A proposito di scuola e Pnrr...

Dello stato di trascuratezza esterna della scuola media “Fedele Romani” ho gia abbondantemente parlato, più volte e  in tempi non sospetti. Una struttura pienamente funzionale e direi anche polivalente visto che è stata utilizzata per diversi lustri anche come sala consiliare e ultimo in ordine di tempo, anche per lo screen di massa Covid 19. Una struttura che secondo il mio modestissimo parere, avrebbe bisogno del solo ovvio: cioè di quella manutenzione ordinaria e straordinaria per mantenerla in ordine e esternamente decorosa, cosa che è mancata quasi totalmente in questi ultimi dieci anni. Non entro però nel merito della querelle che ha visto ferocemente contrapposti l'amministrazione del messìa con i suoi “unici e migliori” con la comunità scolastica tutta.

Credo che due elementi siano stati disattesi e per nulla affrontati. 

Il primo è quello del buon senso, considerato che i fondi del PNRR non sono in realtà a fondo perduto ma con un costo di fondo che andrà, volenti o nolenti, rimborsato da tutta la comunità: o li spendi bene e con cognizione di causa altrimenti è meglio non richiederli. 

Il secondo riguarda il tema demografico che si riallaccia automaticamente al primo e va dritto nella problematica della programmazione scolastica. Non puoi decidere di buttar giù un plesso scolastico e rifarlo ex novo senza aver valutato gli aspetti sociali di crescita o decrescita del tuo comune; ancor di più dopo questi due anni e passa di pandemia infinita, di conseguente incertezza e crisi economica che di certo non ha dato nessuna accelerata  al desiderio di avere figli. Desiderio che ora avrà ulteriore regresso con i sentori di guerra che pervadono tramite il sensazionalistico bombardamento dei media e, non è difficile pensarlo, con una prospettiva demografica che rischia di presentare il conto a saldo negativo per oltre un decennio.  

Allora da cittadino mi chiedo: un'analisi della popolazione scolastica nel breve e medio termine è stata fatta? Se è stata fatta chiedo venia, sarebbe interessante appurarne i contenuti e di rimando  orecchie tirate a coloro che volutamente non informano e non condividono. Se invero questa analisi sociale è stata disattesa allora è cosa grave nella sua superficialità.

Non rimane che attendere la risposta degli organi competenti alla richiesta di oltre 11 milioni di euro per il “problema” scuola Fedele Romani.

Ah dimenticavo! Nel contempo mia figlia e i suoi numerosi amichetti della primaria Celommi” di Via Manzoni, vengono portati in palestra attraversando ben 3 strade comunali dove non esistono percorsi di sicurezza dedicati, né marciapiedi laterali. Tutto vocato e demandato all’impegno e al senso di responsabilità della Dirigente scolastica e degli insegnanti, veri eroi sulle disastrate macerie della politica autoreferenziale.
