The Middle East teeters on the brink of a regional war, and Israel’s conflict with Hamas hit the one-year mark on Oct 7. The longer that such wars—particularly when they are centered around long-standing geopolitical hot spots—go on, the greater their potential to spread—not just militarily, but also into the tangled domains of hybrid warfare, where political, strategic, and economic demands meet. Russia’s war in Ukraine offers a telling set of examples of what might be to come in the Middle East.
While the start of Russia’s full-scale invasion of Ukraine in February 2022 brought global attention to the conflict, the war was already long underway. Its start came with the Euromaidan revolution in Kyiv in 2014 and Russia’s subsequent annexation of the Crimean Peninsula, which was followed by Russian support of pro-Moscow separatists in eastern Ukraine during the ensuing years. Attempts at international mediation and negotiations over a cease-fire ultimately proved unsuccessful, leading to a gradual escalation of tensions between Russia and Ukraine that exploded into full-scale war nearly a decade later.
The hybrid dimension of the conflict has emerged as a pivotal component of the war. This spans everything from sanctions to cyberattacks to proxy conflicts between Moscow and Kyiv that go far beyond the front lines in Eastern Europe. And it’s played nearly as critical a role as the battlefield in shaping the course of the war.
Sanctions and other forms of economic restrictions have been some of the most actively used tools by Western states to pressure and weaken Moscow without having to get militarily involved in the conflict directly. The United States and European Union have levied thousands of sanctions against Russia, including against individuals, companies, and entire sectors such as banking and energy. For Washington, this has also included the use of secondary sanctions, which are designed to punish or dissuade non-Russian countries or companies from engaging with those sanctioned entities.
These strategies have been applied to various countries—from China to India to the United Arab Emirates—and reshaped global trade and financial flows while also spurring such countries to seek out loopholes and workarounds in order to mitigate their economic impact.
One case in point is the Central Asian state of Kyrgyzstan. One of the country’s largest banks—MBank, owned by former Prime Minister Omurbek Babanov—is reported by the Kyiv Independent to be working with Russia’s Sberbank, which has been sanctioned by the EU and United States. One of the mechanisms allegedly used by MBank to bypass sanctions involves a partnership with Bank 131, a Sberbank subsidiary that facilitates international payments.
Through a Singapore-based financial technology company called Thunes, MBank has reportedly reestablished payment channels linked to Sberbank, allowing it to conduct transactions in clear violation of the sanctions. Babanov himself is reportedly facing potential sanctions due to allegations that his company, Asia Cement, is linked to Russia’s nuclear industry.
MBank is not alone in this scrutiny. Other major Kyrgyz banks, including RSK and Keremet, are also under the spotlight for potentially bypassing anti-Kremlin sanctions. Both institutions rely on services from the KartStandard processing center and a local affiliate, CSI, which are effectively subsidiaries of Russia’s CFT Group, a company sanctioned by the United States in August.
If MBank and other Kyrgyz businesses continue their apparent engagement with sanctioned Russian companies, they may face secondary sanctions from Washington and the EU, which could in turn lead to Kyrgyzstan’s financial isolation, loss of access to international markets, and diminished foreign investment. Sanctions have been a potent tool for the West—and one that can affect countries far beyond the front lines.
Another key area is the cybersphere. Cyberattacks are, of course, not a new phenomenon, but they have been increasingly used by Kyiv and Moscow against a growing list of targets, including military sites, government agencies, and critical infrastructure such as energy grids and power plants. Russia has also employed cyberattacks and disinformation campaigns against Ukraine’s Western backers, most notably during its efforts to interfere with U.S. elections in 2016, and has shown no signs of abating such practices in the current election cycle.
A third arena in the hybrid sphere of the Russia-Ukraine war has taken the form of proxy conflicts, with the Middle East and Africa serving as key theaters. In the case of the Middle East, Russia has ramped up its support for anti-Western regimes since 2014, from intervening in the Syrian civil war in support of Bashar al-Assad in 2015 to beefing up cooperation with Iran.
Escalating tensions in the Middle East more recently have not deterred Moscow from providing such support, with Russia increasing economic and security ties with Iran, while the two countries reportedly plan to sign a strategic partnership agreement at the upcoming summit of the BRICS bloc (comprising Brazil, Russia, India, China, South Africa, and several recently added members) in late October.
In Africa, the Russia-Ukraine proxy war has taken on a more direct dimension, particularly in the Sahel region. Russia and Ukraine back rival sides of the Sudan conflict, with Russian Wagner Group mercenaries supporting the paramilitary Rapid Support Forces while Kyiv backs the Sudanese Armed Forces. Ukrainian special forces have reportedly participated in drone strikes against Wagner forces in Sudan, and Ukraine also was accused of providing intelligence to rebels in Mali for an attack on Wagner forces operating there. Such a move prompted Mali and Niger to cut diplomatic ties with Ukraine, while Moscow accused Kyiv of opening a “second front” in their war.
The multidimensional nature of the war has complicated efforts to resolve the it diplomatically, given the sheer number of players pulled into the conflict and their complicated web of competing interests.
The Middle East could see similar hybrid dynamics emerge or strengthen in parallel to the military component of the conflict. This could include everything from the economic spread of anti-Israel boycotts to the politicization of the conflict in countries throughout the Muslim world to the growing use of cyberwarfare both within the region and outside of it.
After all, the war in Ukraine has shown no bounds when it comes to hybrid implications, with various aspects of connectivity between those involved—from energy to grain to telecommunications—being weaponized in the conflict.
This should serve as a cautionary tale for the Middle East. The longer that conflict drags on, the more players that it is likely to pull in (whether directly or indirectly) and the greater the consequences will be. Without a concerted effort to resolve or at least mitigate the conflict diplomatically, the hybrid components of the Russia-Ukraine conflict could be a sign for what’s to come in the Middle East—and far beyond.

Azerbaijan launched a military operation against a breakaway region controlled by ethnic Armenians on Tuesday, demanding its total surrender.
Baku’s forces used artillery and drones to bombard parts of Nagorno-Karabakh, over which Azerbaijan and Armenia have fought since the 1991 break up of the Soviet Union.
On Tuesday night, separatist authorities said at least 28 people had been killed as shelling hit the regional capital, Stepanakeret, and other sites.
Nikol Pashinyan, Armenia’s prime minister, said Azerbaijan had launched a “ground offensive” and separatist sources said there was fighting across the entire front line.
The conflict raised fears of a return to full-blown war in the volatile Caucus region, where Russia has acted as a peacekeeper until its attention turned to Ukraine.
During the last war in 2020 Azerbaijan gained control of swathes of territory in Nagorno-Karabakh with the crucial help of Turkish-supplied drones.
On Tuesday, Baku demanded the total surrender of what it called the “illegal” regime, in an apparent attempt to bring Nagorno-Karabakh wholly under its control.
“In order to stop anti-terrorist measures, the illegal Armenian armed forces must raise a white flag, surrender the weapons and the illegal regime must dissolve itself,” Azerbaijan’s foreign ministry said.
“Otherwise, the anti-terrorist measures will continue until the end.”
Mr Pashinyan said there were no Armenian armed forces in Nagorno-Karabakh, which is reliant on Yerevan’s political support and almost entirely ethnically Armenian.
On Tuesday, Stepanakert residents fled into their basements as Azerbaijani artillery pounded the city.
Video footage showed the top floor of one residential building gutted by shelling with nearby parked cars crumpled under debris.
Other residents posted clips of air-raid sirens wailing and heavy gunfire in the background.
‘No opportunity to evacuate’
Fears of ethnic-cleansing were raised after Karabakh’s ombudsman reported that Azerbaijan’s forces had surrounded the village of Sarybaba near the border with Armenia.
Gegham Stepanynan said the local school has been damaged by shelling and there was “no opportunity to evacuate the residents”.
The US and Europe demanded an immediate halt to the Azerbaijani military operation.
“Baku’s promise to refrain from military action was broken. Azerbaijan must immediately stop shelling and return to the negotiating table,” Annalena Baerbock, Germany’s foreign minister, said on the sidelines of the UN General Assembly in New York.
The European Union condemned Azerbaijan’s “devastating” attacks on the region.
Azerbaijan’s foreign ministry said that the EU was “deliberately misrepresenting” Baku’s reasoning for launching the military operation.
It claimed that the offensive was ordered after six Azerbaijani citizens were killed by landmines in two separate incidents on Tuesday morning, which it blamed on “illegal Armenian armed groups”.
Turkey backed the offensive saying Baku had a right to take whatever measures it deemed necessary on its “sovereign territory”.
Dmitry Peskov, the Kremlin’s spokesman, expressed concern about the “escalation” but Russian TV propagandists celebrated the attack as a rebuke to Armenia for siding with the West on Ukraine.
Conflict since Soviet break-up
Armenia and Azerbaijan have fought over Nagorno-Karabakh since the break-up of the Soviet Union.
At least 7,000 people were killed in a five-week war there in 2020 before Russia negotiated a ceasefire.
With the Kremlin distracted by the war in Ukraine, analysts fear that Azerbaijan not only wants to restore control of the territory it seized in 2020, but to drive ethnic Armenians from the area.
“With its military operation, Baku appears to be trying to establish full control over Nagorno-Karabakh… The latest fighting might lead ethnic Armenians living in the region to flee,” Olesya Vartanyan, a South Caucasus analyst at Crisis Group, said.
Azerbaijan earlier this year imposed a de facto blockade on Nagorno-Karabakh, leading to an acute shortage of food and medicine.
Last week, Armenian officials warned that Baku was preparing its forces for an assault after Azerbaijani military vehicles were spotted with markings similar to ones used by the Russian army prior to the invasion of Ukraine.
In Yerevan, hundreds of protesters gathered outside government buildings on Tuesday afternoon, responding to a call by opposition parties to take to the streets.
‘Calls to stage a coup’
Nikol Pashinyan, the prime minister and a former journalist who came to power after leading a peaceful revolution in 2018, hit out at calls for a “coup” in the country as protesters rallied outside his office.
“We must not allow certain people, certain forces to deal a blow to the Armenian state,” Mr Pashinyan said in a televised address.
“There are already calls, coming from different places, to stage a coup in Armenia.”
Opposition parties have accused the former revolutionary leader of making too many concessions to Azerbaijan which overwhelmed Armenian militarily in 2020.
Protesters in Yerevan on Tuesday also gathered around the embassy of Russia amid fury at Moscow for failing to meet its peace-keeping mandate and stand up for Karabakh’s Armenians.
In Russia, some of the country’s top propagandists gloated about Azerbaijan’s offensive.
Margarita Simonyan, the head of Russia’s RT TV channel who herself has Armenian heritage, called Mr Pashinyan “Judas” for cosying up to Western powers.
“Karabakh: It’s tragic, hopeless - yet, predictable,” she said on social media.
“The Armenian authorities themselves gave up holy Armenian land.”

Neo-Nazi and other extreme-right groups in the Balkans are holding their own and recruiting new members even though mainstream politics has shifted to the right, BIRN has found.
As elsewhere in the world, major right-of-centre parties have been adopting policies advocated by their rivals further to the right in order to peel away voter support for them.
In the politics of six non-EU Balkan states, this has largely meant more strident nationalist and anti-immigrant electioneering and voices within parliament, and more social conservatism, at the expense for example of measures to protect minorities such as gay, lesbian, bisexual or transgender people.
But out on the far-right fringes, extremists are still trying to attract people to a range of beliefs such as ethnically pure states that grab territory from neighbours, anti-Semitism, the acceptance of violence, reverence for war criminals from the 1940s and 1990s, or unconditional allegiance to the nation, the leader or God.
To put the spotlight on such groups, the Balkan Investigative Reporting Network (BIRN) has published a new database looking into extreme-right groups in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia. Many potential groups were considered but using strict criteria, demonstrably extreme-right outfits were found only in three of the states.
“The rise of grassroots far-right extremism in the Balkans has been a notable phenomenon in recent years, as fringe ideologies have increasingly gained mainstream attention and support,” concludes a methodology report accompanying the new project.
“Activists and organisations on the extreme right may pose a threat to democratic values and to an already weak social cohesion in the region.”
Broad range of groups
These organisations are ultra-nationalist and authoritarian to the extent that they have little regard for a country’s constitutional order or democracy. They are at the far end of the far-right spectrum. Groups officially designated as extreme-right can, for example, be banned in Germany as a threat to democracy, whereas merely radical-right ones cannot.
Seventeen organisations are included on BIRN’s list from Albania, Bosnia and Herzegovina and Serbia, a snapshot taken in autumn 2023. Just before publication ethnic tensions were escalating in Kosovo leading to four deaths, and a rift was deepening between pro- and anti-Serbian parties in Montenegro.
The groups range from the neo-Nazi Bosnian Movement of National Pride (BPNP) to Serbia’s religion-focused and ultranationalist Obraz Saint Sava Alliance.
Some seem to keep themselves to themselves like the apparently small and largely anonymous Albanian group Brerore, but a worrying trend has been the growth of malign influence from outside the region.
Serbia’s Zentropa is the local arm of a far-right network spanning various European countries, from Ukraine to France.
Bosnia’s Grey Wolves are an offshoot of an ultranationalist Turkish group active in several countries and banned in France. It sees Bosnia as part of the “Turkish World”.
In Serbia and beyond, some extreme-right groups idolise Russia, seeing it as the great Slavic saviour which is championing opposition to the decadent West. They revere President Vladimir Putin, who has been accused by some of trying to interfere in politics in the region, and support his invasion of Ukraine.
Unsurprisingly, other extremist Balkan groups hostile to Serbs have in turn voiced strong support for Kyiv.
Many Balkan extremists dream of an ethnically pure nation such as a Greater Serbia or Greater Albania that would mean taking territory from their neighbours.
Unsurprisingly for a region whose recent history has been marked by ethnic conflict, it is highly nationalistic views and hatred towards the group next door that characterise many of the extreme-right groups here.
In several cases, religious differences are a key element.
Also unsurprising perhaps is the fact that many groups were overwhelmingly male and some had strongly patriarchal and at times misogynistic views, opposing abortion and openly targeting women, such as prominent actresses, journalists, activists or politicians.
Passing the extremism test
BIRN engaged two academics who are experts on the region’s far-right scene to develop a comprehensive methodology for researchers to determine if a group could be proven to be extreme-right and thus eligible to be included on the list.
The threshold for evidence is high. Groups must have made a public display of the core extremist traits of authoritarianism and nativism (ethnic chauvinism that demonises a perceived enemy) and at least one other, such as being anti-Muslim, anti-Roma or supporting vigilantism or a desire to deny historical facts that don’t suit a specific world view (revisionism), or railing against the perceived decadence of modern Western society.
They had to be an organisation, rather than just one person, and to have been visibly extremist within the last four years, since the start of the Covid-19 pandemic, itself a catalyst for a proliferation of conspiracy theories and misinformation by the extreme right.
An earlier version of this project was published a year ago, tracking not just the extreme right but the broader far right as a whole.
After several complaints from people named in it, BIRN decided to withdraw that map and launch an independent review, which has led to this new database.
The new list ensures readers do not confuse extreme-right groups with those who are on the broader far-right or simply use far-right narratives but not deemed to be essentially anti-democratic.
However, extreme rhetoric – such as historical revisionism, genocide denial and demographic purity – is used more widely by other organisations not considered extreme right. In fragile post-conflict societies such language can serve to incite violence and the new map captures only a fragment of society where such narratives thrive.
Clubs, coffee shops and gyms – today’s recruiting grounds
Researchers for the project found that rightwing extremists were being innovative in the forums they used to try and recruit people to their cause.
Some used social or cultural clubs (like Belgrade’s 451 club), some – such as Serbia’s Levijatan – promote themselves as animal-rights activists, while actually targeting Roma and refugees, and others highlight environmentalism or humanitarian welfare work, while pushing a far-right message.
“Extreme-right gateways can be found in various and perhaps unexpected cultural spaces, such as ‘right’ coffee shops, folk, pop and rock music scenes, clothing brands, and sports and fitness clubs,” the experts wrote in their methodology report for BIRN.
Schools and universities, social media platforms, clubs, soccer stadiums or other places and spaces can all serve as gateways to extremism.
Football fan groups and bikers are also a favourite target for far-right activists.
However, to be on the list, any groups in these areas have to be rightwing extremists first and foremost.
A huge amount of propaganda and recruiting effort is these days online of course, and far-right groups are skilled at using social media tools, like the catchy cultural items known as memes, such as images, videos and GIFs, that can spread virally.
According to the experts, memes, in particular, play a significant role in the far-right’s digital visual culture.
“Memes, often containing humour, violent and dehumanising rhetoric, serve as vehicles for legitimising political violence and evoking negative emotions that can fuel motivations for violent actions.”
In some countries like Kosovo, North Macedonia or Montenegro, no groups met all the conditions for inclusion. Some groups ticked some of the boxes, but none ticked them all clearly enough for this snapshot.
Some groups wear their extremism with pride and operate despite being banned.
But others are far more careful what they say in public, knowing that prosecutors or state security services are monitoring them and could push for them to be broken up.
Laws against rightwing and other forms of extremism vary across the region – as does the robustness, and even-handedness, with which they are enforced.
