Bengal rural Polls: Violence continues on second day of nomination filing
A Congress activist was shot dead on Friday, the first day of nomination filing, in Murshidabad district allegedly by TMC goons, a charge denied by the ruling party.
KOLKATA: Incidents of violence continued on the second day of nomination filing for West Bengal panchayat polls on Saturday, with the opposition BJP, Congress and CPI(M) alleging their candidates were prevented from submitting papers by the ruling TMC activists and goons.
A mob entered a Block Development Office in South 24 Parganas district and assaulted an employee allegedly for distributing nomination forms to opposition candidates, while a local Trinamool Congress leader was caught with a handgun in Murshidabad district.
The TMC, however, trashed the charges saying the nomination filing process was by and large incident free and the opposition was making false charges as they are sure about the imminent loss in the panchayat polls having very little support base among the rural populace.
A State Election Commission (SEC) official told PTI: "Action has been taken on the basis of receiving every report and the nomination process was going on smoothly across the state."
The official said that as many as 1,360 nomination papers were filed on the first day across the state, and the process was smooth barring "some stray incidents" in a few pockets.
A Congress activist was shot dead on Friday, the first day of nomination filing, in Murshidabad district allegedly by TMC goons, a charge denied by the ruling party.
On the second day, incidents of violence and scuffling between workers of the ruling and opposition parties came from a number of districts such as Bankura, Purba and Paschim Bardhaman, Birbhum and Murshidabad districts.
At Domkal in Murshidabad, opposition parties alleged that goons belonging to the TMC were seen moving around with firearms near the BDO office, where nomination papers will be filed, and obstructing their candidates.
Civic volunteers were seen with lathis along with the police to control disturbances in Domkal.
Besides, BJP nominees were allegedly heckled by TMC workers at Labhpur in Birbhum district.
Similar reports of violence came from Bishnupur in Bankura, Katwa in Purba Bardhaman, and Babarani in Paschim Bardhaman districts, where CPIM candidates were allegedly prevented from filing their nomination papers by the TMC.
"There had been some stray incidents in the morning. But once we got the information, we alerted the police and remedial measures were taken. The process went on smoothly later on. On Friday, the number of nominations filed by the combined opposition was slightly higher than the number of nominations filed by the TMC," the SEC official said.
Opposition BJP demanded immediate deployment of central forces to conduct the panchayat polls while the TMC asserted that the opposition is hunting for excuses fearing defeat.
BJP state spokesperson Samik Bhattacharya told PTI: "We have been asking for the deployment of central forces from the very beginning, but the partisan State Election Commission is yet to hear our pleas."
"Civic volunteers wearing police uniforms are now deployed to oversee the nomination filing process and ruling party miscreants are getting a free run. This is in blatant violation of the law. The TMC does not want the opposition to field candidates anywhere," he said.
TMC Rajya Sabha member and party spokesperson Shantanu Sen said the opposition had faced severe drubbing in the 2021 assembly polls and several assembly and one Lok Sabha by-election, all of which were conducted in the presence of central forces.
"People of Bengal are solidly behind the TMC and not with the BJP, Congress or the CPI(M). The opposition may demand deployment of peacekeeping force from the United Nations in panchayat polls if they want," Sen said.
State Election Commissioner Rajiva Sinha on Saturday called on West Bengal Governor CV Ananda Bose to explain the commission's stand on demands for extending the date of filing nominations for the state's three-tier panchayat polls and to explain steps taken to contain incidents of violence.
The 2018 rural poll process was marred by violence and alleged malpractices in several districts.

West Bengal panchayat elections: Bullets, bombs kill 3; top 10 developments
The single-phase West Bengal panchayat election is underway amid tight security. Several reports of clashes have emerged from various districts in which dozens of people have been injured. Further, violence broke out in North 24 Parganas, Burdwan, Coochbehar, and South 24 Parganas districts, killing three people and injuring at least 21.
Trinamool Congress (TMC) and Bharatiya Janata Party (BJP) have accused each other of the violence.
It is the last major election in the state before next year's Lok Sabha elections.
With 40 of the 42 Lok Sabha seats located in the districts, political parties are viewing Monday's polls as a warm-up match ahead of the 2019 general elections.

India’s richest girls and young women, aged 11 to 18, felt the least safe among all income groups in public spaces, according to a new report that explored safety perceptions among adolescent girls.
Across urban (47%) and rural (40%) areas, young girls reported feeling more susceptible to molestation or abuse while using public transport, said the report, Wings 2018: World Of India’s Girls, released by Save The Children in India, an international non-governmental organisation. This finding was particularly true for girls from higher income groups (53%), belonging to the other backward classes (OBC) and general castes (45%), according to the study
Girls from medium and small towns (51%) reported feeling more unsafe than those in large cities (44%), small villages (42%) and large villages (39%).
“A possible reason [for greater fear among adolescent girls of higher income groups] could be that these girls lead a more cocooned life without the required level of resilience and therefore feel relatively more threatened,” the study said.
India is considered to be the least safe country in the world for women with the worst record for sexual violence, harassment from cultural and traditional practices, and human trafficking, according to a global perception poll carried out by Thomson Reuters Foundation, IndiaSpend reported on June 26, 2018. A failure to improve conditions led to the country now ranking the most dangerous for women, after it ranked fourth in the previous poll of 2011.
Conducted across six states–Assam, Delhi-National Capital Region, Madhya Pradesh, Maharashtra, Telangana and West Bengal–the adolescent girls’ perception report covers the east, west, north, south, central and north-east of India, surveying across 30 cities and 84 villages in 12 districts. The sample included 3,128 adolescent girls, 1,141 young men (aged 15-18), 248 young women (aged 19-22) forced to marry early, and 842 parents of adolescent girls.
Within their respective regions, the selected states performed worst on child sex ratio; incidence of crime against women; early marriage; spousal violence against women; and working women, the report said.
After public transportation, narrow roads leading to school, local markets or private tuition were regarded as most unsafe. Young women belonging to scheduled castes (SC) and scheduled tribes (ST) from lower income households found these areas particularly unsafe.
Over a quarter of young women from large cities (28%), especially those from low income groups and slums, said they felt unsafe in cinema halls, the study found.
“A plausible explanation for this could be that these girls from the slums or the economically weaker section fear that their complaints may go unheard in a place occupied by the relatively better placed–class wise and caste wise,” the study observed. “Maybe for similar reasons, SC and ST girls find the school and the road to the school more unsafe compared to general caste and OBC girls.”
In urban and rural areas, girls reported feeling most comfortable confiding in their mother, father, close friends and peers, if subjected to molestation or abuse in public. They were less likely to confide in siblings and other relatives and least likely to approach teachers, other school staff and the local police.
“Besides, adolescent girls, their parents and brothers felt that finally it is the ‘name’ of the family and the girl which will be negatively affected–providing an iteration of ‘family honour’ that accompanies girls and women,” the report observed, describing a “trust deficit” with policing and judicial systems.
“Most of them were against going to the police because they (the police) were considered insensitive. It is also perceived that the process involves lot of time and resources and, in the end, damages the reputation of the girl.”
Girls avoided confiding in families because they feared restrictions on leaving home; this was more in urban (49%) than rural (36%) areas.
The second-most reported reason for not confiding in their families was fear of retribution, the report found; 44% of urban adolescent girls and 38% rural girls felt they would be scolded for “letting” themselves be harrassed.
Over 50% of parents agreed that they would “probably end up scolding their daughters” for “letting” sexual harassment occur, while 42% admitted they were likely to regulate their daughters’ movement in public spaces thereafter, the study found.
Less than half of India’s girls leave home to meet friends, take morning walks, play in parks
Generally, more urban than rural young girls and women used public spaces, the report said.
For urban and rural areas, “going to school” was the most universally accepted safe public space (96%) for girls, the study found. Attending private tuition–significantly higher for urban (54%) than rural (32%) residents–followed.
After public transportation, local markets, private tuitions or roads leading to school were regarded as most unsafe among young girls, as we said.
Less than half of adolescent girls in urban areas (41%) could go out to meet friends; in rural areas, no more than a third of girls (34%) could.
Among adolescent girls surveyed in urban areas, only a fifth or 20% felt they could safely play in a public park or go for a morning walk; no more than 15% of girls in rural areas felt similarly.
Young girls also perceived a higher risk of molestation and other gender-related crimes at crowded public places, such as local markets in urban (41%) and rural areas (37%).
Here too, young women from higher and middle-economic classes (42%), belonging to the OBC/general castes (40%), reported a higher perception of risk.
Despite the fear of narrow roads leading to schools, private tuitions and markets, over 80% of young girls preferred walking to these public areas than using public transport, the study found. Cycling also emerged as a popular choice among adolescent girls in small and medium towns, where traffic is lower and perception of risk in using public transport was highest, as we said.
“The sample selected was not representative of a pan-India picture but aimed to assist studying in depth the prevailing perceptions on the issue of safety of girls in public spaces, the related dynamics and implications,” the report said.

KOLKATA: Making a strong pitch for a BJP government in West Bengal to usher in ���Asol Poriborton’ (real change), party chief J P Nadda on Thursday sought to punch a hole in the TMC‘s main poll plank of Bengali pride and asked the people of the state whether they want to side with development or “cut money culture”. Nadda, while launching the ‘Lokkho Sonar Bangla‘ (target to build golden Bengal) manifesto crowdsourcing campaign to seek suggestions from more than two crore people in the state ahead of the assembly elections, alleged that Bengali icons and women have been neglected and the “pride of Bengal has to be restored”. He said that the party’s manifesto will stress the socio-economic empowerment of the Matua community, women and youth, and put an end to the “cut money” and “syndicate” culture in the state. “The Lokkho Sonar Bangla campaign will begin on March 3 and continue till March 30. We aim to reach out to more than two crore people spread across all the 294 constituencies. “There will be 30,000 suggestion boxes, and people can also give suggestions digitally. We don’t think we have all the wisdom, so we want to seek suggestions from the common people in our endeavour to build Sonar Bangla,” Nadda said during the launch of the programme. Claiming that the campaign is aimed at bringing the state on the path of development, the BJP chief said the party seeks suggestions on how to boost industry, agriculture, health and religious tourism among other sectors. “The campaign aims to free the state from corruption, coal smuggling syndicate raj and cut money culture. West Bengal has a lot of potential, which has, however, been curtailed over the years due to vested political interests. We want to bring back the glorious days of the state,” he said. The BJP chief promised that the party will implement the Seventh Pay Commission in the state if voted to power. “West Bengal is at the crossroads. It has to decide whether it wants development or to side with the culture of corruption and cut money. For the state’s development, we need a double-engine government (same party’s government both at the Centre and the state),” he said. Apart from the ongoing five-phase ‘Parivartan Yatra’, ‘Lokko Sonar Bangla’ is another mass contact programme launched by the BJP ahead of the assembly elections due in April-May. Nadda said that the BJP aims to build a West Bengal where women can live without fear and students from the Matua community get education and jobs to lead a good life. “The icons of Bengal who have been the leading lights of the country and have guided India both before and after Independence have been neglected in the state. We will take Bengal to new heights by following the teachings and ideals of Swami Vivekananda, Rabindranath Tagore among others,” he said. He said more than 1.4 crore toilets have been built in West Bengal under the Swacch Bharat Mission, and the figures speak about the condition of the women in the state. “The Swachh Bharat Mission was criticised by many people when it launched. But look how this scheme of construction of toilets has empowered women in the rural areas. “Our mothers and sisters had to wait till dusk to relieve themselves. But more than 11 crore toilets have been built across the country, including 1.4 crore in Bengal. This speaks about the condition of the women,” he said. His comments come just days after the TMC unveiled its poll slogan ‘Bangla Nijer Meyekei Chaye’ (Bengal wants its own daughter), portraying Chief Minister Mamata Banerjee as its mascot with a focus on women voters and Bengali sub- nationalism. Bengali actor Payal Sarkar joined the saffron party in the presence of Nadda. Meanwhile, the BJP leadership claimed that the police denied permission for its ‘Parivartan Yatra’ in Barrackpore in North 24 Parganas district, scheduled to be addressed by Nadda in the evening.

Bihar and By poll elections in India
The exit polls were out regarding Bihar elections and it showed the RJD- Congress alliance winning the elections comfortably. The Indian media started debating and had already declared Tejashwi Yadav as the next Chief Minister. When the results came out the National Democratic Alliance (NDA) won the election with a majority of 125 seats. Yet again the Indian Media were not even close to reality and were living in lala land. So let's look at what the media and the pundits missed on the ground in Bihar.
1) To start with they missed the silent voter which was the women of Bihar. Out of the 125 seats the NDA won 90 seats where Women voted more than the Men. They have benefited from both the Centre and State Governments programs over the years. Be it the LPG cylinders, Toilets, Electricity, Bank Accounts, Bank Loans, 1 Re Sanitary pads etc from the Centre and Self help groups which created employment, Law & Order and the Liquor ban by the State. There was also the fear for the women of return of the Jungle Raj of the 1990's and early 2000's where Law and Order situation was at its worst. It has been very encouraging to see the women vote more than the men especially in rural areas since the past few elections.
2) The next is the migrant voter where the media showed the migrants story where they had to face lot of hardship and how the central government left them to their fate and how the Bihari migrant will punish Modi in this election. What we saw on the ground is the BJP performing the best out of all the political parties especially in migrant dominated areas where they won 35 out of 41 seats and 51 out of 75 seats for the NDA. It showed the maturity of the Bihari migrant who understood why the lockdown decision had to be taken and one can only thank them for understanding why certain things had to be done. Another reason could be them still preferring Nitish and Modi as compared to Tejaswi and Rahul even though there was anger and they don't feel the opposition is a viable choice. Yet again shouting unemployment especially of the migrants did not work for the opposition and their media houses which reflects in the results.
3) As far as Congress and Tejaswi are concerned, it is the same old story for the Congress where it is all noise but nothing to show on ground. Tejaswi's party performed decently where he tried to focus more on relevant issues like education, jobs, healthcare etc. He had to do it all alone against the Centre and State Government combination because Congress was irrelevant and considering that he has done well and has something to build on.
4) One of the reasons which the opposition gave for their defeat was the good performance given by Asaduddin Owaisi. He won only 5 seats but according to the opposition he ended up cutting a chunk of their Muslim votes. But the same had happened on the other side where Chirag Paswan's party the LJP (Lok Janshakti Party) won only 1 seat but cut into of the votes of the JDU (Janta Dal United). So to just blame Owaisi along with the EVM's (Electronic Voting Machines) won't cover the mistakes the opposition made while campaigning and they need to come up with a better strategy to counter the Modi Government. One positive news for the opposition was the performance of the communist party which got 16 seats.
Going into the By poll results which took place across 11 states of the country, the BJP dominated in those elections as well. They surprisingly have performed well in states like Telangana and Manipur which are not their stronghold states. The most interesting seats that no media house will show is the victory of the BJP in Muslim majority seats. One of the examples was former Indian cricketer Late Chetan Chauhan's wife Sangeeta Chauhan winning Nauwagan Sagat, Uttar Pradesh which is a Muslim majority seat. The Muslims voting for the BJP has now become a reality especially after passing the Triple Talaq Law for Muslim Women which has now led the opposition targeting the Muslims and Dalits vote combination as their new strategy.
What these two results in Bihar and By poll elections show is the mood of the Nation. They still have complete belief in Modi and the work he is doing in the Centre but it also shows the lack of belief in the opposition even though there might be some anger against the Government. The Samajwadi Party (SP) has also announced that they won't contest the next Uttar Pradesh elections with any major party which also shows the impact of these election results. The opposition especially the Congress rather than focusing on their leadership and organisation issues are still busy in Modi bashing with the hope they will get something out of it but the results don't reflect that. It has now been close to 20 years where the opposition along with its ecosystem has invested more time on Modi than on issues which matter the people. I hope they focus more on issues such as economy, unemployment, women issues, farmer issues etc which can give them some dividends.
Another significant impact of these results is the rising number of seats of the NDA in the Rajya Sabha. The BJP already has a complete majority in the Lok Sabha and by getting a majority in the Rajya Sabha will help them pass bills like the NRC (National Register of Citizens) and UCC (Uniform Civil Code) with ease. With the Central Government pushing their agenda even due to the challenge of Covid 19 and a weak & divided opposition, it seems inevitable that the BJP will achieve majority in the Rajya Sabha as well.
Even though as a supporter of the Prime Minister and his work, I am happy that the people still have faith in the Government but it is equally important that in a democracy there should be a strong opposition. It is high time the opposition especially the Congress focus on themselves and bring drastic changes especially in their leadership. The BJP would love to see Rahul Gandhi continue as the leader of the Congress but I believe for the nation it is high time we get a leader who has the competence to understand issues that concern the public and address them. For now it is the BJP on a high with their next target being West Bengal elections which will be coming in the next 7 months. They have a feisty leader Mamata Banerjee in front of them who will definitely put up a fight. Get ready for some more fire works.

Financial experts express mixed feelings on RBI’s restructuring package

Researchers at IIT Kharagpur have developed a microneedle which is capable of administering large drug molecules in a painless way, a statement issued by the institute said on Saturday.
The Institute’s Department of Electronics and Electrical Communication Engineering has not only reduced the diameter size of the microneedles but also increased the strength so that they do not break while penetrating the skin, it said.
The microneedle can be used even in COVID-19 vaccination in future, besides for insulin delivery, the statement said.

The new power tariff announced by the DERC for 2020-21, without any hike in the existing rates, will “substantially increase” the financial “challenges” and “ability” to ensure round-the-clock electricity supply by the discoms in Delhi, a spokesperson of the TPDDL said on Saturday.
The Delhi Electricity Regulatory Commission (DERC) announced the new tariff on Friday, saying no hike was considered due to the COVID-19 pandemic.
“Considering the COVID-19 pandemic, the DERC has maintained the tariff at the existing level. However, for the discoms, this tariff order will substantially increase the financial challenges and hence, the ability to ensure 24×7 power supply,” the spokesperson of the Tata Power Delhi Distribution Limited (TPDDL) said.

Flood-like situation in 4 C’garh districts, thousands shifted
Heavy rains battered several parts of Chhattisgarh over the last two days, creating a flood-like situation in some areas of at least four districts and causing rivers, including the Mahanadi, to flow above the danger mark, officials said.
Nearly 12,000 houses in various districts of the state were partially or completely damaged due to the incessant rainfall and thousands of people were shifted to relief camps, they said.
