LUCKNOW, India (AP) — An Indian state has approved an unprecedented uniform code for marriage, divorce, adoption and inheritance for Hindus, Muslims and other religious communities under new legislation that also requires couples that live together to register with the government or face punishment.

Northern Uttarakhand state lawmakers passed the legislation on Wednesday and its approval by the state governor and the Indian president is seen as a formality before it becomes law in the state. Muslim leaders and others oppose the Uniform Civil Code initiated by Prime Minister Narendra Modi’s Hindu Nationalist party saying it interferes with their own laws and customs on such issues.

India, the world’s most populous nation with more than 1.4 billion people, is comprised of around 80% Hindus and about 14% Muslims. Muslims accuse Modi’s right-wing nationalist party of pursuing a Hindu agenda that discriminates against them and directly imposes laws interfering with their faith.

“This is a nefarious political design to drive a wedge in the society on religious lines,” said Yashpal Arya, an opposition Congress party lawmaker.

Pushkar Singh Dhami, the top elected official in Uttarakhand state, said: “The new legislation is not against any religion or community, but will bring uniformity in the society."

Other states ruled by Modi’s Bharatiya Janata Party are expected to introduce similar legislation. If the BJP wins national elections expected in April or May, it may bring such legislation at the federal level.

The new law bans polygamy and sets a uniform age for marriage for men and women — 21 and 18, respectively — across all religions and also includes a uniform process for divorce.

Hindus, Muslims, Christians and other minority groups in India currently follow their own laws and customs for marriage, divorce, adoption and inheritance.

Asaduddin Owaisi, president of the All India Majlis-e-Ittehad-ul-Muslimeen, said the legislation is merely a Hindu code that applies to all.

"I have a right to practice my religion and culture. This bill forces me to follow a different religion and culture. In our religion, inheritance and marriage are part of religious practice," he said on X, formerly Twitter.

S.Q.R. Ilyas, the spokesperson for the All India Muslim Personal Law Board, said: “The bill is unnecessary, and goes against the principle of diversity. Its primary target appears to be Muslims, especially since even (some Indigenous tribes) have been exempted."

A significant feature of the bill is the introduction of stringent measures that require the registration of live-in relationships. Couples failing to register their live-in status with district officials could face up to six months in prison or a fine of 25,000 rupees ($305) or both, said Manoj Singh Tamta, a state government official. He said the bill explicitly states that children born out of such relationships will be considered legitimate offspring of the couple, inheriting all legal rights available to those born within a traditional marriage.

Sanjay Agnihotri, a consultant with a non-government organization that works in micro-financing, said he and his girlfriend belong to different castes and their families oppose the idea of them marrying. They relocated to another city and started living as partners without formalizing their relationship through marriage.

"However, the new legislation mandates us to register our relationship, which could potentially subject us to unwarranted police scrutiny,” said Agnihotri.

Uttarakhand became the first Indian state after it won independence from British colonialists in 1947 to adopt legislation on marriage, divorce, land, property and inheritance for all citizens, irrespective of their religion, a key part of the BJP's agenda for decades.

The Majlis at San Giorgio Maggiore, Venice,

Inspired by nomadic architecture, the Majlis structure is designed by bamboo architects Simón Vélez and Stefana Simic.

It is wrapped in textiles handwoven in the Atlas Mountains of Morocco by a women’s collective from Ain Leuh, and the Boujad Tribe of Morocco. 

Installed in a wildflower garden at the Abbazia of San Giorgio Maggiore, imagined by landscape architect Todd Longstaffe-Gowan, that will remain once the biennale is over, the Majlis was commissioned by Caravane Earth Foundation and is curated by Dr. Thierry Morel, currently the Director and Curator-at-Large to the Hermitage Museum Foundation (USA), as well as Trustee of the Sir John Soane's Museum (London).

The Majlis: a meeting place opens

Caravane Earth Foundation has installed a unique bamboo Majlis to the gardens of the Abbazia di San Giorgio Maggiore in Venice for the 2021 Architecture Biennale from 22 May – 21 November 2021 (Preview: 21 May 2021). The project is one of the official Collateral Events that reflect the 2021 Architecture Biennale’s theme of How will we live together?

Majlis is a word that originated in Pre-Islamic Arabia, meaning “council” or “gathering place.” Traditionally, a majlis is a place where people come together to discuss local events and issues, exchange news, socialise, and deepen their connection with each other. Inspired by nomadic architecture, the Majlis is designed by the internationally acclaimed bamboo architects Simón Vélez and Stefana Simic. It is wrapped in textiles handwoven in the Atlas Mountains of Morocco by a women’s collective from Ain Leuh, and the Boujad Tribe of Morocco.

The Majlis structure was installed in a wildflower garden at the Abbazia of San Giorgio Maggiore, designed by celebrated landscape architect Todd Longstaffe-Gowan, with plants from East and West. Once the Biennale is over, the garden will stay at the Abbazia as a gift to Venice.

An exhibition inside the Abbey of San Giorgio will contextualise the Majlis, featuring the people and materials involved in its construction. A wide range of objects and craftsmanship is presented, some associated with nomadic peoples and the majlis, others highlighting the exchange between East and West, with Venice as a major hub.

Loans will be exhibited from Wereldmuseum (the Netherlands), the Sheikh Faisal Bin Qassim Al Thani (FBQ) Museum, and the monastery of San Lazzaro degli Armeni in the Venetian lagoon. Due to the pandemic, craftsmen that originally produced the Majlis could not travel, so the construction has been assembled with the involvement of local Venetian craftspeople.

The Majlis embodies the values and mission of Caravane Earth Foundation: to champion and preserve craftsmanship and vernacular architecture, the careful sourcing of materials, ethical production, and community.

The Majlis also provides a spectacular platform for events reflecting on our collective futures on planet Earth: experts from many fields and nations will discuss the Biennale theme How we will live together? in a world of rapid change and uncertainty.

The Majlis events programme includes the participation of the Simón Vélez, Stefana Simic, the Smithsonian Institution, INTBAU, the University of Cambridge, UNESCO, the Aga Khan University, RestART Beirut, the State Hermitage Museum, and the Syrian architect Marwa al-Sabouni. The Majlis events are produced in partnership with the Science and Human Dimension Project.

Following Venice, Caravane Earth Foundation and the Majlis will begin a multi-year journey, travelling to countries in East and West to find answers to the vital question How will we live together?

The Majlis was commissioned by Caravane Earth Foundation to be a community meeting place and centre for vernacular architecture and construction skills in Qatar.  Caravane Earth is an international foundation based in the Netherlands and is the sponsor of The Majlis exhibition.

The Majlis was inscribed on UNESCO’s list of Intangible Cultural Heritage (ICH) in 2015 as ‘a cultural and social space’. UNESCO’s list aims to ensure better protection of important intangible cultural heritages worldwide and the awareness of their significance.

The Majlis is held in collaboration with Benedicti Claustra Onlus, the Benedictine community of San Giorgio Maggiore.

Colombian architect Simón Vélez is the world’s foremost innovator working with bamboo, the most sustainable of natural building materials which he calls ‘vegetable steel’. Working with Stefana Simic, they strive to widen the use of bamboo in building.

Vélez’s building for Expo Hanover 2000 became the World Expo’s most popular pavilion with 6.4 million visitors, and he has been awarded The Principal Prince Claus Award (2009) and the Award of Honour in Analysis and Planning by the American Society of Landscape Architects for ‘Crosswaters Ecolodge’ (2006).  Vélez and Simic together run the design-build firm Gigagrass, based in Colombia.

The Majlis is curated by Dr Thierry Morel whose many award-winning exhibitions include Houghton Revisited exhibition at Houghton Hall, as well as Francis Bacon and the Art of the Past at the State Hermitage Museum on the occasion of the Museum’s 250th Anniversary and subsequently at the Sainsbury Centre in Norwich. His book on pre-Revolution architecture and art collecting in St Petersburg was recently published by Rizzoli (New York). Morel is currently Director and Curator-at-Large to the Hermitage Museum Foundation (USA), as well as Trustee of the Sir John Soane’s Museum (London).

Drinking alcoholic beverages in public places is a crime and you could land in some legal problems if you do so. People need to buy alcoholic beverages only from authorised and licensed outlets.  Stay cool and composed with your wife in public places: Being with your own wife and having a loving hug couldn’t be a problem in western countries but in Dubai hugging and kissing in public places are not allowed.

Zanzibar - Stone Town

On a recent visit to Zanzibar in Tanzania I was lucky enough to have a guided tour around Stone Town which is a town that has been built up by trade from Arabic, Persian and Indian traders. The architectural style here has been influenced by the marriage of four cultures: Swahili - which is the original foundations emphasizing domestic privacy but with areas for socialising and commercial interactions, Omani Arab - ‘elegant simplicity’, the Omani plantation owners introduced massive, square, multi storey mansions, with external barazas and internal majlis to facilitate social interactions, however without balconies because they believed in a more reserved way of life and didn’t like the women at home to be seen, (this counters the Indian style and is one way of identifying the origins of a building), Indian - mostly small scale shopkeepers who built smaller shop front houses along the bazaar streets and Indo-Arab fusion - from the 1890s the Omani and Indian traditions started to fuse together to form a Zanzibar style, with carved doors and imposing external balconies.

As Zanzibar is such an eclectic mix of different religions in Stone town alone it is important to note there are 50 mosques, 4 hindu temples and 2 cathedrals/christian churches all which exist in harmony. One of the cathedrals is the oldest in East Africa built by the French in 1862.

An important piece of history important to note from Zanzibar is the slave market which was started by the Omani Arabs, the rooms for holding the slaves were predominantly underground and they would flood during high tide. However in 1873 there was the abolition of the slave trade by Bishop Edward Steer who built a church on the land of the market. 

As stone town is a world heritage site any new buildings or restorations must be done in the traditional style (ie. built with stone). When it was first constructed the main building material was coral however as this is now a protected resource limestone is used. The buildings must also be white and there can be no steel on external construction used. 

Our guide took us to the house of Tippu Tipp or Ahmed el Murjid who was a slave trader and the ambassador of Zanzibar in east Africa. Here we were able to see a little of how restoration was done. 

The old fort was built in 1699 by the Arabs to keep out the Portuguese and the British. Yet the foundations were built by the Portuguese in the 1500s. This also acted as a railway station for a train to the outer villages of Zanzibar, this however is no longer in use. Yet it is intriguing to note that now the Fort is used to host a music festival which is an interesting observation on a modern use for an old building 

The House of Wonders is probably one of the more famed structures of Zanzibar and was a European base and is near to the port. 

One of my favourite parts of my time in Zanzibar was admiring the doors. This may sound odd however the intricacies, the beauty of the carvings and the interesting origins and stories behind the various designs was something I found fascinating. Firstly there are brass spikes on the doors which are derived from Indian culture as they are traditionally used to keep away elephants. Also the doors either have an arch or are flat on top and the arch signifies the design is of Indian origin whereas the Omani Arabs had a flat top. Finally the wood carvings can equally show what the building was originally used for, if there are chains it was a building that dealt in slavery, whereas with animals which are closely related to the hindu religion it again showed it was of Indian origin.

Ashura observed with due solemnity in Karachi

KARACHI: Ashura, the 10th of Muharram, has been observed here on Tuesday with all solemnity and reverence. It was amidst strict security arrangements that the main procession was taken out early this morning from Nishtar Park, following a majlis attended by hundreds of people, including both men and women along with children. The main procession was kept joining by mourners from across the city till mid day. The participants were witnessed moving in very disciplined manner, with boy scouts providing the needed cover. Moving through Mazar-e-Quaid and New M.A.Jinnah Road towards Saddar and Regal Chowk, they offered their Zuhrain prayers at Tibet Centre. The Ashura procession was also joined by Governor of Sindh Imran Ismail, Chief Minister of Sindh Syed Murad Ali Shah, Amir Khan of MQM-Pakistan, Mustafa Kamal of Pakistan Sarzameen Party and also several other politicians, at different intervals. Politicians were unanimous that Ashura is one of the occasions that provide an opportunity not only to all the Muslims but every supporter of human dignity in joining hands and reaffirm that commitment to the cause of righteouness. The well sealed designated route of the main procession was also dotted with series of camps providing first aid to the participants in need. Scores of sabeels offering water and sherbet were thronged by children due to sultry weather condition in the coastal city. To ensure fool proof security for the mourners there could be seen sniper shooters on high rise buildings located on the route. Some five hundred policemen and rangers' personnel were also deputed to guard the route itself. They were besides 7000 others deployed across Karachi, particularly at sensitive locations.
