But seriously, this post from @tcuya sums it up. For anyone wondering what Shouto feels towards his brother, his referring to him as Touya-nii while calling his father Endeavor should clear that right up. He didn't call Touya his villain moniker Dabi, he included honorifics, and in the same page he called his father Endeavor (his hero moniker). It again goes back to what Shouto's challenge to Enji was:

Shouto doesn't want Endeavor the hero. He wants a father. He will not forgive Endeavor until this happens. He will not see Enji as a father until Endeavor sacrifices his hero status to be a father.

Shouto clearly expects that the way for Enji to do this is to save Touya. Like, again, the fact that this past chapter (249) implies there's a "right time" for Shouto to forgive Enji, that it then continues to Enji wondering what he could do for his family's sake and wishing Touya was alive--it's obvious. Shouto will forgive Enji when he helps save Touya (even if I think it will come down to Shouto to save him, Enji will have to give it his absolute all, and sacrifice himself in doing so; sacrifice doesn't mean die).

As for Endeavor, he's completely missing the point. Which I've been saying all along this arc, but the manga finally decided to call out. Enji's team up as a big three with Hawks and Deku (and I guess BJ) is not intended to be a fundamentally positive example. Enji is prioritizing protecting a symbol of heroism (OFA) instead of going after his lost son. While this is understandable (a conflict of duties, really), the problem is that Enji as a character has always sacrificed his family for the sake of becoming #1. He has to sacrifice #1 for his family, and that means leaving Hawks, BJ, whoever else to handle OFA and AFO. But he's not doing it. I'm not condemning Enji from a practical standpoint, but pointing out that he's not doing what the narrative asked. And he probably won't until it's too late (I still don't think he'll die and I don't think it'll really be too late, but just that it will seem that way).

Enji's response to Shouto is essentially reinforcing this flaw:

Enji: when you said you wanted to team up with me, that made me feel forgiven! It made me feel inspired! It reinforced that I am a hero to you!

Shouto: ... I meant it to reinforce that you should be a dad...

Enji isn't holding up his end of the deal. He isn't helping Shouto become either a hero or a brother (keep in mind it was Enji who specifically kept Shouto from his siblings). He's just focused on himself. He's focusing on what he can fix rather than on what he's afraid he'll fail at. He's at a bridge, looking over, yet again, except this time Shouto laid the bridge down for him to cross, but he's too afraid to take those steps.

I don't see this ending in a nonpainful way (again, I still see a fully happy ending for the Todofam! But there's gon be pain).

To return to Enji's prioritizing being a hero--he isn't even doing this well. Bakugou is right there to call him out on his behavior:

Enji is not looking at Deku as a person. He's looking at Deku as the bearer of OFA: in other words, Enji is still evaluating people by their quirks. The dude needs to stop doing this, and the kids are the ones who realize that Deku is a person and needs help. Bakugou's callout to Enji also foreshadows what is likely the eventual turning point of Enji's character, as I predicted here. Enji is going to have to follow Bakugou's example.

I hope this serves as a wakeup call, but we'll see.
