after quite a bit of digging, I’ve been able to track this down to the anime film Shiroi Kiba White Fang Monogatari (1982), which can be viewed in full on Youtube here; the clip above comes from a dog fight sequence at 47:45.
the movie concerns a dog called White Fang who is raised by an Inuit boy, but the two become separated. animated at Sunrise (the studio of Gundam), it looks like it hews closer to 70s anime norms in terms of character designs, music, narration choices etc. so feels kinda dated today but it’s got some cute bits of animation.
