After changing into Hybrid Hustler form, “Why did you target those mammals? What are you up to?” Judy asked Bolt.

“Sorry again~ Can’t tell that classified information.”

“What’s up with those weird Savages? You know something, don’t you?” Nick asked him too, remembering the monsters with unusual behavior they had fought lately. He believed the wolf knew something they did not.

“Yes, I do but I’m not gonna tell you.” His tone grew serious to some extent.

“If that’s so, we’ll make you spit it out by force.” Judy hit the syringe “ACTIVATE” before Hybrid disappeared into thin air right in front of Bolt.

“I don’t have to accelerate to see...” The wolf said idly.

When Hybrid popped up a step behind him, “...where you would appear.” he turned back swiftly to face the armored mammal, leaning down and launching a right punch.

Nick pressed the syringe “ACTIVATE”, activating Hybrid’s instantaneous movement to avoid his punch at the last second.

However, “Accel” Bolt with accelerated processing system noticed that Hybrid teleported to the right side next to him, so he leaned more to the point he was about to fall, paws on the surface of the bridge, then twisted his body and launched the left leg while spinning.

He reverse roundhouse kicked the armored mammal rapidly. His kicking heel struck Hybrid’s shoulder.

The red flamingo armored doe rabbit body moved through air before falling hard.

Right after activating the instant transmission ability, Hybrid’s physical power drops briefly, causing Hybrid Hustler form to be significantly more vulnerable than usual. As a result, the united duo respond slower and receive more damage.

“Looks like he can keep up with us.” Nick supposed.

Hybrid tried to get up. At the same time, Bolt, getting into a fighting stance, stayed on guard, looking for a chance to leave without being chased.

“In that case, we gotta push the limits.” Judy pressed the syringe “ACTIVATE”.

Hybrid teleported to front of Bolt up-close at eye level. Bolt then speedily elbow struck but Hybrid, pushing the syringe “ACTIVATE”, disappeared first.

“It’s useless!” Bolt, still accelerated, turned behind, where Hybrid appeared. He rapidly back kicked Hybrid pressing the syringe again “ACTIVATE”. However, he missed since Hybrid disappeared again.

Immediately afterwards, Bolt sensed the back of his head got hit, for Hybrid teleported to dropkick him by surprise.

As Hybrid “ACTIVATE” teleported again, Bolt was butterfy-kicked in the side of his face, “ACTIVATE”, scratched on his right thigh by Hybrid’s left claw, “ACTIVATE”, and uppercut on his chin.

“ACTIVATE” “ACTIVATE” “ACTIVATE”, Hybrid teleported over and over again to attack Bolt in every direction possible, not give him a second to respond. Speaking of a response, neither did the duo. They did not react to the surroundings at all, just keeping on activating instantaneous movement ability and attacking.

Shortly, after “ACTIVATE” another teleportation, Hybrid struck Bolt’s middle with a straight punch but it turned out that the punch was too weak. The effect of persistently using the ability began to take a toll. Judy’s body was becoming drained.

Bolt, using this opportunity, threw a counter-punch.

Fortunately, there came a blessing in disguise. The worn out armored mammal collapsed, knees on the bridge’s surface, thereby avoiding the blow from the silver wolf.

When Bolt was about to attack once more, Nick, seeing the situation dangerous, “ACTIVATE” teleported away as an escape.

Since Hybrid had already left, Bolt “Switch off” uttered thankfully. Following one quick flash of his silver body, he turned back to his alaskan tundra wolf disguise in the black leather jacket.

“How’s everything?” Mittens contacted him.

Bolt rolled his shoulders leisurely, switching right and left repeatedly, to examine his physical condition. “I’m okay. In fact, it’s nice to blow off some steam~” He replied. “Have you picked up it in the warehouse yet?”

“If you’re talking about the Savage for sale, yes, Rhino already has. By the way, what about the dealer?” She referred to the female yellow-bellied marmot.

“I killed her...” He looked back to the moment when he fired the electrical energy ball at her.

“You did what!? We haven’t interrogated her yet!” The wildcat shouted.

“It was the best solution back then. I mean, our work would be troublesome if she got caught by the police. Am I right?”

“Mhm” She agreed with him because he brought up a good point.

“It’ll be fine~ There are more than one dealer anyway~” Bolt the wolf strolled down the bridge.

On the ground of Rainforest District, Hybrid staggered to an alleyway, where Nick’s body was hiding. The unconscious red fox cop was sitting on the floor with his head low, legs stretched out and back against the wall of the building.

Hybrid subsequently flopped next to Nick, sprawling in almost the same manner as him.

Judy pulled the syringe to detransform. Next, blood was drawn and then teleported to Nick’s syringe. Hybrid’s suit of armor emitted purple steam before it vanished. Accordingly, Her body along with police uniform clothes were back to normal. If truth be told, Judy was still suffering from extreme tiredness.

As Nick’s consciousness returned to him, he woke up fatigued like always after detransformation.

“Are you alright?” Speaking with a shaky voice, Nick reached his quivering paw to his partner next to him.

She leaned towards him. Her head tapped his chest.

While he was feeling confused of her action, all at once his weariness was gone. When he looked down, he saw that she pressed his syringe to inject blood into him.

Judy tilted her head back and gave Nick a smile, a tired one.

“We need to head back before anyone suspects where we have been. No way I’ll let you whine that you’re tired or whatever.” She struggled to stand up, “Hurry up, you slacker” making a joke of him.

Nick followed Judy as she tottered slowly to their police cruiser parking nearby. She was then going to fall back but luckily, he caught her in times.

“It seems I’m tired more than I thought.” She laughed tiredly.

“Judy...” Nick gave her a support, leading her to a passenger’s seat of the car.

Shortly after he lifted her into the car, she fell asleep on the seat.

While Nick was walking around to the driver seat, he clutched his rumbling stomach with his right paw, left paw covering his watery mouth. Without knowing the reason why, hunger was driving him insane. He had never been this hungry in his life as images of his precious doe rabbit friend were projected in his mind...

We had to work on a crisis communication plan with press release in the process on KFC. We chose this because they went through a crisis long time back. Group’s name: British Accent Boy Communications Crisis Communication Plan Overview

The crisis scenario we’re facing is as follows: KFC had to shut down more than half of its 900 outlets in the UK due to a shortage of chicken. Fans of KFC are understandably very upset about the incident. There has been severe backlash on multiple social media channels. The press has been having a field day with the news that a restaurant chain specializing in fried chicken, has run out of chicken. Mainstream media and social media are capitalizing on the irony of situation. This incident involving the large-scale shutdown occurred after KFC made the switch from their previous delivery company to DHL. According to DHL, the deliveries weren’t made properly due to operational issues on their end. Crisis communication to us is simply defined as the communication process through which we address a crisis scenario. To us, it’s taking the ethical approach in identifying what went wrong, analyzing the reactions from concerned audiences and devising a strategic communication plan to minimize damage and obtain the optimal results. Our crisis communication plan will be centered around accomplishing one task – to change the narrative, which in turn will work towards rebuilding KFC’s brand reputation with the concerned audience as well as developing consumer trust.

Purpose

As mentioned previously, the purpose of our crisis communication plan is to change the narrative. The crisis communication plan has been devised with the clear goal of placating disgruntled consumers and earning back their trust. We’ll be utilizing the media’s current stance towards KFC and the backlash the brand is facing. The goal will be to have KFC laugh alongside the media and the consumers at the no-chicken situation, instead of being laughed at. This will be accomplished through a sincere apology to the concerned stake holders and humorous self-depreciating posts (mostly memes) through strategic media channels. All the while we will be constantly pushing the idea that KFC is standing firm in its promise to ensure quality above all, and will maintain absolute transparency in regards to any development in the coming weeks. In addition, the concerned stakeholders will be assured that such an event will not occur again.

Objectives The objectives of the crisis communication plan are as follows: • Change the narrative. • Restore KFC’s brand image through the stipulation of quality above all and the brand’s dedication to its customers. • Regain primary audience’s trust and their faith in the brand through admittance of fault, and the dissemination of crisis messages specifically crafted for the primary audience. • Maintain transparency with concerned stakeholders in regards to the events that led to the crisis and measures being taken to ensure that such a crisis never occurs again. • Assess the crisis management efforts and devise a contingency plan in case of future crises.

Procedures The crisis communication plan sees the formation of two teams. Both teams will be in constant communication with each other, and will be under the purview of the Crisis Command Center Manager. One team will be dedicated to addressing the crisis through social media channels. This would involve creating and disseminating appropriate crisis messages, addressing inquiries and concerns of the consumers. The team will be conducting short term evaluations every three days and adapt to any changes that may occur. The other team will be dedicated to addressing the crisis through the press. The team will monitor members of the press and identify the channels through which the dissemination of the crisis message will have the greatest effect, as well as monitoring the attitudes of the members of the press towards KFC during this crisis. The team will also be involved in coaching the selected spokesperson on the stance KFC is to take and the specific message the plan calls for to be disseminated. The spokesperson will be taking a more formal approach in addressing the media, but will maintain the same transparency and promise of quality that KFC is known for. Lastly, selected members from both teams, alongside the Crisis Command Center Manager, will be in touch with DHL’s crisis communication team to ensure that both KFC and DHL are taking a non-conflicting stance, if not a similar one.

Response The target audience range from the young to young adults. This demographic is characterized to be laid-back, hip and trendy. The socio-economic status of the target audience ranges from lower-middle to upper-middle class. Given the nature of this audience, the crisis communication plan calls for a more informal and laid-back crisis message to be disseminated. The channels we’ll be employing to reach the target audience are as follows: • Social Media: Facebook, Twitter, YouTube, TikTok, Instagram and Reddit. • News Outlets: BBC News, The Guardian, The Telegraph, The Independent, Daily Mirror, Daily Express. • Events: Press conference to be held at the Hilton London Olympia in Kensington, London on 21st February, 28. In addition, other speaking opportunities will be explored. As we’ve previously established, the KFC spokesperson will formally address the crisis – remaining fully transparent and they will admit that KFC was at fault here, and that every measure is being taken to rectify the current situation. They’ll go on to reaffirm that KFC values quality above all and every step is being taken to ensure that such an event never occurs again.

Crisis Scenarios: 14 Point Checklist and Takeaways I. Yes, we understand what has happened. A crisis situation developed, when due to operational problems that DHL faced, delivery of raw materials to KFC outlets all over UK were interrupted and/or incomplete. Due to the lack of chicken, over half the KFC outlets in the UK had to be temporarily closed, which left consumers frustrated as they were unable to get their fried chicken fix. Moreover, the press is also taking advantage of the irony of the situation. II. Yes, everyone on the crisis team has been made aware of the crisis situation and have already been assigned to their respective teams. III. Yes, we’ve prepared a holding statement: “Due to problems we’re facing with the delivery of raw materials to the KFC branches we’ve decided to close the branches temporarily. We value quality above all, so we don’t believe it fair to keep a branch open when we’re unable to serve what we’re known for. We’re doing our absolute best to ensure that we’re able to reopen the branches at the earliest possible time. We’ll keep you updated of any developments.” IV. Yes, we are logging media interest. We are keeping track of all the positive and negative press we’re getting on print media, digital news media and social media. In addition, we’re keeping track of all the branches that are generating the most amount of interest, and furthering our recommendations to KFC management, to focus on reopening those branches first. V. Yes, DHL is involved in this crisis. Our crisis management teams are already in touch with their communications personnel, and we’re already working towards formulating a joint statement addressing the cause of the crisis. VI. Yes, we are ensuring a free flow of information. We are constantly in communication with members of the press and consumer base. We are keeping to the plan by being absolutely transparent and honest in addressing our customers. The stakeholders are being kept up to date on any new development. VII. Through the crisis communication plan, we’re showing that KFC cares about delivering quality to its customers. In addition, we’ve recommended for every franchise outlet to pay keep paying the employee wages during this time of closure, and the main branches are already doing so. In admitting KFC is at fault, the brand is showing responsibility towards its stakeholders, and the transparency we’re employing at every stage only further amplifies that. VIII. Yes, for our spokesperson we’ve chosen Jenny Packwood, Head of Brand Engagement at KFC UK and Ireland. IX. Yes, we believe a local spokesperson will greatly aid our cause. We’re currently identifying influential locals who we’ll be looking to recruit. X. The crisis blew up on all social media platforms. This ranges from Facebook statuses complaining about closed outlets to YouTubers filming videos about the situation. However, the most responses we’re seeing are on twitter, divided between frustrated customers and others who are enjoying the irony of the situation. #ChikenGate started trending on twitter as well. The crisis story was hitting full speed on Reddit, with 10,000 upvotes on one of the first post about it. It was even reported that police are asking people to stop calling to report the missing chicken. Yes, we are monitoring it and, in the short term, we are trying to reach out and address concerns that go viral. For the long term, we’re sending recommendations to KFC as to which branches opening up would aid the most with public opinion. XI. There will be a press conference held at the Hilton London Olympia in Kensington, London at 11:30 am on 21st February, 2018. XII. Yes, we are not only having people monitor and reply on social media pages 24/7, we’ve also opened up a 24/7 hotline. XIII. Internal communication is vital during a crisis like this. Three members of the crisis management team have been assigned to make sure there’s a clear flow of communication between every branch of KFC and the headquarters right now. XIV. Most importantly, we’ve learned that KFC requires an airtight contingency plan in case of a crisis. We’ve made recommendations to KFC to utilize multiple delivery options in the future. Stakeholder opinion can make or break a brand and as such the brand needs to be able to hold itself accountable to them, while maintaining honesty and transparency.

KFC: Addressing the Chicken Shortage and Store Closures

21st February, 2018: KFC spokesperson, Jenny Packwood, addressed the chicken shortage and store closures during a press conference that took place today at 11:30 am, at the Hilton London Olympia in Kensington, London.

As of the 17th of February, KFC outlets in the UK ran out of fried chicken, leading to the closure of over 600 outlets. This happened as a result of operational problems faced by DHL, KFC’s new delivery partner. These problems arose when trying to get fresh chicken to over 900 outlets all over the UK. Jenny said, “We believe in delivering quality at KFC, and so opening our outlets without fresh chicken was never really an option for us”. She went on to say that KFC takes responsibility for the situation right now and asks that the customers of KFC bear with the situation a bit longer, “The amazing people working with KFC, and our partners, are working tirelessly to make sure the outlets open as soon as possible. We’d like to thank them for all they’ve done and thank our beloved customers as well for their understanding and patience”.

The conference ended with a Q/A session where Jenny Packwood addressed questions from members of the press. When asked as to the timeline for reopening of the KFC outlets, she answered, “Opening the outlets are the top priority right now, and we’re already well on our way with more and more outlets open every day. We hope to have them all open and serving delicious fried chicken very soon”.

Although reductions in greenhouse gas emissions continue to be inadequate to prevent dangerous climate change, solar geoengineering appears able to substantially reduce climate risks. More research, including outdoor experiments, is needed to reduce critical uncertainties. This could pose some environmental risks and — arguably more importantly — will raise diverse social concerns, such as research “sliding” into undue deployment. For these reasons, some additional governance of solar geoengineering may be warranted. For example, the seminal 2009 report on geoengineering from the UK’s Royal Society concluded:

The greatest challenges to the successful deployment of geoengineering may be the social, ethical, legal and political issues associated with governance, rather than scientific and technical issues…

The governance challenges posed by geoengineering should be explored in more detail by an international body such as the UN Commission for Sustainable Development, and processes established for the development of policy mechanisms to resolve them.

The 2015 report from the US National Academies makes similar points.

But despite such authoritative calls over more than a decade, governments are still not taking significant action. The UK comes closest to having an actual policy, which merely says “The Government is not deploying SRM [i.e. solar geoengineering], and has no plans to do so. The UK Government has commissioned research into the effects of SRM on climate, and monitors research in this area.” For its part, the US recently joined the list of countries that dedicate modest funds to geoengineering research. But a few million dollars in support is a far cry from comprehensive governance. Internationally, Switzerland tried to get the UN Environment Programme to take up the issue but failed to get sufficient support. There just does not seem to be the political incentive for policy-makers to take on such a controversial issue. Regardless, the resulting lack of dedicated governance is used as grounds to oppose solar geoengineering research, particularly outdoor experiments. For this and other reasons, research has proceeded only slowly.

In a paper recently published in Climatic Change, my Emmett Institute colleague Ted Parson and I explore nonstate actors’ potential to contribute to the governance of solar geoengineering research. Nonstate governance does have some advantages: It can respond more nimbly to dynamic conditions and emerging knowledge, and nonstate actors often can move on controversial matters while national governments are administratively, politically, or legally constrained. In fact, diverse forms of nonstate governance have been effective, particularly in contested and rapidly changing issue areas. Subsequent state oversight can sometimes build on the experience and knowledge generated by nonstate governance.

Although a handful of scholars have suggested that nonstate actors could or should contribute to solar geoengineering governance, we are the first to assess nonstate governance systems in potentially fulfilling the additional near-term needs associated with research. We consider six types of nonstate actors routinely involved in research:

the researchers themselves,

the universities or other institutions that employ them,

funders,

academic publishers,

professional societies, and

advocacy nongovernmental organizations (NGOs), both environmental and other.

We assess the ability of each type to contribute based on the nonstate actors’ capacity, knowledge, and interests.

We conclude that suitably configured collaborations of nonstate actors can effectively and legitimately meet the additional governance needs of near-term solar geoengineering research. First, enabling research requires providing financial support and other necessary resources, coupled with processes to define strategic priorities and to assure high scientific quality. This is routinely and effectively done by nonstate actors in many areas, with roles filled by funders, publishers, and others. Second, control concerns limiting potential harms and risks from research. In view of the resources and authority they deploy, funders and research institutions could play a leading role in defining and implementing norms and procedures. And third, legitimation of the enterprise constitutes a broad social and political attribution of value and responsibility to a wide endeavor and individual projects within it. It emerges somewhat organically from other governance processes: transparent procedures of defining priorities and evaluating scientific quality, assessment of risks, public engagement on potential impacts and societal significance, and more.

It is important to emphasize what we do and do not say in this paper. For one thing, we do not specify the substantive content of governance rules and norms, because defining these will be a task for whatever system is adopted. We address the governance of research, not of potential future deployment. We recognize nonstate governance’s limitations: It might be deemed illegitimate. It may be relatively ineffective in preventing violations. And some critics may suggest that nonstate governance is more vulnerable than state alternatives to capture.

Nonstate governance might actually be preferable to its state counterpart at this stage, even if states could get involved. Nonstate actors can sometimes draw on superior information about and relations with targets of governance, innovate more, respond more rapidly to changes in knowledge or capacity, engage more readily in contested areas, and operate more flexibly across jurisdictions. For solar geoengineering in particular, early formal state action — even in research governance — may risk prematurely locking in early decisions or unhelpfully entangling the issue with other contentious international debates. With the matter uncertain and rapidly developing, a nonstate system could address immediate concerns, help explore key uncertainties, and delay development of a more legalized regime while some of these early uncertainties are explored and better characterized.
