The Department of Labor's Occupational Safety and Health Administration (OSHA). Is putting forward the first ever federal safety regulation to protect worker's from excessive heat in the workplace. As climate change has caused extreme heat events to become more common work place deaths have risen from an average of 32 heat related deaths between 1992 and 2019 to 43 in 2022. The rules if finalized would require employers to provide drinking water and cool break areas at 80 degrees and at 90 degrees have mandatory 15-minute breaks every two hours and be monitored for signs of heat illness. This would effect an estimated 36 million workers.
The Federal Emergency Management Agency announced $1 Billion for 656 projects across the country aimed at helping local communities combat climate change fueled disasters like flooding and extreme heat. Some of the projects include $50 Million to Philadelphia for a stormwater pump station and combating flooding, and a grant to build Shaded bus shelters in Washington, D.C.
The Department of Transportation announced thanks to efforts by the Biden Administration flight cancellations at the lowest they've been in a decade. At just 1.4% for the year so far. Transportation Secretary Pete Buttigieg credited the Department's new rules requiring automatic refunds for any cancellations or undue delays as driving the good numbers as well as the investment of $25 billion in airport infrastructure that was in the Bipartisan Infrastructure Law.
The Department of Transportation announced $600 million in the 3rd round of funding to reconnect communities. Many communities have been divided by highways and other Infrastructure projects over the years. Most often effecting racial minority and poor areas. The Biden Administration is dedicated to addressing these injustices and helping reconnect communities split for decades. This funding round will see Atlanta’s Southside Communities reconnected as well as a redesign for Birmingham’s Black Main Street, reconnecting a community split by Interstate 65 in the 1960s.
The Biden Administration approved its 9th offshore wind power project. About 9 miles off the coast of New Jersey the planned wind farm will generated 2,800 megawatts of electricity, enough to power almost a million homes with totally clear power. This will bring the total amount of clean wind power generated by projects approved by the Biden Administration to 13 gigawatts. The Administration's climate goal is to generate 30 gigawatts from wind.
The Biden Administration announced funding for 12 new Regional Technology and Innovation Hubs. The $504 million dollars will go to supporting tech hubs in, Colorado, Montana, Indiana, Illinois, Nevada, New York, New Hampshire, South Carolina, Florida, Ohio, Oklahoma, and Wisconsin. These tech hubs together with 31 already announced and funded will support high tech manufacturing jobs, as well as training for 21st century jobs for millions of American workers.
HHS announced over $200 million to support improved care for older Americans, particularly those with Alzheimer’s and related dementias. The money is focused on training primary care physicians, nurse practitioners, and other health care clinicians in best practices in elder and dementia care, as well as seeking to integrate geriatric training into primary care. It also will support ways that families and other non-medical care givers can be educated to give support to aging people.
HHS announced $176 million to help support the development of a mRNA-based pandemic influenza vaccine. As part of the government's efforts to be ready before the next major pandemic it funds and supports new vaccine's to try to predict the next major pandemic. Moderna is working on an mRNA vaccine, much like the Covid-19, vaccine focused on the H5 and H7 avian influenza viruses, which experts fear could spread to humans and cause a Covid like event.

A new report looks at the hot spots of Atlanta's heat exposure
I like the looks of these recommendations from a recent report about Atlanta's heat risk. Cool roofing for low-rise buildings would be a great program for Atlanta!
As the effects of climate change produce hotter weather, it's important for us to find a way to benefit from the cooling power of urban trees while also adding affordable density in walkable formats near our transit lines.

I'll forgive this next slide for pegging the property between the Mercedes-Benz stadium & Georgia World Congress Center (GWCC) as a high density neighborhood -- no one lives here.
Focus instead on the potential for a cool roof on the giant, sprawling GWCC! That would be great.
This report was funded jointly by Council's Liliana Bakhtiari and Matt Westmoreland.
Here are the recommendations:
1. Increase total tree canopy across atlanta by about 350,000 trees (average of 1,400 per neighborhood). Tree investments should be prioritized in neighborhoods with a total vulnerability score of 8, 9, or 10. All trees added by the city should be positioned to shade impervious surfaces, which will also maximize benefits for stormwater runoff.
2. The results of this heat risk assessment directly support the city council's recently adopted goal of 50% tree canopy cover as a minimum for all neighborhoods. To achieve this level of tree canopy cover, policies for protecting existing canopy will need to be strengthened and complemented with new policies and programs designed to increase tree canopy cover and to replace trees in the public right of way when lost to extreme weather or disease.
3. We recommend cool roofing for all low-rise buildings (4 stories or less). Assuming an average roof area of 1,000 square feet, meeting this recommendation would require about 940 buildings/houses to be converted to cool roofs per neighborhood, on average.
4. The number of cooling centers for extreme heat events should be expanded and targeted to neighborhoods with the highest total vulnerability scores. All cooling centers should be equipped with backup power generation and the capacity to operate during an extended blackout period. The provision of water and ample recharging stations for communication devices can further enhance population resilience during extreme heat events. We recommend that a citywide heat surveillance system be deployed with a density of at least three weather stations per neighborhood with 2,000 residents or more and real-time public reporting of weather conditions. We further recommend that the city stablish a program to evaluate the performance of heat management investments over time.

The City of Atlanta Department of Watershed Management (DWM) contractors will install new stormwater inlets and pipeline to mitigate flooding as part of Phase I of the Krog Street Tunnel Stormwater project.
The Krog Street Tunnel entrance will be closed at DeKalb Avenue NE, as well as Wylie Street SE. Krog Street NE will be closed between Edgewood Avenue NE and DeKalb Avenue NE. In addition, DeKalb Avenue NE will be closed between Waddell Street NE and Cornelia Street SE.
One sidewalk will remain open and accessible to pedestrians during the duration of the project. However, to ensure the safety of pedestrians, both sidewalks may be closed during certain construction activity. DWM will notify the public when the sidewalks are not accessible for pedestrian use.

1. Sustainability Practices at a Sport Venue - Mercedes-Benz Stadium
Mercedes Benz Stadium, located in Atlanta, United States is one of the most sustainable venues in the world. The stadium took a little over 3 years to build, with it officially opening to the public in 2017. Upon it’s opening, the stadium was awarded a LEED platinum in recognition of its efforts in reducing harmful impacts on the environment. In order to become LEED certified, the construction has to meet a specific criteria in relation to a number of categories, from location to indoor environmental quality ( Boyd et al, 2016). Mercedes Stadium therefore have implemented a number of environmentally friendly initiatives:
Zero waste:
Mercedes Benz stadium are committed to achieving zero waste through trying to divert at least 90% of waste from landfill. In order to achieve this, Mercedes Benz stadium have emphasised four key points. These include, Eliminating all unnecessary waste, reducing the amount of overall waste generated on site, reusing, repurposing, or donating materials rather than discarding and recycling and composting ("Zero Waste - Mercedes Benz Stadium", 2022).
Energy:
The stadium has been designed to be extremely energy efficient, with the arena encompassing approximately 4,000 solar panels. The stadium was also designed with energy reduction front of mind, with a ‘Window to the city’ being installed, spanning 160,000 square feet and being a key source for natural light within the stadium ("Energy - Mercedes Benz Stadium", 2022).
Water:

Like it’s hard to link individual hurricanes to climate change, it’s hard to say flat-out what climate change’s effects on poor communities will be, explicitly. Rather, you must look at individual examples and extrapolate how climate change’s effects might exacerbate these problems. But more heat and more intense storms are some of the most basic realities of what climate change could hold.
“Many cities’ stormwater management systems were designed for last century’s rainstorms,” Marshall Shepherd, Director for Program in Atmospheric Sciences at the University of Georgia, told Gizmodo. ���We’re getting more urban flooding.” Regarding Atlanta specifically, he’s previously mentioned that more impervious surfaces like parking lots or roads can make floods worse.
All of this means that a mitigative climate change strategy alone, carbon-cutting activities like driving an electric car, buying an efficient light, are pretty meaningless if, in a hundred years, you’ll still be living in a community and on a salary resilient to the effects of climate change while the poverty-stricken bear the brunt of the effects. And at the rate income equality is growing between the top one percent and the bottom 99 percent, things could be a whole lot worse by 2100. The obvious environmental injustices and potential future of worsening effects has driven action from both civil rights leaders and community activists.

Atlanta park opens in honor of 92-year-old neighborhood matriarch killed by police

Kathryn Johnston Memorial Park in English Avenue is designed to help solve chronic flooding, too
Thirteen years to the day after Kathryn Johnston, a 92-year-old English Avenue resident known to many as “Mother,” was killed inside her home as part of a botched, illegal Atlanta Police Department drug raid, a functional green space was officially opened that aims to keep her memory alive forever.
Following months of community engagement and a groundbreaking in summer 2018, city leaders joined neighborhood representatives and other officials Thursday for a ribbon cutting at the newly christened Kathryn Johnston Memorial Park, just a block from Johnston’s former Neal Street home.
Replacing a vacant lot along Joseph E. Boone Boulevard at Proctor Street, just west of downtown, the park was designed to help mitigate flooding that’s decimated homes in Vine City and English Avenue over the years. It’s capable of managing up to 3.5 million gallons of stormwater annually, capturing street runoff and rerouting it to a series of underground chambers, stormwater swales, and rain gardens, according to Park Pride officials.

It’s the third in a series of stormwater-capturing parks proposed as part of the Proctor Creek North Avenue Green Infrastructure Vision, and officials this week extolled its potential—with open green spaces and elaborate playground equipment—to become the communal heart of English Avenue. In addition to being a physical homage to Johnston.
Atlanta police officers executed a no-knock warrant on Johnston’s home the night of November 21, 2006 and opened fire when she tried to defend herself, later planting drugs in an effort to defend their actions. Three officers were later convicted and sentenced to jail terms.
The ordeal resulted in the repeal of a law that allowed for the arrest of citizens without probable cause.
Johnston’s sacrifice, as officials noted this week, “will be memorialized within Kathryn Johnston Memorial Park and will serve as a constant reminder of the ongoing efforts to ensure that Atlantans not only remember her contributions to her community, but also continue to work toward the prevention of future tragedies.”

The new green space isn’t far from spruced-up Vine City Park, which replaced abandoned and blighted apartments in 2016. It’s also about six blocks west of the forthcoming Rodney Cook Sr. Park—Vine City’s answer to Historic Fourth Ward Park.
Trust for Public Land officials recently told Curbed Atlanta the latter green space should start opening this winter. Plans call for a splash pad, fitness zone, plazas, children’s performance area, architectural bridges, and a stormwater-capturing pond.

Affordable water may soon dry up, especially if you live here

Remember this number: $120. It’s the average monthly water bill in America.
Researchers at Michigan State University predict this figure will rise by $49 over the next five years. And if it does, water may become unaffordable for one-third of American households, according to a study, published recently in PLOS ONE, that maps the U.S. areas due to be hit hardest based on local incomes.
“The project deals with looking at the economic impacts of rising water prices on both households and regional economies,” said Elizabeth Mack, an MSU geographer who led the work. When she first pitched the research idea to her colleagues, some scoffed. While water unaffordability is common overseas, Mack said, most assume Americans have the resources and the willingness to do whatever it takes to pay for water.
But rising water prices are quickly eroding this line of reasoning, according to the investigation conducted by Mack and her colleague Sarah Wrase. Two years ago, a survey of 30 major U.S. cities found water bills rose by 41 percent between 2010 and 2015. This dilemma is well-documented in Detroit, where 50,000 households have lost water access since 2014, or in Philadelphia, where 40 percent of the city’s 227,000 water bills are past due.
Mack took these reports and multiple others to expose how pocketbooks could be affected by escalating water prices on a national level. To do so, she peered into an American Water Works Association survey of water utilities across the U.S. in order to determine the annual water bill for an average consumer. The analysis settled on a bill of $120 for nation’s average monthly consumption of 12,000 gallons in 2014, which is based on figures from the U.S. Environmental Protection Agency.
The EPA also provides an estimate for much Americans can afford to spend on water and wastewater services. If water prices rise above 4.5 percent of a household’s income, then “that means you’re going to have to take expenditures from other portions of your budget and allocate them to water,” Mack said.
To meet this affordability benchmark, a household must earn at least $32,000 per year, according to Mack and Wrase’s assessment. Based on their numbers, nearly 14 million American households — 11.9 percent — couldn’t afford water in 2014. If water prices continue to rise at the same rate (41 percent over five years), then a third of American households — 40 million — may lose access to affordable water, they found.
The team examined median income data for individual areas in the U.S. to chart a map of the communities most at-risk for water poverty.

The South, urban centers and low-income communities carry the most risk. For instance, 81 percent of high-risk and 63 percent of at-risk communities are concentrated in urban areas. Mississippi, Louisiana and Alabama topped the list with the largest numbers of county subdivisions — or census tracts — facing a high-risk of future water poverty. Many of the at-risk areas also have higher rates of disability, food stamp usage, unemployment and black and Hispanic residents, according to the study.
“Some regions are affected more than others in regards to rising water prices, but it’s unlikely that there are any regions that won’t see increases,” said Justin Mattingly, a research manager at the Water Environment & Reuse Foundation, who wasn’t involved in the study. “Aging infrastructure is a problem for everybody, and water scarcity is becoming a bigger problem in many regions as well. There have been years of disinvestment for water infrastructure, and it’s starting to come back to us now.”
Much of the nation’s water infrastructure dates back to World War II, if not earlier. Washington, D.C. still runs water through wooden pipes from the mid-1800s. On Tuesday, Senate democrats unveiled a $1 trillion infrastructure plan that would allocate $110 billion to water and sewer rehabilitation. But water policy agencies predict a total overhaul of America’s water would itself cost $1 trillion. Tack on another $36 billion to adjust for drought, seawater intrusion into aquifers, flooding and other climate change-based shifts to water systems.
Most of the time, water pipes are installed by housing developers, said Theresa Connor of the One Water Solutions Institute at Colorado State University. But water utilities take over the costs of upkeep once they start serving a new neighborhood.
“Although the major cost is the pipes, you also have to keep your plants up-to-date. If there are any new regulations, you might have to do improvements of the pipes and plants,” said Connor, who wasn’t involved in the study.
Infrastructure replacement is the primary driver of the water price surge in America, Connor said. In Atlanta, which spends more on water than any other state, there was a regulatory initiative to prevent stormwater from discharging into wastewater. The move prevented raw sewage from mixing into the streams used for drinking water. But this regulatory decision plus the privatization of water services bumped Atlanta’s water bills to $325 per month on average.
Recent water regulations — like the Drinking Water Protection Act — have forced some water utilities to update their systems to protect from emerging contaminants like agricultural nutrients. But both Connor and Mattingly said those costs are small relative to the spending needed to address aging infrastructure. “At the end of the day, it’s still aging infrastructure that’s driving much of the rise in water rates,” Mattingly said.
Urban flight is another factor in rising water prices. As populations decline in places like Detroit, water utilities are forced to spread their expenses across fewer people, which boosts rates. Meanwhile, cities like Phoenix and Las Vegas have low prices due to human growth.
“Many utilities are looking at alternative billing structures to take some of the burden off low-income households,” Mattingly said. One tactic involves higher charges for those who use more water, rather than a flat fee for everyone.
Both Mattingly and Connor said Mack’s study is a solid first step in understanding water poverty, but noted that its resolution is limited given the data are based on a small portion of America’s 155,000 or so water systems.
“This reality underlies the problem of a lack of available data on water usage and other metrics in the United States,” Mattingly said. “Without proper data, decision making at the local and national level can be hindered.”
Billing rates can vary dramatically between water providers, even within a single city. In the future, Mack hopes to apply the same analysis on individual cities to offer more guidance on water affordability.
As Flint, Michigan and other cities with water catastrophes have proven, the stakes for water infrastructure improvements are high. Delays can expose citizens to health hazards.
“While Flint has certainly garnered the most attention for its water infrastructure problems – and with good reason – they are certainly not alone,” Mattingly said.

Georgia Department of Transportation (Georgia DOT), The Ray, and the University of Georgia’s College of Environment + Design (UGA CED) are pleased to provide a major update to the living vegetative lab spanning the diamond interchanges at Exit 6 on Interstate-85. Throughout January, UGA CED, led by Associate Professor Brad Davis and MLA candidate Mathew Quirey, installed additional pilots: the testing of non-chemical weed control and new mixes of native wildflower and grass seed designed to provide continuous and successive blooms from late spring to early fall.
These installations are located along the 18 mile stretch of highway known as The Ray on I-85, a living transportation lab for the technologies and innovations that will reduce crashes and fatalities, reduce transportation carbon, and increase productivity from existing transportation infrastructure. Exit 6 is a unique opportunity for the three partners to test innovative land management strategies that inform decisions around the state and the Southeast.
Throughout the past few weeks, UGA CED has planted three different seed mixes of native wildflowers and grasses, including the traditional Georgia DOT mix as a direct, side-by-side comparison. These three wildflower test sites aim to identify a continuous-blooming pollinator habitat from early spring to early fall. A longer blooming season increases the feasibility of replacing more Georgia DOT turf grass-dominated roadsides with pollinator-friendly plants and grasses.
Besides the aesthetic beauty, these meadows offer many benefits over common non-native turf grass. Pollinator meadows require less maintenance and less mowing than traditional turf grass, reducing the maintenance costs to the state and the risks to roadside maintenance workers. Their extensive root structure holds the soil to prevent erosion and sedimentation and restore soil nutrients over time. These meadows also attract pollinating insects, which are vitally important for ecosystem services, our food supply, and the long-term success of the agriculture industry in the state.
Additionally, the median alongside the southbound lanes of Exit 6 now includes a stretch of two-inch sand blanket using granite fines as a method for natural weed mitigation. The sand blanket will prevent weed germination for one to two years, to allow the seeded wildflower mixes to establish dominance in the area over invasive weeds. Some of the wildflower mixes were planted in the sand blanketed area while others were not, allowing for a direct comparison of a natural alternative to the traditional chemicals used to control weeds. This pilot is an expansion of the 2016 UGA CED research plots installed in Athens at UGA’s Ugarden.
The Exit 6 vegetative lab began two years ago when it was approved by the Roadside Enhancement & Beautification Council and is financially supported by Georgia DOT and The Ray. The work recently completed builds on a 2018 demonstration co-located on the site, a 900 square foot pilot of KernzaⓇ perennial grain. Kernza is a unique plant known for capturing carbon in the atmosphere and sequestering it below the topsoil, deep in the earth. The fiber from these plants can be used to manufacture disposable goods, such as diapers, paper towels, toilet paper and more. The Kernza pilot on The Ray on I-85 is the first in the Southeast and the first in the U.S. to be grown on the interstate roadside. Over the past two years, the plant has shown promising signs of viability in the challenging growing conditions of the interstate right-of-way.
In addition to maintaining the site and monitoring the results, future plans for the site include pilot projects to improve slope stabilization, reduce erosion and sedimentation into the watershed, and improve stormwater management. The project will continue for the next three to five years.
