How romantic Tsukuyomi will be in a relationship depends on his future tellings. If the future gives him hints about acting romantic, he will, otherwise he won’t. It’s pretty frustrating for you and if you want him to act on his own and show his feelings, you will have to put some pressure on him.

Kaoru in an introvert when it comes to show his romantic side, but you can be sure he is always thinking of you because of the way his gaze lingers toward you during meeting or how soft he’s smiling at you. He will often whisper you how much he loves, whenever he gets the chance.
