India has stopped issuing visas to Canadian citizens amid an escalating row over the killing of a Sikh separatist on Canadian soil.
India said the temporary move was due to "security threats" disrupting work at its missions in Canada.
Tensions flared this week after Prime Minister Justin Trudeau said India may have been behind the 18 June killing.
But Mr Trudeau said on Thursday he was not looking to provoke India with the allegation.
India has angrily rejected the allegation, calling it "absurd".
Speaking to reporters in New York, on the sidelines of the UN General Assembly, Mr Trudeau said: "There is no question that India is a country of growing importance and a country we need to continue to work with."
He said Canada was not looking to provoke India or cause problems with the allegation but is unequivocal about the importance of the rule of law and protecting Canadians.
Relations between the countries - key trade and security partners, and US allies - have been strained for months. Analysts say they are now at an all-time low.
India's government swiftly made clear the suspension of visa services also "applies to Canadians in a third country".
"There have been threats made to our high commission [embassy] and consulates in Canada," a foreign affairs ministry spokesman in Delhi said. "This has disrupted their normal functioning. Accordingly [they] are temporarily unable to process visa applications."
He said: "India is looking for parity in rank and diplomatic strength between the diplomatic missions of the two countries. This is being sought because of Canadian diplomatic interference in our internal affairs."
Hours earlier Canada had announced it was reducing its personnel in India, saying some diplomats had received threats on social media.
"In light of the current environment where tensions have heightened, we are taking action to ensure the safety of our diplomats," a statement said.
Canada's visa services remain open in India.
The two countries have historic close ties - and much is at stake.
How India-Canada ties descended into a public feud
Why are some Sikhs calling for a separate state?
Canada has 1.4 million people of Indian origin - more than half of them Sikhs - making up 3.7% of the country's population, according to the 2021 census. India also sends the highest number of international students to Canada - in 2022, they made up 40% of total overseas students at 320,000.
According to Indian government statistics, about 80,000 Canadian tourists visited India in 2021, behind only the US, Bangladesh and UK.
The row burst into the open on Monday after Canada linked India with the murder of separatist leader Hardeep Singh Nijjar, a Canadian citizen who was shot dead in his vehicle by two masked gunmen outside a Sikh temple in British Columbia.
Prime Minister Justin Trudeau said Canada's intelligence agencies were investigating whether "agents of the government of India" were involved in the killing of Nijjar - who India designated a terrorist in 2020.
India reacted strongly, saying Canada was trying to "shift the focus from Khalistani terrorists and extremists" who had been given shelter there. The Indian government has often reacted sharply to demands by Sikh separatists in Western countries for Khalistan, or a separate Sikh homeland.
On Thursday, Mr Trudeau was pressed by journalists about what evidence there was that suggested India was linked to the murder.
He did not share further details, but said "the decision to share these allegations was not done lightly".
"It was done with the utmost seriousness," Mr Trudeau said, urging Indian officials to cooperate with the investigation into the killing.
A spokesperson for the Indian foreign ministry said Canada has not shared specific information with India on Nijjar's murder.
"We have conveyed this to the Canadian side, made it clear to them that we are willing to look at any specific information that is provided to us," said Arindam Bagchi on Thursday. "But so far we have not received any such specific information."
The Khalistan movement peaked in India in the 1980s with a violent insurgency centred in Sikh-majority Punjab state.
It was quelled by force and has little resonance in India now, but is still popular among some in the Sikh diaspora in countries such as Canada, Australia and the UK.

Five-point plan to cut UK immigration raises fears of more NHS staff shortages | Immigration and asylum | The Guardian
Cleverly told MPs on Monday that “migration is far too high and needs to come down … enough is enough”. He added: “Today I can announce that we will go even further than those provisions already in place, with a five-point plan to further curb immigration abuses that will deliver the biggest ever reduction in net migration. “In total, this package, plus our reduction in student dependants, will mean about 300,000 fewer people will come in future years than have come to the UK last year.” Along with raising the salary threshold and scrapping the “shortage occupation list”, Cleverly announced that social care workers would no longer be allowed to bring their dependants when they came to work in the UK. He also said people living in the UK – including British citizens – would now be allowed to sponsor family members to move to the UK only if the person living in the UK earned £38,700, up from £18,600 currently. Finally, the government is asking the Migration Advisory Committee to review the rules for those who have completed undergraduate degrees in the UK. A spokesperson for Downing Street called the package “the biggest clampdown on legal migration ever”. They added: “We believe this is a package which will enable us to significantly reduce numbers whilst achieving economic growth.” It forms one part of a two-part plan to reduce the numbers of people coming into Britain legally and illegally. This week Cleverly is likely to fly to Kigali to sign a new asylum treaty with Rwanda, with ministers ready to bring forward new legislation in an effort to finally kickstart the government’s Rwanda plan.
Families face being split up by UK plan to cut legal migration, lawyers say | Migration | The Guardian
Data suggests this could make it impossible for between 60 and 70% of workers to bring their family into the UK. The crackdown has caused concern among some senior Tory MPs. Alicia Kearns, the chair of the foreign affairs select committee, said on Tuesday she was worried the package as a whole risked dividing families. She told LBC: “It risks being very unconservative”. Madeleine Sumption, the director of the Migration Observatory at the University of Oxford, said: “This is definitely completely different to what any other high income country does.” Under the new rules, someone will be able to bring a family member into the country if they earn £38,700 year. If the partner is already in the UK, both people’s incomes will be taken into account. If someone does not qualify under those rules, they will still be allowed to bring in family members if they have sufficient savings. Under current rules that figure is £62,500, but the government is consulting over whether to increase it.
Lawyers and applicants say, however, that it has led to distress and confusion, with many families already in the process of applying for visas now unsure of what the changes will mean for them. Kelly Robinson, an American PhD student living in Norwich with her partner, Owen Sennitt, had applied for her spousal visa last week, confident Sennitt’s job as a local journalist would be enough to qualify for it. Now she believes she may have to return to the US after eight years living in Britain. “It is a real shock,” she said. “The entire life we have built is being taken away from us overnight.” Nick Gore, a partner at Carter Thomas solicitors, said: “This is devastating for many people that just about meet the existing financial requirements. There is a huge spectrum of people who are affected – some are on minimum wage jobs, others have started their own businesses. This will split families up.”
Thanks to James Cleverly, I may never live in the same country as my kids again | Claire Armitstead | The Guardian
When I mentioned their predicament to a lawyer friend he was dismissive, saying that middle-class families always found a way round these problems. Other friends suggested we remortgage our house to raise the £62,500 capital that was the alternative route to a spousal visa. But it would have to have been in their bank account for a minimum of six months before they even reapplied; this was time their soaring stress levels meant they didn’t have. And anyway, they wanted to pay their own way. The Home Office said any change to the capital threshold would be announced in due course. At the old salary rate, they probably would eventually have worked something out, but at the new one there is no chance. Their relationship will always be based on them both working, and while their combined income would very probably exceed £38,700 a year, neither is going to make that much on their own. My eldest and his partner are now happily settled, so wouldn’t want to move back anyway. The sort of social care work she does is more highly valued in Spain. Meanwhile, my Australian daughter-in-law is in the crazy bind facing citizens of so many of the UK’s former colonies: expected to bend the knee to the monarch of a British state that doesn’t want them. Australia asks the foreign partners of its citizens only to prove their relationship is genuine.

Joe Biden wants the US government to make wider use of artificial intelligence—and to keep commercial AI on a tighter leash. Those are two prominent themes of a sprawling executive order Biden will sign today, which issues dozens of directives for federal agencies to complete within the next year, on topics ranging from national security and immigration to housing and healthcare.
The order places reporting requirements on companies developing powerful AI technology, such as that behind OpenAI's ChatGPT. Biden will use the Defense Production Act, a law that can compel businesses to take actions in the interest of national security, to require the makers of large AI models to report key information to the government, including when they are training a new model and what cybersecurity protections they have.
That will include disclosing results of so-called red teaming exercises, intended to reveal vulnerabilities in AI models, such as those that can be used to evade controls that prevent malicious use cases such as generating malware. The goal is to monitor the potential threats AI technology can pose to national security, public health, and the economy.
Another part of the order requires companies that acquire, develop, or possess large-scale computing clusters, essential to training the most powerful AI systems, to report their activity to the federal government. This rule is intended to help the government understand which entities, including those from nations competing with the US, have strong AI capabilities.
The executive order also directs the Department of Energy to evaluate how AI outputs can contribute to biological or chemical attacks, or cyberattacks on critical infrastructure. The UK government included the possibility of advanced AI enabling biological and chemical attacks in a report last week on potential threats posed by the technology.
White House deputy chief of staff Bruce Reed, who is chair of a newly formed White House AI Council to ensure compliance with the order, calls it “the strongest set of actions any government in the world has ever taken on AI safety, security, and trust.”
Help Wanted
The measures in Biden's executive order aimed at powering up US government AI include the creation of a dedicated job portal hosted at AI.gov to draw more experts and researchers familiar with the technology into government. Another initiative asks for a new training program to produce 500 AI researchers by 2025.
Divyansh Kaushik, an associate director at policy research group the Federation of American Scientists, who helped draft portions of the executive order, says those could be among the most influential pieces. “People often forget that talent is the biggest bottleneck in the federal government,” he says.
Kaushik also welcomes the way Biden’s order demands changes to immigration policy to make it easier for AI talent to come to the US. A plan to allow immigrant workers to renew their visas inside the US, for example, could remove the need for hundreds of thousands of STEM students to travel to their home countries for in-person interviews.
Although the US has a majority of the world’s top AI talent today, only 20 percent of them received undergraduate degrees in the US, Kaushik says, indicating that many are immigrants. He says it’s in the US interest to make it easier for AI experts to come from overseas, to compete against other destinations such as China, Canada, or the UK.
Biden’s new executive order acknowledges that AI projects can be harmful to citizens if not carefully implemented, singling out the potential for discrimination and other unintended effects in housing and healthcare. The order calls for the White House’s Office of Management and Budget to develop guides and tools to help government employees who purchase AI services from private companies make good choices.
Suresh Venkatasubramanian, director of the Center for Technological Responsibility, Reimagination, and Redesign at Brown University, says those rules could be impactful. Within the federal government, procurement is “number one on everyone's agenda because everyone understands that is the way to effect change,” he says. He previously helped the White House assemble an AI Bill of Rights for federal agencies issued by Biden last year.
However, Venkatasubramanian says some of the most critical government use cases for AI in the US will largely go unaffected by the new executive order. Biden’s directives apply to federal agencies, but much AI used in criminal justice and policing is deployed by state and local law enforcement. False positives from AI-powered technology like ShotSpotter gunshot detection and face recognition have led to false arrests, and police departments currently use predictive policing software that doesn’t work as advertised.
To force state agencies to also adopt the standards in the executive order, Venkatasubramanian says federal lawmakers could make compliance a condition of funding for state and local law enforcement agencies.
This is the first executive order of the Biden presidency solely focused on artificial intelligence, and it follows two by former president Trump, in 2019 and 2020. So far, government agencies have a spotty record of complying with them.
The 2019 order focused on investments in AI research and development. A December 2020 executive order and the Advancing American AI Act passed last year require federal agencies to annually disclose an inventory of algorithms in use. But a Stanford Law School study found a pattern of inconsistent compliance, warning of a national AI “capacity gap.” If Biden’s new order, the most ambitious presidential directive on the technology to date, works as intended, it will significantly expand that capacity.

Can Students in the UK Apply for a Spouse Visa? Here’s What You Need to Know
If you’re an international student in the UK, transitioning from a Student Visa to a Spouse Visa can be a life-changing step. It offers new opportunities, including the chance to live with your partner permanently and greater freedom in your personal and professional life. While the process can seem daunting, understanding the requirements and benefits is the first step toward making the switch.
Who Can Apply for a Spouse Visa?
To transition from a Student Visa to a Spouse Visa in the UK, you must meet specific eligibility requirements:
Current Visa Status: You must hold a valid Student Visa and be married to or in a civil partnership with a British citizen or a person settled in the UK.
Prove Your Relationship: The UK government requires evidence of a genuine, ongoing relationship. This could include photos, joint financial documents, or proof of shared responsibilities.
Meet Financial Requirements: Your partner in the UK must demonstrate they can support you without relying on public funds. This typically includes meeting a minimum income threshold.
Submit Accurate Documentation: Key documents such as marriage certificates, financial statements, and proof of cohabitation must be submitted to back your application.
Why Switch to a Spouse Visa?
Switching to a Spouse Visa offers several advantages that go beyond the limitations of a Student Visa:
Work Without Restrictions: Unlike a Student Visa, which limits working hours, a Spouse Visa allows full-time employment in any industry.
Path to Settlement: After five years on a Spouse Visa, you may qualify for Indefinite Leave to Remain (ILR), providing permanent residency in the UK.
Cost Savings: Spouse Visas reduce the need for frequent renewals and remove the requirement to stay enrolled in a course.
Stronger Family Ties: You can live with your partner permanently, creating a stable life together in the UK.
Access to Benefits: Spouse Visa holders may gain access to public funds and other resources unavailable to Student Visa holders.

Can You Bring Your Family Along on a Study Visa UK Application?
One of the most common questions for international students planning to study in the UK is whether they can bring their family members with them. If you’re applying for a study visa to the UK, the good news is that in many cases, you can bring your spouse, children, or other dependents with you. However, there are specific requirements and guidelines you must follow. In this blog post, we’ll discuss the rules, the types of dependents you can bring, and the necessary steps for including them in your study visa UK application.
Who Can You Bring as Dependents? Under the UK student visa rules, you may be able to bring your family members as dependents if certain conditions are met. Dependents typically include:
Spouse or Partner: You can bring your spouse, civil partner, or unmarried partner, provided you can prove that your relationship is genuine and long-term.
Children: Children under the age of 18 can usually be included as dependents. This applies if you’re the parent and you have legal custody of the children.
Other Family Members: In some cases, you might be able to bring other family members (such as elderly parents) as dependents, but this is less common and more difficult to qualify for.
Eligibility to Bring Dependents Whether or not you can bring your family members depends on the type of course you are studying and your level of study. Here are the main eligibility rules for dependents:
Postgraduate Students: If you are studying at the postgraduate level (Master’s or PhD) and are enrolled in a full-time course, you are typically eligible to bring your spouse and children as dependents.
Undergraduate Students: If you are enrolled in an undergraduate program, you cannot bring dependents unless you meet specific financial requirements and are studying at a recognized institution. Some exceptions apply, but generally, undergraduate students are not permitted to bring family members.
Duration of the Course: If your course lasts more than 12 months, your dependents may be eligible to join you. However, for shorter courses (less than 12 months), you will not usually be able to bring your family members.
Financial Requirements for Dependents In addition to meeting eligibility requirements, you must demonstrate that you can financially support your dependents while you’re studying in the UK. The UK government has set minimum maintenance fund requirements for each dependent. The general rules are as follows:
For your spouse or partner: You need to show that you have an additional £845 per month (for up to 9 months) if you are studying outside of London, or £1,045 per month if studying in London. For each child: You need to show an additional £680 per month for each child (again, for up to 9 months). These funds need to be in addition to the maintenance funds required for yourself, the main applicant. You will need to show that the funds are in your bank account (or your sponsor’s account) for at least 28 consecutive days before submitting your visa application.
Applying for a Visa for Your Dependents If you are eligible to bring your dependents, they will need to apply for their own visas. Dependents cannot be included in the main applicant’s study visa application, but they can apply for their own Dependent Visa. Here’s how the process works:
Complete the Dependent Visa Application: Each dependent must submit a separate visa application, providing the necessary documents to prove their relationship to the main applicant (e.g., marriage certificate, birth certificates for children).
Provide Proof of Financial Support: You will need to demonstrate that you have enough funds to cover the cost of living for both yourself and your dependents.
Submit Supporting Documents: Along with the application, your dependents will need to submit biometric data (fingerprints and a photograph) and possibly attend an interview.
Visa Approval: If the visa applications for your dependents are approved, they will receive their own visa to join you in the UK. Their visa will typically be valid for the same length of time as your study visa.
Rights and Restrictions for Dependents Once your dependents are in the UK, they have the right to:
Work: Depending on your level of study, your spouse or partner may be allowed to work. If you are studying at the postgraduate level, your partner can usually work full-time. However, if you are an undergraduate student, your partner may only be allowed to work part-time (20 hours per week during term time).
Study: Dependents are allowed to study while in the UK, but if they are under 18, they must be enrolled in full-time education.
It’s important to note that your dependents cannot access public funds, meaning they cannot rely on the UK’s welfare system for support.
What If Your Family Can't Join You? If your family is not eligible to join you initially, you may have the option to apply for a dependent visa at a later stage, but this will depend on your circumstances and the length of your stay. For instance, if your spouse or children are not able to come with you when you first arrive in the UK, they may be able to join you once you’ve settled into your course and demonstrated your ability to support them financially.
Conclusion In most cases, if you are studying at the postgraduate level and meet the financial requirements, you can bring your spouse, children, and possibly other family members with you to the UK. However, there are specific rules and conditions that apply, such as the length of your course, your financial situation, and your dependents' ability to prove their relationship to you.
Before applying for your study visa UK application, make sure you understand the eligibility requirements for dependents and ensure you meet the financial criteria to support them. Planning ahead will help ensure that both you and your family can settle into your studies and life in the UK with minimal stress.
