I feel like canonically, Percy’s relationship with the Ministry is very complicated with a lot of factors to consider.

Fuck canon.

I want Percy to be obsessed with the Ministry. I know there’s a lot of people who just want to forget about his connection, and I respect that (see above). Heck, he’s obsessed with every authority figure in politics. This includes muggle governments and foreign ministers. This doesn’t apply to people like teachers or family. I don’t even want a proper reason for it. No tragic backstory, just what it is. It’s just part of his blood, it’s a carnal instinct. He would die for them. More importantly, he would kill for them.

So I’m just going to make something up called House Elf Syndrome. So Percy is basically a Winky kinnie. His magic is much much more powerful than an average wizard but he doesn’t have a free will. This could very easily lead to a mental breakdown if anyone doesn’t let him follow orders, which also means self harm and suicide attempts. The Ministry can make him do things even wizards thought was impossible out of sheer devotion. He HAS to obey authority. He wants to. He’ll do it even if it hurts him or anyone he loves because he’ll never love them the way he loves the Ministry.
