Sybil is connected to most of the things happening!
She is giving Tabitha tea to suppress whatever is in that locked door in the basement
She knows what Wayne is, enough that it's said that he visits her for help. He has mushrooms coming out of his wrist and she has mushroom tea.
She is giving Joan Kelly the Ricin to keep Reese from changing
Her bloodline has been in the Holler for as long as the Scarlets and is most likely the witch that Kaneeka becomes from the Resonant.
The witch sends Charlie to seek a stone seal, just as Sybil is send you to find them
A witch healed Enoch's younger brother's legs but he was pronounced dead instead, per the corners reports in the clinic
Y/N's mom went to Sybil for help when she was pregnant, likely for some fear for the Scarlett bloodline doing something to you.
Miles admits his mother is a witch and thinks it's cool. I believe she is teaching him the family secrets because Kaneeka railed so hard against magic existing. This could be why she gives Miles so much more freedom. (Could he have been sent into the mines with the seal on purpose?)
I think Sybil gave Tabitha tea to give to Pearlanne, knowing you would come back to the Holler for the funeral. Your blood is somehow unlocking those stone seals! She's causing all of this, and using whatever bullshit the Scarlet ancestors got up to for her own gain.
This woman has everyone in her pocket.

I feel like Sybil is the opposite of Dr. Kelly. Both women control their children in such a way as to prevent their children leaving the Holler, but I feel like their motivations couldn't be more different.
Like, for all her faults, I never get the impression that Dr. Kelly wants to harm Reese. She's scared of what he may be capable of. She's scared that others may not understand him, and that they may harm him because of it. She has no idea what she's doing. She feeds him poison to keep him at home because she's afraid, and she's afraid because she loves him. When she tells you her plan to further limit him following his episode, she is genuinely regretful. If you calm Reese and let him escape, she will acknowledge that she played a part in escalating the situation and agree that maybe, just maybe, Reese is capable of learning to live with what he is.
But Sybil. Dude, that lady has never seemed trustworthy to me. My roommate suggested that she is the same witch as the one in Charlie's vision. And I'm seriously starting to think that's true. My main hang up on it was that it would be difficult if she didn't age for all that time, because people would notice. Then I got this horrible thought, because another thing we were discussing was that she seems to be preventing Kaneeka from leaving and/or recognizing her own powers and like why would she do that?? Then I thought of Flemeth from DA, and I think she's going to steal Kaneeka's body. She has Mother Gothel vibes.

Tabitha: The sacrificial lamb? And possible Sybil motivations + partnership with Wayne
So in this post I'll be discussing why I think Tabitha is supposed to be the sacrifice and we're supposed to run the town.
I will also give a theory as to what Sybil's motivations might be and why her and "Wayne" seem to be working together even though they appear to dislike each other.
SPOILERS AND MANY SCREENSHOTS BELOW. THIS IS A LONG POST BE WARNED.
Right at the beginning of the game we can tell that Tabitha is unhappy with her lot in life and feels forced into doing what she believes is best for the town (similar to how Neeks feels forced and trapped)
She even admits as such during our time with her in chapter 3.

She; as the cousin who is older and has lived in Scarlet Hollow has been groomed by her mother into thinking that all this falls on her and she needs to sacrifice her life and happiness for the sake of the town.
But she's not the only one that believes this. Both Keneeka and Sybil have stated as much. Keneeka makes an offhand comment about how "we're not even a real Scarlet like Tabitha and this should fall on her" if we give up years of our life in chapter 3.
But Sybil is more....insidious and serious when she says this;

Sybil thinks it's Tabby's responsibility to give up a decade of her life to placate a ghost that was murdered by a Scarlet decades ago. I'm not gonna screencap every time Sybil makes an argument "for the greater good" but if you listen to her all throughout this story, you'll notice she does it A LOT.
Here's one example;

Everything has a price....but would Sybil do something like this herself? Perhaps...but it's more likely she's willing to do something horrible to her own daughter "for the sake of the town". She makes a big deal out of how the people in Scarlet Hollow are tied to this town and how they can't just get up and leave in chapter 2. She's not wrong but it's also obvious she's plotting and hiding information from us.
Which brings me to this; There's a strong possibility that "The Witch" is not merely an ancestor of Sybil but rather Sybil herself. In this scene we notice that The Witch has many poisonous plants...similar to how Book Smart can point out all the poisonous plants in chapter 1 or 4.

The Witch also sends Charlie on a dangerous mission to uncover the seals...hmmm who does that sound like? In chapter 4 after our tea session with Sybil she tells us to investigate the seals and find out what's hidden beneath them.
More importantly....if you have Mystical or don't drink Sybil's tea you can resist the urge to open the door in chapter 3.

We also learn towards the end of chapter 4 that Sybil is the one who told Dr Kelly to poison her son but we can only learn this if we didn't drink the chaga tea in chapter 2.
So it's pretty clear that Sybil wants two things;
(1) Uncover the seals
(2) Protect the town....even at the expense of others
But something that's interesting is that Sybil and whatever is piloting Sam Wayne's corpse seem to be working together for a common goal..even though the two don't seem to like or even respect each other.
We learn in chapter 1 or 2 depending on our choices, that "Wayne" has been coming by Sybil's tea room. Although it's unclear if the original Sam Wayne did this as well.
Regardless; Sybil tells Wayne she can't help him tonight and tells him to go away. In multiple chapters Sybil refers to Wayne as a drifter who'll be gone soon. She also stresses that we should be wary of him and to steer clear whenever he's around and we'll be fine. It's clear she knows what Wayne wants and most likely knows what "he" really is. She also gets this worried (disgusted?) look on her face if we tell her we're in love with Wayne (sorry no pic lol)

But she also steers clear of Wayne as well and rarely interacts with him and Wayne straight up threatens her if we choose to give up years of our life.

So why this hostility? And why do I think they might be working together?
Lets talk about those boxes in chapter 4. If you have Keen Eye in chapter 4 and open the closet you get this;

So it's Wayne that opens these boxes and shifts the doll around. Why? Well at the end of chapter 4 he tells us to investigate the estate and that we might be surprised at what we find. Wayne does this thing where it's obvious he knows what's going on but he won't directly tell us what's happening. He says it's because it'll be better for us to find out ourselves so "we can know who to really trust".
In other words; Wayne believes that once we uncover everything we'll be on his side. He's pretty confident about all this and I'm unsure how much to trust him; given that he repeatably bad mouths our friends and suggests we abandon them to save our own skins.
But I'm getting ahead of myself. Why did Wayne open these boxes? Did he hope to find damming information against the Scarlet's? I find it hard to believe that Tabby has that pushed into the front of our closet but maybe she doesn't know it's there? And why didn't he put the boxes back in place? Almost as if he wants us to open that specific box.
What if...Wayne planted something there? Or maybe he took a piece of evidence and hid it? I think option 1 is more likely considering he seems to be isolating us from our friends.
I believe Wayne is working with Sybil to make sure Tabitha is the one to pay for all the crimes the Scarlet's did and insure that we are unharmed. I don't think Sybil cares too much if we get hurt but I also think she's of the belief that it's Tabitha who should be the sacrifice not us. Tabitha is the only one that Sybil agrees on being "The Cat" in episode 4. Sybil pushes you to distrust Tabby and perhaps Wayne planted something there to make us distrust her too.
Look at this interaction between Wayne and Tabby during the haunting;

He says this if you deliberately taunt Tabitha but I don't believe he's being sincere here. It sounds like he's mocking her in a subtle way given what he says in another option;

So far Tabby and Wayne haven't interacted much but imo it appears that Wayne enjoys taunting Tabitha and rubbing her ex's dead body and their failed relationship in her face. Pretty nasty but Wayne is pretty nasty to a lot of our friends.
Either way; Wayne is very invested in making sure we're safe and he gets pissed if we sacrifice ourselves and this is the only time we see him have any kind of emotion.

So what if he's so intent on keeping us safe he wants Tabby to take the fall for whatever skeletons are in the Scarlet's closet?
There's also this theme of the heir to the estate sacrificing their younger siblings or others to keep themselves in power. After all; Enoch sacrificed Teddy for power.
Tabby may be older than us but she's not the child of the heir, that's us. Vivian was supposed to be the boss of the mines but she left after she discovered she was pregnant.
I believe the Scarlet's have a history of having one side of their family rule while the other side gets used as sacrifices for whatever is cursing this town. Wayne wants to protect us from getting murked and Sybil is willing to do whatever it takes to ensure the people of the Holler can keep living their lives.
And let's face it; most of the town believes Tabby is to blame for all of their problems. She isn't sociable, she's blunt, she's isolated, she's alone....the perfect scapegoat?

whenever i play Scarlet Hollow i can NEVER like actually kill Reese. like as a person with a bunch of disabilities, Dr Kelly and Sybil made him a self-fulfilling prophecy because his mother didn't know how to handle or talk about that kind of stuff. It's truly heart breaking and i feel for both of the Kelly's deeply for their unfortunate circumstances that just kept piling because of small things until it became something terrifying for both of them.

Why I like Keneeka better than Stella
So something I've been stirring in my head for awhile is the question "why do I like Keneeka more than Stella?" and I think I finally have an answer.
Stella's presence in the game was always mildly off putting to me because early on you find out that her and Tabby used to be friends; and while some people just took it at face value; I suspected they might have been more than that on Ep 1.
The reason it's mildly off putting is because it creates this weird dynamic and tension between you and Tabby. If you play the game like I do (wanting to be besties with Tabby) then this creates a bit of a problem if you attempt to pursue a romance with Stella. Something about dating my cousin's ex when said cousin clearly still has feelings for Stella and couldn't pursue those feelings because of her abusive mother rubs me the wrong way.
No hate if you do this; it's just too weird for me. And not the good kind of weird.
But even with all that said I just don't connect with Stella. Maybe there will be more to Stella's story later on (fingers crossed!) but so far it's basically this;
>Stella fun and friendly
>Parents die
>Stella puts up a front of still being fun and friendly but secretly hurting
>Stella unreliable because she chases danger in pursuit of something she doesn't really want to face. In other words; she's a dog chasing a car.
Now there's nothing inherently wrong with this but I connect with Keneeka's story much much more!
Keneeka to me is a bit more complex or at least I see her that way. I know some people in the fandom don't like her, some for legitimate reasons...and others because of unchecked biases.
But really let's examine her character for a sec!
Keneeka had this promising career as a vet and was one of the top students in her class and IIRC 1 semester away from graduating. She could finally leave this dying town and the Scarlet's ironclad grip on it behind. She could finally escape her controlling mother and annoying younger brother who is clearly mom's favorite who can get away with anything.
Then her dad dies. We don't get much information about her dad other than he's dead. In fact if I remember, that's all we know.
So Keneeka puts her life on hold to "do the right thing" and her personality trait of being self righteous undoubtedly pushed her to make this decision too.
After all; how could she call Tabby out for being selfish if she left her family to grieve by themselves and lose their livelihood?
So she goes back home to this dying town, convinces herself it's only gonna be for a few weeks....then a few months...then oh look it's been a year! And she realizes Scarlet Hollow is sinking it's claws back into her by virtue of her guilt if she leaves.
And then there's Tabitha. Wouldn't things be so much easier if Tabitha wasn't in charge of everything? I imagine as a black woman in a rural area that was built by an ex confederate soldier and being run by a rude and controlling white woman doesn't help Neek's opinion on Tabby.
People get so bent out of shape whenever Keneeka attacks Tabitha but from Neeks POV her life was uprooted not only because of her dad's death but because Pearlanne has repeatably tried to buy out her family's store. The Scarlet family legacy is all about cheating, stealing, lying, murdering, and doing whatever awful act to take control of an entire town and hold it under their thumb.
I also think Keneeka's trait of being self righteous leads to her seeing the worst in people and not being open to hearing the point of view of someone she considers an oppressor.
Which I mean...fair.
Remember; Tabby can build a relationship with us and even be nice towards the end of episode 4 but she is not like that with anyone else besides us and Stella. Maybe Sam Wayne but we don't know what their relationship looked like and from what "Wayne" said; it ended pretty nastily.
Keneeka's home life isn't much better either. With her mother forcing all these responsibilities on her and never asking Miles to do the same. While we can't know for sure; I get the impression that even when Keneeka was a teenager that her mother did this. I'm getting real "parentification" vibes from Sybil.
And something about wanting to be free from your family but feeling guilty about leaving them behind.....yeah that just hits different for me.
Also she's the best dressed character let's be serious.

Top 10 SH Characters
I actually love all of them, so even if they didn't crack the top 10, it's not that I disliked the character.
Tabitha. My girl. Love her so much. You know I'm down for all of the cousin bonding. I actually hated her at first, but she grew on me by the end of episode 1. Like, ride-or-die.
Avery. I always liked Avery's chill demeaner, but when they are like, kind of into getting possessed, and then follow it up with "I kind of like the Ditchlings and would 100% incubate one of their larvae if it wouldn't kill me," and like. That is unhinged. Love that for them.
Doc Kelly. I love her. She is such a well-written character, and she absolutely exists in like every rural Appalachian town. She is so down to earth and it contrasts so well with her emo artist son, who she does not understand at all but still loves fiercely.
Dustin. My boy. Light of my life. Every playthrough w/o Talk To Animals is heartbreaking because we don't get to chill.
Frou-Frou. She is such a bitch. I adore her.
Reese. He's weird as fuck. He also turns into a giant whatever-the-hell-that-is. I get the vibe that he would fit in real well in the Addams Family.
Sybil. Do not trust this woman at all, but she is extremely intriguing. I want to know more about her. Beldam energy.
Duke. He reminds me of my great uncle, but like without the negative parts. He's like the idealized version of my uncle. Additionally, I have known so many old guys like him.
The Bus Stranger. There is something so specifically wrong with him, and he is such an iconic character. Even if he never shows up again, he sets the tone for the whole story perfectly.
Stella. I feel like I shouldn't have to explain this one. Likeable, layered.
