Today, Secretary of State Antony Blinken and Secretary of Defense Lloyd Austin testified before the Senate Appropriations Committee about the need to fund military aid to both Ukraine and Israel, along with humanitarian aid to Ukraine, Israel, and Gaza and increased U.S. border security, rather than accept the new measure from extremist House Speaker Mike Johnson (R-LA). Johnson wants to split off funding for Israel into its own bill and couple it with cuts to the Internal Revenue Service. Those cuts would dramatically decrease tax audits of those with the highest income and thus decrease revenue for the U.S. Treasury; they are popular with Republicans. 
Johnson and other extremist Republicans have made it clear they are not interested in continuing to help Ukraine fight off Russia’s invasion. 
Blinken and Austin got strong support not only from Senate Democrats, but also from many Senate Republicans, including Minority Leader Mitch McConnell (R-KY), who explained why it is important for the United States to “help Ukraine win the war” in a speech at the University of Louisville where he introduced Ukraine’s ambassador to the United States, Oksana Markarova.
“If Russia prevails, there’s no question that Putin’s appetite for empire will extend to NATO [the North Atlantic Treaty Organization], raising the threat to the U.S. transatlantic alliance and the risk of war for America. Such an outcome would demand greater permanent deployment of our military force in Europe, a much greater cost than the support we have provided to Ukraine. And of course, Russian victory would embolden Putin’s growing alliance with fellow authoritarian regimes in Iran and China.”
“So this is not just a test for Ukraine,” McConnell said. “It’s a test for the United States and the free world.”
But at the Senate hearing, protesters from CodePink, the group that describes itself as “a feminist grassroots organization working to end U.S. warfare and imperialism,” had a different agenda. They held up their hands, covered in red paint, with the word “GAZA” written on their forearms, repeatedly interrupting Blinken and calling for an end to funding for Israel, citing what the organization calls “Israel's genocide of Palestine.” 
Over the weekend, as Palestinian militants continued to fire rockets into Israel and skirmish with Israeli troops, Israel began to push into northern Gaza in a ground operation U.S. officials said had been changed from the originally planned massive Israeli ground offensive to “surgical” strikes that would hit high-value Hamas targets but spare Palestinian civilians. 
That advance was accompanied by even fiercer airstrikes than previous ones, and today an attack on a Palestinian refugee camp appears to have caused significant civilian loss. The Israeli military said the attack “eliminated many terrorists and destroyed terror infrastructure,” with underground Hamas installations collapsing and taking adjacent buildings down with them.
From the time of Hamas’s initial strike against Israel on October 7, the Biden administration has been keen to stop the crisis from spreading. President Joe Biden was firm in his repeated declarations that the U.S would stand firmly behind Israel, warning “any country, any organization, anyone thinking of taking advantage of this situation, I have one word: Don’t.  Don’t.” 
To deter militants backed by Iran, the U.S. moved two American aircraft carrier strike groups into the region. After repeated drone strikes against U.S. forces in Iraq and Syria, on Wednesday, October 25, Biden warned Iran that the U.S. would respond if Iran continued to move against U.S. troops. On October 27 the U.S. carried out airstrikes against munitions stockpiles stored at two facilities in eastern Syria linked to militants backed by Iran. Secretary of Defense Austin emphasized that the U.S. actions were “precision self-defense strikes” and were separate from the conflict in Gaza. 
Drone attacks on U.S. troops in the area have increased, and the Institute for the Study of War assessed today that Iranian-backed militants, including Lebanon’s Hezbollah, “are creating the expectation in the information environment that Hezbollah will escalate against Israel on or around November 3.” The U.S. today announced it is sending 300 additional troops to U.S. Central Command, whose responsibility includes the Middle East, Central Asia and parts of South Asia, to protect U.S. troops from drone attacks by Iran-backed militant groups. Air Force Brigadier General Pat Ryder told reporters the troops are not going to Israel. 
In addition to trying to hold off Iran from expanding the conflict, the U.S. has been trying to support Israel’s right to respond while also demanding that Israel follow the rules of war. The U.S. has firmly condemned the October 7 attack by Hamas on Israeli civilians as “an act of sheer evil.” That evil included the taking of hostages—which is a war crime—including U.S. citizens.
But, all along, the administration has warned Israel that it must not violate international law in its retaliation for the attack. On October 18, in a remarkable admission, Biden advised Israelis not to be consumed by their rage. “After 9/11, we were enraged in the United States. And while we sought justice and got justice, we also made mistakes.” 
Responding to the October 7 massacre, he said, “requires being deliberate. It requires asking very hard questions. It requires clarity about the objectives and an honest assessment about whether the path you are on will achieve those objectives.” 
Despite the administration's warnings, while international eyes are on Gaza, according to the United Nations, settlers in the West Bank encouraged by the policies of Israeli prime minister Benjamin Netanyahu have killed at least 115 Palestinians, injured more than 2,000 more, and forcibly displaced almost 1,000. The United Nations and the International Committee of the Red Cross are concerned that Israel’s pursuit of Hamas militants has led it to commit war crimes of its own, enacting collective punishment on the civilians of Gaza by denying them food, water, and electricity as well as instructing them to leave their homes, displacing well over a million people. 
While the U.S. says it does not trust the numbers of casualties asserted by Hamas, it believes from other sources that there have been “many thousands of civilian deaths in Gaza thus far in the conflict…. Way too many.” Today the National Security Council’s coordinator for strategic communications, John Kirby, reminded reporters: “We aren’t on the ground fighting in this war. There’s no intent to do that…. [T]hese are Israeli military operations. They get to decide what their aims and strategy are. They get to decide what their tactics are. They get to decide how they’re going to decide to go after Hamas.
“We’re doing everything we can to support them—including providing our perspectives, including asking them hard questions about their aims and their strategy and—the kind of questions we’d ask ourselves.”
The administration appears to be trying to defend Israel’s right to self-defense in the face of a massacre that took the lives of 1,400 Israelis, while also trying to recover the hostages, get humanitarian aid into Gaza, and prevent U.S. ally Israel from committing war crimes in retaliation for the attack. It is also insisting there must be a long-term plan for Israel and the Palestinians. To that end, it is throwing its weight behind the long-neglected two-state solution. 
On October 27, U.S. Representative to the United Nations Linda Thomas-Greenfield echoed Biden’s statement that “there is no going back to the status quo as it stood on October 6th. We must not go back to the status quo where Hamas terrorizes Israel and uses Palestinian civilians as human shields,” she said. “And we must not go back to the status quo where extremist settlers can attack and terrorize Palestinians in the West Bank. The status quo is untenable and it is unacceptable.”
“[W]hen this crisis is over,” she said, “there has to be a vision of what comes next. In our view, that vision must be centered around a two-state solution. Getting there will require concerted efforts by all of us—Israelis, Palestinians, regional partners, and global leaders—to put us on a path for peace. To integrate Israel with the region, while insisting that the aspirations of the Palestinian people be part of a more hopeful future.”
The current crisis might have made that two-state solution more possible than it has been for a generation. Neither Hamas nor Netanyahu’s government supports a two-state solution, but other leaders in the region, including Jordan’s King Abdullah II and Egypt’s Abdel Fattah al-Sisi, say they do.
Hamas has little support outside of Iran, and up to 80% of Israelis blame Prime Minister Netanyahu for the October 7 attack. His leadership of a right-wing coalition has shielded him from corruption charges even as his attempts to gain more control over Israeli society sparked the largest protests in Israeli history, and there is no doubt the attack and his response to it have weakened him dramatically. At a news conference yesterday, a reporter asked if he would resign.
The recent peace talks in Egypt excluded Hamas, Iran, and Israel. Instead, the organizers invited Mahmoud Abbas, the head of the Palestinian Authority that oversees the West Bank. President Biden, Secretary of State Blinken, and National Security Advisor Jake Sullivan have been meeting with officials from Saudi Arabia, Egypt, and Jordan. On Friday, Blinken will travel back to Israel to meet with officials there, after which he will make other stops in the region.

Medicare question - I know medicaid is limited to the state you’re in (couldn’t use WV medicaid to get prescriptions in TN) but is medicare state bound?
Generally speaking, no, Medicare isn’t state-bound - if you live in Trempealeau, Wisconsin but the doctor you want to see is over in Winona, Minnesota that border  isn’t going to be much of an issue since you’ll be under the same Medicare Administrative Contractor (CMS has a number of different companies they contract with to handle the medical claims and billing for Medicare services, and each company is given a specific geographic area they cover)
If you live in Lansing, Michigan but decide you want to be a snowbird and spend the winters in Coral Gables, Florida, that’s not going to prevent you from using your Medicare coverage, but you would need to designate one of them as your primary state of residence (where you vote, file taxes, have your license/ID, etc.) and find a doctor who accepts Medicare. You might have issues with your Medicare Supplement/Part C plan, or if you have a Medicare Advantage plan, because the states do differ there with benefits/coverages, premiums (this is probably the biggest thing), and enrollments. And with Medicare Advantage, they’re like any other private insurance so if you don’t use a doctor in your Advantage plan network, you foot the full bill. 
(Medicare Supplement is also called Medigap, and CMS requires those plans basically be identical and are national, so stuff should be the same there, for the most part, regardless of location. The difference between Medicare Advantage and Medicare Supplement/Medigap is that Supplement/Medigap *only* covers/picks up whatever your primary Medicare doesn’t, while with Advantage you basically have an insurer administer/provide your Medicare, and maybe have some extra/additional benefits. One is an addition to your Medicare coverage, one basically replaces it.) 
Part D isn’t as much of a concern, because those are usually national or have big networks and lots of provider options as it is, although it depends on if you have Advantage or if you just have Original Medicare (Parts A and B) and maybe a Medicare Supplement/Medigap (Part C)
If you move from Coeur d’Alene, Idaho to Louisville, Kentucky and make that your new residence, with no half-time visiting, all you really need to do is update your address and some other information with the Social Security Administration, but if you have a Medicare Advantage plan you’ll likely need to find a new one, or at the very least expect a lot of change since those vary so much based on state. If you have a Medicare Supplement, that should basically be the same - again, unless the new states has different requirements or periods for it (but the coverage really shouldn’t see too many issues or changes).

The circumstances surrounding Breonna Taylor’s killing by police in Louisville, Kentucky, are by now well known. When plainclothes officers executed a no-knock warrant at the medical technician’s apartment in March, her boyfriend fired at the police, thinking they were intruders, and three officers returned fire, killing Taylor.  
These facts were enough to help spark the ongoing wave of protests for racial justice, but earlier this month, lawyers for the Taylor family made troubling new claims about the context of the police raid. 
The lawyers allege that the raid that killed Taylor was part of a broader effort to evict residents who were impeding the city’s Vision Russell redevelopment initiative. When they broke down Taylor’s door, the Louisville police were seeking to apprehend an associate of Jamarcus Glover, a former boyfriend of Taylor’s who lived on Elliott Avenue at the center of the city’s neighborhood “renewal” project. Glover, who faces drug charges, was not in Taylor’s apartment at the time of the raid, and it is unclear whether he was there with any frequency at all. 
The Taylor family’s lawyers accuse the city of targeting Glover—who was arrested in April—so it could repossess the home he rented. Indeed, in June, the city and a land bank purchased the house for $1.
Employees with the city’s department of economic development vehemently denied a “grand secret” between police action and the redevelopment initiative, but acknowledged wanting to return the block “to productive use” by tearing down some properties. They added that the plan for the city-purchased properties on Elliott Avenue will most likely be to create permanent affordable housing by turning the houses over to a community land trust. 
Whatever the truth in this case, academic research and historical scholarship show that policing can be particularly intense during the process of gentrification. This research suggests that the continued use of police to pursue economic development will most likely result in more needless stops, arrests, and deaths like Breonna Taylor’s. Recent protests have demanded that police no longer be used as the first response to social problems like mental health crises and drug addiction. That demand might also extend to excluding police from urban “renewal.” 
We need non-police responses to housing policy that create affordable housing and keep long-term residents in their homes. Cities should move funding away from police and toward housing, community development, and poverty alleviation—the kinds of efforts that can prevent crime. 
In a statistical analysis of New York City from 2009 to 2015, I analyzed policing trends in neighborhoods whose low-income residents and lack of recent housing construction made them natural targets for gentrification. I found that, of this group, neighborhoods that experienced increased real estate reinvestment were more likely to see intensified misdemeanor policing than those that did not. As property values increased in those neighborhoods, so did order-maintenance arrests for offenses like loitering and disorderly conduct, as well as proactive arrests for offenses like drug possession and driving while intoxicated. This indicates that development-directed policing can happen in neighborhoods experiencing more mundane types of redevelopment, and not just in high-profile renewal zones. 
The connection between real estate development and policing would not have come as a surprise to long-term residents of New York City’s Lower East Side or Times Square neighborhoods in the 1970s and 1980s. Those communities witnessed high-profile urban renewal projects, which brought intense law enforcement with them.  
In 1984, the NYPD made more than 1,300 arrests—mostly for drug possession—in just 18 days on the Lower East Side. They called the military-style enforcement action Operation Pressure Point. The neighborhood’s gentrification was encouraged by the police and city media; a New York Times article in 1985 described Operation Pressure Point as a harbinger of “rising” fortunes during which “art galleries [were] replacing shooting galleries.”  
Uptown, Times Square was also undergoing intense policing. As the city was rezoning the area and offering tax incentives to large chains to locate there, they were also making aggressive arrests for prostitution, vagrancy, loitering, and other petty crimes that characterized the area. With an Olive Garden and a Disney Store now having replaced pornogaphy theaters and gay bars, it seems the redvelopment agenda was effective.  
Of course, gentrification is not just this kind of movement of capital back into disinvested areas—it is also the movement of middle class people, often white, into those places. In my study, I found that rising numbers of middle class residents in a neighborhood were correlated with increased reports of non-emergency disorder crimes to the police, as might be expected in light of the recent and highly publicized spate of people calling the police on Black, Latinx, and Native people for spurious reasons. Yet, surprisingly, in my data those increased calls, and the presence of middle class and white people in general, was not consistently or statistically significantly related to increased arrests in gentrifying neighborhoods.  
In another analysis of New York City, however, Ayobami Laniyonu used a simultaneous measure of gentrification’s investment and demographic changes and found that, overall, an in-movement of middle class people and an increase in rents led to more stops citywide. 
In two studies,��Elaine Sharp found that cities with larger shares of professionals living in them made more order-maintenance arrests; Adam Goldstein and I found that cities relying on housing market growth in the lead-up to the Great Recession in 2008 spent more on police.
As these national studies show, intensified policing during gentrification is not just a phenomenon in big coastal cities. In Wichita, Kansas, elected officials have been trying for about 50 years to remake the downtown-adjacent “skid row” neighborhood into a business-friendly, middle class area rebranded as “Old Town.” Chase Billingham found that police, local business owners, and Witchita’s parks and recreation department aligned to try to  “clean up” a park in the area by moving out the homeless men, social services providers, and sex workers who have historically characterized the area. Though efforts to upscale the area have proved elusive, intense policing remains.  
This collaboration across city agencies and business owners to displace poor people has also been noted by Chris Herring in San Francisco. He found that much of the policing effort to clear areas of homeless people was spurred by residents’ and business owners’ complaints. Trying to satisfy these politically powerful groups, officers sometimes told people sleeping out in the city’s rapidly gentrifying Mission District to move to more industrial areas.
City leaders often trumpet their use of police to “clean up” neighborhoods and accelerate economic growth. Former New York City Mayor Ed Koch bragged about the effectiveness of the NYPD’s sweeping arrests at “reclaiming” Union Square Park. He said of the area, “First the thugs took over, then the muggers took over, then the drug people took over, and now we are driving them out.” 
Baltimore’s police commissioner also emphasized the centrality of police in urban redevelopment when he said in 1998 that police “have a huge impact on property values, [and] the commercial viability of the community.” Denver’s current mayor said in 2007 that crime statistics can affect home values. Minneapolis’s police chief said his officers should take pride in the city’s rising home prices. And the Topeka, Kansas, police department touted its ability to raise property values and grow the city’s tax base when they solicited public donations to a 2013 stolen property tracking initiative. 
Police departments in many cities have adopted property value growth as a formal performance metric, Mark Moore and Anthony Braga found. Police are orienting their success to that of the real estate market as city leaders encourage them to add “protecting economic growth” to their growing portfolio of responsibilities.
This new role for police comes at the cost of displacement and increases contact between police and vulnerable communities. Long-term residents in gentrifying neighborhoods have noted the ramp-up in policing that often accompanies reinvestment and gentrifiers. In his 2006 book, Lance Freeman quotes a Harlem resident who says, “If you sit on the benches the police will come along and point to the no loitering sign and say you can’t stay here. [This is] because of new people moving in and putting pressure on the police to make things orderly.”
Researchers studying Chicago, San Francisco, New Orleans, Vancouver, and Washington, D.C. have all cited long-term residents who say police make more stops and arrests during gentrification, with homeless people and sex workers experiencing  especially harsh police contact. Manissa Maharawal found that the 2014-15 wave of Black Lives Matter protests in San Francisco were motivated in part by opposition to this policing of gentrification.
 Gentrification is hardly the only force restructuring American cities. Neighborhoods are more likely to experience durable poverty, white flight, or persistent segregation than reinvestment and new middle-class neighbors. Each of these metropolitan contexts will influence policing in a different way. What the academic research summarized here reveals is that gentrification seems to coincide with a particular intensification in policing. 
Sadly, Breonna Taylor is only the latest example of a Black or Latinx person killed by police against the backdrop of gentrification. Eric Garner was killed by an NYPD officer near recently renovated apartment buildings on Victory Boulevard in Staten Island. Saheed Vassell was killed by the NYPD just seconds after they confronted him in a rapidly gentrifying neighborhood in Brooklyn. Alex Nieto, a lifelong resident of San Francisco’s Bernal Heights neighborhood, was shot there by four officers after two white people called 911. These deaths are reminders that the struggles for affordable housing and against hyper-policing are intertwined.

Last week, House Democrats attempted to call President Donald Trump’s bluff and increase the COVID relief bill’s survival checks to $2,000. House Republicans blocked the initial maneuver, and may today prevent the legislation from passing. If it does pass, Republican Senate Majority Leader Mitch McConnell could kill the bill.
The spectacle of Congress continuing to stall $2,000 survival checks during an economic emergency spotlights Donald Trump’s erratic behavior, Democrats’ persistent austerity ideology and the dysfunctionality of a government waiting until the last minute to hammer out 5,000-page emergency legislation in a matter of hours.
Most important, the antics of House Republicans and McConnell illustrate how — despite all of America’s paens to democracy — lawmakers ostensibly elected to represent us will routinely stomp on their own constituents.
Of course, constituents are barely part of the media narrative anymore. Indeed, if you read national news, you will almost never see a mention of whom exactly these Republicans are supposed to be representing.
For example, you will not see any mention of the fact that, according to research from AFL-CIO political director Michael Podhorzer, the majority of lawmakers in the House Republican Conference come from districts in the bottom two income quintiles — meaning their constituents would particularly benefit from the $2,000 checks.
Similarly, you will see McConnell depicted only as an all-powerful Republican leader — an omniscient spectre haunting the halls of power, effectively disassociated from time, place and constituency. In this mythology, he is a phantom menace who controls everything but somehow represents nobody. You will not see much mention of the fact that McConnell actually does represent a real, live place — one that illustrates how this standoff is fundamentally a crisis of democratic accountability.
Kentucky’s Senator May Deny Emergency Aid To His Own Constituents
McConnell’s role in this debacle cannot be overstated: Had he already signed onto the plan to increase the direct payments in the COVID deal, it would probably be a done deal — but so far he has been reticent, as millions of Americans are struggling to survive.
Among those millions struggling to survive are hundreds of thousands of people in McConnell’s own state of Kentucky — which is one of the poorest in the country. As such, it would particularly benefit from the $2,000 survival checks.
As McConnell plays coy in Washington, his state is becoming a Dickensian nightmare. More than 700,000 Kentuckians live below the federal poverty line.
During the COVID-19 pandemic, things have become downright dystopian: Louisville’s ABC affiliate recently reported that “an estimated 42 percent of Kentucky children (live) in renter households (that) were behind on rent and/or did not get enough to eat, and 20 percent of adults with children in the household reported the children weren’t eating enough because they couldn’t afford enough food.”
According to census data, roughly 13 percent of adults in Kentucky are now suffering from food scarcity, meaning they either sometimes or often do not have enough food to eat. That number has increased nearly 40 percent since the start of the pandemic.
The median household income in Kentucky is about $52,000, and roughly two thirds of all Kentucky households make less than $75,000 a year. That means the current proposal to boost $600 checks to $2,000 for families making $75,000 or less would provide additional emergency aid to most people in the Republican Senate leader’s own state.
In light of these figures, you would think a lawmaker from a destitute state would be the single biggest champion of such an initiative.
Instead, McConnell may end up following House Republicans and use his power to block the checks. In that event, we would be watching Kentucky’s U.S. senator directly denying aid to most people in his own disproportionately poor state during an economic emergency and a deadly pandemic. This wouldn’t be a case of McConnell ignoring or punishing specific constituencies who didn’t vote for him — exit polls show he won reelection with a majority of voters making $50,000 or less.
And let’s remember: McConnell’s reluctance to quickly enact $2,000 survival checks is not the first time we’ve seen him pit himself against his own state during the pandemic — he has also led the fight to block direct aid to states, even though Kentucky faces one of the most acute budget and pension crises in the country.
A Feature, Not A Bug
Taken together, this entire situation confirms a trio of recent studies underscoring that we live in a bizarro version of democracy in which representatives are routinely using their public offices to ignore constituents’ wishes — and at times to directly harm the people who elect them.
This dynamic is a feature, not a bug. The founders created institutions like the Senate and lifetime Supreme Court appointments to try to insulate policymaking from the rabble, and to protect what Alexander Hamilton called the “permanent will” of the elite. They allowed for a lame-duck period in which a president gets to govern without any accountability at all. And such institutional limits on American democracy have been compounded by gerrymandered congressional districts and a campaign finance system that effectively insulates incumbents from any public accountability.
Those limits on democracy were supposed to encourage meritorious policy, but in this budget standoff, we see the opposite: Republicans have been able to behave so recklessly precisely because these limits on democracy mean they don’t have to care about their own constituents.
McConnell was just reelected to a Senate job where he won’t face voters for another six years, when the pain and suffering he inflicted will be a distant memory. House Republicans are safe in gerrymandered districts, many of which will likely remain that way because Democrats failed to win state legislatures ahead of redistricting. And Trump is a lame duck, who isn’t angling for reelection.  
In each situation, the power players involved know they are safely insulated from democratic accountability, allowing them to care only about a donor class that is far more interested in $200 billion worth of tax cuts for the wealthy than in $2,000 checks for starving people.
To know that a lack of democratic accountability is at the heart of this manufactured crisis, just compare Trump’s posture before the election.
Facing the potential wrath of voters back then, Trump was pushing a $1.8 trillion rescue package — not because he was a more moral person a few months ago, but because he was trying to win reelection and thus trying to depict himself as responsive to the public will. Once the election was over, he didn’t have to care anymore — he could use his lame duck moment to stage a childish conniption fit that did real damage to real human beings.
The same dynamic is also at play with McConnell. Arguably the only reason he even allowed a meager $900 billion stimulus bill with $600 survival checks to pass through the upper chamber was because he was worried about democratic consequences — more specifically, he was worried that blocking a bill would result in Georgians voting out their GOP senators, which would toss McConnell out of his job running the Senate.
He can now play games with the $2,000 check initiative knowing he won’t be voted out of a job by Kentuckians — but if he does capitulate, it will only be because he fears losing the two Georgia runoff elections.
In other words, it will only be because he fears some modicum of democratic accountability.
A Cautionary Tale About Democratic Accountability
Moving forward, there is a larger lesson here.
In elite circles, there is this idea that America’s problems are a product of politicians being too beholden to their constituents’ whims, which supposedly creates gridlock as elected officials aim to placate their parties’ voters. This mythology — which is a modern day version of the founders’ fear of too much democracy — has been weaponized to promote ideas like super committees, presidential commissions, fast track authorities and strict budget rules, all designed to insulate decisionmaking from public pressure.
The idea is that government officials will only be able to make tough, painful decisions necessary for meritorious policy if they are further protected from public accountability and consequences.
But this latest grotesquerie of House Republicans and McConnell threatening to deny $2,000 checks to their own constituents disproves the entire theory. It shows that a lack of democratic accountability is the problem.
