Oh, absolutely no one would be surprised that Poseidon used the loophole first for a number of reasons

It wouldn’t be the other two because Zeus is too Zeus about it and Hades stays in the Underworld most of the time

Poseidon spends the most time in the mortal world due to the ocean making up the majority of it. Plus he’s more than willing to go with the flow

Plus Amphrite’s condition for marrying Poseidon was that he not take away her freedom. She’s fine with him sleeping with others so there’s no jealous wife to worry about

(And everyone knows Amphrite already pegs him)

Honestly, the reason it probably didn’t happen sooner was because Poseidon, notoriously protective father, didn’t want to subject his child to the Prophecy

(But Sally’s strap game was just too good)

There was one holdout that Hades would be the first one to figure it out just based on how much he clearly hated being forced to agree to not have anymore children, but everyone else knew it would be Poseidon. Out of all of them he was the most likely to be A) around mortals and B) enthusiastic about bottoming. 

It was really just a matter of time before Poseidon carried his own child in everyone’s mind, whether it was to get around the oath or not.

(Poseidon always loved to have children, and to have one he carried? Really it’s no wonder to most of them why he is so fond of Percy Jackson in particular.)
