why is the kid taking over the starship, dont people know better than to not allow kids near dangerous things in dangerous starships

i dont like how star trek writers have a tendency to write their characers as intoxicated and put them in sexual or semi-sexual situations with others, which if it werent for their intoxication they would most probably never consent to. they did this in multiple episodes of TOS and now in TNG too. dont you have better ideas for your plot or character development?
