SPECIAL CONTAINMENT PROCEDURES

SCP-096 is to be contained in its cell, a 5 m x 5 m x 5 m airtight steel cube at all times. Weekly checks for any cracks or holes are mandatory. There are to be absolutely no video surveillance or optical tools of any kind inside SCP-096's cell. Security personnel will use pre-installed pressure sensors and laser detectors to ensure SCP-096's presence inside the cell.

Any and all photos, video, or recordings of SCP-096's likeness are strictly forbidden without approval from Dr. ███ and O5-█.

DESCRIPTION

SCP-096 is a humanoid creature measuring approximately 2.38 meters in height. Subject shows very little muscle mass, with preliminary analysis of body mass suggesting mild malnutrition. Arms are grossly out of proportion with the rest of the subject's body, with an approximate length of 1.5 meters each. Skin is mostly devoid of pigmentation, with no sign of any body hair.

SCP-096's jaw can open to four times the norm of an average human. Other facial features remain similar to an average human, with the exception of the eyes, which are also devoid of pigmentation. It is not yet known whether SCP-096 is blind or not. It shows no signs of any higher brain functions, and is not considered to be sapient.

SCP-096 is normally extremely docile, with pressure sensors inside its cell indicating it spends most of the day pacing by the eastern wall. However, when someone views SCP-096's face, whether it be directly, via video recording, or even a photograph, it will enter a stage of considerable emotional distress. SCP-096 will cover its face with its hands and begin screaming, crying, and babbling incoherently. Approximately one (1) to two (2) minutes after the first viewing, SCP-096 will begin running to the person who viewed its face (who will from this point on be referred to as SCP-096-1).

Documented speeds have varied from thirty-five (35) km/h to ███ km/h, and seems to depend on distance from SCP-096-1. At this point, no known material or method can impede SCP-096's progress. The actual position of SCP-096-1 does not seem to affect SCP-096's response; it seems to have an innate sense of SCP-096-1's location. Note: This reaction does not occur when viewing artistic depictions (see Document 096-1).

Upon arriving at SCP-096-1's location, SCP-096 will proceed to kill and [DATA EXPUNGED] SCP-096-1. 100% of cases have left no traces of SCP-096-1. SCP-096 will then sit down for several minutes before regaining its composure and becoming docile once again. It will then attempt to make its way back to its natural habitat, [DATA REDACTED]

Due to the possibility of a mass chain reaction, including breach of Foundation secrecy and large civilian loss of life, retrieval of subject should be considered Alpha priority.

Dr. ███ has also petitioned for immediate termination of SCP-096 (see Interview 096-1). Order is awaiting approval. Termination order has been approved, and is to be carried out by Dr. ███ on [DATA REDACTED]. See Incident-096-1-A.

DOCUMENT 096-1

Experiment 096-1 is headed by Dr. Dan. Purpose is to test SCP-096’s abilities while obtaining complete physical description of SCP-096.

D-9031 is a 32-year-old convicted felon and former tattoo artist. D-9031 is placed inside Bathysphere 303-A, which is then lowered in the Tonga Trench off the coast of New Zealand. Position is approximately ███ km from SCP-096’s temporary containment cell at Site ██. The following was recorded via video surveillance inside Bathysphere 303-A, between it and Dr. Dan’s control site on the New Zealand mainland.

Bathysphere 303-A reaches final depth of 10,800 meters.

D-9031: It’s stopped. What now?

Dr. Dan: Do you feel fine? No sickness, anything?

D-9031: My ears hurt.

Dr. Dan: That should be expected. Now, on your left should be a steel container. Open it, and there will be a manila folder holding several photographs. Open it and describe the first photograph, please.

D-9031 complies. The camera is located so the photograph cannot be seen.

D-9031: Nothing. It’s an empty cell.

Dr. Dan: Thank you. Please set this photograph face down in the receptacle to your right and look at the next photograph.

D-9031: It’s the same cell, but there’s a… foot in it, I think.

Dr. Dan: Describe it, please.

D-9031: Uh… it’s pale and bony. Sorta creepy, actually.

Dr. Dan: Place the photograph in the receptacle, face down, and look at the next one.

D-9031: Ok… [pause] Oh shit!

Dr. Dan: Describe the photograph.

D-9031: It’s a… I don’t know, some creepy-ass person.

Dr. Dan: Describe the photograph, please.

D-9031: Hell, man! He’s pale, has white eyes, and somethin’ fucked up is happenin’ with his mouth. What the hell is this thing?

At this point, approximately 13:32 standard time, Dr. Dan and Experiment Control is notified that SCP-096 has breached containment. The fastest path to SCP-096-1 has been cleared of civilians and other image-capturing devices, and SCP-096 is now being tracked by satellites via tracking collar.

Dr. Dan: On your right, there should be another steel container. Open it.

SCP-096-1: It’s a pad of paper and a pencil.

Dr. Dan: Yes. Please draw a sketch of the photograph you saw.

SCP-096-1 mumbles an expletive and spends the next twenty minutes drawing a sketch of the photograph. At the time of completion, SCP-096 is confirmed to be ███ km away from SCP-096-1.

SCP-096-1: I’m done.

Dr. Dan: Good. Place the drawing in the receptacle on your left and close the door.

SCP-096-1 complies and the sketch leaves Bathysphere 303-A in a watertight buoyancy container. The other photographs are then incinerated in the onboard incinerator.

SCP-096-1: What now?

Dr. Dan: Please stand by.

Forty minutes pass. SCP-096 is now confirmed to be at SCP-096-1’s position and is diving. Transponder signal ends at 9,339 meters as pressure goes beyond the device’s operational limits. The camera shows the bathysphere shaking slightly. From SCP-096-1’s reaction, it is assumed SCP-096 is on the hull and is visible through the viewport.

SCP-096-1: Oh fuck! Shitshitshit! What the fuck is that?!

Video and audio feed is cut as the hull of Bathysphere 303-A is breached. SCP-096 is recovered by surface recovery team Foxtrot-303-A without incident. Sketch of SCP-096 is also recovered, and a quick test confirms no hostile reaction from SCP-096.

Sketch is sent to Experiment Control on New Zealand while SCP-096 is moved to permanent containment.

INTERVIEWER: Dr. ███ INTERVIEWED: Captain (Ret) ██████████, former commander of retrieval team Zulu 9-A RETRIEVAL INCIDENT #096-1-A

Capt. █████████: It always sucks ass to get Initial Retrieval duty. You have no idea what the damn thing is capable of besides what jacked up information the field techies can scrape up, and you're lucky if they even tell you the whole story. They told us to "bag and tag." Didn't tell us jackshit about not looking at the damn thing.

Dr. ███: Could you describe the mission, please?

Capt. █████████: Yeah, sorry. We had two choppers, one with my team and one on backup with Zulu 9-B and Dr. ██████. We spotted the target about two clicks north of our patrol path. I'm guessing he wasn't facing our direction, else he would have taken us out then and there.

Dr. ███: Your report says SCP-096 didn't react to the cold? It was -██o C.

Capt. █████████: Actually, it was -██. And yes, it was butt naked and didn't so much as shiver. Anyway, we landed, approached the target, and Corporal ██ got ready to bag it. That's when Dr. ██████ called. I turned to answer it, and that's what saved me. The target must have turned and my whole squad saw it.

Dr. ███: That's when SCP-096 entered an agitated emotional state?

Capt. █████████: Yep.

He pauses for a second before continuing.

Capt. █████████: Sorry. Got the willies for a second.

Dr. ███: That's all right.

Capt. █████████: Yeah. Well, I never saw its face. My squad did, and they paid for it up the ass.

Dr. ███: Could you describe it a little more, please?

Captain █████████ pauses

Capt. █████████: Yeah, yeah. It started screaming at us, and crying. Not animal roaring though, sounded exactly like a person. Really fucking creepy.

He pauses again.

We started firing when it picked up Corporal ██ and ripped off his leg. God, he was screaming for our help… fuckin 'A… anyway, we were blowing chunks out of the target, round after round. Didn't do jackshit. I almost lost it when it started [DATA EXPUNGED] him.

Capt. █████████: It didn't even fucking flinch. It kept tearing apart my squad, but with half of its torso gone.

Dr. ███: But it was taking damage?

Capt. █████████: If it was, it wasn't showing it. It must have lost all its organs, all its blood, but it didn't acknowledge any of it. Its bone structure wasn't hurt at all, though. It kept tearing my squad apart.

Dr. ███: So no actual structural damage. How many rounds would you say were fired at SCP-096?

Capt. █████████: At the least? A thousand. Our door gunner kept his GAU-19 on it for at least twenty seconds. Twenty fucking seconds. That's six hundred .50 caliber rounds pumped into the thing. Might as well been spitting at it.

Dr. ███: This is when Zulu 9-B arrived?

Capt. █████████: Yeah, and my squad was gone. Zulu 9-B managed to get the bag over its head, and it just sat down. We got it into the chopper and got it here. I don't know how I never saw its face. Maybe God or Buddha or whoever thought I should live. The jackass.

Dr. ███: We have obtained an artist's depiction of SCP-096's face. Would you like to view it?

Captain █████████ pauses

Capt. █████████: You know, after hearing that thing's screams, and the screams of my men, I don't think I want to put a face to what I heard. No. Just… no.

Chairs are heard moving, and footsteps leave the room. Captain (Ret.) █████████ is confirmed to have left Interview Room 22.

7000 is not the first article he appeared in! before 7000 was published, i read the article that first established his luck anomaly and i was INSTANTLY invested. dr wettle just lives like this? all the time? the poorest little meow meow of all time? does anyone see this man? i was ECSTATIC when the 7000 contest dropped and there was a whole article about him and i lost it when its rating climbed up and up and it won. it won by a lot. because it is so so so unbelievably good

the article looks long at first glance, but the overwhelming majority of it is dialogue + there’s loads of images. it flies by but itll leave you with an impression. itll make you laugh. itll make you feel shockingly emotionally crushed. itll leave you satisfied. its a humorous article that takes itself seriously. it’s part of a canon if you want more, but it’s fully, completely standalone if you don’t.

wettle is a sopping, pathetic, wet cat of a man. hes part of the reason i made an scp sideblog. he’s a grumpy, twice-divorced, 50-something asshole that you will feel emotions that you’re not ready for about. 

oh you dont like him? well surprise! theres two other plotlines in the article to follow! scp 7000 is a story about a global breakdown of coherent probability. wettle is a vitally important perspective on that, but not the only one. the second plotline is about dr dan (the guy from scp 096) and his quest to figure out what is going on with this anomaly. the third plotline is about the O5s and the chaos insurgency’s attempt to gain control over it. despite the appearance of complexity, the whole story is actually quite easy to grasp and in the end its so simple and im trying SO HARD not to spoil it all over the place. but it is a really investing story that you should vote for

you really have to read it. and once you read it, you’ll say “wow, that was really an investing story,” and you’ll vote scp 7000.

Par un jugement n° 1803243 du 22 décembre 2020, le tribunal administratif a rejeté sa demande. Par un arrêt n° 21LY00539 du 30 juin 2022, la cour administrative d’appel de Lyon a rejeté l’appel formé par la société du Dr A… B… contre ce jugement. Par un pourvoi sommaire et un mémoire complémentaire, enregistrés les 30 août et 30 novembre 2022 au secrétariat du contentieux du Conseil d’Etat, la société du Dr A… B… demande au Conseil d’Etat : 1°) d’annuler cet arrêt ; 2°) de mettre à la charge du Conseil national de l’ordre des médecins la somme de 3 500 euros au titre de l’article L. 761-1 du code de justice administrative. Julien Fradel, maître des requêtes en service extraordinaire, – les conclusions de M. Il ressort des pièces du dossier soumis aux juges du fond que la société du Dr A… B…, spécialisée en ophtalmologie et établie à Chalon-sur-Saône, a demandé au conseil départemental de Saône-et-Loire de l’ordre des médecins l’autorisation d’exercer sur un site distinct de sa résidence professionnelle habituelle en vue d’exercer une activité de chirurgie réfractive par laser Excimer au sein du centre exploité par la société Laser Vision Bourgogne à Chalon-sur-Saône. Par une décision du 15 mars 2018, le conseil départemental de l’ordre des médecins s’est opposé à cette demande. Par une décision du 27 septembre 2018, le Conseil national de l’ordre des médecins (CNOM) a rejeté le recours qu’elle a formé contre cette décision. Par un jugement du 22 décembre 2020, le tribunal administratif de Dijon a rejeté sa demande tendant à l’annulation de ces deux décisions. La société du Dr A… B… se pourvoit en cassation contre l’arrêt du 30 juin 2022 de la cour administrative d’appel de Lyon rejetant l’appel qu’elle a formé contre ce jugement. Eu égard au moyen qu’elle présente, elle doit être regardée comme demandant l’annulation de cet arrêt qu’en tant qu’il rejette ses conclusions tendant à l’annulation du jugement litigieux en ce qu’il rejette sa demande dirigée contre la décision du CNOM. 2. D’une part, aux termes de l’article R. 4113-23 du code la santé publique, dans sa version applicable au présent litige :  » I. – Le lieu habituel d’exercice d’une société d’exercice libéral de médecins est celui de la résidence professionnelle au titre de laquelle elle est inscrite au tableau de l’ordre. / Toutefois, dans l’intérêt de la population, la société peut être autorisée à exercer son activité sur un ou plusieurs sites distincts de sa résidence professionnelle : / 1° Lorsqu’il existe dans le secteur géographique considéré une carence ou une insuffisance de l’offre de soins préjudiciable aux besoins des patients ou à la permanence des soins ; ou / 2° Lorsque les investigations et les soins à entreprendre nécessitent un environnement adapté, l’utilisation d’équipements particuliers, la mise en œuvre de techniques spécifiques ou la coordination de différents intervenants. / La société prend toutes dispositions pour que soient assurées sur l’ensemble des sites d’exercice la réponse aux urgences, la qualité, la sécurité et la continuité des soins. / II. – La demande d’ouverture d’un site distinct est adressée au conseil départemental dans le ressort duquel se situe l’activité envisagée. (…) / Le conseil départemental saisi se prononce, par une décision motivée, dans un délai de trois mois à compter de la réception du dossier de demande complet. (…) / (…) / IV. – Les recours contentieux formés devant le tribunal administratif territorialement compétent contre les décisions de refus, de retrait ou d’abrogation d’autorisation ainsi que ceux dirigés contre les décisions d’autorisation ne sont recevables qu’à la condition d’avoir été précédés d’un recours administratif devant le Conseil national de l’ordre des médecins. (…) « . 3. D’autre part, aux termes de l’article L. 6122-1 du code de la santé publique, dans sa version applicable au litige :  » Sont soumis à l’autorisation de l’agence régionale de santé les projets relatifs à la création de tout établissement de santé, la création, la conversion et le regroupement des activités de soins, y compris sous la forme d’alternatives à l’hospitalisation ou d’hospitalisation à domicile, et l’installation des équipements matériels lourds. / La liste des activités de soins et des équipements matériels lourds soumis à autorisation est fixée par décret en Conseil d’Etat. « . Aux termes de l’article L. 6122-3 du même code :  » L’autorisation ne peut être accordée qu’à : / 1° Un ou plusieurs médecins, éventuellement associés pour leur exercice professionnel ou pour la mise en commun de moyens nécessaires à cet exercice ; / 2° Un établissement de santé ; / 3° Une personne morale dont l’objet porte, notamment, sur l’exploitation d’un établissement de santé, d’une activité de soins (…) « . Aux termes de l’article R. 6122-25 de ce code, dans sa version applicable au litige :  » Sont soumises à l’autorisation prévue à l’article L. 6122-1 les activités de soins, y compris lorsqu’elles sont exercées sous la forme d’alternatives à l’hospitalisation, énumérées ci-après : / 1° Médecine ; / 2° Chirurgie ; (…) « . Enfin, aux termes de l’article R. 6121-4 du même code :  » Les alternatives à l’hospitalisation mentionnées à l’article L. 6121-2 ont pour objet d’éviter une hospitalisation à temps complet ou d’en diminuer la durée. Les prestations ainsi dispensées se distinguent de celles qui sont délivrées lors de consultations ou de visites à domicile. / Ces alternatives comprennent les activités de soins dispensées par : / (…) / 2° Les structures pratiquant l’anesthésie ou la chirurgie ambulatoires. / (…) / Dans les structures pratiquant l’anesthésie ou la chirurgie ambulatoires sont mis en œuvre, dans des conditions qui autorisent le patient à rejoindre sa résidence le jour même, des actes médicaux ou chirurgicaux nécessitant une anesthésie ou le recours à un secteur opératoire « . 4. Il résulte des dispositions citées au point précédent que le législateur a entendu soumettre à autorisation non seulement la création des établissements de santé et l’installation de certains équipements matériels lourds, définis par l’article L. 6122-14 du code de la santé publique, mais aussi la création, la conversion et le regroupement des activités de soins ayant vocation, compte tenu des moyens qu’elles nécessitent, à faire l’objet d’une prise en charge hospitalière, y compris lorsqu’elles sont exercées sous la forme d’alternatives à l’hospitalisation ou d’hospitalisation à domicile, pour favoriser une meilleure réponse aux besoins de santé de la population et veiller à la qualité et à la sécurité des soins offerts. Sont ainsi soumis à autorisation les actes chirurgicaux qui, se distinguant des prestations délivrées lors de consultations ou de visites à domicile, nécessitent une anesthésie au sens de l’article D. 6124-91 du même code ou le recours à un secteur opératoire, lequel doit être conforme à des caractéristiques fixées par arrêté du ministre chargé de la santé en vertu de l’article D. 6124-302 de ce code, prévoyant notamment une zone opératoire protégée propre à garantir la réduction maximale des risques de nature infectieuse. 5. Il ressort des pièces du dossier soumis aux juges du fond qu’en l’état des données acquises de la science et des techniques utilisées, les interventions de chirurgie réfractive réalisées directement sur la cornée par le recours à des techniques de laser, dites extra oculaires par différence avec les interventions dites intra oculaires réalisées notamment sur le cristallin, si elles doivent répondre à des conditions d’hygiène et d’asepsie permettant de maîtriser le risque infectieux, n’impliquent pas, eu égard à la nature superficielle de l’effraction sur la cornée et à sa durée très courte, le recours à un secteur opératoire et ne nécessitent pas le recours à une anesthésie justifiant l’application des dispositions de l’article D. 6124-91 du code de la santé publique. Il s’ensuit qu’en jugeant que l’activité de chirurgie réfractive par laser à excimère qu’entendait exercer la société du Dr A… B… sur un site distinct constituait une activité de chirurgie ambulatoire soumise à autorisation en application des articles L. 6122-1 et R. 6122-25 du code de la santé publique, de sorte que la demande de la société, qui ne disposait pas d’une telle autorisation, tendant à être autorisée à l’exercer sur un site distinct ne pouvait qu’être rejetée, la cour a inexactement apprécié les faits qui lui étaient soumis. 6. Il résulte de ce qui précède que la société du Dr A… B… est fondée à demander l’annulation de l’arrêt qu’elle attaque en tant seulement qu’il a rejeté ses conclusions tendant à l’annulation du jugement du tribunal administratif de Dijon du 22 décembre 2020 en tant que celui-ci a rejeté sa demande d’annulation de la décision du 27 septembre 2018 du Conseil national de l’ordre des médecins. 7. Il y a lieu, dans les circonstances de l’espèce, de régler l’affaire au fond dans cette mesure en application des dispositions de l’article L. 821-2 du code de justice administrative. 8. Ainsi qu’il a été dit au point 5, les interventions de chirurgie réfractive litigieuses ne relèvent pas des activités de chirurgie soumises à autorisation de l’agence régionale de santé en application des articles L. 6122-1 et R. 6122-25 du code de la santé publique. Par suite, et sans qu’il soit besoin de se prononcer sur les autres moyens de sa requête d’appel, la société du Dr A… B… est fondée à soutenir que c’est à tort que le tribunal administratif de Dijon a rejeté ses conclusions tendant à l’annulation de la décision du 27 septembre 2018 par laquelle le Conseil national de l’ordre des médecins a rejeté son recours formé contre la décision du 15 mars 2018 du conseil départemental de Saône-et-Loire de l’ordre des médecins refusant de l’autoriser à exercer sur un site distinct de sa résidence professionnelle habituelle au motif qu’elle ne disposait pas d’une autorisation lui permettant d’exercer la chirurgie réfractive de l’œil par laser. 9. Dès lors, il y a lieu d’annuler le jugement du tribunal administratif de Dijon du 22 décembre 2020 dans cette mesure et la décision du Conseil national de l’ordre des médecins du 27 septembre 2018. 10. Il n’y a pas lieu, en revanche, de statuer sur les conclusions de la société du Dr A… B… présentées à fin d’injonction dès lors qu’il résulte de l’instruction que cette société a transféré son siège social et son lieu d’exercice à l’adresse initialement sollicitée pour un exercice en site distinct, transfert dont le conseil départemental de Saône-et-Loire de l’ordre des médecins a pris acte au cours de sa séance plénière du 17 janvier 2019. 11. Il y a lieu, dans les circonstances de l’espèce, de mettre à la charge du Conseil national de l’ordre des médecins la somme de 3 000 euros à verser à la société du Dr A… B… au titre des dispositions de l’article L. 761-1 du code de justice administrative. Ces mêmes dispositions font obstacle à ce qu’une somme soit mise à ce titre à la charge de la société du Dr A… B… qui n’est pas, dans la présente instance, la partie perdante. D E C I D E : ————– Article 1er : L’arrêt de la cour administrative d’appel de Lyon du 30 juin 2022 et le jugement du tribunal administratif de Dijon du 22 décembre 2020 sont annulés en tant qu’ils rejettent les conclusions de la société du Dr A… B… afférentes à la décision du Conseil national de l’ordre des médecins du 27 septembre 2018 tendant à l’annulation, d’une part, de ce jugement en tant qu’il rejette ces conclusions, d’autre part de cette décision. Article 2 : La décision du Conseil national de l’ordre des médecins du 27 septembre 2018 est annulée. Article 3 : Le surplus des conclusions présentées par la société du Dr A… B… est rejeté. Article 4 : Le Conseil national de l’ordre des médecins versera à la société du Dr A… B… une somme de 3 000 euros au titre des dispositions de l’article L. 761-1 du code de justice administrative. Article 5 : Les conclusions présentées devant la cour administrative d’appel de Lyon et le tribunal administratif de Dijon par le Conseil national de l’ordre des médecins au titre de l’article L. 761-1 du code de justice administrative sont rejetées. Okay so I guess the thing is if they are actively being mutated by DNA changes is that...a lot of DNA mutations like that wouldn't be viable, but it seems like most of the deaths so far have been caused by other creatures and not just spontaneously dying from a mutation (though that does seem like that might be what is up with Lena's husband). That would suggest their immune system is doing a pretty good job at keeping up with the cell damage all things considered and it even appears to be keeping up for a while once Lena's husband exits.

but it also seems like The Shimmer forcefully keeps things alive somehow which would explain why Lena never remembers eating and her husband clearly also has done and experienced things that would not be physically possible for humans to do.

I think it's more realistic that the bear mutated voice mimicry capabilities without additional testing (that I assume we want to avoid)

I mean, yeah not only does that make Kane's huge knowledge gaps make sense, it also makes sense why he was being super weird when he got back if it's not actually Kane but the alien clone. It also also explains why when "Kane" got out The Shimmer was still vibing but when Lena got out The Shimmer died.

I wish we had Kane's POV honestly because it sounds like he and the clone built some sort of relationship in a way that Lena did not with her clone.

I guess this solves their cheating problem if this is the quasi-Kane quasi-clone. Though I am confused why Kane's clone would have stabilized when the alien died.

I mean the glowy eyes means Lena may not be all Lena but Lena seems to be more Lena than "Kane" is Kane. I want the military to run some DNA samples though.

It also seems like since the whole thing was that DNA was getting sort of fragmented and mixed up that a person becomes physically not perfectly themselves after x time in The Shimmer. But is that necessarily any different for the fate of "the self" than if you get radiation damage or a tattoo or a cochlear implant or lose a limb?

This was a fun movie, I liked it. However, the more movies I watch the more I feel like we should be kind to aliens. They seem like they may just be confused and unaware of their impacts.
