Power crisis cripples textile production in north and west India

The ongoing power crisis in northern and western states has crippled the textile industry in India. Production is being hampered by power cuts in the states of Haryana, Delhi, Uttar Pradesh, Punjab, Rajasthan, Gujarat, Madhya Pradesh and Maharashtra. Spinning mills are the most affected as yarn production is a high power consumption process.

The disruption of electric supply is adding to the problem faced by the textile industry due to skyrocketed prices of cotton.

Ludhiana-based trader Ashok Singhal told Fibre2Fashion that the spinning mills are badly affected due to the power crisis. “The power intensive spinning mills are forced to halt production, as captive power consumption from DG sets is not viable due to high cost.” He explained that mills are getting power supply at average price of ₹7-8 per unit from local electricity distribution company, while captive power from DG sets cost around four times at ₹25-28 per unit. So, “most of the mills have replaced the large capacity DG sets with smaller ones for light-fan power supply.”

Anil Bansal from Mumbai said that most of the cities of Maharashtra are facing power cuts. According to him, lakhs of powerlooms across the state are forced to halt production due to power shortage. However, powerloom operators are not very much worried due to halt of production because demand from downstream industry is also weak after cotton prices rose to a record high.

Gujarat based textile mills are also facing power shortage, but the extent of power cut is limited compared to other states. The states of Delhi and Uttar Pradesh are also reeling under severe disruption in power supply.

However, furnishing textile hub of Panipat is the most affected by the power crisis. All the production activities including spinning and weaving are adversely affected in the textile hub. Trading activities are also hampered due to slow production, which has not improved even after Eid due to power shortage. According to industry sources, there is a power cut of 10 to 15 hours in Panipat and other adjoining areas of Haryana. A mill owner from Panipat said that the power crisis in Haryana started in mid-April itself, which is still not over. He added that he does not find production profitable if he runs his mill on DG sets.

When this year’s LVHM Prize ceremony was derailed due to COVID, all eight finalists were named joint-winners, including London menswear innovator Priya Ahluwalia. Known for her slick reinvention of patchwork and multi-media exploration of her heritage and identity, Ahluwalia has found herself in high demand, turning up everywhere from to the Copenhagen Fashion Summit to the New York Times in recent weeks. But while she’s happy to inspire the sustainability conversation around change in the fashion industry, big brands need to step up.

Allbirds: You use deadstock and surplus materials. What’s the drive to upcycle?

Priya Ahluwalia: “Actually I prefer the word repurpose. I feel like upcycling is not a attractive word. I’m trying to make it sound more desirable, more luxury. As a designer, it was always in the back of my mind. Towards the end of my masters [in menswear from University of Westminster], I was researching for my photography book, Sweet Lassi.

“My heritage is Indian and Nigerian, and I was in Nigeria to visit family. I kept seeing hawkers in the traffic jams wearing really obscure western clothing. Like, a London marathon T-shirt, and loads of branded stuff. I was curious as to how it got there and started asking people. I found out about this big second-hand market. I followed a hunch that took me on a journey to find out what happens to clothes when we’re done with them in places like the UK.

“That took me to Panipat, in India, which has become a global capital for recycling textiles. I stayed with family in Delhi, and went there. I had no idea what I was doing. I didn’t even call ahead. I just turned up with my camera and found a couple of businesses and, luckily, they were really forthcoming. The photographs ended up in Sweet Lassi. What struck me was the sheer scale. It also made me feel a bit sick about the way that, in the west, we dump things in other countries, and decide it’s someone else’s problem. That’s about colonialism and white supremacy. I learned how local textile industries are really suffering because there’s this influx of cheap second-hand clothing and people are buying that instead. So that’s what kicked it off for me.”

Allbirds: How do you approach sustainability, responsible sourcing and production? What are the biggest challenges?

Ahluwalia: “I’d say I’m maybe a little bit more fortunate than businesses that are trying to change retrospectively, to backpedal and implement sustainability where there was none. Because I found all this out before I launched my business. I had it in my mind from the beginning that sustainability would be a part of the brand DNA, so I’ve led forward with it.

“Hopefully as the business grows, I will be thinking about who I employ, and do their values align? It helps that our culture is from the ground up. For example, I’m not a vegan, but my studio manager and my two interns are so maybe that leads us to make different choices.

“With sourcing, there’s a big bunch of places, from different wholesalers to direct contact with mills to see if they have anything left over. Sometimes brands will give me their deadstock. It’s a myriad of ways. You’ve just got to be resourceful. I will say that it’s not the easiest option. For example, you might design something that’s in the show and the sales samples have loads of blue - and I always, always make sure that the colours and fabrics are the same; while the details will be slightly different. Say, if we’re doing a patched style, each patch will be slightly different, so we have to communicate that it’s one of a kind. But you sell blue, you need to source blue. Or you sell grey, it’s got to be grey.

“For our Spring/Summer ‘20 collection, I was going out to all these wholesalers and there was so much grey tracksuit material, it was everywhere. Then of course when it comes to production, everything is black. It was a nightmare to get the quantities we needed. That’s the biggest challenge with our process.”

Allbirds: How would you like to see the fashion industry change, and how are you working to create that change?

Ahluwalia: “Reducing waste obviously. Recently I’ve been learning more about biodiversity, and looking at the planet as an ecosystem. I’m really interested in that. But I don’t think we can even talk about sustainability or biodiversity or anything, if we don’t consider people. Sustainability is quite a privileged issue, because until those big companies really start to move, it’s always going to cost more to do it. That means it’s not attainable for loads of people. And I’m not going to say to a single parent, ‘Don’t buy your kids’ clothes from Primark because it’s bad for the planet.’

“Big companies need to sort that out so everyone can engage in these sustainable systems because the pricing comes down. It’s economies of scale. Then, further to that, it’s about respecting people. I feel kind of resistant to say, what are you doing to change it?! For example, these big companies will say ‘black lives matter’, they’ll post their black squares, but they don’t pay the people who make their collections fairly, which is back to white supremacy and colonialism. I really think sustainable change has to be about treating people with respect on both sides. So, giving people the opportunity to shop sustainability, and be able to access that, and ensuring that the people in the supply chain are respected.”

Allbirds: What does leadership look like for you? How can independent brands help lead the change?

Ahluwalia: “I guess you just get on with it. You figure out your niche way, and do the best you can. And then you do get bigger companies coming to you, and asking: can you consult on this or collaborate on that. That’s positive, but sometimes I get a bit miffed to be honest, like, why are you asking me all this stuff? I didn’t build your unsustainable system, did I? I don’t even have a marketing budget!

“Sometimes I feel like it’s all put on our shoulders as young brands, when the responsibility is not actually with us. I also get grilled. People will literally be doing an interview and they’ll be like, ‘How are your zips sustainable?’ And I’m thinking, ‘Are you kidding me? Why are you nit-picking?’ Putting your head above the parapet, puts you in sight. I guess sometimes it’s easier for people, and less scary, to say nothing.

“When you ask me about how I can lead change, I feel a mixture of wanting to drive change, but at the same time not really wanting the responsibility. Because I’m a small business and I’m still learning. It takes up a lot of energy to be always giving my opinion all the time. Especially now. It’s Black History Month here in the UK, and all of a sudden everyone wants my free advice on what they can do in their companies with diversity and inclusion. I am a Black woman in a white space. Everything I do is politicised, whether I like it or not.

“With sustainability, because the smaller brands keep pushing and moving in this way, quite forcefully, I do see that we are changing conversations, particularly in the media and with buying habits. I just don’t necessarily feel that powerful compared to some, you know? I don’t think it should be left up to us. I would like to see the powerful brands do more.”

Allbirds: How do you engage with your audience on these issues?

Ahluwalia: “I love photography books. I love art. I feel like I’m a mixed media communicator, although I’m designing clothes. With Sweet Lassi and more recently Jalebi, I felt like sharing these stories from these worlds, and to do a book and a digital exhibition, that’s a nice way to communicate the world of the brand. It’s still growing. I’m not sure how much I planned this! It all seems to roll along quite fast, but I am always thinking how to best communicate what we do and where we stand, what we want to say as a brand.”

Allbirds: What have 2020’s disruptions highlighted for you as a business?

Ahluwalia: “This year has shown me how important it is to be agile, but it’s also put the importance of digital in focus. As much as I am an analogue person, you’ve got to conquer it otherwise you are going to be left by the wayside.

“The other big thing that came out of 2020 is the need to support local economies. If on one side, it’s Jeff Bezos on track to become a trillionaire, and on the other, all our local shops closing, what kind of society are we going to be? It’s about what we value, and what we are willing to lose. Through lockdown especially, I was very clear in my intention to support local businesses and shops, and I will continue to do that. Whether that’s fabrics or going to your local greengrocer, it’s important that we take these actions, rather than just talk about them.”

As part of this project, Priya Ahluwalia is supporting anti-racist charity The Stephen Lawrence Charitable Trust, which focuses on marginalised youth, and Southall Black Sisters, which supports and empowers women dealing with violence.

NEW DELHI/BHOMADA, India: Narendra Modi swept India’s 2014 general election with the slogan “Achhe din (good days) are coming”.

Four years later, as Prime Minister Modi mobilizes to win re-election in May, he and his Bharatiya Janata Party (BJP) are being buffeted  for a lack of jobs, falling farm prices and rural wages, a tax reform that led to unemployment and a demonetization exercise that sapped liquidity.

Despite high economic growth, the fall of the rupee currency to record lows this year has led to a surge in prices of largely imported fuel, which is feeding into inflation. Nationwide protests have broken out because of the price rise.

“There’s no improvement in our life – we eat two basic meals a day but struggle to save for soap and detergent,” Misri Lal, 52, said in Bhomada village in central India’s Madhya Pradesh state, where he earns $2 a day watching over a yellowish-green soybean farm.

In a series of interviews in India’s political heartland, the northern and central plains, many people said they had been disappointed by Modi’s government. But in a nation of 1.3 billion people, it was difficult to estimate how far the disillusionment had spread and how much it could affect Modi and the BJP at the next general election.

Despite its fitful performance on the economy, the BJP remains robustly Hindu nationalist, which plays well among many voters. Modi’s aides insist that the party will not suffer in the election next year and will repeat the 2014 performance.

They also say the BJP will do well in three big state elections due later in 2018, which could signal how things will go in the general election.

Opinion polls predict Modi will return to power next year, but said the gap against the opposition was narrowing.

But “achhe din”, which has become synonymous with Modi and his rule, is being mocked on social media in India. A cartoon widely distributed on Facebook’s WhatsApp messaging platform had a man looking through a telescope for “good days”. Another had Modi sitting in front of a spinning wheel weaving “achhe din” stories.

Some BJP officials privately say they are not quite sure of sentiment in the small towns and villages of rural India, where two-thirds of the people live.

Lal, the farm hand, said he was a long-time BJP supporter but it was time for change.

“We have always voted for them but people are angry now. It appears things will change this time around,” Lal said, his wife and two grandchildren looking on from near their tin shed in the middle of the unfenced soybean fields.

RURAL PAIN

The Modi administration has acknowledged that farmers are suffering in a country where agriculture is the biggest employer, engaging 263 million people or 55 percent of the total number of workers.

“Trends in inflation clearly show that farmers are under distress due to un-remunerative prices and need to be compensated appropriately,” India’s farm ministry said in a report sent to states last month and seen by Reuters.

Rural wages have weakened across India compared to a high growth period during the rule of the center-left Congress party which aggressively promoted a rural jobs scheme that guaranteed every citizen paid work for at least 100 days in a year. Economists say its impact has now leveled out.

A boom in the construction sector had sustained the growth in wages but that has since slowed down dramatically, dragged by Modi’s November 2016 move to suck high value currency notes out of the system to combat corruption and then a sweeping goods and services tax (GST) that businesses are struggling to adapt to.

Average inflation-adjusted growth in rural wages fell to 0.45 percent between 2015/16 and 2017/18, compared with 11.18 percent between 2012/13 and 2014/15, said India Ratings & Research, a unit of international agency Fitch.

The Reserve Bank of India says that high growth in rural wages from 2007/08 to 2012/13 was followed by a phase of “significant deceleration”.

“GST and demonetization have really depressed the construction industry. I get only 20 percent of the work I used to get before demonetization,” said Chotelal Rajput, a construction contractor in the Madhya Pradesh capital Bhopal, as he stopped by a busy roundabout where dozens of laborers gathered to be hired for daily wages.

In Wai, a small town south of Mumbai, migrant worker Mithilesh Yadav said he voted for Modi at the last election but would not do so again.

“The BJP was talking about bringing down inflation, bringing down petrol and diesel prices, but instead they are raising prices every day,” the 26-year-old said. “All tall claims made by Modi were just advertising and we fell for it. I won’t commit the mistake again.”

Many political analysts say Modi’s failure to create tens of millions of jobs for the country’s youth – a promise which helped him secure the largest mandate in three decades in 2014 – would be the biggest threat to his bid for another term.

“No one here will vote for Modi,” said Rakesh Kumar, a college graduate in the town of Kasba Bonli in northern Rajasthan state who says he has worked as a house painter because he could not get any other employment.

Kumar said he finally found a job as a teacher in a private college last month but his paltry monthly salary of 8,000 rupees (about $111) meant his six brothers worked as manual laborers.

The town voted overwhelmingly for the BJP in 2014.

In Panipat, a town north of the capital Delhi, workers in textile mills said hundreds had been laid off because many small business owners could not cope with the complexities of the new GST regime and had shut shop.

Gopal Krishna Agarwal, a BJP spokesman, said the country could not expect the Modi government to resolve all its problems in so short a time.

“India has been independent for more than 70 years and we can’t say that problems that have persisted for around 65 years would go away in four and half years,” he said.

“We’re not saying every problem has been solved but our focus and direction are correct.”

The BJP is also confident about its prospects next year because of the fractured opposition. Rahul Gandhi of the Congress is Modi’s main opponent, but there are a host of regional parties that are likely to divide the opposition vote.

India Today news magazine published a survey last month predicting the BJP would lose seats compared to 2014, but retain just enough to form a government with allies if the opposition remained divided. It predicted the BJP would win 36 percent of the vote and Congress 31 percent, but said smaller parties would get 33 percent.

Gandhi told a group of journalists last month that a “robust opposition alliance” would be in place before the 2019 election and that a candidate of a unified opposition would go up against the BJP in each constituency.

“More damage has been done to India by this government than any in the past and everyone recognizes the over-riding need to thwart them,” Gandhi said, referring to the BJP’s Hindu nationalist agenda that critics say has targeted the country’s minorities.

Subhanshu Sethia, a college student in the northern town of Meerut, said Modi’s singular failure had been the lack of jobs.

Known as the “cast-off capital”, Panipat is home to 150-200 mills, which take in discarded clothes from Western countries and turn them into recycled cloth. The industry employs around 20,000 people and brings in annual revenues of $62m, according to Pawan Garg of All India Woollen and Shoddy Mills Association, a trade body (“shoddy” was originally a non-pejorative word for reclaimed fibre).

Panipat’s history in textiles began after the Indian subcontinent’s bloody partition in 1947, when weavers from the province of Sindh and the districts of Jhang and Multan in Punjab, finding themselves suddenly located in Pakistan, were uprooted and moved to the ancient city. They set up looms to knit coarse, hand-spun cotton carpets, wall hangings and sofa covers (from new wool) that were an instant hit abroad (and qualified as a dowry in marriages in northern India). The city’s later emergence as a recycling hub coincided with a slump in Prato, a small industrial town in Italy with a 1,000-year-old tradition in textiles. In the 1990s Panipat mill owners bought discarded Italian machinery from Prato designed to make cheap shoddy yarn from recycled wool. The industry took off; its annual revenues rose to over $300m.

Times have since changed. Cheaper and lighter polyester substitutes are increasingly preferred by wholesale buyers such as aid agencies, railways and hospitals, whether Indian or foreign. WHEN the doors open to the warehouse at Ambey Spinning Mills in Panipat, a city 90km from Delhi, it seems as if its contents might tumble out like those of an overstuffed cupboard. Heaps of clothes are piled to the ceiling. Ten women meticulously extract zips, chains and buttons from T-shirts, winter jackets and denims using long blades usually used to chop vegetables. Outside, a teenage boy wields a knife to bash synthetic fibre against a tree stump. In another workshop clothes are shredded, spun into yarn and woven by power looms into blankets. Bullock carts take them for further processing; they are then sent off for sale in India and beyond.
