U.S. Workers Owed Over $163 Million In Back Pay

Over 208,000 U.S. workers deserve an extra $163.3 million in pay from businesses that violated wage laws, according to the U.S. Department of Labor.
In an apparent response to such crises, the Labor Department’s Wage and Hour Division has created Workers Owed Wages (WOW). It is a website that allows a person to determine if a company for which they have worked is one of the businesses that owes their employees back pay - that is, the difference between what the worker was rightfully owed and the amount they were paid.
If a worker finds that a company for which they worked is listed on WOW, he or she may then use the site to determine if they are one of the workers owed money. The Labor Department has collected this money from the companies, and will pay these workers what they are rightfully owed.
Many times, the companies claim that they wished to pay their workers, but were not able to find the often former employees to whom the money is owed.
Last year, WOW helped workers claim over $26.9 million of their hard-earned cash, which benefitted almost 4,000 workers.
But thousands of others who are owed these wages have not utilized the Labor Dept. website. That’s an issue, as Labor only retains the funds for three years - after that, the unclaimed funds become the property of the U.S. Treasury.
Why can’t the companies just send the wages to the workers who earned them? The simple truth is that many of these workers are at or near the bottom of the wage totem pole. So, as one might expect, “representatives from the Wage and Hour Division [have] said many of the employees who are owed wages come from under-served populations,” according to a recent article on the matter published by USA Today.
The workers include “such [people] as young workers, migrant workers and those earning near minimum wage,” the article added.
And such workers will frequently change matters in their lives like addresses or jobs, making it especially hard to track them down, according to federal sources.
“One of our top priorities is to ensure that the back wages we recover are swiftly paid to the workers who earned them,” recently stated Labor Department wage and hour administrator Jessica Looman to USA Today.
“Yet, a portion of that money remains unclaimed because some of the workers due back wages cannot be located,” she added.
“They may have changed jobs or changed addresses and cannot be notified of the money owed to them,” continued Looman.
Knowing which workers are often underpaid, there perhaps is little surprise that the construction, food service and health care industries are the most common culprits in failing to pay their workers all they have actually earned, according to Labor Department data.
For instance, “a total of 36,534 people employed by the food service industry are owed back wages that have already been paid out by [i.e., collected from] their previous employer,” stated USA Today.
Pennsylvania companies appear to have been the chief culprits in this matter, failing to pay their workers more than $19 million. The wages remain unclaimed, according to USA Today.
Companies in California, Texas, Massachusetts and Virginia have fared almost as poorly, often failing to properly pay workers the full wages they have earned.
In short, companies in these five states failed to properly pay $74 million to the workers who need it most.
And of course, companies in these states are not the only culprits. In Florida alone, more than 10,000 workers are owed over $6.17 million, according to Labor Department data.
There may be more questionable reasons for the failure of these companies to pay their workers what they actually earned.
Lissette Vargas, who serves as the Labor Department’s acting district director of its wage and hour division, informed South Florida’s WTVJ-TV that these companies may well have violated numerous federal laws, from overtime and minimum wage violations, to the Family and Medical Leave Act or laws regulating child labor.
It should be added that “those who believe they may have experienced wage theft [should be informed that] the Labor Department provides resources and information on worker’s rights,” as stated by USA Today.

A Sunday in Marfa, Texas, est. Ten Years ago
Archer and Texas decided to take a look in Texas’ attic, where they find their grandparents old box of stuff that Texas gathered after their recent passing. What they didn’t expect was a deed to unclaimed land up in Northern Montana.

Digging through the box of what seemed to be all old books with their pages deteriorating due to improper storage, Archer came across something… interesting. It was a simple piece of paper. A paper with lettering that was nearly faded, but still legible in places where they can tell it was a deed to some plot of land.
“Tex- look at this, will ya?” Archer raised the paper up, reading it the best to his ability as Texas strode on over, leaning in to read what the paper had to say. “A deed? In Northern Montana? When did grandma and papa live in Montana?” Texas questioned, scratching his head in confusion.
“No idea, man.” Archer shrugged, not taking his eyes off the paper once as if it was going to vanish right in front of him.
“So, grandma had land in Northern Montana inherited, but she never claimed it?” Archer paused for a moment, trying to study the photo that was attached to it. “The property looks beautiful. Imagine the amount of space we’d have! Gun and Tex can around in bigger pastures!”
Texas was shocked to say the least, but a bit of him was excited. What did this mean for them? “I didn’t know of this. Think it’s still… valid?” He looked up to Archer, “Would we be able to claim it? We should try. Save up money, sell this ranch, move out there. Seems to be cheaper livin’ out there as well.”
Archer hummed in thought, “you’d sell your ranch for this land?” He brought the letter down to his side, turning his full attention to this cousin. “I think we should do this too. In honor of them.”

Introduction to Winning Scratch Offs:
I am sure most of you have played scratch off lottery tickets before, sometimes they are called 'scratchers.'
They are lottery tickets that you scratch with a coin to reveal a prize (or not).
With scratch-off lottery tickets, you win cash instantly! In most states, you can cash any prize up to $500-$600 at any location that sells lottery tickets.
I have won scratch off games MANY times and over the years have developed quite a few tips that have helped me increase my winnings and have some very nice winnings as well, such as $500 winners occasionally and $50 - $100 winners all the time!
You can almost call my collection of tips a 'system' but it doesn't really beat the game or cheat in any way whatsoever. It just improves your odds of winning by a significant amount!
My strategy is this. It is VERY unlikely that you will win the TOP prize, because usually there are only about 8 or 10 available out of hundreds of millions of tickets that get printed.
With that said, when I play scratchers I am not aiming for the top prize (i.e $250,000 on a $5ticket). Of course winning the top prize would be great don't get me wrong ... but it's unlikely.
Ok, let's get started with tip #1...
Play New Games!
The first tip and one of the most important ones that I will discuss, is the concept of playing 'new' games.
A 'new game' is a scratch off lottery game that is brand new and just came out recently. Most states and countries come out with new scratch off games monthly or a least quarterly. These are the ones you want to play, and this is CRUCIAL. Why? Because some scratch off games have been around for several months or even over a year ... Which means that many of the prizes have already been won and claimed for those games. Not only the TOP prizes (which can be pretty substantial amounts of money sometimes) but even the smaller prizes such as the $2 - $500 prizes can be mostly gone if a game is old.
It's not rocket science, but it makes perfect sense and you might not have thought about it before. The more all fresh and new the game... the more fully loaded with prizes it must be.
The new games are chock full of prizes! They have all the $10, $20, $25, $50, $100, $200, $250, $500, $1,000, $2,000 and $5,000 prizes unclaimed and you are much more likely to win one of these prizes on a newer game.
You can check the lotteries' website or ask the cashier which games just came out recently and other times you can tell which ones they are because they correspond to a certain holiday or month. Most state lottery web sites will tell you how many prizes a game has left, this way you can go to the store with useful knowledge on which games are worth playing and which to avoid.
Remember, we're not shooting for the TOP prizes ... But the $50's, $100's and $500 prizes are always great!
Lucky Numbers & The Best Performing ticket numbers 0, 6, 7, 8, 11, 12, 17, 18, second to last, last. I have won countless times on tickets with the above numbers.
What do I mean by numbers?
Every scratch off game session is a roll of tickets. Normally the whole roll adds up to $300 or $600 in the dollar or two range, much more now that we have $20 and $25 and soon higher.
That means in a roll of $2 scratch off tickets, there are 150 tickets -- which adds up to $300. If they're $5 scratchers, then there would only be 60 tickets in that roll.Each ticket has a number on the bottom of it. The first ticket in the roll will be numbered '000'. This may vary from state to state and is not a hard number, so ask if thinking about buying a roll.
The next ticket will be 001, then 002 and so on. So in a roll with 150 tickets, the first ticket is number 000 and the last ticket is number 149. (Because the first number is 000, NOT 001). I have found that certain ticket numbers perform VERY well consistently, over and over again ... even in different geographical locations.
NOTE: YOU CAN ASK THE CASHIER WHAT THE TICKET NUMBER IS BEFORE YOU BUY IT, THEY DON'T HAVE TO TELL YOU, BUT IT IS NOT AGAINST ANY RULES.
If the cashier won't tell you, have a talk with the store's manager to straighten things out. If the store isn't friendly and cooperative buy your tickets somewhere else.
Although they might think you are a little strange! And, if you're going to ask the number of every scratch off ticket they have ... make sure no one is behind you in line!
Understand, they will not should not sell you out of sequence tickets from the roll, if you find my theory successful you must buy the surrounding tickets as necessary around the ones I recommend to get them.

My favorite time is when I walk in and there are only a couple of tickets left, and I ask if they have more of that roll and they say yes and I buy those last tickets and 18 off the top of the new roll.
In my years of playing (and winning a large part of the time!) I have had much success with the following ticket 'numbers': 000 (The first ticket of the roll) 006 007 008 011 012 017 018 And then the second to last and last tickets, which the number will vary.
I like to play $5 scratch-offs the best. There are usually 50 tickets in the roll, with number 049 being the last ticket.
In this case, 048 would be the second to last ticket. I've had great luck with that number, as well as 049 (the last ticket of the roll).
'Winners In A Row'

What do I mean by 'winners in a row' ?
It's pretty simple. I have noticed a pattern. Sometimes when there are more than 2 winners in a row ... There will be a run of winners that sometimes lasts for 5-10 tickets!
I know that the lottery is supposed to be completely random and it is and random often includes clusters. However, These patterns over YEARS of time cannot be merely coincidence. So, please don't go out and squander your life savings thinking that this is going to be the answer. But, I bet it will increase the times you win when you play scratchers!
Let's say you're playing a $2 scratch off game and you win a free ticket so you get the next one. It's another free ticket (or a $2 or $4 prize). Then you get the next one (or two) and you win on one of those or both. Now you know you've hit a run. So far you've played 4-5 tickets but you only paid for one, $2. You can probably afford another $10 to spare if you hit one of these situations. In many of these cases, I have continued to play and after a few tickets there was a $25, $50 or even a $100 winner. MANY times.
Winner After Winning Same Prize As Price Of Ticket
Ok that might sound confusing, but it's really easy to grasp, trust me.
I find that if you win a cash prize that is equal to the same prize of the ticket (i.e winning a $10 prize on a $10 scratch off ticket) -- you will often have a prize right after it.
So basically you've already broken even, and now you're re-risking (reinvesting) your money back into the very next ticket.
I did this the other day on a $10 scratch off ticket. I won $10, cashed it in and played the next one and won $250!
Of course it's not guaranteed to work, but it has worked for me a lot of times in the past, with all different priced scratchers from $2 - $20 tickets.
'Work' A Roll - 'Break The Game'
I usually buy my lottery tickets at the same convenient store near my house.
Whenever I spot a new game, I'll give it a shot... especially if it's on the first ticket or early on in the roll.
I'll scratch one there and maybe buy the next one if I didn't win and I'll bring it home. (ALWAYS PLAY RESPONSIBLY and DON'T SPEND MORE THAN YOU CAN AFFORD!)
If I lose that one as well, or win a free ticket which is common... I will wait until the next day and play the same game.
One time I played one single game over the course of a week. Finally ... I won a $500 winner on that same roll!

Could you imagine if someone else bought that ticket before me?!
Of course there's luck involved but you do IMPROVE YOUR ODDS OF WINNING when you do things like this. ; - )
Buy A Roll
If you are in the financial position... You can also buy an entire, unopened roll for $300 and scratch off EVERY ticket in the roll!
Of course, as I mentioned before, it is unlikely that you will win the TOP prize ($10,000+) although you theoretically can.
However, what if you won $5,000 or $1,000? Even $500 would be cool!
Or you could just break even or come out a few bucks ahead, but either way it's all in good fun!
The point is... Buying a whole roll DEFINITELY improves your chances of winning a decent prize!
If you're not in the financial position to do so ... You can always go in on a roll with a friend or a group of friends ...
'Ask The Cashier'
When you go into a store to buy a scratch off lottery ticket, don't be afraid to converse with the cashier or lottery counter person and ask questions before you choose the ticket that you want to purchase.
I have asked cashiers what number the ticket is on every time I've ever bought a scratch off ticket. I just explain to them that it is a luck thing!
I have also asked if anyone has claimed any big prizes on the game I'm about to purchase. If they say, 'Oh some guy just won $50 on that game a few hours ago' I will stay away from it.
There's usually a nice winner in every roll -- At least a $25 winner, but almost ALWAYS a $50 and even a $100 winner. And every few rolls, there will be a $500 winner in there. These prizes are NOT uncommon! It's only the bigger prizes that are rarer like the $1,000 and up ones.
What NOT To Do!
Do NOT play irresponsibly and spend money that you don't have or cannot afford to spend
Do NOT continue to play a roll after you've won a prize like $50 or $100 from that roll
Do NOT play old games
Do NOT think that you are going to win every time you set out to play
Do NOT buy tickets out of a machine, if you must, buy in groups of $10 one $10 or two $5 or five $2 or ten $1
Do NOT take this information as a guarantee of any kind

SECURE Act 2.0 retirement bill clears committee and moves closer to passage

In 2019, Congress passed and then-President Trump signed the SECURE Act, which instituted a range of changes to the country’s retirement system. It included provisions to help get more part-time workers to save and improved access to annuities.
That bill represented the first major retirement legislation since 2006. Now lawmakers are looking to move much quicker in following up with a retirement bill informally being called SECURE Act 2.0 making its way through Congress.
The bill, officially called the Securing a Strong Retirement Act of 2021, cleared the House Ways and Means committee in a hearing Wednesday and is now before the full House of Representatives. Proponents are hoping for a full House vote in the coming weeks.
The bill is “building on the success of the SECURE act,” said Rep. Richard Neal (D., Mass.), chairman of the House Ways and Means at a hearing on Wednesday. He said that the provisions will “make it easier for the American family to prepare for a financially secure retirement.”
The legislation is sponsored by both Neal and the Republican ranking member, Rep. Kevin Brady (R., Tex.), and has support from different groups like the AARP, many of whom wrote letter to the committee offering supportive words. Ahead of Wednesday’s hearing, David Abbey, deputy general counsel at the Investment Company Institute, said the bill “will help American workers better plan and invest for their retirement.”

The bill is expected to have bipartisan support in the Senate as well. Secure Act 2.0 would need to be considered in the upper chamber before heading to President Biden for his signature later this year.
Here are a few ways the legislation will change the way Americans save for retirement.
Required minimum disbursements
A key provision raises the age people must start taking mandatory distributions in private retirement plans (401(k) plans and IRAs). The SECURE Act increased the required minimum distribution age to 72, from 70. The new bill lifts it to 75.

Proponents note it will give retirees – who are living longer than previous generations – more flexibility as they manage a longer retirement.
The legislation also exempts retirees from minimum distributions for the rest of their life if they have less than $100,000 in all of their retirement plans at age 75. (As it stands now, when you reach age 72, you’re required to withdraw a certain amount of money from your retirement accounts each year and pay taxes on that amount.)

The coronavirus stimulus bill passed last March allowed retirees to skip their minimum distributions that year if they desired.
Some lawmakers want to take it even further: “My goal is to get rid of it completely,” Brady said of the age restriction in a recent appearance at the Bipartisan Policy Center Solutions Summit streamed on Yahoo Finance.
Automatic enrollment
Another significant measure would push employers to automatically enroll new employees in the company’s retirement plan, if one is offered. Employees could opt out, but the default would be enrollment.
“It’s an embarrassment that we don’t have that yet,” Christian Weller, a professor at the University of Massachusetts, told Yahoo Finance recently about automatic enrollment. (Studies have shown that employers with auto-enrollment retirement plans have higher rates of participation.)
At Wednesday’s hearing, Neal touted the provision, saying it would help move toward his goal of “enrollment for all.” Brady added that the bill will help workers save earlier and he also touted provisions that would allow employers to help their workers pay back student loans while also saving for retirement.
The idea is to allow individuals to pay down student debt instead of contributing to a 401(k) plan, but at the same time get an employer match in their retirement plan.
One-third of private sector workers currently don’t have access to a retirement plan at work, so the change would not necessarily impact them and further exceptions could blunt the impact on current retirement plans that are grandfathered in or certain businesses that can receive exemptions from the new requirement.
Some advocates argue that Washington should go further and consider creating some sort of national retirement option for workers who don’t have access to a plan through their jobs. State-level IRA plans have been gaining traction around the country but the coverage only applies so far to the few states that have opted to set up such programs.
Other provisions
Other provisions in the bill include changes to the SAVERS credit, which lets certain lower-income workers get additional tax breaks when they save for retirement. This change would simplify the program and index the credit to inflation.


401k Pension Plan On Blackboard Behind Stacked Coins
The bill also provides a “clearinghouse” for employees to find lost retirement accounts through a national database. Recent studies have found that tens of thousands of retirement plans go unclaimed when workers move from company to company and lose track. The bill would also help workers who move from state to state who participated in different state-level plans.
There are also provisions in the bill to help workers older than 50 to catch up on contributions. The provisions would increase the catch-up amounts and also index the allowed amounts to inflation.
Like the SECURE Act, Secure 2.0 moderates changes to the private retirement system but doesn’t address the more challenging issue of Social Security, which could run low on funds as early as 2031.
Another contentious retirement issue is multi-employer pensions. The American Rescue Plan passed earlier this year included $86 billion to help shore up some of those troubled retirement plans.

I've been crunching a lot of numbers, sending a lot of FOIA requests, and searching for advantages.
I want to share a little bit of what I've learned so far.
Overview
These are a couple of the rules I've determined will help you win more often.
Play tickets that have sold many tickets and have many unclaimed grand prizes.
Prefer playing a few higher priced tickets over many lower priced tickets.
That's all there is to it. I'll explain the reason behind the rules in the rest of this post.
Play tickets that have been sold for a long time and have a large number of unclaimed grand prizes.
To understand this rule, you need to know a little bit of math. It's not much. It can be explained in simple terms. But it's powerful enough to beat blackjack in the casino. What you're about to read is the foundation behind card-counting. But here, we use it to beat scratch offs.
There is an important difference between scratch offs and draw games like Powerball.
In draw games, every draw is "independent". What I mean by that is the results of a previous draw have no effect on the results of the following draws.
If the draw for a pick 3 game is "3", "1", "9", then the odds that the following draw is also "3", "1", "9" are the exact same.
This is counter-intuitive to a lot of people. If you flip a coin 3 times and it comes up heads all 3 times, then it's natural to think that it's more likely to come up tails on the next flip. But it's not! It is still equally likely to be either heads or tails on the 4th flip.
The counter-intuitiveness of this is known as the "Gambler's Fallacy" and can be read about many places online, https://en.wikipedia.org/wiki/Gambler%27s_fallacy, so I won't go into any more detail. Just know that it's a mathematical fact. The previous results of a draw game have no effect on future draws.
How are scratch offs different?
But with scratch offs, previous results do affect the future. It's obvious when you look at an extreme example. Consider what happens if there is a single grand prize in 1 million unscratched tickets. Your odds of getting the grand prize is 1 in a million. But now imagine you just watched the person in line in front of you buy a ticket, scratch it, and reveal the grand prize. Now there are no more grand prizes. Your odds are exactly 0!
In that extreme example, it's clear that past results affect future odds.
This is completely different from a draw game. In a draw game, if someone hits the Powerball jackpot with 09, 36, 49, 56, 62, 08, then that doesn't mean you should or shouldn't play those exact same numbers next week. They are just as likely to appear again as any other set of numbers.
But scratch offs aren't randomized with each purchase. Scratch offs are randomized once, when the tickets are printed. Then, as the tickets are bought and scratched, the remaining tickets become less random.
This is just like counting cards at blackjack. The deck is shuffled once at the beginning of the game. Then, as cards are dealt, the deck becomes less random. Once it becomes less random in favor of the player (more big cards remaining than little cards), then the player has an advantage and can increase their bet.
How do you know which tickets have have many unclaimed grand prizes and few remaining overall tickets?
Most states publish this information on their lottery homepages.

That table has a column showing the total number of tickets printed at each prize tier and another table showing the number of tickets claimed at each prize tier.
The lowest-value ticket is usually the most common. It often has hundreds of thousands of tickets printed. There is something in math known as "the law of large numbers" that makes the lowest price ticket a good indicator of what percentage of tickets have been sold. Even though the state doesn't publish how many tickets in total have been sold, and even though they don't say anything at all about the non-winning tickets that have been sold, we can use the lowest-priced ticket as a good estimator.
In the image above, you can see that 3,170,852 tickets were printed that were $3 winners. Of those, only 603,652 remain.
With some simple math, we can convert that to a percentage.
603,652 / 3,170,852 = 0.19
So about 19% of the tickets remain. 81% of the tickets have been sold.
How about the grand prizes? Are there a large number of grand prizes remaining in relation to how many tickets have been sold? To know that, we need to convert the number of grand prizes remaining to a percentage also, that we we can compare percentages to percentages, apples to apples.
There are 4 grand prizes remaining out of 20 total grand prizes printed.
4 / 20 = 0.20
So 20% of the grand prizes remain. That's almost exactly where we expect to be. That means there is not a lot of grand prizes remaining in relation to the total number of tickets remaining.
If there were 5 grand prizes remaining, then the percentage remaining would be 5 / 20 = 0.25, or 25%. Then there would be 5% more grand prizes than expected. If that were the case, this might be a good game to play!
Knowing this, you can check back daily or weekly and see how the numbers change. Every day, more tickets will be sold.
Let's say a few weeks pass and couple hundred thousand $3 winners are claimed. Now there's 400,000 $3 prizes remaining.
400,000 / 3,170,852 = 0.126
If no grand prizes have been claimed in that time, then now there's only about 12.6% tickets remaining but still 20% grand prizes remaining. Grand prizes are almost 8% more likely than average!
Check your state lottery website and you can perform these calculations for whatever games you like to play.
Prefer playing a few higher priced tickets over many lower priced tickets.
I wrote software to automatically analyze every scratch off game from many different states.
As part of that analysis, I calculate the total amount of prizes that will be paid out. Since the states publish on their websites the total number of tickets at each prize tier and the value of each prize. I simply multiply the number of tickets at each tier by that tier's value and then sum the results for each tier of a game.
Another number I calculate is the cost to buy every ticket. That's a lot easier. It's simply the total number of tickets printed times the price of each ticket. If a game prints 14 million tickets and each ticket costs $10, then the cost to buy every ticket is 14 million times $10, or $140 million.
Those two numbers are all we need to calculate the "expected value" of a game.
If a game has $100 million in prizes and it would cost $140 million to buy every ticket, that means the state will make $40 million in profit. That profit comes out of our pockets.
But we can minimize our losses by playing games where the state has the least profit.
Here's a simple example. Which game would you rather play?
Game A: $100 million in prizes where it would cost $140 million to buy every ticket. Game B: $120 million in prizes where it would cost $140 million to buy every ticket.
Obviously, game B is better. The state takes less profit. That means more money in our pockets.
This is one way to rank the quality of a game. The more money that is returned to players and the less money that the state keeps as profit, the better the game.
By analyzing data from every game for multiple states, I have determined the average quality for different priced tickets.

It is clear that on average, higher priced tickets are better.
Spending $100 on $20 tickets will result in an average win of $71.95 while spending $100 on $2 tickets will result in an average win of $65.65. By buying $20 tickets rather than $2 tickets, you will win an average of $6.30 more!
Why do states pay out more for higher priced tickets?
This advantage comes from economics.
It costs roughly the same amount for the state to print a $1 ticket as a $20 ticket.

Usually, lower priced tickets are smaller. A $1 ticket might be 2.4 inches x 4 inches while a $20 ticket has more gameplay options and might be 10 inches x 4 inches. Those dimensions correspond to the "A" and "E" columns in the table above.
The values you see in each row are the cost per 1,000 tickets.
Let's compare.
The cost of 1 million $1 tickets of 2.4 inches x 4 inches in packs of 250 would cost $33.78 per 1,000 tickets, or about $0.034 per ticket.
The cost of 1 million $20 tickets of 10 inches x 4 inches in packs of 50 would cost $59.50 per 1,000 tickets, or about $0.06 per ticket.
That's 3.4 cents per $1 ticket and 6 cents per $20 ticket.
Why are higher priced tickets better?
The state needs to make a profit on the lottery. That's the whole point of the lottery: to make money to pay for services like education and roads.
Money that goes towards ticket printing is wasted. It's money that is taken from the players and is not kept by the state.
The less money that goes towards ticket printing, the more money is available to pay out in prizes (and to go towards public goods).
While the $20 ticket may cost more to print than the $1 ticket (6 cents vs 3.4 cents), the percentage of the ticket price that goes towards printing costs is lower.
6 cents is only 0.3% of $20. That's zero-point-three percent. Less than half of a percent of the ticket price goes towards the printing costs.
3.4 cents out of $1 is 3.4%, or over 3% of the ticket price going towards printing costs.
If you were to buy $100 worth of $1 tickets, the state would have paid $3.4 to ticket printers, leaving only $96.60 in funds to split between paying players through the prize pool and funding things like public roads and education. But if you were to buy $100 worth of $20 tickets, then the state would have paid only $0.18 to ticket printers! That leaves $99.82 to split between the prizes and state funding.
Note: The above is a simplified calculation that doesn't take the full cost of each ticket from printing to disposal. There's obviously costs associated with shipping and other services. But I wouldn't expect the percentages to change much. The economics of high-price vs low-price tickets is still the same.
