She was a Time Lord from House Dvora who was a friend and political ally of The Imperator (implied to be Morbius) until she led the coup that removed him from power. After that, she led the Order of the Weal, a secret anti-interventionism group, and worked to find a way to avoid the coming War in Heaven, eventually being dying in mysterious circumstances on a distant planet after a meeting with war-era members of Faction Paradox in which she learned disturbing information about the identity of the future Enemy.
