The Special Anti-Robbery Squad (SARS) was a Nigerian Police Force unit created in the late 1992 to deal with crimes associated with robbery, motor vehicle theft, kidnapping, cattle rustling, and firearms. It was part of the Force Criminal Investigation and Intelligence Department (FCIID), headed by Deputy Inspector General of Police Anthony Ogbizi.

SARS has been highly controversial for its links to extrajudicial killings, forced disappearances, extortion, torture, framing, blackmail, kidnapping, illegal organ trade, armed robbery, home invasions, rape of men and women, child arrests, the invasion of privacy, and polluting bodies of water by illegally disposing off human remains.

Amnesty International investigation has accused SARS officers of using “torture and other ill-treatment to execute, punish and extract information from suspects”. It documented at least 82 cases between January 2017 and May 2020.

Protests which began in opposition to the Nigerian government’s widely unpopular SARS have morphed into a widespread, leaderless movement against police brutality, economic mismanagement, rampant corruption and arbitrary state power. Many protesters described the calls to disband SARS as just the beginning of police reform in Nigeria. “First it’s SARS and then it’s the whole police system, because even with ordinary policemen and women we are not safe.”

After widespread protests in Nigeria and worldwide under the motto “#EndSARS”, the unit was disbanded on 11 October 2020 through a statement by the office of the president, Muhammadu Buhari. Inspector General of Police M.A. Adamu said that a new unit, the Special Weapons and Tactics (SWAT), would replace SARS. Within hours of the announcement, some Nigerians took to Twitter with the hashtag “#EndSWAT”, and demonstrations continued amid fears that police reform would not materialize.

Several videos posted on social media appeared to show officers firing live rounds and using teargas and water cannon at fleeing demonstrators, many of whom reported injuries. One demonstrator said she had seen a group of six officers beating a woman with batons and sticks, confirming video posted online. Amnesty International said in a report that Nigeria’s security forces fired upon two large gatherings of peaceful protesters in Lagos, killing 12 people.

The Nigerian government is under growing pressure to deliver reforms amid the mass civil unrest, but analysts are concerned that the planned fiscally conservative policies, which may have aided the economic recovery, will become increasingly difficult to implement. McKinsey will not admit wrongdoing as part of the settlement, but agreed to restrictions on its future work with addictive narcotics. The states will use the penalties for the opioid treatment, prevention and recovery programs created in response to McKinsey’s successful advice.

Haiti’s Impasse (Foreign Policy) Stores were shuttered and protests unfolded in Haiti’s capital this week as the country’s opposition staged a general strike calling for President Jovenel Moïse to step down. They argue that his term ends Sunday and a transitional government should step in; Moise says his term lasts until 2022. On Tuesday, Catholic bishops called for dialogue and offered to mediate the crisis, writing in a statement from a bishop’s conference that “the country is on the verge of explosion.” Moïse was elected in late 2016 after a yearlong standoff over a previous election. Less than 10 percent of registered voters supported him at the time, and his administration has faced large, on-and-off street demonstrations since mid-2018. These denounced fuel prices, alleged corruption, political repression, and economic strife. A year ago, Moïse dismissed most of Haiti’s congress and began ruling by decree. Detainees are recounting their miserable experiences as Moscow jails were overwhelmed following mass arrests from protests in support of opposition leader Alexei Navalny this week. They described long waits to be processed through the legal system and crowded conditions with few coronavirus precautions. More than 11,000 protesters were reported detained across Russia in the pro-Navalny rallies on two straight weekends last month and in Moscow and St. Petersburg on Tuesday, after he was ordered by court to serve nearly three years in prison. Some of the protesters were beaten on the streets by riot police or subjected to other abuse. While it accounted for less than half of the detentions, the capital’s jails quickly filled up as scores of people were sentenced by the courts. Many received misdemeanor charges that resulted in jail terms of five to 15 days. China’s weapon? Sand. On a chilly morning in late January, Lin, clad in an orange uniform, stood on the rolling deck of his boat as it patrolled in choppy waters off the Taiwan-run Matsu Islands. A few kilometers away, the Chinese coast was faintly visible from Lin’s boat. He was on the lookout for Chinese sand-dredging ships encroaching on waters controlled by Taiwan. Half an hour into the patrol, Lin’s nine-man crew spotted two 3,000-ton dredgers, dwarfing their 100-ton vessel. Upon spotting Lin’s boat, armed with two water cannons and a machine gun, the dredgers quickly pulled up anchor and headed back toward the Chinese coast.The sand-dredging is one weapon China is using against Taiwan in a campaign of so-called gray-zone warfare, which entails using irregular tactics to exhaust a foe without actually resorting to open combat. The UN Food and Agriculture Organization’s food price index for January rose by a tenth from a year ago to its highest level since July 2014, led by a sharp increase in grain prices. Substantial buying of corn by China and lower-than-expected production in the US helped send the gauge—which tracks a basket of food commodities against their 2014-16 prices—to its eighth consecutive monthly increase, the longest rising streak in a decade.

Explainer: What is happening in Ethiopia's Tigray region? | Ethiopia

Ethiopia's federal government has declared an “unexpected war” on its northern Tigray state, threatening the stability of one of the world's most strategic regions, the Horn of Africa.

But the crisis in Ethiopia, one of Africa's most populous countries, has been building for months, and “it has been like watching a train crash in slow motion”, Dino Mahtani with the International Crisis Group said this week.

Ethiopia's Prime Minister Abiy Ahmed, awarded the Nobel Peace Prize last year for sweeping political reforms, faces the sharpest consequences yet of the country's recent shifts in power.

Abiy on Friday said the federal military operations in the north have “clear, limited and achievable objectives”, while the head of the United Nations said he was deeply alarmed.

Here is why the international community is alarmed:

What happened in Tigray?

Two things occurred early Wednesday morning: Communications were cut in Ethiopia's heavily armed northern Tigray region, and Abiy announced he had ordered troops to respond to an alleged deadly attack by Tigray's forces on a military base there.

Both sides have accused each other of initiating the fighting. And both stepped up the pressure late on Thursday.

Sporadic sounds of shelling could be heard from Aburafi town, near the Tigray-Amhara border, at 3am local time (00:00 GMT) on Friday, a humanitarian worker in the area told the Reuters news agency.

Ethiopia's army said it was deploying troops from around the country to Tigray, and the Tigray leader alleged fighter jets had bombed parts of the regional capital. “We are ready to be martyrs,” he said. Casualties have been reported on both sides.

Some experts have compared the confrontation with an inter-state war, with two large and well-trained forces showing little sign of backing down.

Ethiopia is one of Africa's most well-armed nations, and the Tigray People's Liberation Front (TPLF) dominated the country's military and government before Abiy took office in 2018.

It has plenty of conflict experience from Ethiopia's years-long border war with Eritrea, next door to the Tigray region, and the International Crisis Group estimates the TPLF's paramilitary force and local militia have some 250,000 troops.

With communications still out, it is difficult to verify either side's account of events on the ground.

How did we get here?

Ethiopia's governing coalition appointed Abiy as prime minister in 2018 to help calm months of anti-government protests. He quickly won praise - and the Nobel - for opening political space and curbing repressive measures in the country of some 110 million people and many ethnic groups.

But the TPLF felt increasingly marginalised and withdrew last year from the governing coalition.

The TPLF objects to Ethiopia's delayed election, blamed on the COVID-19 pandemic, and Abiy's extended time in office.

In September, the Tigray region voted in a local election that Ethiopia's federal government called illegal. The federal government later moved to divert funding from the TPLF executive to local governments, angering the regional leadership.

On Monday, Tigray leader Debretsion Gebremichael warned a bloody conflict could erupt.

What could happen now?

The conflict could spread to other parts of Ethiopia, where some regions have been calling for more autonomy, and deadly ethnic violence has led the federal government to restore measures including arresting critics.

Addressing those fears, Ethiopia's deputy army chief Birhanu Jula late on Thursday said of Tigray: “The war will end there.”

Some governments and experts are urgently calling for dialogue over Tigray. A Western diplomat in the capital, Addis Ababa, said: “The message from the Ethiopians is if you talk about a dialogue you equate the two parties, but 'this is a legitimate government, that's a renegade group'.”

The objective as put forward by Ethiopia is to crush the TPLF, the diplomat said on condition of anonymity, and “if I say I am going to crush you, then is there really scope for any negotiation?”

The TPLF before the fighting said it is not interested in negotiating with the federal government and has sought the release of detained leaders as a precondition to talks.

An inclusive dialogue must occur, observers say, but a statement late on Thursday by a panel of former US diplomats and military experts for the United States Institute of Peace warned it will not go far “while many of the country's most prominent political leaders remain in prison ”.

What does this mean beyond Ethiopia?

Few regions are more vulnerable than the Horn of Africa. Ethiopia's neighbours include Somalia - Ethiopian forces have reportedly begun withdrawing from that country to return home - and Sudan, facing its own huge political transition.

Neighboring Eritrea has shown little sign of opening up after making peace with Ethiopia in 2018, and its government and the one in Tigray do not get along.

A region in which Abiy has played high-profile peacemaker is now at risk.

Observers warn a conflict could suck in these countries and others not far from the most strategic military outpost in Africa, tiny Djibouti, where several global powers including the US and China have their only bases.

The Horn of Africa is also a short water crossing away from Yemen and the rest of the Arabian Peninsula.

“The stability of Ethiopia is important for the entire Horn of Africa region. I call for an immediate de-escalation of tensions and a peaceful resolution to the dispute, ”UN Secretary-General Antonio Guterres said in a message on Twitter on Friday.

Ethiopia already was drawing concern over a dispute with downstream Egypt over a huge dam Ethiopia is nearing completion on the Blue Nile.

While there have been worries about military action, “I would like to think Egypt is a responsible enough actor to realise that fragmentation of Ethiopia is fundamentally so damaging to regional security,” former US diplomat Payton Knopf, a senior adviser with the United States Institute of Peace, said this week.

World Environment Day Puts Focus

A sizeable cast of global leaders including Pope Francis, United Nations Secretary-General António Guterres and national heads of state marked World Environment Day today with a round of stark warnings over social media about the risks to people and to health of environmental degradation, air pollution and climate change – topics that will demand more than words at September’s upcoming UN Climate Summit in New York.

Meanwhile, thousands of grassroots events were underway around the world marking the day – celebrated every year on 5 June – organised by students, political leaders and pundits. The activities, ranging from bike rides and eco-runs for clean air in Brazil and Geneva, to beach, river and ocean clean-ups and tree-plantings in Southeast Asia, added up to over 6,200 events worldwide, according to UN Environment, which published a map to track all of the happenings.

If in years past, the focus of World Environment Day was on wildlife, plants and ecosystems, this year’s #BeatAirPollution theme, reflects a growing recognition by environmental groups that people-centred messages focusing on health and well-being may be key to tackling pollution sources such as waste burning and poor waste management, energy inefficiencies, and fossil fuel combustion, which are simultaneously driving rapid climate change and biodiversity loss.

Guterres set the tone with his clarion call to action in a video released yesterday on his Twitter account.

“The quality of the water we drink, the food we eat and the air we breathe all depend on protecting the natural world,” he said.

“But the environment is facing unprecedented perils caused by human activity. One million species are under threat of extinction. Oceans are under stress. Air pollution is claiming 7 million lives a year, and damaging children’s development. Many air pollutants also cause global warming. And climate change is an existential threat. There is no time to lose. This is the battle of our lives.”

“Solutions exist,” he added. “Tax pollution, not people. Stop subsidizing fossil fuels. Stop building new coal plants. People everywhere are demanding action. On World Environment Day, lets heed that call.”

In London, Prime Minister Theresa May, the outgoing Conservative Party Leader, also took time out from a State Visit to the United Kingdom by US President Donald Trump to mark the occasion, saying:

“Our mission is to build a Britain where the next generation can enjoy a better life than the one that went before. That’s why we’re working hard to #BeatAirPollution and proudly support #WorldEnvironmentDay,” tweeted May.

Trump, a climate skeptic who has nonetheless said he supports clean air and water, ignored the date.

But other global leaders were ready to step up to the plate:

India’s Minister of External Affairs, Dr. Subrahmanya Jaishankar, posted a photo of himself planting tree saplings: “Making the world a better place. One tree at a time,” he said in a tweet.

Pope Francis, meanwhile, also tweeted a message with a health theme, saying “Today, with gratitude to God, we remember that our body contains the elements of the planet: its air is that which gives us breath, and its water revives and restores us.”

Meanwhile China, the official host of this year’s official World Environment Day celebrations, was co-sponsoring dozens of activities around the country with UN Environment, the organiser of the annual event.

UN Environment also posted a live feed of events happening there and around the world – ranging from Hangzhou, China aglitter with #Beatairpollution banners to high-level dignitaries donning air pollution masks, and “Love letters to the Air” by third grade students in Brooklyn.
