Brief introduction of IRCC
Immigration, Refugees and Citizenship Canada (IRCC) is a federal government department you will be interacting with both before and after you arrive in Canada.
Clients interaction with IRCC before and after arrival Your exposure before you arrive will be through online immigration applications or the many visa offices outside Canada. After you arrive you may have further involvement through one of more than 500 IRCC-supported service provider organizations for settlement services, and interact with IRCC bylater extending your permanent resident card, and eventually going through the process to become a Canadian citizen.
IRCC in-land offices IRCC has an operations support centre in Canada’s capital city of Ottawa, and immigration case processing centres in Ottawa, Edmonton, Mississauga and Sydney. It also has offices in Calgary and Edmonton in Alberta; two in Vancouver and one in Surrey, British Columbia; one in Winnipeg for Manitoba and Nunavut; Fredericton, New Brunswick; St. John’s, Newfoundland and Labrador; Yellowknife, Northwest Territories; Halifax, Nova Scotia; Hamilton, Kitchener, London, Niagara Falls, Ottawa, Mississauga, two in Toronto, and Windsor in Ontario; Charlottetown, Prince Edward Island; two in Montreal, Quebec; and Saskatoon, Saskatchewan.
It also has temporary offices across Canada for citizenship tests, interviews and ceremonies and immigration interviews.
IRCC help center Your first point of contact for questions is the IRCC Call Centre at 1-888-242-2100. Wait times can be long and both immigrant settlement agency staff and Regulated Canadian Immigration Consultants complain the answers to questions are not consistent. One call centre employee can give you one answer, and another could tell you something different. However, the IRCC website has comprehensive information.
Front counter IRCC staff do not provide general information or updates on specific files. IRCC was formerly known as Citizenship and Immigration Canada and its website at www.cic.gc.ca is thorough and contains most of the information you will need, including application forms and application guides. There is an online help centre at www.cic.gc.ca/english/helpcentre/index-featured-can.asp
The objectives of the Immigration and Refugee Protection Act The Immigration and Refugee Protection Act (IRPA) and its accompanying Regulations are the sources relied upon for immigration and refugee applications, decisions, and appeals. IRPA has 10 objectives, described in the Act, including: to permit Canada to pursue the maximum social, cultural and economic benefits of immigration; strengthen the Canadian social and cultural fabric; support a prosperous economy with the benefits shared across all regions of Canada; reunite families; promote the integration of permanent residents; facilitate the entry of visitors, students and temporary workers; protect the public health and safety of Canadian society; promote international justice and security; and work with the provinces to secure better recognition of foreign credentials of permanent residents and more rapid integration into society.
Recent PR programs of IRCC Recent IRCC programs designed to share the benefits of immigration across Canada include the Atlantic Immigration Pilot and the Rural and Northern Immigration Pilot. The Greater Toronto Area continues to attract one-third of all immigrants to Canada, with Vancouver and Montreal also receiving large shares.
IRCC’s immigration plan IRCC is estimating between 310,000 and 360,000 immigrants will arrive in 2020, with a target of 340,000. The largest numbers will be in the various economic streams, with the remainder in family class, refugees and protected persons or humanitarian and compassionate categories. An increasing number of spaces will be devoted to provincial nominees. The immigration target continues to rise each year to counteract an ageing population and shrinking labour force.
IRCC says, in its Departmental Plan, that it “continues to manage permanent resident selection, attracting the best and the brightest to Canada, through its Express Entry application management system and its collaboration with provinces and territories that nominate permanent resident candidates.”
One of its goals is to eliminate the backlog of privately sponsored refugee applications and reduce processing times to an average of 12 months for most applications.
IRCC’s current priorities are to grow immigration; streamline economic immigration program requirements; improve settlement outcomes; improve client experience; provide international leadership on refugee and migration issues; introduce a more inclusive citizenship study guide; and work with Canada Border Services Agency, Royal Canadian Mounted Police and the provinces to address increases in irregular migration to Canada.
In addition to a target of 340,000 immigrants in 2020, the number of temporary residents arriving will be in the millions. In 2016-17 there were almost four million visas and electronic travel authorizations issued to visitors, international students and temporary workers.
Another IRCC goal is to focus on improvements to program delivery through the more than 500 service provider organizations it funds across Canada. It especially wants to see improvements in language training, employment services and support to vulnerable newcomers, including visible minority women.
It also wants to work with the service provider organizations to ensure that services pertaining to culture, history, sports and recreation are available. Cross-cultural activities and one-on-one exchanges will be encouraged to build language skills. It will continue to work with the more than 60 Local Immigration Partnerships across the country to encourage welcoming communities for newcomers.
IRCC’s budget for 2019-20 is almost $2.4 billion and approximately $1.4 billion is allocated to settlement support services. It has a total workforce of more than 7,000. A little more than 1,000 people work in the area of visitors, international students and temporary workers; almost 3,000 work in immigrant and refugee selection and integration; approximately 1,600 work in citizenship and passports; and almost 1.600 in internal services. The thousands of people across Canada working for service provider organizations are employees of non-profit organizations, not IRCC.

Canada is the most educated country in the world. This resonates in the number of opportunities that it offers for immigration to residents of different ethnicities. Aside from being a scenic beauty this land of the lakes and maple trees could be your heavenly home permanently. In fact, Canada has recently opened its door to permanent residency for the world population. So, if you have some skills to offer and add to the workforce of Canada with a desire to live in a melange of races and thrive in a multicultural environment then opt for a good life by moving into Canada. Educated and skilled? Then Canada is the place for you. However, take a close look at the application process in case you wish to migrate to a particular destination in Canada as the visas vary as per the location. Here are some locations that will make a great choice for skilled canada migration. Quite unlike what most people would search and think are the best places and the most lucrative job opportunities as far as Canada is concerned, they lie not in the major cities but the smaller towns and cities in Canada. The large cities have been exhausted off their potential and scope of business and work. Saskatoon Saskatoon is known for his prairies and countryside but at the same time the urban side is developing. There are ample job opportunities especially fuelled by the manufacturing sector and with an increasing population the development of the region in terms of housing has also shown potential and financial feasibility for migration to the city. Halifax Halifax is another city that has seen a surge in development off late. This city has benefited due to its shoreline activities, trade, and shipbuilding contracts have helped the city’s economy. Also, a lot of immigrants prefer the city for its water access, a good standard of living and also cheaper costs of living. London London in Ontario has already seen a saturation in population but it still is a great option for immigrants to opt from. It has been one of the major manufacturing hubs and with its already flourishing economy the jam packed city continues to see increased migrants entering the city border for a better living and ample opportunities for growth and income. These are some of the best cities that immigrants can think of choosing from. There are a certain set of guidelines and rules for skilled canada migration visas which any good and well-experienced skilled canada migration consultants in the UAE shall be able to guide you with. A good consultant can make your process and success rate for migration much easier, a well experienced one can almost get you a visa without any hassles. Opt for a good consultant like the Fast Global Migration for a speedy migration process to Canada.

Someone took the bait, so here is the story of Two-Gun Cohen:
Moishe “Morris” Abraham Cohen né Mialczyn was born in Poland in the late 19th century, but his working class Jewish family immigrated to the East End of London when he was two. While his parents worked in the textile factories, Moishe was attracted to London’s underbelly, boxing under the name “Cockney Cohen” and working as a pick-pocket for “Harry the Gonof.” When this inevitably led to his arrest at age 12, he was sent to a series of reform schools, until his parents decided it would be better for him to be sent at age 16 to western Canada, away from the temptations of the big city.
While working as a ranch-hand in Saskatchewan, Cohen learned to use a gun and to gamble. Leaving his agricultural employment after a year, he worked instead as a carnival barker, gambler, and real estate broker (not much of a career change there) in the boom towns of the Canadian west.
This also brought him into contact with the Chinese community of Saskatoon. Because sometimes clichés are real, Moishe had a habit of having his Sunday dinner at Chinese restaurants, because they were open and because he could gamble in the back after he ate. The story goes that on one of these evenings, he walked into his favorite restaurant to find the owner Mah Sam getting held up at gunpoint and promptly beat the hell out of the gunman and threw him out.
Given how unusual it was for a white guy to side with a Chinese man against another white guy, this was a big deal in in Saskatoon’s Chinese community, and Cohen was eventually invited to join the Tongmenghui, the underground Chinese nationalist society formed by Sun Yat-sen to overthrow the Manchu.
After serving in WWI, seeing combat at the Battle of Passchendaele, Moise eventually went looking for work in China through his connections with the Tongmenghui. This eventually got him a job working as Sun Yat-sen’s chief bodyguard, which is when he started carrying two revolvers at all times due to the multiple assassination attempts he had to foil - hence the nick-name of “Two-Gun” Cohen.
Cohen rose through the ranks of the southern Kuomintang, working as a drill instructor, gun-runner, and intelligence operative, and eventually rose to the rank of Brigadier General, making him the only Jewish warlord in Nationalist China. At the outbreak of the Second Sino-Japanese War, Cohen took part in the fighting and was tasked with getting Sun Yat-sen’s widow out of Hong Kong before it fell to the Japanese. He was captured and interned by the Japanese, but was released in a prison exchange and found his way to Montreal and later to Manchester.
After WWII, Two-Gun had a career as a consultant with various British manufacturers and the Chinese government (normally an ex-Kuomintang wouldn’t exactly be welcome, but because he’d been associated with Dr. Sun Yat-sen and the southern Kuomingtang, who’d been rivals of Chiang Kai-shek, Cohen was given a pass for his role in the Chinese Civil War).
If you got to be on Drunk History, what subject would you talk about?
Tricky, because my area of research doesn’t quite lend itself to the dramatic anecdote, but I could spin some stories about Harry Hopkins.I do have a fund of good history anecdotes that I could use that don’t come from my own research. Julie D’Aubigny is a great story, the last day in the life of Tiberius Gracchus is a good one, the 1948 Democratic Convention (if I could ever find the paper I wrote about it, might still be at Columbia somewhere) is pretty dramatic, and so on.
But I think the one that might make the best episode is the story of Two-Gun Cohen.
Although who knows how far into the story I’d get, because the only booze I like is rum (although I’ve always wanted to try grog).
