Underground Empire: Henry Farrell and Abraham Newman's must-read account of "How America Weaponized the World Economy."
I'm coming to Minneapolis! Oct 15: Presenting The Internet Con at Moon Palace Books. Oct 16: Keynoting the 26th ACM Conference On Computer-Supported Cooperative Work and Social Computing.
At the end of Henry Farrell and Abraham Newman's new book Underground Empire, they cite the work of John Lewis Gaddis, "preeminent historian of the Cold War," who dubbed that perilous period "The Long Peace":
https://us.macmillan.com/books/9781250840554/undergroundempire
Despite several harrowing near-misses, neither of the two hair-trigger, nuclear-tipped arsenals were ever loosed. When the Cold War ended, the world breathed a sigh of relief and set about refashioning itself, braiding together economic and social interdependencies that were supposed to make future war unthinkable. Nations that depend on one another couldn't afford to go to war, because they couldn't hurt the other without hurting themselves.
The standard account of the Cold War's "Long Peace" is that the game theorists who invented Mutually Assured Destruction set up a game where "the only way to win was not to play" (to quote the Matthew Broderick documentary War Games). The interdependency strategy of the post-Cold War, neoliberal, "flat" world was built on the same fundamentals: make war more costly than peace, victory worse than the status quo, and war would be over – if we wanted it.
But Gaddis has a different idea. Any effect Mutually Assured Destruction had on keeping fingers from pushing the buttons was downstream of a much more important factor: independence. For the most part, the US and the USSR had nonintersecting spheres of influence. Each of these spheres was self-sufficient. That meant that they didn't compete with one another for the use of the same resource or territory, and neither could put the other in check by seizing some asset they both relied on. The exceptions to this – proxy wars in Latin America and Southeast Asia – were the disastrous exceptions that proved the rule.
But the past forty years rejected this theory. From Thomas Friedman's "World Is Flat" to Fukyama's "End of History," the modern road to peace is paved with networks whose nodes can be found in every country. These networks – shipping routes, money-clearing systems, supply chains, the internet itself – weave together nearly every nation on Earth into a single web of interdependencies that make war impossible.
War, you may have noticed, has become very, very possible. Even countries with their own McDonald's franchises are willing to take up arms against one another.
That's where Farrell and Newman's book comes in. The two political scientists tell the story of how these global networks were built through accidents of history, mostly by American corporations and/or the American state. The web was built by accident, but the spider at its center was always the USA.
At various junctures since the Cold War, American presidents, spies and military leaders have noticed this web and tugged at it. A tariff here, a sanction there, then an embargo. The NSA turns the internet into a surveillance grid and a weapon of war. The SWIFT system is turned into a way to project American political goals around the world – first by blocking transactions for things the US government disfavors, then to cut off access for people who do business with people who do things that the US wants stopped.
Networks tend to centralization, to hubs. These central points are efficient, but (as we learned during the covid lockdown) brittle. One factory fails and an entire category of goods can no longer be made – anywhere. When it comes to global resiliency, these bottlenecks are are a bug; but when it comes to US foreign policy, these chokepoints are a feature.
Farrell and Newman skillfully weave a tale of individuals, powers, circumstances and forces, showing how the rise and rise of world-is-flat rah-rah globalism created a series of irresistable opportunities for "weaponized interdependence." Some players of the game wield these weapons like a scalpel; others (like Trump) use them like a club.
This is a chronicle of the dawning realization – among US power-players and their foreign adversaries, particularly in China – that the US lured its trading partners into entrusting it with financial clearing, IP enforcement, fiber landings, and other chokepoints, on the grounds that American wouldn't risk the wealth these systems generated by turning them into engines of coercion.
But then, of course, that's exactly what America did, from the War on Terror to economic sanctions on Iran, from seizing Argentinian reserves to freezing Russia's cash. Sometimes, the US did this for reasons that I sympathize with, other times, for reasons I am aghast at. But they did it, and did it, and did it.
America's adversaries (and frenemies, like the EU) have tried to build alternative "underground empires" to offset the risk of having their interdependencies weaponized (or to escape from an ongoing situation). But therein lies a conundrum: world-is-flat-ism has ended the age of indepedence. Countries really do need each other – for energy, materials, and finished goods. Independence is a long way off.
To create new interdependency networks, it's not enough for countries to agree that they don't trust America as neutral maintainer of their strategic chokepoints. They also have to agree to trust one of their own to operate those chokepoints. Lots of countries have come to mistrust US dollar-clearing and the SWIFT system – but few are willing to allow, say, China to run an alternative system that carries out settlements in Renminbi. The EU might be able to suck in some "friendly" countries for a Euro-clearing system, but would China trust them? How about Iran?
Farrell and Newman make a good case that US's position at the center of the web is a historical accident, and possibly a one-off, contingent on the ascendant post-Cold War ideology that said that markets and the interdependencies they create would neutralize the threat of handing a rival nation that much power.
Which leaves us in a world of interdependency in conflict. If Gaddis is right and the Long Peace was the result of independence, then this bodes very ill. The only thing worse than a world where no one can depend on anyone is a world where we must depend on entities that are hostile to us, and vice-versa. That way lies a widening gyre of conflict that felt eerily palpable as world events unfolded while I read this excellent, incisive book.
Political science, done right, has the power to reframe your whole understanding of events around you. Farrell and Newman set out a compelling thesis, defend it well, and tell a fascinating tale. And when they finish, they leave you with a way to make sense of things that seem senseless and terrible. This may not make those things less terrible, but at least they're comprehensible.

Dollar Bin #3:
Fairport Convention's Angel Delight
This album has never looked promising. John, Paul and George didn't break up and then let Ringo call himself The Beatles; Lou, Cale, Sterling and Mo didn't want what's his name to make a record and claim it was by the Velvet Undergound. And Dave Swarbrick had about as much of a right to lead Fairport Convention in 1970 as Lepidus had to lead the Roman Empire in 48 BCE. Right?
Well, let's dive back into the dollar bin and find out.
A year earlier, when Sandy Denny left Fairport to form Fotheringay with her loser boyfriend and Ashley Hutchinson beat his own retreat to assemble the first and greatest incarnation of Steeleye Span, there was still plenty to love about Fairport Convention. Richard Thompson, the band's gawky genius, was writing increasingly uncanny and harrowing songs. Now Be Thankful and Farewell, Farewell are so good that it seems like the band's pimply medieval apprentice had snuck off with the spell books and everyone's maidenhead. He was even learning, reluctantly, to sing.
What's more, the band's producer, Joe Boyd, was still firmly in the mix. Boyd had already played a role in many of the greatest records from the whole wonderful era, from The Hangman's Beautiful Daughter to Five Leaves Left. Thompson and Boyd made the band still vital.
What's even more, Fairport had already shown it could weather change. Two lead singers had already come and gone prior to Denny decamping. And, just before she left, they turned a fatal car crash into Liege and Leif, the founding, and greatest, record in the history of Folk Rock.
But in 1971, after a solid and occasionally brilliant 5th record and a (retrospectively anyway) historic tour of the US that saw Fairport blowing away Linda Ronstadt before inviting her on stage to play whatever she wanted with them, Thompson followed his muse right out of the convention's Full House and left Swarb in charge. Boyd was no fool; he hightailed it out of there as well. Dave Swarbrick, a homely but masterful fiddle player hooked on "diet pills" (as in Speed), was now the front man of one of the greatest rock bands in history. Uh-oh.
The cover for the next record, Angel Delight, is fitting: there they are, (see above), the lads left behind by everyone important, grinning savant-like midst the remains of a burnt out house. The joke is apt but discouraging: see here, the cover declares, the losers left behind in the wreckage.
And just take a look at these hobbits !
Seriously, doesn't this look like a Multiverse alternative of Aragorn (that's Thompson, in the middle) with Tolkien's plucky halflings? Moving right to left we've got the drummer, Dave Mattacks, standing in for Merry: Mattacks is the awkward, moody one in the fellowship with a forever kink in his neck, too shy to take off his looking glasses or his granddad's coat. Next up it's Dave Pegg, oddly tall for a hobbit, whose grandfather, legend has it, once rode a horse.
Beside Aragorn/Thompson we've got Swarb himself. Forever enveloped pipe smoke, he's a merry trickster whose sideburns run all the way down his four foot frame to his giant, hairy feet.
Finally, there's Simon Nicol at furthest left. After Thompson leaves he's the only guy not named Dave in the band, and they all lived together! Just imagine the conversation at dinner.
Nicol, looking up from his kippers on toast: "Dave?"
All three Daves, eagerly: "Yes Simon?"
Nicol: "Never feckin' mind."
Though Nicol was the only founding member left at this point, he was just 20, a young Took still not old enough for pipe weed. Clearly he's the only guy in the band with a chance of one day getting himself an elf wife.
Without Thompson, Denny, Boyd, Hutchings or even Ian Matthews, there's none of Frodo's constipational anxiety, let alone Gandalf's enormous eyebrows, left to be found in this band. If there's a ring of power to protect they've already lost it.
But drop the needle on side 1 and Angel Delight sounds instantly promising. Swarb's has clearly learned to sing and we bounce along merrily to the opening track, Lord Marlborough. Perhaps these hobbits know the way to Mordor after all!
Don't get too excited. Track 2, Sir William Gower, finds them playing like Fatty Bolger. The song surely records the exploits of yet another British miscreant, war hero or goofball but it's hard to care when the noodling melody sounds like the band is sitting in an 80's middle school circle at midnight, crank calling confused old ladies who happen to answer the seven digit meandering melodies the boys are making up on their parents' push-button phone. Swarb calls out the numbers while the other boys cackle and chase: 7! 8! 3! 4568! "Hello!" Swarb hollers into the phone. "Sorry to call so late mam. May I speak with a Sir William Gower please? What's that now? Wrong number? Well, what about a Mr. Head? First name Dick?"
The boys may fall over laughing but the song is a plodding bummer. So let's skip ahead to some greatness. Wizard of the Worldly Game isn't a dollar store tabletop Harry Potter knock off for 2-4 players that currently ranks last on Board Game Geek. It's a downright magestic song. Youtube contains zero tracks from this entire album (perhaps Muggles are forbidden to hear Angels Delight unless they brave the dollar bin) so I can't play it for you here. But it's lovely, with Swarb's tenor rising from tender to belting as the boys emerge from their respective holes on Bagshot Row to encircle him in stately harmony. Nicol is no Thompson on the electric guitar, but he knows it, and his solos here are patient and wonderful.
Journeyman's Grace, one of several songs co-written by Thompson before his departure, wraps up side 1 and it's a barnburner, with lyrics that are as oddly captivating and ineffable as anything Thompson would go on to write in his prestigious career:
Leave my weary flesh and bone to a circle made of stone Take me to the mountains for my pleasure. And if the dead man won't depart, drive a stake into his heart And let me ere deliver him his leisure.
The band hands the song's lead vocals back and forth like a hot tater, and listen to Swarb on the final chorus, hitting a high note and holding on like a puffed up Disney rooster.
Let's wrap up this visit to the dollar bin with a concert performance of the song from this era. Watch Swarb shuffle! Turns out the guy's yet another Fairport genius, and the band is in good hands after all.

Yay! Been waiting a week for this. How about a Mob boss Nat where Tony is her mob rival. Nat breaks up with reader cause she doesn't want her into the crime world even though Reader insists she can. Tony later hires Reader to be his partner in his business and reader agrees to spite Nat. Nat and Reader meet again when Nat acuse Tony of stealing one of her contacts. Sorry, if it's confusing. Love your works! 💕
You know she's pissed the minute she walks through the door and spots you standing next to Tony. It flashed across her face and hardened her eyes for a brief moment. Had you not known her so well, you would have missed it.
You were dressed to the nines, trying to impress everyone around you now that you were Tony's business partner. Nat guessed Tony is the one who bought you the new clothing because there was no way you were able to afford name brands before now.
She didn't take her eyes off you as she sat in the seat directly across from Tony's desk.
She wanted you to feel her anger. Her disappointment. She wanted to drown you in every negative feeling she felt.
But you stood there unfazed.
"Romanoff, I'd like you to meet my new-"
"I know who who she is," Nat snapped.
You shook your head. This was not a moment for anyone to lose their tempers.
Tony cleared his throat. "Very well, apparently. But aside from that, to what do we owe the pleasure of seeing you?"
Two days ago, Nat had a meeting with one of her associates - one who specialized in undergound weapons trade. He had his eyes and ears everywhere in the city, and she wanted to know when the next shipment was coming in to intercept it.
Except he told her he couldn't do business with her anymore.
He said he signed a contract with Tony Stark and his new partnert to be his informant, and no one else's.
Nat didn't think anything of it at first. He had been the type of guy everyone knew and used for information, so she let it go. She'd find another rat to give her what she needed.
When she lost two more informants, she finally grew suspicious.
And now she knew why she lost her informants: you. You took all of her secrets - all of her people - and handed it to Stark on a silver platter. And for what, exactly? Money? Fame? Who knew.
"I know you stole my contacts, Stark," she hissed. "And I know you had her give them to you."
"I don't need to steal from you, Romanoff. Your contacts came to me."
"Like hell they-"
"Nat, I would never willingly steal from you," you interrupted, keeping your voice firm even though you wanted to break. "I didn't join Tony to take you down and steal the empire you created. It's just a coincidence."
Nat laughed, but she held no humor in her expression.
"There are no coincidences in this world, Y/N. You are a snake, and I finally see that."
"Nat, please-"
She stood from the chair and quickly made her way to the door. She didn't have to look back at you to know you were tearing up. You were always the more sensitive one in the relationship.
"Don't bother coming home," she sighed. "I'll pack your shit and send it here. I'm sure Tony's office is cozier than our bed was."
You took a step forward to stop you but froze. Nat had never been this cold towards you before. And you weren't sure if you wanted to crumple into a ball or slap her across the face.
Tony placed a sympathetic hand on top of yours as you watched her walk through the door without another word. There was no use in stopping Nat once she got an idea in her head. You both knew she was far too stubborn to listen.
And he knew you hadn't given him the contacts. He knew the truth.
Before you got hired, you made it clear you'd do nothing to double cross the love of your life. You weren't that type of person. But Nat would never know that.

Mount Baal, home to the Deltan Clan of Baal Sketch time: 2 hours.
In the mountain located in the far North of the Deltan lands live the clan of Baal. A ferocious and battle-ready clan, they are recognized for being a step up to a barbarian horde, with their battle-style favoring brutality in combat and pure offensive tactics. A comparatively small clan than most, they live inside the hollowed out Mount Baal, with reinforced interior walls due to their supply of metal ore. With Baal having a smaller supply in underground land suitable for farming, they rely on smaller encampments to feed their people - these camps are dotted around the mountains, keeping active trade between themselves and the Mount. If a camp is attacked, a message is sent to the surrounding villages which then reaches the Mount - once received, the Mount will sent a suitable battle party to fend off the attackers, or re-claim the village while the others prep for an attack as well.
The mountain interior is split into three sections. A large above-ground section that houses the 10,000 strong military, their arms, training rooms, and far-seeing ports. The bottom for the worker sect, who mine the clan’s metals and work with the various materials brought to the clan. Then finally the undergound storage, which protects food, treasures, resources, etc. Up on top, reachable by both a grand outer spiral staircase and an interior staircase known only the war sect, is the throne area that is in the open air and is highest atop the peak. The Clan Father, his advisors, and War-Chiefs live up on the top, discussing the actions and goals for the clan while remaining safest from any possible siege. The top is also where the Heroic Graveyard is located, where notable champions, chiefs, and Clan Fathers of Baal are buried.
Due to their aggressive nature and isolationist behavior, Clan Baal is disliked by most of their neighbors - although their ferocity in battle puts down any suggestion for warfare against them. They would often declare war against other smaller clans, and only in rare occasions go against anyone stronger. However their wars are usually done to raid supplies and tributes, thereby casting the image of a bully in the eyes of many.
This strategy however would die out when their Clan Father was slain by Avgnar Baal, who returned to the throne after being banished as a child and left for dead. When Avgnar was granted the title of War God, he radically transformed his clan to be more self-sustaining, creating a stronger expansion from the Mount and uplifting the camps to fortified keeps. His actions would greatly fuel the clan’s warring ability, as he adopted tactics he learned in his travels and set about the stepping stones that would transform the once small Clan of Baal into the first ever Deltan Empire.

English Translation of The Tabaluga Novel: Chapter 44
My English translation of the 1994 Tabaluga novel by Helme Heine and Gisela von Radowitz. Master Post can be found here.
(Pages 97-101)
The tern brought bad news into Paradise. "Arktos is arming himself¹. There will be war!"
The doves broke branches off of the olive tree, in order to drop them above Metropolis. But their well-meaning act of peace failed before it had even started. Arktos' anti-aircraft had spotted them right behind the snow line², and drove them off with well-aimed snow balls.
The Grand Council called the inhabitants of Paradise together for a popular referendum. Nessaja chaired the meeting and put out the following questions for discussion:
"Do we want to defend ourserlves? Yes or no?"
All were in favor, except for the mosquitos, who made up 50.1% of the population. Since Paradise was democratic - one mosquito, one vote -, the decision was adjourned. They proceeded to the next topic.
"I suggest", the vulture said, "that we voluntarily give up a part of the land to Arktos. That would appease him, and peace would be secured."
"What a moron!" the mole hissed into the golden hamster's ear.
"Air can't be divided", the nightingale sung.
And yet, the Council generally agreed with the suggestion. Just the distribution proved to be difficult. Everyone was fine with giving up the meadows and woods of their neighbors. One's own territory was considered to be under conservation. An agreement, or even a forced agreement for the good of the people, would take years, the eagle-owl noted, and thus the idea was dropped.
The slug whispered:
"Let's collect money to purchase sheep's wool. It will get cold, my friends: the voters want sweaters and blankets!"
"Money", Nessaja sternly objected, "should play no part in a popular referendum."
And with that, the matter was settled.
The rat was the last one to speak up.
"The aunt of my cousin's sister heard from her mother - not gonna name anyone here - that Arktos is actually only interested in the dragon, or rather, his fire..."
It took a few seconds until everyone present had thought through that outrageousness completely. All eyes turned to Tabaluga. He had turned pale, and with quivering lips he said:
"But, I don't have any fire..."
"Not yet", the rat answered.
Protesting broke out in the conference, insulting, like Paraside had never seen before. They lashed out at the rat, most of all the ravens, who accused her of collaboravion³ and treason. Cunning, the rat waited for the height of the turmoil, and then, during a moment of distraction, made a bolt for it. She went undergound.
Tabaluga didn't say a word. He knew he was done playing with fire. Campfire romanticism was over. Now it was all about survival. Time had gotten precious, too precious to waste it like a child, or to not notice it at all. He wanted to burn like a flamethrower. He had grown up.
The Council expressed their faith in him, as the little dragon was their only hope. In times of need, a straw is a strong support.
The responsibility pressed down on Tabaluga's soul. He remembered the strange discovery he had made recently. Next to the entrance of his cave he had found rock drawings: a crescent moon, a bee, a burning moutain, a heart. He hadn't really throught about it, up until now. Now they appeared to him again. Were they secret symbols? Did Tyrion leave them there as a message for him? He knew of the moon and the bees, he had no idea about that heart, but the mountain, that one fascinated him.
If mountains could burn, he thought, their problem might be solved quite easily. He just had to find it, that mountain, and fast, too. Then Arktos wouldn't stand a chance.
He asked all his friends, but they only smiled, thinking his story was a fairy tale, a wishful dream. Even Nessaja just shook her old head in disbelief.
"I've never heard about this", she said. "Are you sure you're not mistaken? It's probably not meant to be the mountain burning, but the mountain forest at its base, catching fire through lightning or summer heat."
Tabaluga climbed up a palm tree and looked at the Drake's Mountains. Mountain after mountain lined up, as far as the eye could see, but all summits were covered in snow and lacked trees. How were they supposed to burn?
He nodded off and dreamt about Arktos, who slowly covered him with snow. His feet where frozen to the ground, he couldn't get away. Something strange happened: the higher the snow blanket grew, the warmer he felt. The heat garnered inside of his body, it accumulated. When the snow covered his head, his fire exploded, and the snow melted.
Tabaluga woke up drenched in sweat.

Translator’s Notes:
1. In the German version this is “aufrüsten”, which notably often refers to a nation arming itself specifically to do war.
2. In the German version this is “Schneegrenze”, which does translate to “snow line”, but literally it can also mean “snow border”, and thus is a bit of a pun, as it’s also the literal border to Arktos’ empire.
3. In the German version this is “Kolkrabotation”, likely a pun on “Kolkrabe”, which means “raven”, and “Kollaboration”, which means “collaboration”, as in, working with the enemy.

Já falei demais, fiquem com essa pic icônica;

BAND: ANTI-FLAG
COUNTRY: USA
EN: I clearly remember when I first listened to them. It was during my early college years, like 14 /15 years ago and I went to my friend Luca's house. We were playing together at that time in our very first punk band. I was there during a sunny afternoon and then he brought out this cd and there were to many things that a 14 years old punk kid is almost obliged to fall in love with: 1) The name of the band: what could sound more punk than call a band “anti-flag”? 2) the artwork: Policemen with weapons in their hands 3) they were on fat wreck chords 4) there was a song named: “this machine kills fascists...at that point I was in love even before my first listening. Then he put the cd in the stereo, I was enjoying the sound but that voice was not convincing me very much but at least they were playing songs that I could cover in my bedroom and I was loving the bass lines. Years after, when Luca stopped listening to punk sold me that cd and obviously I still have it. The album after “Underground network”was “The terror state” and that is my favorite album of them; more aggressive, more fast and some more songs where the Chris 2 (the bass player) sings and I really like his voice. I really loved that album and it remained in my cd players for weeks every morning on the bus going to school. In that period I started focusing on lyrics and understanding them better and I was always liking their messages: Anger, rebellion, hope and resistance were my daily bread (well, at least they still are). After that, my musical taste was going in direction of hardcore, faster and angrier sound as they become more melodic so when “for blood and empire” came out, they started to came down in my personal band toplist (anyway way, that album is very good). In the last 10 years, in my opinion they have become the modern version of The Clash, because of the sound and the kind of message that they spread and even if I don't listen to them very often, is a great compliment eh, the clash you know, they have been milestones of a revolution for thousands kids. The very first time I saw them it was at Groezrock 2012, I always saw that they were cool on live videos but seing them live is another thing. They are a really great live band, constantly running jumping around and dealing with the crowd. Then I saw them opening for Bad Religion in Bologna...is never easy to open for them because they are gods and I never saw them playing bad live but anti-flag did their job well, the crowd was excited and for the last song they came playing in the middle of the pit, a thing that you don't see often from well-known bands but they've always stayed on the same ground with their fans and I really admire this attitude. Last time I saw them was at punk rock holiday and there they are like idols, the show was really wild and they will play there this year too so probably it would be cool as well. A big thumb up for them that always stand for the people and play many benefit shows around to promote people rights and spread a message of strength and hope, last of those were the anti-Trump manifestation in DC, they brought hope to people in a very dark day. Is not very much, but at least is a really good contribute
