Tower Bridge road closure.

I happened to walk across Tower Bridge this Sunday and the road was closed. I have no idea why and perhaps I should know these things. Does it happen every Sunday? Anyway the tourists were having a great time standing in the middle of the road being able to have their photographs taken instead of being mowed by a large red number 42 bus.
