Qatar spared nothing in its preparation for the 2022 World Cup. Multiple stadiums and sprawling fan facilities were built from scratch—as was the national team, which includes players from Iraq, Sudan, Algeria, and Portugal, among others. Before building the World Cup facilities, Qatar invested in the massive Aspire Academy, a state-of-the-art soccer school and sports district staffed with top instructors from around the world who scout thousands of promising young players starting at age 12 from dozens of countries every year. These foreigners play and train for years knowing that, if they get selected to play for Qatar’s national team, they stand to gain both glory on the field and a rare, coveted Qatari passport.
But Qatar has not simply spent money to import and train a soccer team: It has also redefined the very idea of citizenship. Like most states in the Persian Gulf, Qatar is a majority-foreigner country. There are only about 300,000 actual Qatari passport holders out of a population of nearly 3 million. Pathways to citizenship are notoriously exclusive, and only 50 new citizenships can be granted per year to those personally approved by the emir of Qatar himself. Yet 10 of the 26 players on Qatar’s national soccer team are naturalized citizens.
To comply with FIFA regulations, the entire team consists of Qatari citizens. But these naturalized soccer players are not quite immigrant-origin  national heroes, in the vein of Zinedine Zidane or Zlatan Ibrahimovic.
These immigrant players all carry “mission passports”—documents that confer citizenship for the purposes of sports competition but anthropologist John McManus reports in his book Inside Qatar: Hidden Stories from One of the Richest Nations on Earth that these passports give the holders none of the benefits Qatari citizens hold: no housing assistance, no interest-free loans, no cash assistance for newlyweds, no sinecure government jobs beyond the soccer stadium. Nor are they permanent. A recent report by the Middle East Research and Information Project states that this type of citizenship comes with a built-in expiration date, making these immigrant players’ citizenships temporary as well as second class.
The fact that Qatar has redefined the very nature of citizenship—without fanfare, controversy, and with the sole goal of appeasing FIFA nationality regulations—takes this story of temporary citizen soccer players beyond the realm of Gulf labor exploitation. The creation of an entirely new type of citizen, without the same rights as those who are fully naturalized, places Qatar at the vanguard of a slow-burning but alarming regional trend. The Middle East and North Africa are becoming a kind of citizenship frontier: a region where certainty, permanence, and protection of citizenship is being uniquely and dangerously corroded. And Western countries are enabling this dynamic.
There is very little information about Qatar’s mission passports. The topic is sensitive due to the exclusivity of Qatari citizenship and the scrutiny Qatar has faced from some international sports bodies for its heavy use of recently naturalized players. The Qatari Ministry of Foreign Affairs only mentions mission passports in a press release saying that they can be renewed online. Qatar understands it is under the microscope—FIFA has scrutinized Qatari naturalization policy closely after a minor scandal about the Qatari handball team.
Nobody has been able to determine the exact duration of the passports’ validity, either. Neither the Qatari government nor any of its athletes have been willing to openly discuss the specific duration of this status. Two researchers writing in the International Journal of Sport Policy and Politics determined that temporary citizens are allowed to retain their original nationalities (Qatar normally forbids dual citizenship), but they are never allowed to physically possess both their passports at the same time. Some temporary citizens only see the proof of their Qatari nationality when their coaches show their passports to immigration officials.
McManus reports from conversations with Qatari immigrant players that the mission passports are occasionally upgraded to full Qatari citizenship as a reward for good sports performance. However, some immigrant players who won the Asian Cup for Qatar complained that even a year after their championship, their promised passports were nowhere to be seen. This raises questions about what will happen to the players’ citizenship statuses now that the Qatari team has been knocked out of the World Cup.
It is tempting to see the Qatari mission passports as an outgrowth of the kafala system, the infamously exploitative labor-sponsorship system that has defined much of Gulf society and has been the subject of much of the criticism of Qatar’s 2022 World Cup.
But if one only focuses on this system, one can miss the forest for the trees. The creation of a new, opaquely defined but unambiguously lesser form of citizenship is not a symptom of exploitative labor conditions. It’s a symptom of a regional erosion of citizenship. The difference matters.
The 20th century has given the region its fair share of complicated, conditional citizenship statuses. The Ottoman royal family went into exile stateless, eventually being granted French passports that allowed travel but did not confer citizenship. Kuwait, Qatar, and Bahrain all emerged as states containing substantial populations of bedoon—stateless residents who were not recognized as citizens and were, in some cases, denied even birth certificates.
Most significant of all are the post-1948 populations of Palestinians in Jordan, Syria, and Lebanon, millions of people who were eventually issued identity documents by several governments, such as subvariants of Syrian passports (Syrian travel documents for Palestinian refugees), which looked like and served as passports but faced adamant political insistence from all sides—save Jordan, which eventually largely naturalized Palestinians—that this documentation was not, in fact, citizenship.
Yet as complicated as these citizenship issues were, they were not regionally unique in the 20th century. Tibetans in exile have been granted pseudo-passports—but not citizenship—by India. Residents of American Samoa are “U.S. nationals” not possessing the full rights of citizenship. The disintegration of Yugoslavia left thousands of Roma people stateless. Issues of statelessness and ambiguous citizenship are universal in any part of the world which experiences crisis and conflict.
What is unique to the Middle East region, and what Qatar’s temporary citizenship category is part of, is a more recent, subtle, and pernicious development. Since the 2010s, the Middle East is emerging as a kind of experimental zone where the erosion of citizenship rights can be trialed. While Qatari soccer players are temporary citizens naturalized with an expiration date—even if the details of when their passports expire is not public—Western countries are increasingly comfortable denaturalizing and revoking the citizenship of their own immigrant citizens of Middle Eastern origin when those citizens are accused of terrorist activity in the region.
The very real threats of transnational terrorism and domestic radicalization have emerged simultaneously with a far-right political moment in the United States and Western Europe when some right-populist movements are claiming that Middle Eastern and North African immigrants are somehow not really American, Dutch, or British. Western security intervention in the region has proceeded alongside increasing western entanglement with Gulf nations’ sovereign wealth funds and investment in new fields beyond old relationships based on oil and defense, like urban development and education.
Along with these contemporaneous processes come new loopholes and exemptions when it comes to state sovereignty. The West looks the other way as Gulf states chip away at citizenship norms for expediency, and local governments don’t protest too much when Western governments strand their denaturalized ex-citizens in the region. Especially after the emergence of the Islamic State, with its large contingent of Western, immigrant-origin fighters, the revocation of citizenship became an appealing alternative to long and complicated criminal prosecutions.
When I first worked as a consular officer in India, the conferment of U.S. citizenship was viewed as an almost sacred act. Procedure and regulation emphasized that each case needed to be almost triple-checked, because the decision was essentially permanent. The renunciation of that citizenship was only possible after a deliberately difficult and expensive process explicitly initiated by a U.S. citizen. As in most countries, there are some enumerated crimes—such as a criminal conviction of treason—which can result in loss of citizenship but these are subject to a very high evidentiary standard and occur as the result of a trial. That isn’t quite how it works for everyone everywhere anymore. European citizens who have traveled to the region to fight for the Islamic State have found themselves subject to a revocation process which is, sudden, one-sided, and arbitrary.
In 2018, I was at a working-level meeting of Western diplomats in Ankara, Turkey, called to discuss the difficulty of repatriating U.S. and European citizens stranded in Syria. When I complained about what a headache this process was, a French diplomat honestly asked me why we didn’t just strip them of their U.S. citizenship. My jaw dropped.
Citizenship has been the definitional core relationship between a government and its people ever since the Enlightenment. The French official who recommended denaturalizing inconvenient Americans in Syria must have studied the “Declaration of the Rights of Man and of the Citizen” in high school, and he represented a government that holds this fundamental definition of citizenship as constitutional law.
Citizenship is legally and philosophically held to be as essential a marker of identity as parentage or a person’s name. It is not something that should be walked away from easily. And now it was being suggested by a peer over lunch that it would be more convenient to erase that bond out of expediency. He was right to point out that stripping those people of their citizenship would have solved all of my problems. If their actions could be held to make them somehow less American, they would cease to be my responsibility.
Western institutions in the Middle East have led the way in demonstrating that the definition of citizenship can be changed to solve an embarrassing problem, be that one of your citizens swearing allegiance to the Islamic State or the fact that half your national soccer team is foreign. The only similarity between these examples is the place in which they happen: a part of the world where it is felt that these things can be gotten away with. Qatar is not playing games with the meaning of citizenship in a vacuum. To mix sports analogies, Qatar is taking a pass and running it forward.
The erasure of citizenship rights in these cases can be tolerated by international legal regimes because they are considered exceptional. It’s just for some athletes. It’s just for terrorists.
But it doesn’t stay that way: The model, once implemented, is attractive for other uses. No one knows what those might be. Right now, a handful of soccer players for the Qatari national team have been given a temporary, degraded form of citizenship, and this is something FIFA is fine with. But now that Qatar has been eliminated from the World Cup, it’s unclear what will happen to its players. Like them, no one can be sure of what the future holds in regard to Qatar’s limited citizenship.
No one knows if Qatar’s citizenship policy will find other uses: say, if criticism of the kafala system will be mitigated by extending this limited citizenship to some foreign workers. What’s clear is that other forms of temporary or conditional citizenship are all being implemented under similar obscurity. I can imagine a future in which other countries, even Western ones, see the use in the Qatari model and opt to extend limited and contingent citizenship to populations they accept only begrudgingly.
What the world is witnessing in Qatar is an example of conditional citizenship, a term coined by the American author Laila Lalami to describe people who, through a web of big and small prejudices and bureaucratic procedures, have “rights the state finds expendable.” Her work is a critique of the implicit prejudices that can devalue the meaning of citizenship. The treatment of citizenship in the contemporary Middle East is not in any way implicit. In a region that has made it clear that some matter more than others, this kind of conditional citizenship has emerged in an explicit, if embryonic, form. Everyone should be watching closely.

Located next door to the raging war in Ukraine, Poland has become a new focal point of migration in Europe. According to the United Nations High Commissioner for Refugees (UNHCR), almost 14 million crossings have been recorded from Ukraine to Poland since February 24, 2022, and nearly 1 million Ukrainians are currently recorded as refugees in the country of nearly 38 million inhabitants. As of August 8, the UNHCR registers approximately 4.6 million Ukrainian refugees across Europe (excluding Russia). The European continent has not seen such levels of displacement — in both speed and scale — since World War II. In the wake of the Russian invasion, both the Polish government and civil society welcomed Ukrainian refugees with open arms and massive support efforts. The European Union’s Temporary Protection Directive, adopted just days after Russia’s attack, further facilitated the humanitarian response by granting Ukrainians immediate legal status to reside in member states and rights to access services.
Just a few months earlier, however, thousands of migrants and asylum-seekers from Africa and the Middle East were left stranded in the forest separating Poland and Belarus, forcefully turned away by Polish border guards at the gates of the European Union. The Belarusian government began weaponizing migrants as a political tool in mid-2021, resulting in several thousand individuals primarily from Iraq and Syria arriving to enter Poland, Lithuania, and Latvia via Belarus in order to seek asylum in countries within the EU. Rather than offering safety, however, the Polish government announced a state of emergency and constructed a 186-kilometer border wall to thwart any crossing attempts. The emergency order also denied aid workers, journalists, and civil society groups access to the border area and criminalized any effort to help migrants trapped in the forest.
The about-face in policy toward asylum-seekers is not unique to Poland. Since the start of the Russian invasion of Ukraine, analysts have highlighted the sharp discrepancy between the treatment of Ukrainian and non-Ukrainian asylum-seekers. At land borders and at sea, migrants and asylum-seekers seeking to reach Europe from North Africa and Turkey continue to be forcefully turned back in now-commonplace violations of EU and international law. On June 14, 2023, for example, over 500 asylum-seekers and migrants were estimated to have lost their lives in a single shipwreck in the central Mediterranean as the Greek coast guard watched.
Even after asylum-seekers arrive, Europe’s disparate policies have concrete implications at the local level for the towns and cities hosting refugees, asylum-seekers, and migrants. Amidst persistent global conflicts, worsening climate change, and the economic fallout of the pandemic and the war, Europe saw the number of non-Ukrainian asylum applications increase to over 900,000 in 2022 — levels not seen since 2016. Yet support for non-Ukrainian asylum-seekers has been hindered by a lengthy asylum process, relatively lower civil society and political resources compared to the Ukrainian response, and staffing and housing shortages.
In June, the Council of the European Union announced an initial agreement as part of negotiations on a broader pact on asylum and migration management. The proposal includes expanded border detention centers and a procedure whereby asylum-seekers would be relocated to cities and towns in EU states less exposed to migration. It also proposes EU states would pay up to 20,000 euros per asylum-seeker if they refuse to accept such relocations. The next step will be negotiations between the council and the EU Parliament. Observers have argued that the proposal is overly focused on border enforcement and detention and does little to build off the positive lessons of the Ukraine response. Even if approved, however, the pact would reportedly not enter into force until 2026.
Research and the successes of the Ukrainian response have shown that asylum-seekers and refugees can contribute to local economies and societies if given the right support, particularly as countries across Europe grapple with aging workforces and labor shortages. As policymakers work to design migration and asylum policy in Europe, the legal frameworks, political will for solutions, and civil society mobilization for Ukrainian refugees can provide a roadmap for improving policies for refugees and asylum-seekers in Europe more broadly.

Wood County Courthouse
1 Court House Square
Bowling Green, OH 43402
The Wood County Courthouse and Jail, located in Bowling Green, Ohio, is Wood County's third courthouse. It was built after citizens decided to move the county seat from Perrysburg to Bowling Green. Ground was broken on November 28, 1893, and the cornerstone was laid on July 4, 1894. Joseph W. Yost and Frank L. Packard from the architectural firm of Yost & Packard of Columbus designed the courthouse and construction was overseen by T.B. Townsend of Youngstown. The winning tender for the project was $153,803 and the final construction costs totaled $255,746. The County Commissioners took possession of the new building on August 31, 1896, and the new Common Pleas Courtroom was dedicated on September 7, 1896.
Sandstone from Amherst, Ohio, granite from Vermont, and marble from Italy were used in the construction of the courthouse. Architecturally, it is Richardsonian Romanesque in design with architectural sculpting throughout the building done by Whyte and Priest of Dayton, Ohio. To facilitate construction, a temporary railroad along Pike Street was established to the construction site. Ornate stained glass panels cover much of the ceiling on the third floor and are visible from ground level due to the large open staircase which ascends through the middle of the second floor. The staircase consists of polished marble steps with brass railings.
The clock tower rises to a height of 195 feet. At the time of its construction, the clock hands were the second largest in America spanning 16 feet in diameter. They were exceeded only by the hands on the clock of the Chronicle newspaper building in San Francisco which were 16.5 feet in diameter. The clock was made by the E. Howard & Co. at a cost of $3000. The clock tower bells weigh 2,000 lb (910 kg).
Murals decorate the east and west walls of the third floor. The murals were painted by I. M. Taylor, who was the mayor of Bowling Green from 1911 to 1920. The east wall depicts Fort Meigs, a vital outpost in the War of 1812, and the west wall depicts a train passing through oil derricks in southern Wood County, a major producer of oil in the late 19th century.
A major restoration of the interior of the courthouse was undertaken in 1980, and a restoration of the exterior of the building was completed in 2002. President William Howard Taft held a rally at the courthouse in 1912. Jimmy Hoffa visited the courthouse on September 25, 1937 to get a marriage license, and married his wife in Bowling Green the same day. President Ronald Reagan delivered a speech at the courthouse on October 19, 1988 to promote the candidacy of George H. W. Bush. The building, located at 1 Courthouse Square in the county seat of Bowling Green, is still in use and today houses the Wood County Court of Common Pleas and its probate and domestic relations divisions.
There are two common pleas courtrooms and accompanying judicial offices located on the third floor as well as a jury assembly room, holding cell and conference rooms. A probate courtroom and judicial offices are located on the second floor, as is the Clerk of Courts Office. The first floor houses court security, court administration and a domestic relations courtroom with magistrates' offices and conference rooms. A five-story office building adjoining the courthouse contains a third common pleas courtroom and judicial offices as well as other county offices including the auditor, treasurer, engineer, commissioners, prosecutor, adult probation, building inspection and board of elections. A glass-enclosed atrium joining the courthouse and office building was completed in 2004. At that time existing entrances and exits to both buildings were closed and the atrium became the only public entrance to either building. It is staffed by court security who monitor people entering the buildings.
The clock tower is still in use. The original chimes are in working order and ring the hour, every hour, by denoting one chime per hour. All four clockfaces are quite remarkable, with two layers of Roman numerals. The inner layer closest to the center is golden and can be viewed easily when in shade. The outer ring on numerals is painted black iron which is easily readable when in direct sunlight. The tower also contains a box designed for use by nesting falcons. Construction of the old Wood County Jail, located next to the courthouse, was begun on May 21, 1901, and completed in 1902 at a cost of $49,000. The Fremont firm of Fronizer and Andrews constructed the building, which continued in use as the county jail until 1990.
Wood County is named after Maj. Eleazer D. Wood, an American Army officer in the War of 1812. Wood built Fort Meigs, which was located near Perrysburg, in 1813. This was used by American soldiers during the war to repel British attacks in the spring and summer of 1813. The courthouse was placed on the National Register of Historic Places in 1974.

Sunday Thoughts:  My Early Voting Expansion Proposal

Note:  Early this month I formally submitted this proposal to expand Early Voting in Onondaga County.  When we the OCBOE formally met on Monday May 3rd, 2021 my counterpart refused to discuss expansion this year and opted to stick with just 6 sites.  This makes Onondaga County the largest county doing the bare minimum of Early Voting sites in new York State.  I believe the facts for expansion speak for themselves so I am releasing the plan I formally submitted In April making the case for Early Voting expansion THIS year.  Below is my proposal.
Expanding Early Voting in Onondaga County
Background
On May 2, 2021 at our monthly organizational meeting we will vote on our Early Voting sites as required by NYS Election Law. NYS requires us to have in 2019 and 2020 we elected to do the minimum number of sites 6 for over 300k voters. In 2019 the sites were Van Buren Town Hall, Clay Town Hall, Dewitt Town Hall, Lafayette Station #1, Armond Magnarelli Center, and Syracuse Connections at South West Community Center. In the infancy of the program 8k voters, or 8% of the overall turnout, chose to participate in Early Voting. The numbers were almost triple the absentee ballot universe. There were little lines though some minor traffic issues at Clay Town Hall and Dewitt Town Hall our most populous voting centers. There were complaints from those populations in the southwest corner of our county they did not have accessible location.
In 2020 in the middle of a pandemic we once again chose to keep the 6 minimum sites. However we made an important adjustment moving from Van Buren Town Hall to Camillus Fire Station. The COVID 19 crisis drove almost half of our electorate to find alternate voting methods. One of the highest turnout elections in our history we saw nearly 50% of the electorate chose not to vote on Election Day. That portion was equally divided between Early and absentee voting. Those fearing COVID-19 chose to stay at home and vote by mail while those wanting to vote by convenience chose Early Voting. The nearly 60k voters that flooded our sites caused major traffic and lines at all of our sites. The long lines and traffic issues put excess demands on the Towns and City to provide police and traffic control. Some voters waited well over 2 hours, beyond our mandate of a 30 minute wait, to cast their ballot.
Minimum sites for 2021
We agree on the six minimum sites for 2021. These are the same sites from 2020 with the exception of a temporary change moving from Camillus Fire Station to Camillus Town Hall for the General Election due to condemnation of the pedestrian bridge. We both agree that if we are to remain at 6 these sites are well spaced out and provide minimum needs for our voters. While some sites performed better than others the familiarity of these sites to the voters as well as coverage in North, South, East and West portions of the County and North and South west portions of the City of Syracuse spreads out the coverage as evenly as possible given the small number of sites.
Need for Expansion
While the unprecedented numbers in 2020 were hard to imagine earlier in the year, it was only logical that Early Voting would grow in popularity. As we saw in the 40+ states that came before us, the initial years were sparse but the growth happens over time. In many states usage of Early Voting exceeds 40% of the voting totals. In Onondaga County in 2020 we saw only 25% of our voting populace vote. There is plenty of room for growth. Despite the long lines the voters appreciated the ability to choose the hours in which they vote as well as the convenience of being able to choose polling places instead of being assigned just one.
I am grateful that facing the long lines last year we were able to reach agreement to extend hours on the final weekend of voting. This did help mitigate the wait times. However extending hours is not a significant way to deal with expected crowds. The lesson we should learn form 2020 is it would be better to disperse the voting populace by adding sites, reducing initial staffing, and then surging staff to areas that are experiencing longer waits.
Placing Expansion Sites
There are two main deficiencies in our 6 site structure. With a county as large and populace as ours it is difficult to serve all of our community’s geographic needs. The towns of Lysander, Cicero, Onondaga, and Manlius are some of our more populace communities yet do not have Early Voting sits inside their townships. Because these towns are located squarely between the current 6 site plans their populace has the farthest to go to take advantage of Early Voting. We have seen that the farther away from an Early Voting site you are the less likely to take advantage of Early Voting.
The current 6 site plan also is lacking in another quality that helps Early Voting, placing sites that are congregated by large amounts of citizens. Because Early Voting allows any voter to vote at any site, the concept of placing polling sites only near places of residence is limiting. Added value to any site would be a large amount of county residents that are expected to be in the vicinity of the site during the hours of operations 10 days before General Election Day. Places like the Civic Center and Onondaga Community College have large amounts of county residents that work or study in the immediate area. Not only would placement in these communities help the residents that live nearby, it will help all residents who frequent these areas easing the burden on all county sites.
No matter where we expand sites it is important we commit that the expansion has geographic and ideological balance as much as possible. Confidence in our integrity is important and fair placement should be tantamount to our deliberations.
Expansion Proposals
For your consideration I am offering three options regarding expansion in 2021, a modest expansion to 8 sites, a moderate expansion to 10 sites, and a robust expansion to 12 sites. While I am always for the most expansion possible I understand fiscal concerns and I am willing to accept that the most aggressive expansion may not be possible this year. However since there are bills in the NYS legislature which would double the amount of sites required I felt it is important to at least start the conversation. Across the state over the last two years many counties and most of the large counties, have gone beyond their mandated minimum. They have seen on average increased usage of Early Voting.
Expansion to 8 sites: Onondaga Community College and Cicero Town Hall. This option allows us to address our most glaring needs, access to Early Voting in the Southwest and Northeast corners of our counties. Cicero has over 23k voters and Onondaga has over 16k voters. In addition to the residence in the Town of Onondaga thousands of county residents from all walks of life attend school and work at Onondaga Community College. The college faculty and administration are willing to house
us in the facility and there is plenty of parking on campus as well as the ability to reserve spaces close to the arena for those who are elderly and have mobility issues. Placement at these sites will ease the burden on our three biggest suburban sites Clay, Camillus, and Dewitt as well as achieve a site with high public concentration. Ideologically Cicero is one of the most GOP leaning towns and though Onondaga is evenly split in registrations one could assume the college population leans towards the left. Pairing these two sites gives balance to this expansion. I would also be open to North Syracuse Village Hall instead of Cicero Town Hall.
Expansion to 10 sites: Lysander Town Hall & The Civic Center in Syracuse. This is my preferred option. Adding these sites in addition to the sites at OCC and Cicero adding sites in Lysander and Downtown Syracuse is the next logical choice. Lysander has over 17k residents and the residents there have flooded the Clay Town hall site as well as Camillus. Placing a site Downtown would serve a growing downtown population that has mobility issues, be close to the Centro bus transfer station, and serve the thousands of downtown residents. Lysander has decidedly a GOP lean its registration. Any site inside the city is bound to have an ideological left lean though the makeup of the thousands of downtown workers is undetermined. Pairing these sites also gives balance for this further expansion.
Expansion to 12 sites: Salina Town Hall and Manlius Town Hall. If we really want to invest in Early Voting doubling the amount of sites is the eventual choice. Expanding to Salina and Manlius will put sites in every town with over 15k voters. It will ease the burden on the Dewitt site as well as Clay and Armond Magnarelli Center. Manlius is our third largest town 23.5k voters and Salina has 22k voters. Both Manlius and Salina have Democratic leaning registrations but when we get to this level of expansion it is harder to find areas of large population that doesn’t have a Democratic lean. The sheer numbers of population in these towns calls for expansion into them if we go to the highest level. I would be open to adding Van Buren Town Hall and the NYS Fairgrounds to also add in sites at Geddes and Van Buren in addition to these for a super expansion in the future which will bring more moderate towns into the mix.
Fiscal Impact
Expanding Early Voting sites will require some expenditure of resources above the current budgeting levels. However the current budgeting levels may be inadequate even for the bare minimum 6 site plan. The main expenditure for Early Voting is the inspector totals. We already have enough Electronic Poll Books and Poll Print units to expand to even 14 sites with reasonable accommodations. We also have money in the Shoebox and upcoming Capital Grants if any small purchases are needed. The supplies spent on ballot paper and other consumables will be the same regardless of the number of sites as the population of the voters will not change drastically, only their convenience and time.
When we look at our normal 6 site plan we have staffing of 1 Poll Site Manager, 2 Voting System Specialists and 6 regular inspectors per day at each Early Voting site. This would normally cost us approximately $65,000 per nine day EV period. During the 2020 election because of the long lines we had to surge staff and increase hours. Our staff at each site went to 2 PSM, 2 VSS, and 8 inspectors and
with the added hours it cost Onondaga County over $156k. The extra staff dealt with crowd control and line maintenance as well as assisting voters with their ballots.
By expanding the sites we reduce the chances for long lines and crowded polling places requiring additional staff and hours. If we expanded sites we could reduce our staffing footprint to 1 PSM, 2 VSS, and 4 Inspectors. If needed we could surge staff to larger sites seeing more activity to reduce wait time, especially on closing weekend. Our cost ranges for the expansion would be as following: 8 sites 70k-86k, 10 sites 87k-107k, 12 sites 104k to 128k. I have attached a spreadsheet which details each scenario.
While expanding sites will add costs in some cases, it is actually less then what was spent in 2020 due to the long wait times. The more sites we add, the less likely we will have to surge staffing to deal with long lines as voters will have more options and can choose from a variety of sites. It is also worth noting that Early Voting, per voter, is less expensive to Onondaga County than absentee and mail in balloting. Expansion will encourage its use as oppose to voters who live farther away from designated sites deciding to request mail in ballots. The NYS Legislature in 2021 once again included money for early Voting Costs for the purpose of covering expansion of Early Voting. Onondaga County is set to receive between $40k and $50k. This will more than cover an expansion to the 10 site model.
Conclusion
I propose we expand to the 10 site model for Early Voting for 2021. We can reassess in 2022 whether this reduced wait times and provided more ease and convenience for voters. We should use the extra funds from NYS to cover the expansion costs plus reduce the overall local footprint of Early Voting on local dollars.
