handle them. Our actions are justified and our reasoning sound. Project ANDROMEDA has risen from the ashes of Kobik, named for the new galaxy of possibilities that it presents.

There are, of course, a few misfortunes that have crossed the town line. Some came close to the borders and we had no choice but to assimilate them as residents to stop news of the town from spreading before we were ready to go public. These individuals -- classified as high threats -- would be kept under close observation. Otherwise, the machine ran smoothly.

It’s come to our attention recently that a Whistleblower has leaked classified information regarding Project Andromeda. While we do not yet know who the Whistleblower is, we know that they did not work alone. They managed to expose our embedded agents, assimilation methods and the town database. Roughly forty of the sixty resident profiles have also been leaked.

The situation is not ideal and the optics are grim. The goal has been to stay ahead but we may be losing our edge. Please continue to check all devices for updates as we wait to see the best way to move forward.

PROJECT ANDROMEDA DOSSIER

THE FOLLOWING INFORMATION WAS COMPILED BY THE HACKER KNOWN AS THE WHISPERER AND A VERIFIED WHISTLEBLOWER.

S.H.I.E.L.D. OUTPOSTS

Six outposts around the United States carried classified information relating to Project ANDROMEDA, including a code that could only be compiled from entering the system of each individual base. Within six days of the last week, four outposts were destroyed by the Winter Soldier and Black Widow of Earth-199999 and Earth-616 respectfully. Surveillance shows the pairs also breaking into the last two on 30 December 2025 and 5 January 2026.

Footage on the sixth outpost - Helicarrier Thesus - showed footage of some kind of reality glitch that resulted in S.H.I.E.L.D. agents seemingly being erased from reality. Despite the red of the energy burst, Wanda Maximoff is not believed to be a suspect.

PROJECT ANDROMEDA:

Using Infinity Stone based reality warping, S.H.I.E.L.D. has created the town of Pleasant Hill, CT, a highly sophisticated prison center for criminals that present the highest threats. They were either captured on the streets or transferred from other facilities and rehabilitated before completing a short stay at the Pleasant Hill Inn for monitoring. Afterwards, they are released to the town to acclimate into “normal” life.

Those entering Pleasant Hill with clearance are given reality blockers, chips made by Dr. Erik Selvig that affix to the back of the neck. It can be unhooked by applying pressure to the top left and bottom right corners. This opens neurological pathways and keeps the mind from succumbing to the reality warp.

The town database controls the town and is located in room 8-1 of the hospital. The database is <file not yet decoded> and can be powered down by <file not yet decoded> . A back-up system has not yet been solidified.

It is worth noting that Pleasant Hill was attempted once in the past on Earth-616 by S.H.I.E.L.D. under the alias Project KOBIK. Project ANDROMEDA is the second attempt to rectify what was done poorly in the past.

AUDIO: Kravinoff has undergone physiological changes that put him at the top of the food chain. He is better, stronger, faster and more cunning than any human, coupled with his skills, Kraven truly is a dangerous and deadly adversary. He’s caused thousands in damages and killed hundreds both purposefully or as accidental casualties. Currently, a power dampener field negates his powers, but we all know how that usually works out, right? Except this time, we’re going to try something different. Watch what happens when we take Kraven and turn him into...

VISUAL: The screen briefly becomes red. When it refocuses Kravinoff is gone and replaced with a mild mannered man in glasses and scrubs.

AUDIO: Alban Lewis! Alban’s just moved to Pleasant Hill to open up the very first pet grooming shop. I’ll have to take my little guy over soon.

VISUAL: Kravinoff/Lewis is clearly disoriented but not upset as he waves hello before being escorted out.

PH-RES-042 (EARTH-199999) was a member of the THUNDERBOLTS team contracting under V-FONTAINE. M-HILL ordered a sweep of the entire roster due to illegal activities - despite the team being government sanctioned.

REASON FOR APPREHENSION: HIGH LEVEL THREAT

PH-RES-031 (EARTH-616) was recommended for apprehension by S.H.I.E.L.D. for being a high level threat capable of disrupting the town. PH-RES-031 was not officially on the town registry until it was suspected that they may be too close to the truth about Pleasant Hill.

APPREHENSION STATUS:

PH-RES-031 was apprehended after following a telepathic distress call sent out by S.H.I.E.L.D. PH-RES-031 was then shackled with an inhibitor collar and sedated before being transported to Pleasant Hill. PH-RES-031 almost managed to escape and two agents were telepathically knocked out in the process. 

STATUS: RESIDENT -- UNAWARE.

PH-RES-031 has been assimilated into Pleasant Hill as MEGAN IZZO, a thirty-two year old reporter. Following the required weeklong stay in the Inn, PH-RES-031 has been released to their residence. PH-RES-031 is not currently eligible for parole and must undergo weekly conditionings to ensure inhibitors are in place.

PH-RES-030 (EARTH-616) was recommended by S.H.I.E..D. for destabilization purposes to distract the nation of KRAKOA’s QUIET COUNCIL while also weakening the resurrection group known as the FIVE.

APPREHENSION STATUS: SECURED

PH-RES-030 responded to a call from S.H.I.E.L.D. before being restrained with an inhibitor collar and sedated. Like PH-RES-031, the resident almost managed to evade arrest before being contained.

STATUS: RESIDENT – UNAWARE.

PH-RES-030 has been assimilated into Pleasant Hill as ABIGAIL JAMES, a sixteen year old high school drama student. Connections include being the sister of PH-RES-037. PH-RES-029 (EARTH-65) was arrested due to a criminal background. Although their crimes were committed in the reality of Earth-65, reckless behavior and bond with a symbiote led to S.H.I.E.L.D. recommending internment.
