An Amateur Radio on the International Space Station (ARISS) contact between youngsters and youth in Moldova and an International Space Station (ISS) crew member is set for March 3. The Moldova Peace Corps (MPC) is the hosting organization, and 90 students (aged 10 – 18) from a consortium of educational institutions, rural schools, and libraries from nine Moldovan villages will participate.
MPC promotes economic and civic development with a particular focus on developing local resources in rural and suburban communities. Another focus of MPC is to provide youth in Moldovan villages with access to STEM opportunities and build capacity among local teachers/librarians to implement STEM activities in their curricula.
During the multipoint telebridge contact, students will take turns asking questions of astronaut Mike Hopkins, KF5LJG. ARISS team member David Payne, NA7V, in Oregon will serve as the relay amateur radio station.
In support of this contact, the MPC partnered with the staff at the Centre of Excellence for Space Sciences and Technologies within the Technical University of Moldova (UTM), the US Peace Corps Volunteer Coordinator, and the participating schools and libraries. The contact will be livestreamed via the MPC and UTM Facebook pages.

Review of CW Morse Paddles with weighted base
“CW Morse (cwmorse.us) makes a variety of inexpensive, 3D-printed Morse code keys. They’ve now added paddles for iambic keyers to their line. This review looks at one of their newest paddles, and reviews a bit about Morse code timing, standard (up and down) keys, sideswipers (cooties), Vibroplex bugs, and then Curtis-style iambic keying. This is a great key and can be obtained from cwmorse.us. “

Florida ARES Members Volunteer in Preparation for Hurricane Dorian
The Florida’s three ARES® Section Emergency Coordinators are collecting information from ARES volunteers in preparation for the arrival of Hurricane Dorian. The SECs have set up a volunteer form for Florida ARES members to express their desire to help in the areas of Florida affected by the impending hurricane. The volunteer’s information will be used to fulfill mission requests and allow SECs to match operators with the most appropriate assignments.
youtube
Florida ARES members are requested to complete the form, which is not a commitment, if they are willing to deploy if called upon to serve in a communication role. This is only a volunteer list, and prospective volunteers will be notified if they are selected to respond to an assignment.
Interested volunteers must have completed IS-100, IS-200, IS-700, and IS-800 courses and have undergone a background check. There are no exceptions to these requirements. Radio amateurs should not self-deploy.

CEPT CPG finalises its positions for WRC-19
The CEPT Conference Preparatory Group met this week in Ankara, Turkey. Items of interest to the amateur service which were finalised were:
– Agreement to a European Common Proposal (ECP) on allocating 50-52 MHz to the amateur service in Region 1 on a secondary basis with a footnote listing those countries where the amateur service will have a primary allocation in the band 50-50.5 MHz (WRC Agenda Item 1.1)
– Agreement to an ECP on spectrum to be considered for International Mobile Telecommunications, which does not now include the primary amateur band at 47-47.2 GHz (WRC Agenda Item 1.13)
– Agreement to an ECP that retains the current regulatory position in the 5725-5850 MHz frequency band which includes secondary allocations to the amateur service and the amateur-satellite service (WRC Agenda Item 1.16)
– Removal of 144-146 MHz from a French proposal for study of additional spectrum for aeronautical applications. (WRC Agenda Item 10)
– At the insistence of the European Commission, a WRC-23 agenda item was considered necessary to address the world-wide protection of Regional Navigational Satellite Systems from amateur emissions in the band 1240-1300 MHz. A draft WRC Resolution was agreed which underlines the importance of this frequency band to the amateur service and explicitly excludes the removal of existing allocations as part of the proposed agenda item. (WRC Agenda Item 10)
– There was no change to the already agreed CEPT position on Wireless Power Transmission (WRC Agenda item 9.1.6). This states that no change is needed in the Radio Regulations to address the question of operating frequency for WPT-EV, but leaves open the question of spurious emissions from WPT-EV.
Commenting on the outcome of CPG, IARU Region 1 President Don Beattie, G3BJ, said that the IARU team at Ankara (the only representatives of the amateur service at the meeting) had presented clear and convincing arguments for the amateur service position and he was pleased that regulators had recognised the strength of the amateur case. He expressed his thanks to everyone who had contributed to the outcome at CPG.
The issues now move to WRC in Egypt in November for final resolution. IARU will be there.

The K7RA Solar Update
Tad Cook, K7RA, in Seattle, reports: The current stretch of spotless days is now over 3 weeks, according to Spaceweather.com. The continuing quiet seems eerie. For this past reporting week, Thursday through Wednesday, the average daily solar flux (10.7 GHz radiation recorded in Penticton, British Columbia, which roughly tracks with sunspot activity) was only 66. I couldn’t recall when the weekly average reported in this bulletin was last that low, and couldn’t find any report during the past year with such low activity.
I did an inspection of the numbers and had to go back to the fall of 2007 to find average solar flux in that range. In 2007 we reported an average of 66.5 in bulletin number 40. Can anyone else find solar flux that low or lower in past bulletins? We have them online going back to 1995.

If anyone has copies of propagation bulletins prior to 1995, I would love to see them. I began writing the bulletin in March 1991. Before that, W1HDQ (SK) was the author. I recall copying the bulletin as a teenager in 1966 on CW but have not found anyone who knows when the bulletin began.
Predicted solar flux for the next 45 days is 66 on August 30 – September 6; 67 on September 7 – 11; 68 on September 12 – 15; 67 on September 16 – October 8; 68 again on October 9 – 12, and 67 on October 13.
Predicted planetary A index is 8, 20, 34, 16, and 8 on August 30 – September 3; 5 on September 4 – 5; 8 on September 6 – 7; 5 on September 8 – 21; 10, 15, and 8 on September 22 – 24; 5 on September 25 – 27; 35, 18, and 10 on September 28 – 30; 5 on October 1 – 2; 10 and 8 on October 3 – 4, and 5 on October 5 – 13.
Note that the predicted planetary A index is 34 on September 1, which according to W3LPL and The ARRL Letter is the 160th anniversary of the infamous Carrington Event.

Quiet to active on: August 31, September 6, 9, 12, 14 – 16, 18 – 19, 23
Unsettled to active on: September 2
Active to disturbed: September 1
Solar wind will intensify on August (30) – 31, September 1 ( – 2), (4 – 6)

Amateur Radio Resources Ready as Dorian Poised to Become a Major Hurricane
[UPDATED: 2019-08-29 @1945UTC] Amateur Radio resources organized this week as Hurricane Dorian threatened Puerto Rico and the Virgin Islands and worked its way through the Caribbean. A change in direction spared Puerto Rico — still recovering from hurricanes Irma and Maria in 2017 — from taking a direct hit; the Virgin Islands suffered downed trees and widespread power outages. As of August 29, Dorian was a Category 1 storm with maximum sustained winds near 85 MPH with higher gusts. According to the National Hurricane Center (NHC), Dorian was expected to become a major hurricane on Friday and remain an extremely dangerous hurricane through the weekend, reaching Category 3 or 4 by September 1. Heavy rainfall generated by Dorian could cause flash flooding, the NHC said.
“The risk of devastating hurricane-force winds along the Florida east coast and peninsula late this weekend and early next week continues to increase,” the NHC said on August 29.
“We are standing by in a ready-to-respond state, once a more definitive track is known,” Southern Florida Section Manager Barry Porter, KB1PA, told ARRL Headquarters on August 29. “We will be holding a tri-Section conference call tonight to firm up any plans.” Porter said Florida Voluntary Organizations Active in Disaster and Red Cross were in preparation mode.
On Wednesday, the Hurricane Watch Net (HWN), activated for about 9 hours on 14.325 MHz and 7.268 MHz, working in conjunction with WX4NHC at the NHC in Miami to provide “ground truth” weather data to forecasters. The VoIP Hurricane Net also activated.
The HWN has continued to closely monitor Dorian’s progress. HWN Manager Bobby Graves, KB5HAV, said the HWN tentatively plans reactivate on August 30 at 2100 UTC.
The ARRL Headquarters Emergency Response Team is also monitoring the situation closely. ARRL officials are in regular communication with partner agencies, particularly FEMA and the Department of Homeland Security. In addition, ARRL HQ remains in close contact with Field Organization officials in the affected region, where some ARRL Ham Aid equipment was previously positioned.
W1AW, which had already planned to be in operation for the Hiram Percy Maxim 150th Birthday special event this weekend, will remain ready to assist with emergency communications.
