They might have already. Back in 2015 they made a Pepe post and linking their social media to altright antisemetic imagery could be effective.

I think it's more likely that the image was denoised and it caught most of the JPEG artifacts since it's mostly low contrast and the same color, except for the eyes and timestamp and a few edges. I'd say it was wavelet denoise because that works by essentially blurring everything without a certain level of high frequency data and that matches what I expect the original artifacts to look like in the low contrast areas, and it's a function of ImageMagick which eBay uses.

oh that’s super interesting! my theory was that it was just saved fairly low-quality in photoshop since their jpeg algorithm picks up high contrast areas like that. but you are probably right and i am glad to learn

In Horse Illustrated you can edit your save and get more money by opening your save file in the game directory, probably something like secondbeat.frm, with a hex editor (HxD recommended if you don't have one) and at offset 10h there's what might be an unsigned 16-bit integer. Set it and the next byte to "38 4A" and you'll have 19000 horse credits which should be enough for anything while also not apparently breaking anything.

In case you don't want to grind out the horse credits for everything.
