Mel Brooks, who mocked Adolf Hitler in his 1967 black comedy “The Producers,” has always made the case for satire as a weapon against tyranny.
“You have to bring him down with ridicule,” he told “60 Minutes” in 2001. “It’s been one of my lifelong jobs — to make the world laugh at Adolf Hitler.”
Of course, Hitler was long dead and there were 6 million fewer Jews on the planet when “The Producers” came out. Before and during World War II, satire proved a futile weapon against the Fuhrer: Charlie Chaplin made “The Great Dictator” in 1940, similarly reducing Hitler to a buffoon. But by the time the movie premiered that October, nearly 3 million German troops had smashed into France, Belgium, Luxembourg and the Netherlands.
 The futility of satire was on my mind when, on the Thursday after Election Day, I toured a new exhibit at the Jewish Museum on the Upper East Side in Manhattan. “Draw Them In, Paint Them Out: Trenton Doyle Hancock Confronts Philip Guston” features two artists, one Jewish, one African-American, whose work wrestles with racism, white supremacy and antisemitism. 
Philip Guston, born Phillip Goldstein in Montreal in 1913, was inspired by the ferment of the 1960s to create a series of cartoonish paintings featuring hooded members of the Ku Klux Klan. In these almost cheerful paintings, the frightening avatars of white supremacy look like costumed children out of a Charlie Brown comic (or, more accurately, from “Krazy Kat,” a popular comic strip in Guston’s youth).
“These buffoonish Klansmen still today are a real rebuke, I think, to bigotry in all its forms,” curator Rebecca Shaykin, who organized the exhibit, said at the press opening. “They’re still just so incredibly powerful.”
About a third of the gallery is given over to Guston’s Klan paintings, as well as some of his earlier work. The rest features riotous paintings, cartoons and a film by Hancock, a Texas-born artist who was a child when Guston died in 1980 in upstate Woodstock, New York. Many of Hancock’s paintings directly quote Guston’s Klansmen: They are in painting after painting featuring “Torpedoboy,” a sort of Black superhero who Hancock considers his alter ego. The Klansmen try to lynch Torpedoboy; he fights back with what looks like a watermelon. In one painting, Torpedoboy appears to drive a spike through a Klansman’s head. 
In the exhibition catalog, Hancock describes what attracted him to Guston’s Klan paintings. “I fell in love with the forms, and how he used comedy to take the wind out of the sails of the KKK,” says Hancock. “He helped me understand where I could take” my own characters.”
Whether audiences appreciate the comedy depends on their sensibility; remember, it was decades before “The Producers” lost its “notorious” label and became a beloved institution, at least in its adaptation as a Broadway musical. For some, the Klan paintings by both artists could be triggering. In 2020, at the height of the Black Lives Matter movement, four major museums certainly thought so, and postponed a comprehensive survey of Guston’s work. They explained that “the powerful message of social and racial justice that is at the center of Philip Guston’s work can be more clearly interpreted.” 
When the exhibition did open at the Museum of Fine Arts, Boston in 2022, the museum offered a pamphlet from a trauma specialist and a detour allowing visitors to skip the Klan-themed works. 
The Jewish Museum seems unfazed by that controversy. When I asked Shaykin about it she said the Guston-Hancock show had already been percolating when she learned of the postponement controversy. “It just made it more imperative, I think, that we bring Guston into the present moment and pair him with a contemporary artist,” she said. The only suggestion that images might be controversial is a sign outside the gallery, warning that the exhibit contains “explicit language” and “depictions of violence and lynchings.”
James Snyder, director of the Jewish Museum, also said the exhibit is right for the political moment. 
“We don’t do politics,” he said at the press preview, “but if you think about what happened the other day in the election, and where we actually really need to go, this show could not be more timely.”
What happened, of course, was the election of Donald Trump to a second, non-consecutive term. And if ever there was a rebuke to the power of satire, it is Trump. Trump was a nightly target of nearly all the late-night talk shows, where he was mocked as a racist, a would-be authoritarian, a grifter and a vulgarian. With just a week to go before the election, Jimmy Kimmel made a direct appeal to Republicans to reject Trump, calling him “the exact meeting point between QAnon and QVC.” For years Stephen Colbert wouldn’t even say his name.
Deserved or not, the jokes about Trump didn’t make a dent in his popularity — and perhaps they only added to it. In a recent episode of his podcast, “Revisionist History,” Malcolm Gladwell talks about the “satire paradox”: the idea that satire, by making the targets entertaining, actually makes them more sympathetic. He quotes Jonathan Coe, a British writer who argued in a 2023 essay that “laughter is not just ineffectual as a form of protest, but that it actually replaces protest.”
“Laughter, in a way, is a kind of last resort,” Coe tells Gladwell. “If you’re up against a problem which is completely intractable, if you’re up against a situation for which there is no human solution and never will be, then OK, let’s laugh about it.”
Not that Guston and Hancock are not deadly serious in their aims. The art is provocative and appropriately disturbing. The exhibit suggests that Guston, who changed his name from the identifiably Jewish “Goldstein” in 1935, later felt guilty about abdicating his identity — and as a result felt complicit with the Klansmen who sought to erase both Jews and Black people. “They are self-portraits,” Guston once said of the Klan paintings. “I perceive myself as being behind the hood.”
Hancock’s seemingly humorous works are also working through extremely grim themes. The Klan was active in his hometown of Paris, Texas, and in 2021 a KKK chapter planned a “White Unity Conference” there before it was blocked by the city council. Born in the mid-1970s, Hancock acknowledges in the catalog that he had benefited from the “heavy lifting” done by his elders in the Civil Rights Movement. But as a Black man and Black artist, he couldn’t ignore the legacy of racism. “It wasn’t until I was much older that I started to peel away those layers, or have them peeled away for me,” he says.
That’s why the most effective works in the exhibit aren’t satirical. At all. They include early work by Guston, who already as a teenager was depicting the Klan and lynchings in the social realist style of the day. Nothing about these dark, frightening images is cartoonish or ambiguous.
And perhaps the most arresting work in the show is a video installation by Hancock, showing scenes from the fairgrounds of Paris, Texas, juxtaposed with photographs of the lynching of a Black teenager, Henry Smith, which took place on the same site in 1893. Hundreds gather around the makeshift gallows to watch the execution. They seem to be having a very good time.

🔴 Ecocide Alert in Nagorno–Kharabakh region amidst war between Armenia & Azerbaijan
Dear Partner,
As you may be aware, on September 27th, 2020, full–blown war exploded between Armenia & Azerbaijan over Naghorno-Karabakh (Artsakh) with four ceasefire regimes negotiated under the umbrella of Minsk OSCE Group, violated during October, 2020.
During this large-scale war, the most intensive since the 1994 ceasefire agreement in the Southern Caucasus region, a number of war crimes were mounted & documented, among them beheadings of Armenian soldiers, killing of civilians in a city square wrapped in Armenian flags, deliberate attacks on
civilian infrastructures - residential buildings, churches, food markets, schools and maternity hospitals.
On October 30, 2020, the environmental community of Armenia, including local, regional & international environmental organizations, conservation pioneers, scientists and non-governmental organizations, was shocked to witness another disastrous war crime against natural ecosystems & crucial livelihoods of Artsakh.
As per credible reports & collected data, comprised by Human’s Right Defender of Armenia, Azerbaijani military forces have used white phosphorus munitions containing elements of chemical weapons in the primary forests of Artsakh, which is a gross violation of International Humanitarian Law, principles of Customary Law, Geneva Convention, Chemical Weapons Convention, Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Technique, as well as the provisions of the relevant UN conventions and documents. As video evidence shows, these weapons are being used in an
attempt to burn down forests where-civilians are taking shelter from Azerbaijan’s attacks.
The ongoing large-scale war seriously threatens the biodiversity of the region, which has been recognized
as one of the world's biodiversity hotspots. This region is well-known for its high rate of endemism and for being home to more than 6000 plant species, 153 species of mammals, 400 species of birds and other living organisms. Hundreds of plant and animal species found in Artsakh are listed both in the local Red Book and the IUCN Red List of Threatened Species having a protection status at a global level.
Among them are the critically endangered Persian (Caucasian) Leopard, known to migrate through Mrav ridge of Armenia & Artsakh towards the Iranian border, as well as to Azerbaijan and vice versa, which is a rare species with declining numbers protected at a regional & global level.
Furthermore, Armenia & Artsakh are known for their primary forests, which are amongst the most biodiverse forests in the region. Not only do these forests play a major role in preserving favorable environmental conditions for sustainable development, but local people are heavily dependent on these forests for their livelihoods. Traditional forest-related knowledge accumulated over thousands of years is deeply linked with the cultures of indigenous people living in Artsakh.
The usage of white phosphorus munitions by Azerbaijani forces in those forests will not only destroy valuable ecosystems & habitats and put threatened species at the risk of extinction, but will contaminate rivers & underground waters for years, thus turning into a major threat of regional scale for all the people and wildlife living in the region.
We are therefore calling out to the global conservation community for support to help stop the usage of white phosphorus munitions before they cause an environmental disaster and regional ecocide.
The usage of white phosphorus munitions contradicts to all the provisions of all environmental conventions including the Bern Convention, Nagoya protocol to Helsinki & Rotterdam conventions, verified by the Governments of both Armenia & Azerbaijan.
Although 98% of the global population live under the protection of the Chemical Weapons Convention, this
is, as we understand, unfortunately not applicable towards Armenia & ethnic Armenians living in Artsakh.
Ongoing developments continue to threaten any form of life in the region and thus we’re addressing you, as a leading environmental organization in the field, to:
● Write to appropriate contacts & conservation partners in your network to express your concern of the possible environmental destruction in Artsakh and the region
● Raise awareness within your networks/social channels and:
● Condemn the actions of any military force that uses white phosphorus munitions in forests & habitats destroying crucial ecosystems and therefore forbidden under international law.
● Call for responsibility to protect valuable ecosystems, species populations & genetic resources from ecocide in Artsakh.
● Call for moral responsibility in a time of war and exclude war crimes both against humans and nature.
Please kindly inform us, the undersigned, about actions undertaken by your organization advocating for sustainable development & environmental resilience, and further steps aimed at eliminating the risk of the ecocide in Artsakh region, which is a crucial habitat to threatened species & populations not recognizing political borders and/or regional disputes.

Համոզված ենք, որ տեղյակ եք սեպտեմբերի 27-ից ցայսօր շարունակվող ՝ Լեռնային ��արաբաղի՝ Արցախի տարածաշրջանում, Հայաստանի և Ադրբեջանի միջև սանձազերծված պատերազմի մասին, որի, նույնիսկ հումանիտար հրադադարի կնքման մասով, միջազգային հանրության կողմից նախաձեռնած բազմաթիվ ջանքերն ապարդյուն էին:
Հարավային Կովկասում սանձազերծված այս լայնամասշտաբ պատերազմի ընթացքում փաստագրվել են մի շարք պատերազմական հանցագործություններ, որոնց թվում՝ հայ զինվորների գլխատումներ, հայկական դրոշներով փաթաթված քաղ. բնակչության սպանդ, մշակութային – հոգևոր արժեք հանդիսացող եկեղեցու հրթիռակոծում, քաղաքացիական ենթակառուցվածքների միտումնավոր հրետանակոծում, որոնց թվում՝ դպրոցներ, բնակելի շենքեր, քաղաքային շուկա և նույնիսկ ծննդատուն:
Հայաստանի և Արցախի ողջ բնապահպանական հանրույթն ու քաղ.հասարակությունը, որոնց թվում՝ տեղական, տարածաշրջանային կառույցներ և միջազգային բնապահպանական կազմակերպություններ, գիտնականներ և գիտական ինստիտուտներ հերթական անգամ ցնցվեցին հոկտեմբերի 30-ին՝ ականատեսը լինելով Արցախի տարածաշրջանի բնական էկոհամակարգերի և կենսապահպան անտառների նկատմամբ գործած ռազմական հանցագործությունից:
ՀՀ Մարդու Իրավունքների Պաշտպանի կողմից փաստագրված տվյալների համաձայն ադրբեջանական ռազմական ուժերը Արցախի կուսական անտառային էկոհամակարգը թիրախավորել են կիրառելով սպիտակ ֆոսֆորային քիմիական զինամթերք, ինչը միջազգային մարդասիրական իրավունքի, սովորութային իրավունքի նորմերի ու սկզբունքների, Ժնևյան կոնվենցիաների, ինչպես նաև ՄԱԿ-ի համապատասխան կոնվենցիաներով ու փաստաթղթերով նախատեսված դրույթների կոպտագույն խախտում է:
Ցայսօր շարունակվող լայնամասշտաբ պատերազմը տարածաշրջանի բնական էկոհամակարգերի ու կենսաբազմազանության լուրջ սպառնալիքներից է: Հիշեցնենք, որ մեր տարածաշրջանը միջազգային առաջատար բնապահպանական կառույցների կողմից ճանաչվել է որպես աշխարհի կենսաբազմազանության թեժակետերից մեկը, ասել է թե՝ պիտի պահպանվի համաշխարհային մակարդակով:
Մեր տարածքը հայտնի է էնդեմիզմի բարձր մակարդակով՝ բնական կենսամիջավայր ապահովելով ավելի քան 6000 բուսատեսակների, 153 տեսակի կաթնասունների և 400 տեսակի թռչունների համար, ինչը համաշխարհային բնական ժառանգություն է: Արցախում հայտնաբերված բույսերի և կենդանիների հարյուրավոր տեսակներ ներառված են ինչպես տեղական Կարմիր գրքում, այնպես էլ համաշխարհային՝ IUCN/ԲՊՄՄ կարմիր ցուցակում՝ որպես անհետացման եզրին գտնվող, համաշխարհային պաշտպանության տակ գտնվող տեսակներ:
Հայաստանն ու Արցախը հայտնի են իրենց կուսական անտառներով, որոնք տարածաշրջանի ամենաբազմազան անտառային էկոհամակարգերից են և կարևոր դեր են խաղում ամբողջ տարածաշրջանի կայուն զարգացման և էկոլոգիական հավասարակշռություն պահպանելու համար, իսկ տեղաբնիկները մեծապես կախված են անտառների բարիքներից: Հազարամյակների ընթացքում ձևավորված ավանդական գիտելիքները նույնպես խորապես կապված են անտառների հետ և ձևավորել են տեղաբնիկների հարուստ մշակույթն ու կենցաղը:
Արգելված զինամթերքի կիրառումը փաստացի վտանգում է մասնավորապես անհետացման եզրին գտնվող գորշ արջի, բեզոարյան այծի, հայկական մուֆլոնի, լուսանի, անգղերի և վերջապես՝ տարածաշրջանի հազվագյուտ, անհետացման եզրին գտնվող Պարսկական (Կովկասյան) ընձառյուծի գոյությունն, որ իր միգրացիան է կատարում նաև Մռավի լեռնաշղթայով՝ անցնելով ՀՀ-ի, Արցախի, Իրանի ու Ադրբեջանի տարածքներով:
Վերացնելով կարևոր ապրելավայրեր ու ոչնչացնելով մի ամբողջ էկոհամակարգ՝ սպիտակ ֆոսֆորական զինամթերքը կուտակվում է հողի և գետերի մեջ, տարիներով աղտոտելով ստորգետնյա ջրերը՝ այդպիսով վերածվելով տարածաշրջանային մասշտաբի սպառնալիքի Հարավային Կովկասում ապրող բոլոր ազգերի համար՝ այդ թվում ադրբեջանցիների:
Սպիտակ ֆոսֆորային զինամթերքի օգտագործումն հակասում է բոլոր բնապահպանական միջազգային կոնվենցիաների դրույթներին՝ Բեռնի կոնվենցիայից, Նագոյայի արձանագրությունից մինչև Հելսինկիի և Ռոտերդամի կոնվենցիաներ, որոնք վավերացված են ինչպես Հայաստանի, այնպես էլ Ադրբեջանի կառավարությունների կողմից: Թեպետ քիմիական զենքի մասին միջազգային կոնվենցիան միտված է պաշտպանելու համաշխարհային բնակչության 98%-ին, այն ակնհայտորեն շրջանցում է Հայաստանում և Արցախում բնակվող էթնիկ հայերին, ինչը մենք անընդունելի ենք համարում:
Քիմիական զենքի այս տեսակը միջազգային հանրույթն օբյեկտիվորեն ճանաչում է որպես ռազմական հանցագործություն:
Բնության պահպանությունը քաղաքական և ռազմական սահմաններ չի՛ ճանաչում, քանի որ բոլորս ապրում ենք միևնույն տարածաշրջանում և օգտվում միևնույն կենսական ռեսուրսներից:
Սպիտակ ֆոսֆորային զինատեսակի կիրառումը կենսաբազմազանությամբ հարուստ այսպիսի տարածաշրջանում անխոս կհանգեցնի բնապահպանական աղետի ու աներկբայորեն կվերածվի տարածաշրջանային էկոցիդի:
Ներկա զարգացումները շարունակում են սպառնալ հարավկովկասյան տարածաշրջանին, և այս աղետը կանխարգելելու նպատակով կոչ ենք անում Ձեզ, որպես ոլորտի առաջատար կազմակերպություն՝
- Ձեր գործընկերներային ցանցին տեղեկացնելու Արցախին և տարածաշրջանին սպառնացող լուրջ վտանգի մասին
- Դատապարտելու ռազմական ուժերի կողմից կենսական անտառների, ապրելավայրերի և էկոհամակարգերի փաստացի ոչնչացումը, ինչն արգելված է միջազգային իրավունքի բոլոր նորմերով
- Պատասխանատվության կոչ անել՝ պաշտպանելու համար արցախյան արժեքավոր էկոհամակարգերը, հազվագյուտ տեսակների պոպուլյացիաներն ու առկա գենետիկ ռեսուրսը սպառնացող էկոցիդից
- Հղում կատարել և պահանջել բարոյական պատասխանատվություն դրսևորել պատերազմի ընթացքում ինչպես մարդկանց, այնպես էլ բնության նկատմամբ

The UK Pavilion, created by leading artist and designer, Es Devlin, will be launched on 1 October 2021 at Expo 2020 Dubai.
UK Pavilion at EXPO 2020 Dubai
Wednesday 29 September 2021 – Shaped like a giant wooden conical musical instrument, the Poem Pavilion gathers words donated by each visitor and uses an advanced machine learning algorithm to generate the cumulative collective poem which illuminates its twenty-metre diameter facade.
It is the first time a UK pavilion has been designed by a woman since the inception of Expo in 1851. Devlin conceived the building to express Britain as a cultural gathering place, a meeting and melding of ideas and languages from across the globe. Twenty five million visitors are projected to pass through Expo during its six month run, and each will be invited to donate a word at the ‘mouthpiece’ of the pavilion, then enter within the heart of the instrument where they will be surrounded by donated words glimmering in illuminated Arabic and English, underscored by a soundscape gathered from multicultural choirs across the UK. As visitors emerge through the facade of the pavilion, they will pass through the twenty-metre diameter composition of collective text: a new poem generated every minute.
Devlin collaborated closely on the designs with structural engineers, Atelier One, environmental design consultants Atelier Ten, executive architects Veretec and creative agency Avantgarde. Guided by the engineers’ expertise in sustainable construction, the team chose cross laminated timber as the pavilion’s prime material. Sourced from sustainably managed European forests in Austria and Italy and championed by engineers as a sustainable alternative to concrete and steel, the cross laminated timber is crafted around LED tiles engineered in Belgium and manufactured in China, installed by local British and UAE teams, while the poetry generating algorithm has been developed by creative technologists in California. The pavilion has been conceived as an expression of cultural inclusivity and its execution is a feat of European and international collaboration.
Ed Devlin’s exploration of machine generated poetry began with PoemPortraits at the Serpentine Gallery in 2016 in response to curator Hans Ulrich Obrist’s invitation to consider the idea of a ‘social sculpture’. In 2017 she continued her explorations at the Victoria & Albert Museum, turning their annual artist-conceived Christmas tree into a ‘collective carol’. In 2018 visitors fed words into the mouth of one of the lions in Trafalgar Square and watched the collective text projected up the length of Nelsons column.
The text generated by the Poem Pavilion uses a machine learning model called GPT-2, a large language model defined by 1.5 billion parameters. GPT-2 was originally trained on a broad spectrum of internet text, and for this project it was fine-tuned on a diverse and carefully curated selection of over five thousand poems—comprising over two hundred thousand lines of poetry refined over months of iterative feedback from a diverse team of poetry curators.

Es Devlin is an artist and designer who is known for creating large-scale installations and environments that combine music, language, and light.
Her work in machine generated poetry began with PoemPortraits at the Serpentine Gallery in 2016 in response to curator Hans Ulrich Obrist’s invitation to consider the idea of a ‘social sculpture’. In 2017 she continued her explorations at the Victoria & Albert Museum, turning their annual artist-conceived Christmas tree into a ‘collective carol’. Her latest large scale mirror maze, Forest of Us (2021) forms part of the inaugural exhibition at SUPERBLUE Miami alongside new works by James Turrell and TeamLab. The Imperial War Museum commission, I Saw the World End (2020) invited viewers to engage simultaneously with opposing perspectives on Europe’s largest LED screen in Piccadilly Circus, while the monumental 360-degree sculpture Memory Palace (2019) mapped shifts in human perspective over 73 millennia. She was Artistic Director of the 2021 London Design Biennale and created a spectacular forest in Somerset House’s central courtyard for the Forest for Change – The Global Goals Pavilion. Her new temporary forest project Conference of the Trees will be shown at COP26 in Glasgow in November.
Devlin’s practice originates in collaborations in theatre (The Lehman Trilogy), opera (Carmen on the Lake at Bregenz), Olympic ceremonies (London and Rio) and has created some of the most renowned stage sculptures (with Beyoncé, The Weeknd, Billie Eilish, U2, Kanye West) seen by mass audiences around the world.
Her work has been shown at London’s Serpentine Gallery and the V&A and at the Metropolitan Museum in New York and she is the first woman chosen to design the British Pavilion at the World Expo – opening in October this year. Her practice is the subject of the Netflix documentary series: Abstract: The Art of Design, and part of the Masterclass series. She has won three Olivier Awards, the London Design medal and was made OBE in 2015. Her first song writing collaboration, Children of the Internet with British rapper Dave and producer Fraser T Smith, has just been awarded an Ivor Novello award for best new contemporary song.

“But today this area has no official status,” the 38-year-old said of the exclusion zone where flourishing wildlife is taking over deserted Soviet-era tower blocks, shops and official buildings.
That could be set to change under the government initiative to have the area included on the UNESCO heritage list alongside landmarks like India’s Taj Mahal or Stonehenge in England.
Officials hope recognition from the UN’s culture agency will boost the site as a tourist attraction and in turn bolster efforts to preserve ageing buildings nearby.
The explosion in the fourth reactor at the nuclear power plant in April 1986 left swathes of Ukraine and neighbouring Belarus badly contaminated and led to the creation of the exclusion zone roughly the size of Luxembourg.
Ukrainian authorities say it may not be safe for humans to live in the exclusion zone for another 24,000 years. Meanwhile, it has become a haven for wildlife with elk and deer roaming nearby forests.
Dozens of villages and towns populated by hundreds of thousands of people were abandoned after the disaster, yet more than 100 elderly people live in the area despite the radiation threat.
In Pripyat, a ghost town kilometres away from the Chernobyl plant, rooms in eerie residential blocks are piled up with belongings of former residents.
The time has come
Polivko said he hoped the upgraded status would encourage officials to act more “responsibly” to preserve the crumbling Soviet-era infrastructure surrounding the plant.
“All these objects here require some repair,” he said.
It was a sentiment echoed by Ukrainian Culture Minister Oleksandr Tkachenko, who described the recent influx of tourists from home and abroad as evidence of Chernobyl’s importance “not only to Ukrainians, but of all mankind.”
A record number of 124,000 tourists visited last year, including 100,000 foreigners following the release of the hugely popular Chernobyl television series in 2019.
Tkachenko said obtaining UNESCO status could promote the exclusion zone as “a place of memory” that would warn against a repeat nuclear disaster.
“The area may and should be open to visitors, but it should be more than just an adventure destination for explorers,” Tkachenko told AFP.
The government is set to propose specific objects in the zone as a heritage site before March but a final decision could come as late as 2023.
After the explosion in 1986, the three other reactors at Chernobyl continued to generate electricity until the station finally closed in 2000. Ukraine will mark the 20th anniversary of the closure on December 15.
Tkachenko said the effort to secure UNESCO status was a new priority after work on a giant protective dome over the fourth reactor was completed in 2016.
With the site now safe for one hundred years, he said he hoped world heritage status would boost visitor numbers to one million a year.
It’s a figure that would require an overhaul of the local infrastructure and overwhelm a lone souvenir kiosk on the site selling trinkets such as mugs and clothing adorned with nuclear fallout signs.
“Before, everyone was busy with the cover,” Tkachenko said of the timing of the heritage initiative.
