“You (PM) could have spoken outside… but on the door of the Parliament, you must speak,” Congress president Mallikarjun Kharge on Manipur Violence
Union home minister Amit Shah on Monday told the Lok Sabha that he is willing to have a debate on the violence in Manipur and requested the opposition to allow a discussion on the topic during the opening of the second week of the monsoon session that again was jammed with disruptions.
Giving a brief statement after the lunch in the Lok Sabha, Shah had said that the leaders of both parties must indulge in a discussion on Manipur violence where over 150 people have died since the ethnic violence broke up in the month of May.
“I am ready for a discussion in the House. I do not know why the opposition does not want to allow a discussion. It is my appeal to the opposition leaders to allow a discussion on this important issue and let the truth on the matter be placed before the nation. It is very important,” the minister said.
A video featuring the brutal sexual assault of two Kuki women by a mob in Manipur stirred great reaction online as people condemned the heinous act. The two women were stripped naked and paraded on the road on May 4. Ever since the monsoon session of the Parliament started on May 20, the opposition has been creating disruptions, asking the Prime Minister to speak about the topic in the Parliament. PM Modi, meanwhile, has talked about the issue outside the parliament building and has said that he was pained and angry by the video.
The Lok Sabha Speaker Om Birla also urged the opposition to take part in the debate. “The minister of the department concerned takes part in the debate. To ask for new traditions to be set and not allow the House to function in a planned manner is not in the national interest,” the Speaker said.
“The Parliament is underway. It is your (PM) duty to first inform the Parliament members and then the public. Suppose, if Parliament was not there, the session was not there, you (PM) could have spoken outside… but on the door of the Parliament, you must speak,” Congress president Mallikarjun Kharge demanded.

Mayurkola has been in the news since July 28. Speaking to reporters that day, Asha Lakra, a Bharatiya Janata Party politician and member of the National Commission for Scheduled Tribes, listed it as one of the nine panchayats in Sahibganj where a total of ten Adivasi women elected representatives were married to “Bangladeshi infiltrators, Rohingya Muslims”.
While Lakra did not name any of the women, she did mention the posts they held – eight mukhiyas, including of Mayurkola, one panchayat samiti member and a zilla parishad chairperson.
Lakra was echoing what her party colleague and member of parliament, Nishikant Dubey, had said on the floor of the Lok Sabha. In his speech on July 25, Dubey had alleged that “Bangladeshi infiltrators” were marrying Adivasi women to grab their land and property, and to use them as proxies to gain power in the Santhal Pargana, the northeastern region of Jharkhand, traditionally home to the Santal Adivasi community. Dubey had claimed, without evidence, that 100 Adivasi women mukhiyas were married to Muslims.
His claims, meanwhile, echoed what Union Home Minister Amit Shah had said at a meeting of the BJP’s Jharkhand unit on July 20. Shah alleged that “thousands of infiltrators” were marrying Adivasi women to “obtain certificates and buy land”. Labelling this as “love jihad and land jihad”, the home minister claimed this was leading to changes in the demographic of the state.
Scroll travelled to Sahibganj to investigate the claims emanating from the highest rungs of India’s ruling party. Since Lakra was the only BJP leader who had cited specific evidence in support of her contentions, we used her list of nine panchayats as a starting point.
Scroll found that in four of the 10 cases, Lakra’s claims of Adivasi women being married to Muslim men were outright false. Three of the women had Adivasi husbands. The fourth, Kapra Tudu, had married outside the Adivasi community, but her husband, Nitin Saha, is Hindu, not Muslim.
In six cases, where Adivasi women panchayat leaders were indeed married to Muslims, all of them told us they had married out of choice. “The Indian constitution gives us the freedom to marry whom we please,” one of them said.
Lakra’s claim that the men who married these women had done so to take over their land rings hollow in light of the fact that none of the women had inherited any familial land.

Activist calls for border march in Ladakh to mark land lost to China
The march would be taken out in the north and south banks of Pangong Tso lake, Demchok, Chushul among others along the Line of Actual Control with China; two dates are shortlisted — March 27 and April 7
Around 10,000 people from Ladakh will march to the border along China this month to showcase how much land has been lost to the neighbouring country, climate activist and education reformer Sonam Wangchuk said on Tuesday.
Mr. Wangchuk has been protesting in open in sub-zero temperature in Leh, surviving only on salt and water for the past 14 days, to demand constitutional safeguards for the Union Territory.
“We know from the shepherds that they are not allowed [anymore] to go to the places that they always used to go. In particular areas, they are stopped kilometres before where they used to go earlier. We will go and show whether land has been lost or not,” Mr. Wangchuk said.
The march would be taken out in Finger area (north and south bank of Pangong Tso), Demchok, Chushul among others along the Line of Actual Control (LAC) with China.
He said two dates have been shortlisted for the march — March 27 and April 7.
“The march will also highlight the areas, prime pasture lands, that are being turned into solar parks. On one hand, nomads are losing their land to corporates who are coming to set up their plants, maybe mining in future. Nomads will lose 150,000 sq km of prime pasture land, on the other hand they are losing pasture land to China which is encroaching from the north, the Chinese have captured huge chunks of land in the last few years,” he said.
After the June 15, 2020 incident in Galwan where 20 Indian soldiers were killed in violent clashes with the Chinese People’s Liberation Army, several rounds of talks between the two armies have taken place leading to disengagement and creation of buffer zones or no-go areas. These areas in eastern Ladakh were regularly patrolled before April 2020 when China started amassing troops close to the LAC. At least 26 patrolling points out of total 65 PPs in Eastern Ladakh are not being patrolled due to the border dispute.
At the centre of Mr. Wangchuk’s protest that has received huge support from the locals is the failure of talks between Ladakh civil society leaders and Union Home Minister Amit Shah on March 4.
The members of Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) representing the Buddhist majority and Shia Muslim dominated regions respectively in Ladakh, are jointly protesting for Statehood for Ladakh, inclusion of Ladakh in the sixth schedule of the constitution thus giving it a tribal status, job reservation for locals and a parliamentary seat each for Leh and Kargil.
Though ministry officials had in previous rounds of meetings agreed to examine how the provisions of the Sixth Schedule of the Constitution can be implemented in Ladakh’s context, the meeting with Mr. Shah “did not result in any positive outcome”.
“Government has been declining to keep their promise on Sixth Schedule. The Home Minister said we cannot give this but we will give you some constitutional safeguard,” Mr. Wangchuk said adding that he wants to awaken the people of India to this “breach of trust”.
“People are disillusioned, disenchanted and angry. There is no chance BJP will win a seat here in the upcoming elections. But this is not only for Ladakh, am trying to awaken the nation, if this is how election promises are honoured, then elections are a joke. Why did we vote this party to power twice?” he said. Ladakh’s only parliamentary seat was won by the Bharatiya Janata Party (BJP) in 2014 and 2019.
After the special status of Jammu and Kashmir under Article 370 of the Constitution was revoked by the Parliament on August 5, 2019, Ladakh was turned into a Union Territory without any legislative assembly.
