I feel like it's a valid design choice across the souls games that forces you to think carefully about how you order your spells and purposefully imposes limits on how much you can do at once.
Seeing a lot of people call it a "flaw" and like...sure it's a little cumbersome, and given the sheer amount of spells present in Elden Ring compared to the previous games, as well as the increased speed of bosses, it could've done with a bit of a rework. (There's zero need for a different system in any of the other dark souls games, there just...isn't that much variety, and combat is slower, and being slow and deliberate is the name of the game)
But also some things are supposed to be a little cumbersome in these games, and it's sort of one of the few cumbersome things left in Elden Ring.
Also given that spellcaster builds tend to be very very powerful, having slightly cumbersome spell scrolling is a very small tradeoff, especially since Elden Ring is not a game that revolves around casting spells; it's an option, not a core piece of the combat. It can stand to come with an extremely mild drawback.
(Admittedly, there are many ashes of war in this game that can even render spells obsolete, so being able to map some spells or something would be very neat. I'm not saying it wouldn't be. But I think it's disrespectful to call it a game flaw.)
