In early April I took the train from Chicago to South Bend to visit a friend and to get a better view of the eclipse and to take a load of my mind, and on the way down I listened to caroline—the self-titled record by British post-rock octet caroline—for the first time in a while.

The South Shore Line is an interurban, an endangered species of American transit infrastructure. The rails run along the southern edge of Lake Michigan, setting out from downtown Chicago, passing through the Indiana Dunes, and finally alighting at the airport in South Bend. The better half of this course cuts through a heavily industrialized stretch of Chicago's South Side and Northwest Indiana—steel mills, warehouses, railyards, landfills, highways, factory towns of modest single-family homes.

In early April it rained, and the clouds threatened to overpower the eclipse, at least in my corner of the Middle West—but there, on the train, the pale clouds drew out the melancholy of that terrain. It has always intrigued me. I live in a dense, walkable urban neighborhood with a lot of office jobs and bus routes and fusion restaurants and things of that nature. This has been the fabric of my adult life. Thus the American Rust Belt, the industrial small town, the contrast between the vastness of manufacture and the smallness of those houses—it has a certain romance. It feels wrong, almost political, to say that about something so ordinary and ubiquitous, but I mean it as well as I can.
There's something wonderful and terrible about the way these man-made things become the very landscape. There's something uncanny about these artificial topographies.
In the afternoon, there was a pale, dreary light, and raindrops ran down the windows of the train, and I listened to caroline, and I meditated upon the vast and small things, on space and on spaces.
caroline was my favorite record of 2022—the year it came out—in large part because it sounds like so few other records. It's an odd melange of folk, minimalist-classical, and rock music, built on repeating musical phrases and gradual crescendi. Its lyrics are sparse but they gesture towards broad, elusive emotional landscapes. It is a record more suggestive than anything else, full of elisions and unrequited tensions.
The vast spaces of caroline's songs are composed of small gestures. Rituals, almost. There is, I think, a counterindustrial impulse in that record, which manifests as text (i.e. distinct yet vague allusions to leftist political organizing), subtext (the preeminence of acoustic instruments on what is ostensibly a rock record) and, I think, metatext (the artificial megaliths, half-abandoned spaces, and distant, incidental cityscapes that underpin the visual language of their music videos and record covers). More than anything else it is a profoundly communal album. It lives upon the patient interplay of its performers. It defies immediacy, flashy showmanship, and conventional songwriting. It has its own self-contained, self-sufficient logic.
(caroline, it also turns out, know a good train ride when they see one. It was meant to be.)

There's something to be said for letting a sound grow loud while the train rolls fast beside the built-up river basin. caroline is a record of grey clouds and sudden color, like the landscape of the industrial Great Lakes. Chords cycle, ringing again and again and again, and the view changes constantly.
That contrast of change and stasis intrigues me most of all. There is a contrast between the organic structures of the music—slow patterns, gradual swells of volume, odd syncopations—and the hard presence of the built industrial environment; there is a contrast between the forward momentum of the railroad—blurred landscapes, glimpses of other lives, the accidental intimacy of running rails between strangers' backyards—and the circular movements that dominate the album.
There's something to be said, too, for listening to such slow music while moving quickly. Have you noticed the relativity of things, how objects in our foregrounds slip in and out of view faster than things that are farther away? You can hear it in songs like "IWR," when individual chords slip by while the whole piece passes over slowly, or in "Skydiving," where countermelodies creep about the edges of the song's main motif. You can see it from the windows of a train, too: the smokestacks are motionless while the gates of the factory whiz past the window.
That afternoon caroline was as much of a journey as the train ride itself. It transported me in its own way. The record has a fixed form that becomes familiar to us, in the same way a train, bound to its rails, runs the same right-of-way over and over. It, too, has its rituals, and god, I love a ritual. I love to learn a place, a path, an experience over and over and draw meaning out of it.
What I'm saying is the train whistle sang at the perfect peak of the chorus of "Good morning," and it felt right.

The European PV Industry Alliance aims to build sustainability and strategic autonomy for the European photovoltaic (PV) value chain. It identifies barriers, opportunities and investment opportunities in the PV value chain and addresses issues of circularity, sustainability and impact on skills.
What the Alliance is doing
To accelerate the adoption of solar in the EU, the European Solar Alliance was established in 2022 to create an industry ecosystem in the EU to ensure the reliability and diversification of solar energy supply. This will require the expansion of EU production of competitive, innovative and sustainable solar energy products and the diversification of components and raw materials in the international solar energy value chain.
The Alliance will develop and implement a strategic action plan based on the following:
Identifying bottlenecks to production expansion and providing recommendations;
Facilitating access to finance, including creating pathways for commercialization of solar manufacturing;
Providing a framework for collaboration on development and deployment;
Supporting international partnerships and sustainable global supply chains;
Supporting solar energy research and innovation;
Promote and strengthen communication on circularity and sustainability;
Identify and develop a skilled workforce for the solar manufacturing sector.

Who participates and how to join
The Alliance brings together companies and stakeholders interested in supporting European solutions to increase European solar panel and component manufacturing capacity and diversify sources of products, components and raw materials. The Alliance is open to all public and private organizations active in the solar sector, including companies and associations, social partners, education and training providers, research and technology institutes, investors, civil society organizations, and representatives of EU national, regional and public authorities.
Any organization with relevant activities in the European Economic Area may join the Alliance at any time by completing a membership application form. In doing so, they must meet the eligibility criteria set out in the Alliance's Statutes.
On December 9, 2022, the European Solar Alliance was officially launched at a high-level meeting in Brussels. Thierry Breton, EU Internal Market Commissioner, hosted the conference to formally launch the Alliance and discuss the key issues it will address.
Background
The European Green Deal and the Ready by 55 package set ambitious targets for the EU to deploy large amounts of renewable energy in the near future. Following Russia's invasion of Ukraine, the European Commission approved the REPowerEU plan on May 18, 2022, which aims to end dependence on Russian fossil fuels and aims to increase the EU's share of renewable energy to 45% by 2030. At the heart of the REPowerEU plan is the rapid deployment of renewable energy on a large scale. The EU Solar Strategy, published as part of the plan, envisions the deployment of 320 GW of solar power by 2025, more than double the 2020 target, and almost 600 GW by 2030.
To achieve these goals, the following strategy has been developed:
Proposed to extend the EU solar value chain through the European Solar Alliance.
Promoting rapid and mass deployment of PV systems through the European Solar Rooftop Initiative.
Introducing measures to simplify and speed up permitting procedures.
Ensuring access to skilled labor and job creation potential for solar energy production and deployment in the EU.
Alliance Now
The Alliance has now established four project working groups: non-price conditions, supply chain, finance and skills, led by key industry players such as Carbon, Enel Greenpower, Engie, IBC, Meyer Burger Technology AG and Wacker Chemie AG, to achieve a series of concrete actions that will form a consolidated plan for the re-industrialization of the European solar PV industry. These actions will support the EU's Green Deal industrial ambitions to develop an industry with an annual capacity of 30 GW by 2025, adding Euro 60 billion of new GDP in Europe annually and creating more than 400,000 XNUMX new jobs (direct and indirect).
EIT InnoEnergy's Head of EIT comment
Javier Sanz, EIT InnoEnergy's Thematic Head of Renewable Energy and Head of ESIA, commented, "We are delighted to see the incredibly rapid progress of the EU Solar PV Industry Alliance, with over 110 members joining across the solar value chain, from over 17 countries. It is vital that we continue to capitalize on a robust solar PV value chain and we are excited to see the results of our four project working groups to be presented later this year".

The alliance's impact on the world
Established by the European Commission and led by EIT InnoEnergy, the European Solar PV Industry Alliance promotes the innovative expansion of the sustainable industrial solar value chain in the EU, especially in the PV system manufacturing sector. The steering committee consists of the European Commission itself, EIT InnoEnergy, Solar Power Europe and the European Solar Manufacturing Council.
The Alliance supports the growth of European industry that develops and commercializes advanced technologies across the value chain, resulting in more innovative, efficient, cyclical and sustainable products and making EU climate and energy goals more achievable.

[New York, NY – March 7, 2022] New York/Addis Ababa-based NGO and non-profit organization Studio Samuel, which empowers girls in Ethiopia to reach their potential through education and employable skills, is celebrating International Women’s Day (March 8) in Ethiopia with its first Career Exploration Day. This year’s United Nations International Women’s Day theme calls for “a gender-equal world…free of bias, stereotypes and discrimination…diverse, equitable, and inclusive” and poses action to #BreakTheBias. Studio Samuel is part of the collective of humanity working towards this dream, striving to impact each girl who comes into its life skills  program Training for Tomorrow to use her voice and to be empowered to make choices and realize opportunities, and 2022 marks ten years of the organization celebrating IWD.

 A key facet of Studio Samuel’s mission is circular impact; the girls in its Training for Tomorrow program are not only accessing skills and tools for a sustainable future, they also are touching the lives of other young women in the wider community surrounding Addis Ababa. Studio Samuel’s students achieved producing over 3,500 menstrual kits for distribution in February, leading up to International Women’s Day 2022 celebrations in Ethiopia. Made possible through the generosity of Studio Samuel's partners Ethiopiaid, Tomberg Family Philanthropies, Tropical Health Alliance Foundation, The White Feather Foundation, GO Campaign, Ethiopia Healthcare Network, the feminine hygiene kits help keep young girls in school. These efforts touch on three notable sustainable development goals (SDG’s) published by the UN: Quality Education, Gender Equality and Partnerships. 
Studio Samuel’s Career Exploration Day further aligns with these sustainable development goals. On March 8, five successful Ethiopian businesswomen will each host a Studio Samuel student to shadow them for the day. Students will see a range of job opportunities including medical, law, fashion design, consulting and eco-friendly retail. In turn, the girls will share learnings from the experience with their peers, including the newly enrolled class of 100 girls for Training for Tomorrow. This initiative is exemplary of the “teach a woman to fish” principle that guides Studio Samuel’s programming, with focus on life skills instead of a handout of resources. Further, the initiative celebrates community, women lifting women, and peer to peer learning.

In additional Studio Samuel news, the  organization is proud to participate this month in the sixty-sixth Commission on the Status of Women. On March 21st, Studio Samuel will have representation in the virtual summit by two of its students, Country Director: Hilawi Alemayehu, Deputy Director and Health Officer: Meron Alemayehu, and its Social Worker: Fikir Dilnessa. The priority theme of the summit is: “Achieving gender equality and the empowerment of all women and girls in the context of climate change, environmental and disaster risk reduction policies and programs.” Led by Moderator, Rebecca T. Davis, Ph. D., LCSW (Rutgers University School of Social Work, IASSW Representative to the UN-New York), Studio Samuel’s presentation explores the organization’s grassroots empowerment approach that gives girls a voice. Studio Samuel students and team will speak to community-engaged solutions and capacity needs for girl-serving programs.

Mega projects transforming Bangladesh economy
Country to achieve high mid-income country status by 2041
KUWAIT CITY, Jan 12: It is often said that infrastructure-megaprojects are crucial drivers for accelerating economic growth in a developing country like Bangladesh where average GDP growth in the last eleven years (2008-2019) is nearly 7% per annum.
This economic growth is usually required both for capital accumulation to fund the mega projects and to earn the benefits of these projects for boosting the growth rate in two digit number.
Even before the 'Agenda 2030' was adopted, the present government in Bangladesh under the leadership of Sheikh Hasina envisaged implementing a few mega projects in Bangladesh to deliver the economic and social goods for millions of people in different parts of Bangladesh and to create the economic growth that will benefit the population.
It is expected that these large infrastructural undertakings and mega projects would transform the country's communications, transportation, ports and energy scenario by 2030 and help the country to achieve high mid-income country status by 2041.
Padma Multipurpose Bridge A self-funded project of Bangladesh government worth $ 3.65 billion, the 6.1 km double-deck bridge is expected to be open for traffic by 2022 connecting southern part of Bangladesh with the capital city as well as eastern part of the country. As of 10 December 2020, around 90% of the construction of the Padma Multipurpose Bridge has been completed. The bridge will have road and rail linkages in two separate decks. China Major Bridge Engineering Company Ltd, has been selected to construct the long aspired bridge on the river Padma. It is expected that the construction of the bridge will comprehensively transform the pace of economy in the region improving lives of millions of people on the both sides of the river.
Matarbari Deep Sea Port Bangladesh exports worth nearly $ 40bn and imports of goods worth nearly $ 60bn majority of which carried through seaways. Presently, the country's two seaports– Chittagong and Mongla — have up to 9.5-metre where draft vessels holding up to 2,000 teu can anchor. Bangladesh planned to develop its first deep-sea port as part of a publicprivate partnership with Japan. Matarbari deep seaport will have a 16-meter water draft and will be able to accommodate 8,000 teu post-Panamax vessels, lessening Bangladesh's dependence on the feeder vessels to ferry export-import goods from the hub ports in Singapore, Colombo and Port Klang. Matarbari deep sea port will be made functional by 2025.
Payra Deep Sea Port The construction work of Payra Deep Sea Port has been going rapidly since 2016. Payra will have rail, road, and waterway links with the capital of Dhaka, around which most of the country's garment industry is based and which by extension is the primary destination for imports and origin point for exports. The total cost of the port is estimated to be 11- 15 billion USD. Once deep-sea port is built, the neighboring India, Nepal and Bhutan can make use of this port while it facilitates the domestic economy with faster export and import activities. The port will be fully operational by 2023.
Dhaka Metrorail Project It is a part of the 20-year long Strategic Transport Plan (STP) outlined by the Dhaka Transport Coordination Authority (DTCA), a governmental agency. With an aim to provide a safe, fast, affordable and modern means of transportation for the city dweller, the project will have total 8 lanes connecting different parts of Dhaka City. Presently, 20.1 kilometers long Line 6, costing $ 2.8 billion is under construction. Each train will hold up to 1800 passengers. With 56 trains to be in service by 2021, Dhaka Metro is projected to serve more than 60,000 passengers per hour by 2021, with wait times of approximately 4 minutes. The entire route will be able to be traveled in less than 40 minutes at a speed of 100 km / h (62 mph). The project is expected to be completed by 2021.
Dhaka Elevated Expressway Dhaka Elevated Expressway is Bangladesh's first elevated expressway project. It is one of the largest infrastructure projects taken up by the incumbent government to ease traffic congestion in the capital. It will be 46.73 km long including the connecting roads and will cost around US $ 1.4 billion. The Italian-Thai Development Corporation Limited has entered a $ 1.062 billion contract with China Railway Construction Corporation (CRCC) for building the Dhaka Elevated Expressway. It is expected that the project might be completed by 2022.
Rooppur Nuclear Power Plant The Rooppur Nuclear Power Plant will be a 2.4 GW nuclear power plant in Bangladesh. It will be the country's first nuclear power plant and the commissioning of unit 1 is planned in 2022 while the commissioning of Unit 2 is planned in 2023. The VVER- 1200/523 Nuclear reactor and critical infrastructure are being built by the Russian Rosatom State Atomic Energy Corporation. The project will provide low-cost electricity and create new jobs in Bangladesh. The power production in Bangladesh currently exceeds 4GW a year. The new plant will increase the country's power production and enable it to achieve energy independence. Karnaphuli Underwater Tunnel Chinese President Xi Jinping and Bangladesh Prime Minister Sheikh Hasina laid the foundation of Karnaphuli Underwater Tunnel worth $ 2.49 billion in 2016. The boring work beneath the tunnel has been inaugurated by the Prime Minister Sheikh Hasina in February 2019. The 3.5km-long four-lane tunnel, the first of its kind in Bangladesh and region, will be built to make the port city of Chittagong “One City Two Towns,” based on a model of East and West Shanghai in China. The construction of the Karnaphuli Tunnel is expected to bolster industrial development, enhance tourism, and expand trade and commerce near the project area, creating employment for thousands of people and boosting exports and there will be a very positive impact on the total economy of the country .
Other prospective Mega Projects Dhaka-Chittagong Express Way (rail or road), Circular Road around Dhaka City, Construction of an International Airport in the center of Bangladesh, Dhaka Underground Train / Tube Rail and Construction of second bridge on river Padma are a few of the other prospective mega projects that are in the offing in Bangladesh and for which opportunities exist for direct foreign investment. Bangladesh's development story, especially implementation of the on-going and future mega projects, has earned it the reputation in the region as a hot spot for global investment. The role of these mega infrastructure projects is expected to be fundamental in the overall national development process as they will contribute positively in employment generation, connectivity, regional trade, economic integration as well as energy security of the country. With the completion of the mega-projects the government envisages the economy to grow at a faster, which in turn will foster longterm sustainable development.
