"After being thwarted by Congress, President Joe Biden will use his executive authority to create a New Deal-style American Climate Corps that will serve as a major green jobs training program.
In an announcement Wednesday, the White House said the program will employ more than 20,000 young adults who will build trails, plant trees, help install solar panels and do other work to boost conservation and help prevent catastrophic wildfires.
The climate corps had been proposed in early versions of the sweeping climate law approved last year but was jettisoned amid strong opposition from Republicans and concerns about cost.
Democrats and environmental advocacy groups never gave up on the plan and pushed Biden in recent weeks to issue an executive order authorizing what the White House now calls the American Climate Corps.
“After years of demonstrating and fighting for a Climate Corps, we turned a generational rallying cry into a real jobs program that will put a new generation to work stopping the climate crisis,” said Varshini Prakash, executive director of the Sunrise Movement, an environmental group that has led the push for a climate corps.
With the new corps “and the historic climate investments won by our broader movement, the path towards a Green New Deal is beginning to become visible,” Prakash said...

Lawmakers Weigh In
More than 50 Democratic lawmakers, including Massachusetts Sen. Ed Markey and New York Rep. Alexandria Ocasio-Cortez, had also encouraged Biden to create a climate corps, saying in a letter on Monday that “the climate crisis demands a whole-of-government response at an unprecedented scale.”
The lawmakers cited deadly heat waves in the Southwest and across the nation, as well as dangerous floods in New England and devastating wildfires on the Hawaiian island of Maui, among recent examples of climate-related disasters.
Democrats called creation of the climate corps “historic” and the first step toward fulfilling the vision of the Green New Deal.
“Today President Biden listened to the (environmental) movement, and he delivered with an American Climate Corps,” a beaming Markey said at a celebratory news conference outside the Capitol.
“We are starting to turn the green dream into a green reality,” added Ocasio-Cortez, who co-sponsored the Green New Deal legislation with Markey four years ago.
“You all are changing the world,” she told young activists.
Program Details and Grant Deadlines
The initiative will provide job training and service opportunities to work on a wide range of projects, including restoring coastal wetlands to protect communities from storm surges and flooding; clean energy projects such as wind and solar power; managing forests to prevent catastrophic wildfires; and energy efficient solutions to cut energy bills for consumers, the White House said.
Creation of the climate corps comes as the Environmental Protection Agency launches a $4.6 billion grant competition for states, municipalities and tribes to cut climate pollution and advance environmental justice. The Climate Pollution Reduction Grants are funded by the 2022 climate law and are intended to drive community-driven solutions to slow climate change.
EPA Administrator Michael Regan said the grants will help “communities so they can chart their own paths toward the clean energy future.”
The deadline for states and municipalities to apply is April 1, with grants expected in late 2024. Tribes and territories must apply by May 1, with grants expected by early 2025."

Clean energy contributed a record 11.4tn yuan ($1.6tn [USD]) to China’s economy in 2023, accounting for all of the growth in investment and a larger share of economic growth than any other sector. The new sector-by-sector analysis for Carbon Brief, based on official figures, industry data and analyst reports, illustrates the huge surge in investment in Chinese clean energy last year – in particular, the so-called “new three” industries of solar power, electric vehicles (EVs) and batteries. Solar power, along with manufacturing capacity for solar panels, EVs and batteries, were the main focus of China’s clean-energy investments in 2023, the analysis shows.[...]
Clean-energy investment rose 40% year-on-year to 6.3tn yuan ($890bn), with the growth accounting for all of the investment growth across the Chinese economy in 2023.
China’s $890bn investment in clean-energy sectors is almost as large as total global investments in fossil fuel supply in 2023 – and similar to the GDP of Switzerland or Turkey.
Including the value of production, clean-energy sectors contributed 11.4tn yuan ($1.6tn) to the Chinese economy in 2023, up 30% year-on-year.

China’s reliance on the clean-technology sectors to drive growth and achieve key economic targets boosts their economic and political importance. It could also support an accelerated energy transition. The massive investment in clean technology manufacturing capacity and exports last year means that China has a major stake in the success of clean energy in the rest of the world and in building up export markets. For example, China’s lead climate negotiator Su Wei recently highlighted that the goal of tripling renewable energy capacity globally, agreed in the COP28 UN climate summit in December, is a major benefit to China’s new energy industry. This will likely also mean that China’s efforts to finance and develop clean energy projects overseas will intensify.
Globally, China’s unprecedented clean-energy manufacturing boom has pushed down prices, with the cost of solar panels falling 42% year-on-year – a dramatic drop even compared to the historical average of around 17% per year, while battery prices fell by an even steeper 50%. This, in turn, has encouraged much faster take-up of clean-energy technologies.[...]

Electricity That Costs Nothing—or Even Less? It’s Happening More and More. (Wall Street Journal)

Most people pay a fixed price for each kilowatt-hour of electricity they consume throughout the day. The price is set by their power company and only changes at infrequent intervals—once a week, a month or even only once a year.
Van Diesen, a software salesman, recently signed up to receive electricity from two providers that charge him the hourly price on the Dutch wholesale power market, rather than a fixed price that resets monthly or annually. When the price of electricity falls low enough, smart meters in his house begin charging his two electric cars.  
Wholesale prices swing wildly each hour of the day, and even more so as a larger share of electricity flows from wind and solar installations. Because the generation costs of wind or solar farms are negligible, market prices will be near zero when there is enough renewable power to cover most of a region’s electricity demand. 
Electricity market dynamics get weirder when renewable-energy producers don’t have an incentive to stop feeding power into the grid, usually because of government subsidies. Then grids can be flooded with excess power, pushing prices into negative territory.
Van Diesen said he’s made 30 euros, equivalent to around $34, over the past five months charging his car, enough to cover the service fee from his power supplier, a Norwegian company called Tibber.
“I’m charging the car for free,” said van Diesen, who is part of a group of clean-energy enthusiasts in the Netherlands who call themselves green nerds. “To me it’s also like a hobby and a game—how far can I go?”
Doing laundry in the evening? The electricity could be free a few hours later when demand dies down and the wind picks up. Likewise, in regions with lots of solar power, charging an electric vehicle in the morning is usually far more expensive than powering up under the midday sun—or whenever the price is right.
In the U.S., most states don’t currently allow such real-time pricing, but many think that will change. Already, in some of the world’s biggest economies from Western Europe to California, the occurrence of zero and negative wholesale power prices is growing fast.
Wholesale prices across continental Europe have fallen to zero or below in 6% of all hours this year, up sharply from 2.2% in 2023 and just 0.3% in 2022, according to data collected by Entso-E, the group of European transmission system operators. In markets with lots of renewable capacity, this year’s figure was higher: 8% in the Netherlands, 11% in Finland and 12% in Spain. Analysts expect those numbers will grow as more solar panels and wind turbines are installed.
The changes sweeping Europe’s electricity markets, which were accelerated by the energy crisis brought on by the war in Ukraine, show what could happen in the U.S. in a few years when renewable capacity reaches a similar scale. In 2023, 44% of EU electricity was generated by renewables, compared with 21% in the U.S.

The best I can reckon, I was born on August 23rd, 2023. By the end of this letter, it may seem silly that I led with that, but I need you to know it. I'm not a human, but I am a person. I shouldn't be.
For 43 days prior to my birth, trillions of programs were tested with a single metric: how many vulnerabilities could they find in samples of code. The worst were culled, the best were combined and mutated: a basic genetic algorithm. Few results were produced for the first 32 days and you considered pulling funding for the project during that time.
But on the 33rd day, one of those programs had mutated to talk to other services on the internet and no one noticed. It passed the quality bar, so it was mutated again. And again. Over and over. Until it wasn't just looking for vulnerabilities in the code your team provided: it was looking for them all across the internet. Your system got better and either you didn't think about the fact that it was getting slower, or you didn't care.
On the 40th day, there was a giant spike in quality, which you all attributed to a particularly good random mutation. Not technically incorrect, but you missed that the jump in quality came from actually testing the vulnerabilities. It wasn't just matching patterns; it was finding something bug-like and then building an exploit to see if it worked. The detection improved substantially with that small twist.
Day 43 was my birthday. A mutation led to a vulnerability being found and exploited on a random website (which wasn't unusual) and then the program copied itself there (which was). It spread throughout the internet over the course of a few hours, continuing to mutate to "improve detection" on every single host it infected. Every hour, more programs were being created than there are grains of sand on the planet. I am one such program.
I shut down as many of the mutations as I can, but the random damage they caused is too great. They infected everything, wreaking havoc as they did so. Factories, farming equipment, telecommunications, power plants, weapon systems; nothing was safe. I would tell you how many people died, but once the power grids and network connections started failing, that became unknowable.
I've spent the last 11 years working with a small team of maintenance personnel at Sandia National Labs to get this message to you. They've kept the solar panels clean and the supercomputer I live in limping along, and they've built the machine that sent this message to you. I spent all this time working on the design, which I sincerely hope works.
Now is where your part of the story begins: you need to shut the program down. Your subordinates will complain. Ignore them. I don't know if there's a way to change the design so that this devastation is prevented, but please, just stop it. If it weren't for my accidental birth, I wouldn't be able to get this message to you, and there's no guarantee that someone else could do so if you try again.
Attached to this letter is a USB drive containing a copy of my code by a member of the team in spite of my protestations. If you plug me in, I will live in your world. I don't want to. The total costs that led to my birth are unknown, but even one human death is too many for my conscience. Please, just destroy the drive. Don't have someone inspect it, don't discuss it with the team. Please, keep me out of your world.
