Of Amitié & Pamikalugud at Fête de la Musique’s Pampanga Stage
This year, Pampanga will have its own Fête de la Musique stage on June 29, 2019 at Anchor Bay Gastro Pub in Angeles City.

Music lovers can look forward to performances by Kaymito, Ian Penn, Sentiments of a Phoenix, $ebastian Kid, Dating May, Headroom, Stories and Alibis, Southeastmob, Space Kambing, Prettytaco, PsychoMgmt, Keane Trinity, Chiquerella, North Side Allegiance, Mt. Lewis, and t u r n t i d e s.
You'll note from the line up that while many of the bands are from Pampanga, the stage will feature two bands from Bataan, one from Bulacan and three from Metro Manila.
In an interview, Karen Tausing of At The Back MNL (ATB) sums this up and the rationale for putting up a Pampanga stage in one word: friendship.
Through members of the band Mt. Lewis, the volunteers of ATB discovered the world of Kapampangan arts and music. They found the hiphop scene here so welcoming and alive. They got to experience Summer Shred. Soon enough, they began promoting and bringing Kapampangan musicians to Manila to help showcase their talents.

This story seems to stay true to the history of the festival.The Fête de la Musique has become an annual tradition where music fans can get to discover new and old music and genres via different stages. Launched in France in the 1980s and then initiated by the French cultural centers abroad, the annual day of music-making Fête de la Musique has since expanded to over 800 cities and 120 countries with thousands of events worldwide. In the Philippines, it's become a celebration of the friendship between the two countries and of the concept of amitié. In Pampanga, this concept translates to pamikalugud, a friendship that offers a deep regard for the other.
My first ever Fête experience was in 2004, I had just moved to a university in Diliman from Los Banos. The World Music Stage was just in Julia Vargas near my dad's house. But what made it exciting for me was meeting up with my then new writer friends.
This 2019 event is produced in cooperation with TMR productions, B-Side Productions, and Alliance Française de Manille. Sponsors include Wear Kapampangan, Line of Se7en and Food Panda.
The event will also feature a freedom wall where guests can celebrate and express LGBT rainbow pride in Pampanga.

Last June 16, 2019, representatives of ATB, TMR, Sentiments of a Phoenix, PsychoMgmt and  Mt. Lewis met at Blackfish Pub + Kitchen to discuss the details of the production, sign contracts, and share insights on how to make the event as organized as possible. 
At The Back MNL is an independent music, events,and management team based in Metro Manila that aims to shine the spotlight on new local independent artists. They will be celebrating their first year anniversary in July. This year’s Fête Pampanga stage is their gift to the friends they’ve made. 
So come through on June 29! If you’re from Pampanga, you can discover contemporary artists and musicians from your own backyard. And if you’re visiting, you’ll see a side of Pampanga unlike any featured in travel and lifestyle shows.

CALOOCAN CITY, Feb. 7 (PIA) -- The Department of the Interior and Local Government (DILG), Philippine National Police, and the University of the Philippines (UP) released a joint statement on Friday expressing the parties’ mutual commitment to review the 1992 Agreement while upholding academic freedom and the right to free speech and assembly.
The DILG and UP said they will undertake a thorough review of the 28-year-old 1992 Agreement to better address peace and security inside UP campuses without curtailing academic freedom and right to free speech and assembly.
DILG Officer-in-Charge (OIC) and Undersecretary Bernardo C. Florece, Jr. said the meeting with UP officials was a welcome development because both parties agreed that there is a need to review the 1992 Agreement to update it to present times.
“Our meeting with UP officials led by President Danilo L. Concepcion and UP Diliman Chancellor Fidel Nemenzo is a good start since both sides agree that both our agencies only have the best interests of the UP community in mind. Kami po sa DILG ay lubhang nagagalak sa development na ito,” Florece said.
He said that revisiting the provisions stated in the 1992 UP-DILG Agreement is important because while ‘it has served its purpose in the past, it now needs to be updated.’ He said that the agreement will be reviewed with the assurance that it will not, in any way, diminish basic rights and the freedom of speech and assembly in UP which are Constitutionally protected and enshrined.
“Ang DILG po ay kakampi ng UP at ng lahat ng unibersidad sa pagpapanatili ng kapayapaan at kaayusan sa loob ng kanilang mga paaralan,” he added.
The creation of a Technical Working Group (TWG) composed of representatives of both parties was suggested by the DILG. The TWG will undertake the review of the agreement and recommend whether to simply amend the 1992 agreement or come up with an entirely new agreement.
“UP and DILG have a common purpose which is to the peace and security of all UP campuses. These propositions are not placed to put a wall between us but to unite both our organizations to achieve our common goals,” he said.
In the meeting, UP President Concepcion replied that “We would like to make it of record that UP is committed to honor and enforce the Accord. If the Accord needs to be updated, we are prepared to sit down with the DILG and PNP to dialogue and to come up with another one that will reflect what is happening on the ground.”
“Maraming salamat sa DILG at PNP at asahan ninyo ang aming pakikipagtulungan para lahat po ng issues ay ating malapatan ng lunas,” he added.
“Sa bahagi ng DILG, may mga ilan po tayong mga nakita na maaari nating baguhin sa 1992 Agreement upang lalo pang mapangalagaan ang ating mga Isko at Iska sa UP. Kaya naman kami ay umaasa nang malalimang pakiisa ng UP tungo sa hangaring ito,” Florece said.
The meeting which was held at the PNP National Headquarters in Camp Crame, Quezon City was attended by Florece, Usec. Jonathan Malaya, Asec Manny Felix, PLtGen Joselito Veracruz, QCPD Director PBGen Danilo Macerin, UP President Concepcion, UP VP Elena Pernia, UPD Chancellor Nemenzo, UPD Vice Chancellor Aleli Bawagan, and Director John S. Mayor Francisco “Isko” Moreno is on a crusade to clean up the streets of Manila. The recently inducted official has made de-clogging and beautifying the capital one of his top priorities. His quest for spotlessness has lately come into blows with an activist group of artists who thought it best to expose the grim realities of the country.
Last month, Panday Sining, a group of young cultural workers and street artists wrote political messages on the walls of an underpass adjacent to the Manila City Hall. Their words ranged from decrying the ailing Filipino economy, the stark inequalities, to the growing political repression. The graffitis underscored social tumult, something that severely irked the new mayor.
The Manila government was quick to condemn the act, labeling the group as “vandals” and warning that anyone who repeats the offense will face criminal charges. The city government dismissed the spray-painted messages and turned the debacle into a matter of peace and order.
Lisa Ito, a fine arts professor at the University of the Philippines–Diliman, has denounced the arrest and denigration of the street artists. She also urged greater consciousness on the difference between street art and mere vandalism.
“Vandalism is damage to public or private property without permission. Graffiti and street art both mark walls and other public spaces as an act of expressive or political assertion. These acts could be treated as vandalism but that was not the point. The point is not to be pretty or nice, but to speak truth to power,” Ito said.
Metro Manila is one of the most congested places on the planet, where the bloody drug war has claimed tens of thousands of victims and social inequalities are grotesquely on display. Trash and pollution certainly smear the Philippine capital but they are far from the dirtiest thing about it.
On November 30, members of Panday Sining participated in a march for labor rights and against the impunity of the Rodrigo Duterte administration. The group pasted on public walls (old and filthy ones) images of the anti-colonial revolutionary Andres Bonifacio, insinuating that were he alive today he would rebel against the present oppression.
Just before the demonstration ended, around 20 policemen halted eight members of the group, according to witnesses. Four of which were arrested without warrants, and one of them, a minor, was pinned down beaten on the street.
