B. Now that you are ready with your required documents, the second step is to get sign from Approving Authority like RTO or ARTO.
C. Visit the Office of Commissioner of Police near Egmore Railway Station (EVK Sampath Road), Gate-3 and go to the NOC counter and take an appointment. On the first floor of the NOC counter they will give you a form. In that form fill all the details correctly and enter your details in the log book available there and pay fees of 20 rupees.
D. Next you need to get your Police Clearance Certificate and this way first part of this long procedure is done well.
E. Now that you have done above steps visit RTO office at counter number 45, at this counter the tax is calculated and write is on form FT. Then visit counter number 11 to pay the tax amount and you will get the tax pay receipt. This OTT pay receipt is your NOC to show the traffic cops.
F. Next, visit RTO office and fill in the application for NOC for car and submit it along with supporting documents
This process of getting your final NOC can take up to approximately one month. Whenever your NOC for car is issued you will be notified using SMS and you can collect it from RTO Office.
Note: This NOC of car has no validity period defined. Hence it is valid till the registration of the vehicle to the new RTO. However, NOC of the vehicle should be submitted within 30 days to the new RTO from the date of issue of NOC. In case of delay you will be subjected to an amount of fine that varies from RTO to RTO.
In case you are in different city outside Pune and you want to apply for NOC, then there is no need for physical presence of Car Owner or Car at RTO Office.

Vehicle Re-Registration in India
This procedure provides my personal experience related to transferring of vehicle registration from Hyderabad to Pune without taking help from any agent or broker. I hope it will be useful for anyone who is relocating from one place to another. If you have patience and want to save 3000 to 5000 rupees you can follow the below steps.
Documents required to get NOC from Hyderabad RTO
Original RC
Valid Insurance
Police clearance certificate
If your vehicle is under loan - NOC from financier
Personal ID proofs such as Aadhar etc.
Process to apply for NOC at Hyderabad
Fill up four copies of form 28. Link - https://vahan.nic.in/nrservices/forms/form28.pdf
Affix pencil print of the chassis number on all the four copies.
Apply for police clearance from the nearest Meeseva center. Ensure that you don't have any pending challans. You should receive the police clearance within two days to one week.
Obtain NOC from the financier if applicable.
Again from the nearest Meeseva book an appointment for the RTO.
Visit RTO and submit the filled form 28 (4 copies), police clearance, NOC from the financier, original RC, insurance certificate, and personal ID proofs such as Aadhar etc.
You should receive the NOC within a week.
Though there are many agents on the Hyderabad RTO campus, you can get NOC on your own very easily.

Although in the official process it is mentioned that affidavit is required only if you submit NOC after 6 months but I was asked to submit it anyhow.
Go the lawyer on the 4th floor of the building next to the RTO Shivajinagar, Pune. Alternatively, you can make it from any lawyer. (Fees - 300 to 400)
Submit your address proof and a passport photo.
The lawyer will prepare and give you the affidavit.
Process to obtain clearance/ NOC from police commissioner Pune
Important: Submit all xerox copies to the commissioner office Pune. Visit Shivajinagar, Pune RTO and collect an acknowledgment to be submitted at commissionaire office.
Visit the font office of Commissioner of police Pune and submit a copy of form 28, valid PUC, insurance certificate, electricity bill, rent agreement, and ID proof (All xerox copies) along with the acknowledgment.
You will get the receipt and tentative date to collect the clearance/ NOC.
You should get the clearance within 2 weeks. (Yes the process in Maharashtra is slow)
Process to obtain NCRB vehicle inquiry report
Go to http://164.100.44.112/vahansamanvay/Internetquery.aspx
Enter the required details and take the print.
Fill all the forms - FT, 20, 26, 26, 27, 33 or 29/30
Fill all the forms mentioned above using the information available in NOC from Hyderabad, but enter the correct current address where you want to register the vehicle.
Take pencil print of chassis number on the first page of every form.
Process to submit the forms at RTO
When you have all the required documents go to the RTO and submit all the documents in a file.
You will receive an acknowledgment and then you will be called for bike inspection after 20 working days. (Yes the process in Maharashtra is very slow).
On the inspection day, they will give you your documents and a form, you need to take those documents to RTO at Yerawada, Pune along with the vehicle for inspection.
Once the vehicle inspection is done at RTO Yarawada, return to RTO Shivajinagar (before 2.00 pm)
Generate tax to be paid and pay the required tax and fees.
You are done. You will receive your new registration number in 10 days through SMS and through the post (smart card) in a month.
Claim for Refund from Hyderabad
Fill form DT and attach the required document mentioned in the form. Link - https://transport.maharashtra.gov.in/Site/Upload/GR/DT%20FORMeng_22-08-2017%2014_43_36.pdf
Send it to the Hyderabad RTO.
Note: Probability is very low that you will get the refund.

Telcos set up war rooms to monitor networks during Covid-19 crisis
KOLKATA: Vodafone Idea Limited (VIL), Bharti Airtel and Reliance Jio Infocomm have deployed senior technical staff and smart hands at their network management war rooms to closely monitor critical operations and ensure uninterrupted mobile and broadband services amid the 21-day nationwide lockdown.
The telecom operators have made temporary food and stay arrangements at their data centres and made vehicles available to facilitate movement of technical staff to the sites.
The three private telcos have obtained approvals from the Department of Telecommunications (DoT) to ensure critical workers manning their network operating centres (NoCs) – the brains of any mobile communications network – can freely travel amid the pandemic-induced countrywide lockdowns to resolve network-related glitches at a time when bulk of corporate staff across India is working from home.
Approvals have also been obtained for vehicles stocked with diesel to move freely to support tower sites in case of power cuts in a particular location to ensure 24 x 7 telecom connectivity.
“We have set up virtual war rooms where key team members are participating through concalls and videoconferences,” VIL’s chief technical officer Vishant Vora told ET. “Senior team members from operations, circles, our super network operating centre (SNOC) and partners are continuously on call with field to ensure (network) uptime and operational continuity.”
VIL’s flagship SNOC in Pune and Hyderabad, he said, is the nerve centre of all 22 circles, with centralised monitoring and control of the company’s mobile network, ensuring business continuity with geo-redundancy. “Our enterprise services also continue to be monitored through the SNOC to ensure business continuity,” Vora said, adding that the company is constantly monitoring traffic patterns and is confident of handling growing demand for voice and data services during the lockdown.
Bharti Airtel’s networks are in business continuity planning (BCP) mode and geared to respond to any exigency, said a company executive, who did not wish to be identified. The telco has also activated distributed command centres to monitor and manage networks from multiple locations in case any centre is inaccessible for some time.
Another senior telco executive however said that due to gaps in information flows, the company has faced some issues in the field owing to police restrictions, despite government orders specifying telecom operations as an essential service. “These issues are being handled with support from senior police officers and other government agencies,” he said.
Rajan Mathews, director general of Cellular Operators Association of India (COAI), said crisis management teams of telcos are running continuous checks on potential network failure points, ensuring mission critical sensors in cell towers and telecom gear are fully functional to provide advanced alerts about any network related mal-functions within any licensed area. The COAI represents VIL, Bharti Airtel and Jio Infocomm.
Mathews said network war rooms staff at every telco are also monitoring all critical links connecting fibre and microwave networks to their NOCs to ensure smooth operations.
Telcos, he said, had also created special teams with support from their vendor partners to tackle multi-level escalation challenges, depending on the severity of a network-related problem.

On the first floor of the NOC counter they will give you a form. In that form fill all the details correctly and enter your details in the log book available there and pay fees of 20 rupees.
D. Next you need to get your Police Clearance Certificate and this way first part of this long procedure is done well.
E. Now that you have done above steps visit RTO office at counter number 45, at this counter the tax is calculated and write is on form FT. Then visit counter number 11 to pay the tax amount and you will get the tax pay receipt. This OTT pay receipt is your NOC to show the traffic cops.
F. Next, visit RTO office and fill in the application for NOC for car and submit it along with supporting documents
This process of getting your final NOC can take up to approximately one month. Whenever your NOC for car is issued you will be notified using SMS and you can collect it from RTO Office.
Note: This NOC of car has no validity period defined. Hence it is valid till the registration of the vehicle to the new RTO. However, NOC of the vehicle should be submitted within 30 days to the new RTO from the date of issue of NOC. In case of delay you will be subjected to an amount of fine that varies from RTO to RTO.

If you are applying from bank then 90 days but if you are applying it from your local RTO then 6 months. After getting your NOC you should, within 30 days submit it with your new RTO. It is a matter of transferring legal jurisdiction of the vehicle.

There are some rules and regulations for applying NOC.
