well the next logical step after finishing all four hunger games movies is to think of duke crocker in this world

canonically duke grew up the son of a sailor, and spent his entire childhood living on the beach/in the water. canonically, duke free dives, surfs, catches fish for his restaurant, lives on a boat, had a secret spot on the beach where he stored things he stole from others (i think that was stated in season five).........

it adds into the idea of simon dying/drowning at sea........

he'd definitely sacrifice himself in the end to save everyone. maybe, paralleling croatoan in season five, duke got highjacked by the capitol like how peeta did. not trusting himself under this awful control, duke opts to sacrifice himself to protect the others and give them a better chance at survival.

like duke already grew up impoverished, homeless, used his skills to survive, is incredibly scrappy, charismatic... he'd know how to look out for himself in whatever district he was in.
