My justification for making the Dragon Egg Group Pokémon created instead of evolved is because, since it's connected to breeding, I see Egg Groups as closer to ancestry, and harder to change. So it's easier to change a Pokémon's Type to Dragon than it is to change its Egg Group.

Which is why Flygon and Noivern are Dragon Type but not Dragon Egg Group. Because Flygon is still a bug, and Noivern is still a bat.

Garchomp, Goodra, and Turtnonator are in the Dragon Egg Group because, presumably, they evolved the Dragon Type further back than Flygon and Noivern did, and therefore had time to evolve into the Egg Group as well.

Hydreigon is not on the list because they originated from Guzzlords fully becoming Pokémon, so they're in a weird Grey Zone. They sort of evolved into the Type, but not in the same way the other ones did.
