Hope the weekend is going well, after the descent into Vampiric Infernal Duke lore I spotted something else that seemed worth asking. I saw this blurb in Vol.6 of Carrion Crown in the end notes. After spotting the 3rd "legendary" lich Socorro the butcher of Carrion Hill I figured I should ask how powerful do you think he actually was like would he measure up to other undead peers like Zutha and Geb and so forth? Also if you had to estimate mechanically/"lvl" wise how would he fare?

Good news! There's a canon answer to this one... or there would be, if I could confirm it.

Socorro's wiki page lists him as a 17th level Necromancer with no Mythic ranks, putting him faaaar below the likes of Geb or Zutha in terms of power, but I cannot find where this information comes from! It's not in the Skinsaw Murders, Undead Revisited, Undead Unleashed, Rule of Fear, Shadows Over Gallowspire, Mythic Realms, or ANY of the Tyrant's Grasp books! I can't confirm for certain where this information comes from, so I can't give a concrete answer.

If you want a non-concrete answer, Socorro is mentioned alongside both Tar-Baphon and Arazni, themselves both Mythic liches, and was blessed with lichdom by the Whispering Tyrant himself atop a sacrifice of thousands of lives. He may be a 17th level necromancer, but he may have some Mythic ranks to put him above the likes of the other liches mentioned in the same book (Carrion Crown: Shadows of Gallowspire).
