Chapter 1 - Meeting you.

The golden rays of the early morning sun filtered through the intricate carvings of the Padmanabhaswamy Temple, casting a divine glow upon its magnificent structure. And there she was, draped in a simple yet elegant saree as she walked through the temple's corridors, her footsteps echoing softly against the ancient stone floors and like every other day, the air was fragrant with the scent of jasmine and sandalwood, as the devotees murmured their prayers, lost in their own worlds of devotion as the girl walked into the inner sanctum, where the majestic form of Lord Padmanabhan lay in eternal slumber.
"Dear lord, please look after the world like you always do. I pray for the good health of my family and dear ones. May you always be with them and keep them happy." This was what she usually prayed for. Nothing more, nothing less. But today was different, she had come here to seek solace in the divine presence of her beloved deity but she still felt restless for reasons unknown.
The strange sensation grew as she moved out from the sanctum to the temple premises, she felt as if someone was watching her. Turning around, her eyes met those of a man standing a few feet away. He was tall and handsome, with an aura of mystery surrounding him. His complexion, very much like the clouds filled with rain and eyes, deep and penetrating that seemed to hold the secrets of the universe.
"Namaskaram", he greeted her with a warm smile, his voice gentle and calming.
"Namaskaram," she replied, curiosity piqued by this stranger. "Are you new to the this place? I haven't seen you here before."
"Yes, I am new to this city." he said, his eyes twinkling with hidden knowledge. "I’m Aravind. May I know your name?"
"Bhadra. It's nice to meet you, sir", she replied and saw his smile grow wider, making his eyes twinkle with an emotion she couldn't comprehend.
"It's nice to meet you too, Bhadra. And we can drop the formalness." He said as she shyly giggled. It was sweet to hear her name in his beautiful voice. She thought, mentally facepalming to bring herself out of her mind. Something was really wrong with her today.
As they walked through the temple grounds, Bhadra found herself more intrigued, drawn into a conversation with Aravind. They talked about the temple, the city of Thiruvananthapuram, its history, and the legends that surrounded it. He spoke with a depth of understanding that left Bhadra in awe. Hours passed like minutes, and soon the sun began to set, casting an orange hue hue over the temple.
"What brings you here? And how do you know so much about this place?", Bhadra asked, unable to contain her curiosity.
Aravind smiled mysteriously. "Well, I have always been connected to this temple."
"Tell me about it." She looked deeper into his eyes, only to find a glimpse of her own secrets that were kept away from the world.
Bhadra lived a simple life, tending to the temple and helping those in need. She didn't remember a time when she was not insanely drawn to the deity. She had always looked up to the blue-hued god who slept on a thousand hooded serpent. She saw him in the vast sky, in her delusional thoughts, in the poetries she wrote, in the songs she sang and in almost everything she did.
She would dream of peacock feathers, moonlit nights and beautiful dense forests where gleamingly blurry visions of her beloved flute player would greet her with bliss and confusion. She would hold on to them to this day and maybe forever, without any expectations but just pure, boundless love that she had.
"Maybe those visions are trying to tell you something? You still get them don't you?"
That deep voice of Aravind broke her chain of thoughts as she looked up at him perplexed and maybe a little annoyed.
"Did you just read my mind?"
He just replied with a cheeky smile as he brought himself dangerously close to her, "Perhaps I just understand you better than anyone else, Bhadra. I have always done so." he gently whispered, only making her confusion grow.
"And I have always wanted to tell you that I love to hear you sing, even though you don't sing often. Your voice melts like honey into my ears. I can listen to it everyday." He looked into her eyes, his gaze intense and unwavering.
"How do you say that when you have never heard me sing? Who are you, Aravind?", she asked finally, her voice barely above a whisper. "You seem to know me in ways that no one else does."
He chuckled even as his eyes were moist, "Oh I have heard you countless times. You, my dearest, are much more than you think of yourself to be."
"What do you mean?"
"As much as I want to explain, I can't. He sighed wistfully. "It's sad, but I have to leave now. I will return soon, Bhadra. Until then, promise me you'll take care of yourself."
"Why?" She clearly didn't understand a thing. It didn't seem fair, or so she thought. This man had suddenly appeared out of nowhere, mysterious but familiar, only to say he’d disappear again, leaving her with countless questions. Yet, somehow, it all felt right. Despite not wanting him to leave, she could only hope that he would come back.
Adoring the curls that framed her soft features one last time, Aravind stepped back. "Until next time," he voiced, extending his hand. Bhadra grasped it firmly, losing herself in his eyes as she tearfully bid him goodbye.
"Moley," she heard her father's call and turned around. "I'm here, Appa," she yelled back, hearing his hasty steps as he reached her.
"I knew you'd be here," he said with a warm smile lighting up his kind eyes. "It will be dark soon. I want you to come home with me." He gently caressed her head, and she nodded in agreement.
"Are you okay, kanne? Were you talking to someone here?" He asked, concerned.
Bhadra turned to her side, only to find nobody there and smiled in despair and surprise. It all felt too real to be one of her delusions and too elusive to be reality. She wanted to tell her father about the mysterious person she met but she knew that it would be difficult for him or anyone to believe. So she chose to remain silent about everything that happened today.
"No, Appa. Let's go home" She replied as she followed her father on their way back home.
Today was different indeed.

What Is Earthmoving?
This is the process of moving large quantities of earth with heavy machinery, usually to dig foundations for buildings. They will also be used to load and transport great amounts of soil and other materials to and from construction sites.
Earthmoving equipment may also be required to remove debris, trees and foliage, and obstructions around the marked area. They may be used to dig foundations or trenches, as well as mining and grading.

Chapter 2 - Connection.

❛You remain an elusive illusion while being my grounding reality. Not seen, not touched, but felt in the deepest corners of my heart.❜
The next morning, Bhadra woke up to the chirping of birds outside her window. The rays of the sun played upon her face, gently waking her from a restless sleep filled with fragments of memories and dreams, the remnants of her encounter with Aravind still lingered in her mind. She went through her daily routines mechanically, unable to shake off the way she felt. She made her way to the temple, her thoughts spiralling back to him, his voice and eyes having her mind completely consumed.
When she arrived, the temple was already bustling with devotees. The familiar scent of jasmine and sandalwood greeted her, and she felt a sense of calm wash over her. She moved through the temple grounds, her eyes searching for any sign of Aravind. She hoped to see him. But he was nowhere to be seen.
"Did I imagine him?" she wondered aloud, her voice barely a whisper.
"Hey, is everything alright?"
It was Shailaja, a warm lady, her friend and fellow temple volunteer, who broke through her thoughts.
"Yes, I'm just a little distracted," Bhadra replied, forcing a smile.
"You seemed deep in thought. Something on your mind?" Shailaja asked, her eyes filled with concern.
Bhadra hesitated for a moment, then decided to confide in her friend. "I met someone here yesterday. A man named Aravind. It was strange, but felt so... right."
She could practically see the eyes of her friend widening in surprise. "Aravind? I've never heard of anyone by that name visiting the temple. Are you sure you didn't dream it?"
"I'm not sure of anything anymore," Bhadra admitted.
As the day progressed, Bhadra tried to push the questions that swirled in her mind. She focused on her duties at the temple, helping devotees and ensuring everything ran smoothly. But every now and then, she would catch herself looking around, hoping to catch a glimpse of him.
Later that evening, after the temple had closed for the day, Bhadra decided to take a walk through the nearby garden. The cool breeze and chirping birds helped to clear her mind. She found a quiet spot by a small pond and sat down on the bench, letting the peaceful surroundings soothe her restless heart.
"Maybe I did imagine him," she thought. "Maybe it was just my imagination. But why?"
"Contemplating life, are we?”
Just as she was about to get up and head back home, she heard that deep, familiar voice. She turned around quickly and there he was, standing by a tree, his eyes twinkling with that same mirth and mischief. It's him again. Aravind.
"You're real," she whispered, more to herself than to him.
"Of course I am," he replied with a fond smile. "I told you I would return, didn't I?"
Bhadra's heart raced. "Why? Why do I feel like I know you?"
Aravind walked closer, his expression serious. "I can't tell you everything, my sweet one. Not yet. But I can assure you that our meeting was no accident. We are connected.
"Connected how?" she asked restlessly, her curiosity piqued.
He reached into his pocket and pulled out a small, intricately carved pendant. "This belongs to you," he said, placing it in her hand.
Bhadra examined the pendant. It was shaped like a peacock feather, with delicate details that made it look almost lifelike. "It's beautiful," she said, her fingers tracing the design.
"It holds the key to our connection, sweet one," Aravind explained. "Keep it close to you. In time, you will understand everything."
Before she could ask more questions, he stepped back. "I have to go now, but we will meet again soon."
"Already? You cannot just appear out of nowhere, make me question almost everything, reassure me and then disappear again.” Bhadra finished with an exasperated sigh.
Aravind moved closer as he fondly cupped her cheeks, "Hey look at me. Don't worry, precious one. I’ll come back to you. I surely will."
With that, he walked away. More like fading away into thin air, leaving Bhadra standing by the pond, the pendant clutched tightly in her hand.
As she made her way back home, she couldn't help but feel a sense of anticipation. The pendant seemed to pulse with a faint, warm energy. That night, as she lay in bed, Bhadra dreamed of the peacock feather, of moonlit nights, dense forests, and her blue flute player who seemed to hold the answers to all her questions.
And she knew, deep in her heart, that her journey was filled with mystery and madness and it was just beginning.

Business Visa is not meant for collecting Funds

Before Delhi High Court
The Writ was dismissed on 18.12.2023 by Hon’ble Mr. Justice Subramonium Prasad J as petitioner failed to establish violation of her right.
The petitioner a US citizen has challenged her deportation (before Delhi High Court) by the Bureau of Immigration from Trivandrum, Kerala Airport on 28.11.2022 as being arbitrary, unreasonable, illegal and unconstitutional.
Notice was issued to the Union of India on 01.02.2023.
Status Report was filed by the Counsel of Union of India.
The Status Report discloses that the Petitioner was issued the following visas by the Consulate General of India, San Francisco, i.e., T-1 Visa No. VK 0275900 valid from 31.03.2017 to 30.03.2027; and B-1 Visa No. VK 3934693 valid from 20.06.2019 to 19.06.2024.
The Petitioner again applied for a tourist visa on 15.12.2022 which was rejected as her name was found in the adverse/banned list entry of the Ministry of Home Affairs.
The Status Report revealed that the name of the Petitioner has been blacklisted at the behest of Foreigners Regional Registration Office (FRRO), Trivandrum as she was involved in public fund collection while visiting on a business visa which is not permitted.
It is stated that as of today there is an adverse entry report against the Petitioner.
General policy guideline to Indian Visa
When a person is granted a business visa, the purpose is to attend business meetings and technical meetings and funds cannot be collected for the said purpose.
Submission of the Counsel of the petitioner
The Petitioner has been involved in charitable activities and is collecting public funds for the purpose of a charity, and this cannot be said to be unlawful.
The Petitioner has rendered yeomen's services when cyclone Amphan in 2020 struck in eastern India and she has since been closely associated with various charitable activities.
In this backdrop, it is not wrong to collect funds.
Petitioner holds a valid tourist visa and as a tourist visa holder, she can be permitted to come to India.
Petitioner has come to India numerous times and the reason for blacklisting is completely arbitrary.
Submission of the Counsel of the State
Section 3 of the Foreigners Act gives the power to the Central Government to make provisions either generally or for all foreigners prohibiting, regulating or restricting the entry of foreigners into India or their departure from India.
Issue
Whether the violation of the conditions of the business visa can be a sufficient reason for deportation and blacklisting of the Petitioner?
Law
Collecting money ostensibly for charitable activity is not permitted when a foreigner comes to India on a business visa.
Since the Petitioner has admittedly acted contrary to what is permitted, the decision taken by the authorities to blacklist the Petitioner cannot be said to arbitrary and as such requiring any interference under Article 226 of the Constitution of India.
Observation of the Court
It is well settled that a Writ Court can exercise its jurisdiction under Article 226 of the Constitution of India only where there is a violation of a right.
In the absence of any right, a writ cannot be issued.
Since the Petitioner has not been able to establish violation of any rights granted to the Petitioner, this Court is not inclined to exercise its jurisdiction under Article 226 of the Constitution of India to interfere with the decision taken by the authorities.
Order
Writ Petition is dismissed.
