This is Deermo, sometimes called Deerm, or even Deerma when she's feeling cute! They're based off of a dreamcatcher and they're only capable of influencing others' moods to calm down, and if they're asleep it basically ensures a good dream. They're not exactly a threat, but...

This is the bounty hunter chasing her. Or at least the first draft concept for him? His plans deviate once he finds out about Phantom, switching gears from hunting down a trouble making deerm to seeking to steal Phantom's core for himself to add to his collection (read: arsenal.) And yes, he is the snake in his boot.
