oh obito absolutely. not a question in my mind.

look at kisame's history - his whole m.o. is that he kills his own comrades once they become threats to his true duty, be that following the mizukage's orders or carrying out his akatsuki duties. itachi was a spy, he was never loyal to the akatsuki at all. the agreement he and "madara" had was that the akatsuki wouldn't attack konoha so long as itachi was alive and working for them, but they'd have to go after naruto once they'd gotten the other eight jinchuuriki, something itachi was almost certainly aware of bc it's kind of obvious.

kisame was 1000% partnered with itachi to kill him once his interests ceased to align with the akatsuki's, and i have no doubt that he would've done it without hesitation, no matter how much he liked itachi on a personal level. kisame even told itachi when they first met to be wary of him, it wasn't subtle.

kisame was never loyal to itachi, his loyalty was always to obito. he was fond of itachi and didn't mind helping him out and keeping team hebi separate from the brodown showdown, but that's not the same as being loyal to him.
